    Dr. Imre Gyuk, renowned energyresearcher and scientist, was amongofficials and supporters of the project atIAMUs Training & Office Complex for theDecember 12 meeting of ISEPA. Dr. Gyunoted the exhaustive work of ISEPA andothers in finding a suitable reservoir forthe project, and called the news a

    NEW NERC POLICYLOOKS AT UTILITY COMPLIANCE

    The North American Electric ReliabilityCorporation (NERC) has been working toidentify candidates that should be registeredfor compliance with electric reliabilitystandards. The key to whether an entityshould register is whether it is material tothe reliability of the bulk power system."

    The second round of nonbinding registration

    closed December 15, but there will be

    continuing efforts to determine which entities

    should be registered. IAMU expects that in

    early March final draft lists of entities will be

    submitted by each region to NERC, in order for

    NERC to have a final list of responsible entities

    in May of 2007.

    IAMU is working with the

    Midwest Reliability

    Organization (MRO, one

    of the regional reliability

    organizations that make

    up NERC) as it seeks a

    common-sense

    approach to registration.

    Here are the currentguidelines for entityregistration. We doexpect revisions ofthese guidelines,specifically for JointAction Agencies, in thenext few weeks. Formore information, go to

    the NERC website (www.NERC.com), or callAnne Kimber at IAMU, 800/ 810-4268.

    Registration Guidelines:

    I. Entities meeting one or more of the follow

    criteria are (i) owners, operators, and users

    the bulk power system and (ii) candidates fo

    registration: I(a) All entities meeting the crit

    As defined by the Regional Reliability

    Organization, the electrical generation

    IAMU SAFETY GROUPINSURANCE PROGRAM

    IAMUs Insurance Trust

    Committee has voted in

    favor of distributing $1.9

    million in cost reduction

    payments to IAMU

    members participating

    in the associations

    Safety Group Insurance

    Program. This is the

    highest dividend

    payment in the history

    of the program, whichhas been in existence

    since 1981.

    The distribution will be made after the startof calendar year 2007, and will be shared by434 participating member cities and utilitiesFive percent of the distribution will be in theform of IAMU Risk Management Coupons.The average cash distribution isapproximately $4,100.

    New Risk Management Coupons for 2007 wibe sent with the dividend distributions, and

    may be used immediately. They will be valid

    until February 29, 2008. The 2007 coupons

    be green. The salmon-colored 2006 coupons

    are valid until February 28, 2007. Risk

    management coupons may be used as

    payment for: certain IAMU risk management

    related workshops; OSHA manuals; IAMU Sa

    Cluster dues payment; and IAMU Annual

    Conference registrations.

    Statewide seminars willpresent 2007Safety GroupInsurance Program

    Jester Insurance Services, in conjunction with

    EMC Insurance Companies, will again hold a

    series of seminars statewide to highlight the

    IAMU Safety Group Insurance Program. Since

    its

    inception in 1981, the program has provided

    many benefits to IAMU members and has

    grown

    to be one of the largest insurance programs

    for

    cities and municipal utilities in the nation. The

    dividend distribution for program members for

    2006 is the largest in its

    history (see related

    story

    to left). This years

    seminars will feature a

    review

    of Public Officials loss

    prevention as well as a

    discussion on property

    exposure.

    economicconsequences to citiesand utilities; safewater & emergencypreparedness; SPCCrequired reviews;deaths from falls (Iowa2006); OSHA IOSHA

    Top 10 violations lists; railroad safety Operation Lifesaver; and an update ofIAMUs mutual aid program.

    CEUs will be offered for water,

    wastewater and water treatment, for acharge of $10 per CEU application. Theworkshop registration fee is $175 perperson for IAMU members and $200 perperson for non-members. IAMU RiskManagement Coupons will be acceptedas payment.

    SAFE CITY: MONTEZUMA

    MAQUOKETA DONATEFUNDS

    Two more IAMU member cities havecome forward with financial support forIAMUs planned Safe City project.

    Montezuma Natural Gas and MontezumaLight & Power have each donated $1,500,for a total of $3,000 toward thedevelopment of Safe City. Eldon Snook,Montezuma Gas Superintendent,presented the checks to IAMU ExecutiveDirector Bob Haug and Program ManagerDave Hraha. We think its the thing to do.Safety is a big concern in our business,

    and improved safetyhelps everyone acrossthe board, Snooksaid. Don Fahlenkamp,Superintendent ofMontezuma MunicipalLight & Power,speaking from his

    office, stated, Ourboard did the rightthing in voting thisthrough. Were alwaysbehind anything IAMUwants to do.

    The board of Maquoketa Municipal Electvoted in favor of donating $1,000 to SafeCity at its December 12 meeting. Joel

    Yanda, the utilitys DistributionSuperintendent, said, Doug Owen, ourGeneral Manager, made the presentatiothe board, and I added some commentsmy own about how much this would

    enhance IAMUs Safety & Training Field.Yanda continued, Safe City is a very gothing to do, for utility safety in Iowa, andeven for the nation. The donation measpassed on a unanimous vote.

    In September, the City of Everly becamethe first to donate to Safe City, presentinga check for $1,000. IAMU extends itsgratitude to all of the donators for theirgenerosity and foresight in supportingIAMUs mission to offer the best in trainingopportunities for the utility industry.

    Safe City is envisioned as a cluster ofsmall buildings on IAMUs Safety &

    Training Field. They will house variousinfrastructure which will provide realistichands-on training in a variety of real-world situations, including emergency

    response anddistribution systemconstruction. Plansalso call for an aboveground confined spacetraining vault and

    open bays that willhouse pipes and linesto simulateundergroundinstallation, repairs,cable pulling and firecontroldemonstrations.

    OSHA RELEASES UPDATE"TOP TEN" VIOLATIONS

    LIST

    The Occupational Safety & Health Administration (OSHA) has release

    its list of the most-violated safety and health

    standards from October 2005 September

    2006. The list contains many of the usual

    suspects, but the order of their occurrence

    has changed slightly.

    Once again, OSHAs Scaffolding Standard was

    the most frequently violated overall. Among

    rules covering General Industry, the Hazard

    Communication Standard (HCS) remains the

    most-violated standard, but slipped fromsecond last year to third this year on the

    overall list behind the Fall Protection

    Standard.

    The list and the number

    of violations are

    accurate as of October

    13, 2006. At the time of

    this writing, the agency

    was still finalizing

    citation totals for the

    In order to renew a Grade A, I, or

    license, certified operators musthave earned 1 CEU or 10 contacthours between April 1, 2005 andMarch 31, 2007. Certified Grade Ior IV water operators need to earCEUs or 20 contact hours betweeApril 1, 2005 and March 31, 2007renew their license.CEUs may be earned by attendingIowa Department of NaturalResources (IDNR) approved cours

    that contain subject materialspecifically pertaining to anoperators certification. IAMU offea variety of IDNR approved courseevery year for water operators toattend.     RECEIVES AWWA FULLERAWARD

    Jon Martens, Director of Water Operations at

    IAMU member Atlantic Municipal Utilities, and

    chair of IAMUs Water Safety & Training

    Committee, was honored recently by being

    named the recipient of the American Water

    Works Association (AWWA) Fuller Award. Asstated on the AWWA Iowa Section website, the

    award is presented annually by the AWWAs

    Iowa Section to selected members for their

    distinguished service to the water supply field

    in commemoration of the sound engineering

    skill.the brilliant diplomatic talent.and the

    constructive leadership which characterized

    the life of George Warren Fuller.

    In addition to the Director position Martens

    holds with Atlantic Municipal Utilities, he also

    serves as a water operator by affidavit for

    several smaller communities. He holds a

    Grade III treatment license, a Grade IV

    distribution alliance and a Grade I wastewaterlicense. He has served on IAMUs Water Safety

    & Training Committee for nine years, and is

    also a trainer for numerous water and

    wastewater training classes held at IAMU. He

    has served the water industry on a national

    level as part of the AWWAs Small Systems

    Committee.

    The World during October and November.This program gives customers of

    while the customers are at the store.Customers do not have to file anyadditional paperwork or rebate applica-tions.

Forthose who are interested in finding outmore information, please note thatmunicipal utilities and rural electriccooperatives will have initial planningmeetings with Change A Light officials inthe near future.     materials. IAMU doesnot administer theprogram and does notreceive compensationfor coordinatingmeetings for inter-ested memberutilities. Unlike lastyear, planning is

    taking place significantly earlier; municiputilities should have more time to find oabout the program and decide if they wato join. It is anticipated that the planningprocess this year will be the type of procand timetable used to offer the programmunicipal utilities in future years. Pleasetake this into account when budgeting fothis program in 2007 and beyond.

    The workshop will cover the following topics

    which funds work on a variety of technologies,

    including advanced batteries, flywheels,super-capacitors and compressed air energy

    storage. Funding for ISEP has been managed

    by Sandia National Laboratories, which holds

    energy and infrastructure assurance as one of

    its cornerstones.

    ISEPA is closely analyzing a location just west

    of Dallas Center in central Iowa. The site lies

    within 30 miles of downtown Des Moines, and

    is the third location ISEPA researched after

    initially screening more than 20 geological

    structures in Iowa. ISEP will employ CAES,

    which utilizes air stored

    underground at naturally

    occurring pressures.

    Stored air is released

    when needed to help

    generate energy for

    cities and utilities which

    have purchased rights to

    utilize it. Used as a

    supplement to existing

    energy sources, it ispredicted that it will

    save clients millions of

    dollars each year by

    providing a consistently

    reliable energy source,

    much of it renewable,

    that would be available

    during periods of high

    demand.

    Its a good location,

    said McGill. The

    reservoir is deep enough

    and wide enough, with

    good geology. The

    condition of the

    reservoir rock was

    crucial to the

    development, as ISEP

    will differ from the

    reservoir geology

    caverns in underground

    salt used by the other

    two operating CAES

    facilities in Alabama and

    Germany. Storage in salt

    and utilization of pre-existing underground

    mines developed during

    minerals production are

    typical avenues pursued

    for CAES storage

    facilities. But ISEP will be

    the first facility of its

    kind to use a porous

    sandstone layer far

    under the earths

    surface to hold the

    compressed air. The air will be pumped into

    sandstone, will displace water that exists th

    in a limited and carefully controlled area, an

    will form a bubble, which will remain in pla

    as an underground reservoir of stored energ

    It will be tapped by wells, which will allow ai

    out when needed to provide electricity.

    ISEP will combine the underground storage

    air with energy derived from wind power in

    Iowa, making the project doubly attractive aIowa strives to further the advancement of

    wind energy. Some of the energy collected

    wind turbines will drive compressors to push

    the air underground. ISEP will provide 268

    megawatts of CAES generating power and

    plans to use approximately 75 megawatts o

    wind power. ISEP offers the best means to

    assure full utilization of wind energy, whethe

    that power is created by ISEP or purchased,

    said McGill. He stated that it will ensure that

    wind energy will be available to ISEP custom

    when most needed (instead of relying on th

    uncertain availability of wind), and will help

    cities and utilities avoid much of the carbon

    tax which is likely to be imposed on fossil f

    burning facilities in the future.

    Cities and utilities participating in ISEP will

    utilize a mix of energy sources, of which ene

    from ISEP will be one component. It is

    anticipated that most ISEP customers will

    continue to use technology such as coal-fire

    steam generating power plants to serve the

    baseload needs, but will use energy from

    ISEP as a mid-range (or intermediate) pow

    source, as studies have shown that is the ar

    with the most urgent need for utilities. Acceto CAES generating capacity would offer the

    utilities a very flexible tool to help them

    manage their energy costs and maximize th

    value and usefulness of their renewable ene

    assets. McGill estimated that CAES plus win

    energy from ISEP could account for 20 perce

    of the energy used in a year at a typical Iow

    municipal utility, and could save the cities a

    their utilities as much as $5 million per year

    purchased energy. The cost of energy from

    ISEP CAES facilities has been estimated at $

    per megawatt-hour.

    The ISEP storage structure wouldfunction much like anunderground inverted bowl withthe rim in water and acting as aseal, with the reservoir under anoval land parcel measuringapproximately 8,000 feet x 6,000

    feet; thereservoir will beabout 2,800 feetdeep at the crestand 2,900 feetdeep at theedges.

    ISEP will

    complete a number of additionalsteps prior to the official startup othe facility. John Bilsten, VicePresident of ISEPA and GeneralManager of Algona MunicipalUtilities, which will be part of theISEP network, detailed the timelinfor the project:

    A supplemental seismic survey willbe undertaken in January 2007.Initial ownership/investor arrange-ments are scheduled to be finalizedin July 2007. Drilling of aninvestigation well and a waterpump test are planned forcompletion by January of 2008, and

    preliminary design work is to befinished in May 2008. Permittingwith the Iowa Utilities Board istargeted for completion inSeptember 2008. Detailed designwork would be completed by Aprilof 2009, with financing completedin May 2009. Construction is to becompleted by May 2011, withcommercial operation to begin

    about July of 2011.

    In his keynoteaddress, Dr. Gyukstated thatecologicalconcerns andgrowth in energy

    consumption aretwo of the majorsocial trends in theUnited Statestoday, and withsuch trends inmind, projectssuch as ISEP areimportant from asociological in

    addition to technological standpoint. Science today relies social concerns and trends muchmore than the mere technical abito do a project, he said.IAMU, DOand ISEPA hope that ISEP will servas a model for other utility andenergy organizations and in the
