The trophy hoisted by Kahle is currently on display here at the Fire-Rescue Department and will remain for the next year until our team will return to defend the title. Imperial Beach Fire-Rescue Department Firefighter / Engineer EhrenKahle outlasted 16 Firefighters to win this year’s Burn Institute Demo-lition Derby at the San Diego County Fair. County Sheriff’s Search and Rescue (SAR)A red-shouldered hawk is receiving lots of TLC (tender loving care) thanksto Sheriff’s Search and Rescue (SAR). A SAR volunteer was taking part ina search for a missing person at-risk in Ramona when he found the injuredbird on the side of the road. The red-shouldered hawk was taken to TheFund for Animals Wildlife Center where it will be nurtured back to health.

The Sheriff’s Search and Rescue is an all-volunteer unit. Together they

LIFEGUARDS PRESENTATIONRobert Stabenow of Lifeguard Services gave a report to Chamber Members thatthere are 9 full time lifeguards and 30 part-time lifeguards. Last year there were only21 days of contaminated water and he thinks the new IBWA capture system isworking. There were 9,900 preventative actions, 521 aquatic rescues, 680 medical callsand 4666 enforcement contacts; out of which about 98% were willing to comply whenasked. The other 2% got to deal with the Sheriff’s Department for not complying.He said that El Nino is occuring with warmer waters than last years in the 60’s.Temps are now 70-73. He said that Wednesdays are now a training day for life-guards and they also have practiced river rescue as well as a rescue dive team withPort funding.He also discussed the $125,000 sophisticated surveillance system that was put inwith a grant from Homeland Security. The camera’s are pan-tilt, zoom and infra-red.They can see in bright sunlight or in the dark and can be used by either HomelandSecurity or Lifeguards to monitor all beach activity. He said the beach is much largerthis year with all the new sand, but that is job security for the lifeguards.

FIRE AND EXPLOSION RIPS LOCAL HOME

Approximately 10:00 pm an explosion and fire happened at a housein the 900 block of Fern just east of 9th Street. Reportedly two per-sons were injured and transported. An outdated electrical serviceproved challenging to fire fighters as there was no exterior shut offfor the power. Public Safety Director Tom Clark stated that theybelieve that the fire and explosion was caused by butane in a pro-cess where canibis is converted into hash oil and that the process isvery volatile. The home had flames reaching out the windows whenfirefighters arrived but was knocked down quickly. They believethe house is damaged to badly to repair.

Y O U T H S P O R T S S E C T I O NWhat kinds of lessons will teach our young people about the realities of life?Sports is often the first competitive socialization our children experience. Thelessons of competition, sacrifice and teamwork; versus individual selfishnessand about winning and loosing are lessons that last all through life. Sportingactivities also provide an outlet for energies that might be directed in lessconstructive ways if not for the order and discipline that teamwork demands. Youth sports is healthy exercise for young bodies but also healthy exercisefor young minds. That is why our local sports programs are so important toour developing youth. Youth is the real majority in Imperial Beach. Perhapsplaying something as simple as baseball, softball, soccer, skate boarding, etc.could change the direction of a young persons life from being prone to crimi-nal activity to more positive social behaviors.A special Kudos goes out to all the parents and others who volunteer countlesshours so that children can benefit from these programs. There are manyunderprivileged children who want to play ball but can’t afford the registrationfees in our leagues and neighboring leagues. The effort to fund raise to helpmake it possible for any child that lives in Imperial Beach to be able to play, isa never ending labor of love for many local parents.

IB Local News has decided to try to help these organizations raise moneywith the intent of helping make it possible for any child to play in youthsports programs. For the next three editions of I.B. Local News, we willdonate 10% of the purchase price of any color half page or larger displayadvertising to youth sports programs. For any business owner who pur-chases one of these advertisements, we will give them recognition for theirdonation towards these youth sports programs. Please join with us to makeit possible for every child to PLAY BALL!We also hope to provide information on activities for families with children inImperial Beach. Imperial Beach Sports Park under New Management Boys & Girls Clubs of South County Granted

Management Rights of IB Sports Park

IMPERIAL BEACH, CA (June 23, 2014) – After months and monthsof negotiations and speculations about the outcome of the Imperial BeachSports Park, it is finally official, Boys & Girls Clubs of South County hasbeen granted management rights over the community center.

Boys & Girls Clubs of South County officially opened the doors on June1st after being closed for a few days to clean and setup equipment. Theexcitement about the fate of the IB Sports Park has been somewhatcontroversial at times with speculations about the Sports Park being priva-tized and taken away from the community, “That’s not the case, we fullyintend on providing programs for all ages in our community, and a mem-bership isn’t required to participate, “said Boys & Girls Clubs of SouthCounty Director of Operations, Gil Contreras. “In fact we are hoping toexpand our programming to meet the needs the community and we areinviting everyone to come out and see for themselves at our CommunityFair on June 28th.”

The community fair is scheduled for Saturday, June 28, 2014 from 10 amto 2 pm. During this event Boys & Girls Clubs of South County will beconducting tours, and having demonstrations of the classes offered. “Wehave planned a fun filled day complete with music, food, raffles, games,and more,” said Contreras.

The Imperial Beach Sports Park is located at 425 Beach Boulevard inImperial Beach. The hours of operation are Monday through Friday from12 pm to 7pm, for the month of June there has been open gym timeduring operating hours. Classes officially begin the week of July 7, 2014and any inquiries regarding programming and schedule can be answeredby calling the Odermatt Clubhouse at (619) 424-2266 ext. 224 or byemailing the Sports Park at [email protected].

EL TAPATIO TO STAY OPEN D URING R EMOD EL

Long time local business El Tapatio is getting a new look. A sign on theeast side of the building says they will be open through the remodel.

Captain John French made a presentation about the new fire engine and changes inpersonnel staffing at the Fire Department. He said there have been 6 new hires abouttwo months ago and all of the new people are trained paramedics. They will man en-gines with a 5 man crew.

He explained to the Chamber of Commerce that they like to purchase a new fire engineevery 10 years. The department currently has two of them ages 20 and 10 years and anew engine is being constructed for the city in Appleton , Wisconsin. He displayedphotos of the engine under construction and the blueprints.

So what’s the big deal about Antiques? It just a bunch of old junk! Really?

Antiques are relics from the past. From times before most of us were born.Sometimes they remind us of our childhood or imagine living in another timelong ago. Think about it. Almost every item you might see in an antique mallwas once “State of the Art” or considered “High Fashion” in it’s day!

Many people like to decorate with antiques as they give immediate characterand imagination to a plain ordinary wall. Many people have collections ofsimilar or related items. While the industrial revolution in this country tookmost of us away from day to day survival from agriculture, the railroad broughtthe manufactured inventions to the mountains, praries and desert to the west.Many of those antiques were the latest inventions to make rural life moretolerable or a little easier. Even a kerosene lamp was a technological marvelonce upon a time. The kinds of rudimentary devices that were hand craftedor even mass produced are still in tact, even though the original owners mayhave been dead for a very long time. They are a reminder of how hard lifeused to be, and the little things that brightened up or made rural life a lot easierto endure.Each edition we will dedicate some space to our Antique Corner and showyou some things we have found and continue to find. Are you looking for aparticular antique? We have had very good luck locating specific antique re-quests and making people happy.As one dealer told me once; “It’s a lot like adopting out puppies and findingthem a good home.” “One man’s junk is another man’s treasure.” One’things for sure. You can’t find any of this stuff at Walmart. If you want aninteresting decoration , conversation piece or sentimental, nostalgic gift for aloved one or yourself; nothing beat’s an ANTIQUE. They have stood the testof time. They have outlived more than one previous owner and survived. Youbuy them knowing they will also survive you. Perhaps that’s the fascination?Or perhaps we are reincarnated souls and they remind us of a life we mayhave lived before? HAPPY ANTIQUE HUNTING !

WHAT WOULD ROLAND GRAY DO ?A STORYABOUTA MARINE IN PRISON IN MEXICO?

Recent events in the news tell a story of a young Marine who missed thelast U.S. exit before crossing the border. I can relate to this as I did itonce when I first moved to Imperial Beach and a four hour turn around inMexico. I forgot I had a bag of oranges in the back of my truck and foundmyself in Secondary with U.S. Customs,as they were called back then.

About 15 years ago a young U.S. Marine was taken into custody byMexican Authorities and jailed for similar firearms charges as the youngman currently being held. Rowland Gray got together with Jimmy Valen-tine, Roger Hedgecock, Wendell Cutting and others and created an act ofcivil disobedience that got that young man released sooner than later.

Everyone knows that Mexico is dependent on U.S. Dollars and Com-merce that crosses the border. If you want to get Mexico’s attention onsomething, Rowland and company decided the best way was to slow orstop the cross-border traffic. They organized a group of 40 autos andcreated what’s called a “standing wave” of traffic by spreading out in alllanes and slowing down to almost a craw. This backed up traffic for milesand was covered my most local media. At a news conference after theevent, Rowland Gray said; “Today was just 40 cars.” “Tomorrow willbe 400 cars and the next day 4000 cars!”

Later that night Congressmen Duncan Hunter and Congressman BrianBilbray went down to Mexico and picked up the young soldier and broughthim back across the border. The thought of border traffic coming to acomplete stop as a result of angry U.S. Citizens was enough to get Mexicoto back down.

It is amazing that the strongest military and diplomatic force in the worldcan’t get one Marine; who is probably AWOL by now; out of a third worldjail? Maybe the citizens need to remember what Rowland Gray did 15years ago and get our Marine released from a Mexican jail.

We have extradition treaties with Mexico for all kinds of criminals. It’samazing that we can’t extradite and AWOL innocent Marine who wasentrapped by bad signage and strange roadways at night. It’s been too longalready.What would Rowland Gray say? “Let our soldier go Mexico!”

TRANSFORMERS: Age of ExtinctionOpening in theatres from director Michael Bay and Paramount Pic-tures comes the next installment of the gang who are more than meetsthe eye with TRANSFORMERS: Age of Extinction.This movie tells the story of Cade Yeager (Mark Wahlberg), a smalltown man who has a knack for invention. Living with daughter Tessa(Nicola Peltz), the money situation is getting tight and foreclosure onthe land is looming.While going through a run down theatre looking for parts to buy, Yeagerfinds an old truck that he thinks is worth money in parts. Not happyabout dad’s purchase, Tessa is worried about leaving her Dad when it’stime to go to college.Working on the truck, Yeager discovers that this isn’t any normal truck– especially when it comes to life. Realizing it’s an autobot all he wantsto do is help repair Optimus Prime. But it doesn’t take long before themen in black cars show up with James Savoy (Titus Welliver) leadingthe pack. Threatening to take father and daughter, they are rescued bya fast driving Shane Dyson (Jack Reynor) who introduces himself asTessa’s boyfriend!Savoy is the muscle for Harold Attinger (Kelsey Grammer), a militaryman whose only goal is to read the Earth of what he calls alien terror-ists. Attinger is also working with Joshua Joyce (Stanley Tucci) whohas cracked the autobots genome and who is now able to create hisown bots, including Galvatron (Frank Welker).With enemies coming from above led by Lockdown (Mark Ryan) andmillion year old enemy Dinobots - Grimlock, Strafe, Slug and Scornrising from the ice, Optimus Prime (Peter Cullen) along with Crosshairs(John DiMaggio), Hound (John Goodman), Bumblebee and Drift (KenWatanabe) must once again come to the aid of humans – but not alone!FINAL WORD: Wahlberg as Yeager is a complete mess as a fatherbut his usual buff self as an action hero. That being said I didn’t believehis character for one minute and that might be because I was to busybeing bombarded with senseless destruction. His over protectivenessof daughter Tess was strange as well, and his reasons behind it didn’tmake sense. Oh well, a lot of things in this movie didn’t make sense!Peltz as Tessa is just another young girl in short-shorts who has daddyissues. Reynor as Shane is a handsome kid who apparently has beengoing to high school with Tessa for some time but drives cars and hasan Irish accent – yea, didn’t buy any of that.Welliver as Savoy is just an angry man who looked oddly orange whichpulled me from his character – orange tends to do that. His best role todate for me was Jimmy O’Phelanin the series SONS OF ANARCHY. Grammer at Attinger is just anangry man who likes destruction but claims to be a true American, oh,and he’s creepy.Tucci as Joyce…I have to go with him on this one because everythingTucci does I like. I mean seriously he is the comic relief in the filmcrumbling easily under the guise of being an industrialist. He did makeme laugh a lot so I’m keeping his status in good standing with me!Other cast include: Bingbing Li as Sue Yueming, Sophia Myles as DarcyTirrel, T.J. Miller as Lucas Flannery, and James Bachman as GillWembley.TUBS OF POPCORN: I give TRANSFORMERS: Age of Extinctiontwo and a half tubs of popcorn out of five. I’m being generous herefolks! If I never see another Transformers movie again I’d be alrightwith that. Two hours and forty-five minutes of smashing, crashing, badfamily melodrama, rip off’s of the ‘shredders’ from Berg’s film BATTLE-SHIP (didn’t think I’d notice that did ya Michael Bay!), story jumpingand sappy monologuing by Optimus Prime have just finished me.In his desperation to keep the franchise alive, Bay has thrown audi-ences everything but the kitchen sink (although I could swear I saw oneflying by during the scenes of destruction in Beijing!). I suppose thedestruction of the Chinese city is pay back for the crap GODZILLA didto San Francisco!Oh I’m sure the movie will make back some of its $209,000,000 budgetbut that amount of money for this train wreck is just blasphemy in thefirst place. There is nothing in this movie that warrants that kind ofwaste. It’s not a film folks, it’s a movie and one that is going to dowhatever it’s going to do no matter what I say. The 3-D didn’t do it anyfavors either.Two other irritating factors for me was 1) who are these autobots whomagically appear in this film and where were they in the other threefilms? and 2) product placement was ridiculous! From ‘The Beat’ pillspeaker thingie to Bud Light in the light blue aluminum bottle lookingcans it was so frakken obvious! In Beijing there was the water bottlelable and whatever it was Tucci was drinking out of on the rooftop, itseems that country got a few product placements as well.I don’t want to write about this anymore, I’m officially exhausted andready to read a book at home in my comfy chair in silence!In the end – the rules have changed.

Julie Anstedt wanted to get back into shapeafter having her baby several years ago andgot involved with “ Stroller Strides” inCoronado. She tried Weight-Watchers but,realized that she was going to have to exer-cise to burn those calories and shed the ex-tra pounds she gained during pregnancy. Shefound out that it wasn’t a chore or torturebut, was actually invigorating and seemedto help with some of her post-partum de-pression. She lost 24 pounds in 4 monthsand is probably in better shape now thanshe was before the pregnancy. She also re-alized as her baby grew she would need morestrength to handle a growing child and shefound that with Stroller Strides.

She saw the need for new moms to get backinto shape after having a baby and startedthe Imperial Beach Chapter of StrollerStrides. 3 days a week, new mothers bringtheir babies in their strollers and come for astrenuous aerobic workout. You’ve probablyseen them exercising at the end of PalmAvenue, Dunes Park or Pier Plaza. If you’veever watched these women work out youmight wonder if the men folk could matchtheir effort.

Julie says that many of the women in hergroup get peer group support from the othernew mothers who are going through thesame things in their lives. The camaraderiethat builds is a great support mechanism andsometime more appreciated than advicefrom parents or in-laws. Julie says that thebabies also get involved. She claims theyhave 8 month olds that are mimicking themom’s exercise motions while strapped inthe stroller. Some of these 8 month olds arecounting off the exercises along with themoms , so this is definitely an active partici-pation event with both mother and child.

The group meets 3 times a week (9:30-10:30) Tuesday ,Thursday and Saturday witha play group afterwards on Thursday. Imperial beach Art Association started in 2013 by two military wives who had beenperusing their art careers & didn’t know of an Art scene in Imperial Beach. Our goal was to seek out other local Artist & Create a Network for thriving Artsoutside of San Diego. IB has quite a few gems; from the Art Kids Mural on Bibbey’s Shell Shop & theAmazing Mural on IB Yoga, Katy’s Cafe boast of surf themed Art, but beyond theserecognized land marks, IB is lacking a place for Artist to be seen on a daily basis. West Coast Cafe was kind enough to offer to hang local Art & host regular ArtShows & Art classes on Saturday evenings. However, no galleries exist. My absolute joy would be to see the local Beach Shop or any building space nearSeacoast turned into a Wall to Wall Hub for Local Artists. A space managed bycreativity for local individuals with room to host a Classy Art Show for the public. Currently we teach children’s classes for Free each Tuesday morning from 11am toNoon at a near by home on Imperial Beach Ave.This class is for Parents & Kids to paint together & is Free if you bring your own1x1 canvas & paints.Art brings out the best in us & reminds us that we are capable individuals withinfinite possibilities.Art reminds us to take Joy in the world we are so blessed to live in.

No meeting July 2nd unless emergency. There will be only one July meeting…CONSENT AGENDA included a vote without discussion about changing somerules pertaining to candidates campaign statements. Council voted to spend aprox$1.3 million without discussion for the last two weeks of city operations. Councilalso voted on an ordinance that would allow them to attend Workshops in a quorumas long as they did not speak or participate. While that might work with our currentcouncil ; previous councils and possibly future councils might not be so self con-trolled. The Brown Act exists for good reasons and if more than two council mem-bers want to know what happened at a workshop, audio and video should be avail-able. If a majority of council is present and the meeting is not docketed as a publicmeeting with a quorum present if might be a violation of the Brown Act whether ornot council passes their own ordinance. The purpose of public workshops is forunfettered input by the public without fear of intimidation or retribution. It’s hardenough for the average person to speak in public. It may be even more difficult if amajority of council members are present at these workshops. What do you think?Council voted without discussion that in case of an election tie that the winner wouldbe selected by drawing lots rather than having a run-off election.A right of entry permit to allow fireworks to be fired from the pier July 4th wasexecuted.Public Works Director Hank Levine introduced the new Environmental ProgramSpecialist named Wbaldo Arrellano. According to Public Works Director Hank Levine,Mr. Arrellano was not a fluent English speaker when he first started at SouthwestCollege ,yet he still went on to get a Public Administration degree from San DiegoState. Levine stated that Wbaldo’s English skills had improved so much his accent isalmost un-noticable.Aaron Kailee, Tom Santos and Steven Brucker were present at the June 16th Coun-cil Meeting to inform the Council that they won the demolition derby at the Del MarFair. There were 17 cars that competed and the proceeds from sponsorships anddonations all went to the Burn Institute’s Camp Beyond The Scars. Much of themoney is used for research, treatment and prevention. All of the Departments thatwere involved in the event raised upwards of 60 thousand dollars. Aaron Kailee whodrove the winning car representing the Imperial Beach Fire Department said that theLifeguards may also sponsor a demolition derby car next year. Shortly after theirpresentation to the City Council, the meeting had to pause momentarily as the Demo-lition Derby car started it’s engine outside in the parking lot and drove off. It broughta smile to many faces as they waited for the sound to fade into the distance beforethe meeting resumed.Eagle Scout to do landscape project for City. Hank Levine introduced Eagle ScoutLandon Yates, who came up to the podium and gave a brief power point presentationof his project to landscape the crosswalk between City Hall and Veterans Park.He pointed out the Irrigation system and weed barrier ; how he was going to digtrough for water drainage; place rocks and gravel in the trough; apply mulch to thesurface .1 Levine and scouts land landscape project at the crosswalk ib bld at sportspark Landon Yates $735Councilman Patton asked the scout what the height of the shrubs would be andwould they obscure people approaching the crosswalk? Patton then asked him, “Whereare you going to put the eagle scout badge?” Councilman Spriggs complimented himon his presentation and how he did not just read the powerpoint text but actuallyexplained the project quite well.He will also make a presentation to IB Beautiful July 3rd and seek partial fundingfrom them for fund eagle scout projects.Voted to fund approve unanimously by those present5.2 Malcolm Port CommissionerPort Commissioner Malcolm was reappointed to serve another term as ImperialBeach’s Port Commissioner until 2019. With surprisingly little discussion and novisible vetting or open application for the position, Malcolm was approved by allpresent. Even Malcolm appeared surprised that he was not asked any questionsabout why he thought he should continue as Port Commissioner. Patton said ap-pointing Malcolm was a “no brainer” and that he could not be a better person.Councilman Spriggs said Malcolm did a great job and he will be Port Chair Person ofthe Port Board and that he should bend over backwards to not give the impressionof favoring I B.Motion to reappoint Dan Malcolm All present voted Aye…Bragg not present. 4 moreyears for Dan Malcolm. Malcolm said “THANK YOU”!In Closed Session prior to the public meeting the agenda says Real Property Mattersregarding 1075 8th Street which appears to be the Marina Center or Seniors Center.The City wants to sign over title to the property adjacent to the Library to the County.The County is getting ready to expand the library and plans to build over the Library’scurrent parking lot. Nobody has said much about where they plan to park cars forLibrary users except the church next door. Will the Marina Center become part ofthe new Library Complex or will it become the parking lot for the new library. Whatis curious is that both buildings are in relatively good condition as they are. Withbooks and text becoming more digital; will the library really need more shelf space orcould additional hard drives, computers and digital storage make a more compactlibrary with infinite information?Council discussed demolishing and rebuilding Marina Vista Center as a possibility.Discussions with the County wants a commitment with a design build to includethe city property (Marina Center) transferred to the County. The County mightremodel marina vista center or designate a consultant and include the City’s prop-erty in the County build. Mayor Janney said he was excited about the Countybuilding a new library and it would be a facelift for the whole community.Murphy from County Supervisor Greg for Cox’s office said it was a great collabo-rative project. Will county be able to privatize? General Services Directors shouldbe authorizing the build in July and community meetings are scheduled to happen inthe fall. The proposed new Library project is scheduled to be done in the early part of2016. Councilman Spriggs said he was pleased with conceptual designs but, he stillwants to see design build plans by consultant. He also asked whether there would beretention of our ability to continue programs and activities once it’s deeded over tothe County.Womens’ Club and others use that building now and they want an agreement thatwould preserve that. Supervisor Cox supposedly wants an agreement that groupswould be able to use the same spaces at the same levels as they do now. Would therealso be maintenance fees? Fee schedule would not be exceeded. For profits wouldbe charged a $50 fee however they want a document that if a new structure is builtthey can use it without increasing fees. Non profits no fee with a registration andthey would get a significantly improved building. Storage and use stay the same ;

We asked for a revision so council members could attend (quorumissues) council members would be observers and not participants…wantredraft of policy…informal input is important to council members. Council-man Spriggs wanted it brought back. Mayor Janney said that council mem-bers role is to observe and listen but not to participate. General public not shysaid Patton….motion 2014-793

M AY O R ’ S B R E A K FA S T - J U LY 1 8Mayor Jim Janney is keeping alive the longstanding Imperial Beach tradition,the “Mayor’s Breakfast,” held in conjunction with the Sun and Sea Festival,July 18th at 10 AM. This will take place at the picnic tables near the PortwoodPier Plaza, and public parking areas will be designated.The public is invited to the Mayor’s Breakfast which began as a celebrationof the city’s incorporation, which was recorded in the California Secretary ofState’s office on July 18th, 1956, making Imperial Beach the 327th city in thestate. This year the Tegan Taylor Band will perform and Imperial BeachBoy Scout Troop 866 will handle the flag presenting honors.
