What is ARIAE?ToR

The Iberoamerican Association of Energy Regulators (ARIAE)

comprises 26 energy regulatory authorities of 20 countries: Argentina,

Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Spain,

Guatemala, Honduras, Mexico, Nicaragua , Panama, Peru, Portugal, Puerto

Rico, Dominican Republic, Uruguay, Venezuela, and the Central American

market regulator (CRIE).

ARIAE provides a forum for communication and debate among

specialists and professionals of the entities comprising it, in order to:

- promote the exchange of regulatory experiences

- share knowledge on energy regulation

- promote staff education and capacity building

- promote cooperation in common interest activities, including the

research and development field

What is ARIAE?The beginnings (1)

1995 – 1998

In December 1995 first contacts between regulators, with some practical

experience, were established, such was the case of electric regulators Argentina, Chile,

Colombia and Spain.

I Meeting of Iberoamerican electricity regulators. Santiago de

Compostela, Spain (March 1997)Sharing experiences in: deregulating processes, companies privatizations, the introduction of

competition mechanisms, and functions and resources for regulators.

11 participants, electricity regulators of: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica,

Mexico, Peru, Portugal, Venezuela and Spain.

II Iberoamerican Meeting of electricity regulators. Cartagena de Indias,

Colombia (March 1998)With the participation of 13 countries. At this meeting came up the idea of creating a more formal

link, in order to include technical cooperation and the provision of a system to share information.

What is ARIAE?The beginnings (2)

1999 – 2001

III Iberoamerican meeting of electricity regulators. Panama City (March

1999)It was analyzed the constitution of the Association of Regulators and the creation of a website,

that would provide a venue for the exchange of regulatory experiences.

IV Iberoamerican meeting of electricity regulators. Buenos Aires,

Argentina (March 2000)A "private foundation agreement of the association of Iberoamerican electricity regulators" was

concluded.

15 regulators were comprised. Additionally Chile, Peru and Nicaragua regulators, which for

various reasons could not be present, adhered to the agreement.

V Meeting of Ibero-American regulators of the electricity sector, and the

I ARIAE General Assembly. Lisbon, Portugal (May 2001)The scope of the agreement is extended to the energy sector, consequently new regulators were

incorporated: ENARGAS (Argentina), ANP (Brazil), SIH (Bolivia) and UREE (Uruguay), reaching a

total of 22 regulators from 19 countries.

ARIAE has been active since 2000, as a non-profit organization without legal

personality. Nevertheless, on 16 December 2015 it was enrolled in the associations

register of the Spanish Ministry of Internal Affairs.

Book of universal access to energy in Iberoamerica

3rd Seminar on "Universal Access to Energy" (June 2016, Santa Cruz de la Sierra,

Bolivia)

• The seminar was attended by regulators, energy ministries, companies,

universities and NGOs

• 47 people participated, and of those, 34 made presentations

• Several round tables were organized: overview of the problem, operating

experience, value chain, the case study of the Amazon, and regulatory

framework

• In the seminar diverse experiences of electrification in isolated areas were

analyzed as well as the emerging regulations to carry out these

developments

• In order to provide a better dissemination and publicity of the problem and

its possible solutions, it is making a book on the seminar, which summarizes

the experiences analyzed and the regulation as well as the conclusions and

recommendations made
