I have the honor and pleasure of welcoming you to L’Aquila where the IBSA Goalball European

Championships (Group C) will take place.

It is a matter of pride for me and for the whole federal movement that I represent, to organize

an International Paralympic Event.

We will perceive the history, culture and traditions of the hosting Country that knows how to

organize, and we will give a strong visibility to the discipline, reinforcing its image and identity, and

to all the Paralympic movement.

We are working together with all the staff for the realization of an important sporting event

and we are happy to welcome you in Italy.

1. Dates

The IBSA Goalball European Championships 2019 will be held in L’Aquila, from the 27th of October to the 3rd of November 2019, with matches taking place from October 30th to November 2nd 2019.

The competition arrival date is Sunday, October 27th and the departure date is Sunday, November 3rd 2019.

3. Arrival information

3.1 Travel to e from L’Aquila

3.2 Passport and VISAS

All visitors to Italy need a valid passport or Identity Card. EU citizens do not need a visa for entering Italy. All other countries should contact their governing bodies or passport offices in order to get information on traveling to Italy.

3.3 Regulations regarding Guide Dogs

If a team wishes to bring a guide dog they should contact the tournament organizers at [email protected].

3.4 Transportation in L’Aquila

The LOC staff will organize and be responsible for transport from and to the airports or railway station mentioned above. Teams must provide information on travel arrangements by the dates requested on the booking forms.

Description

Situated in a panoramic location, this large and prestigious hotel has excellent access to the A24 Roma/L’Aquila highway and local city centre. Nearby is the Faculty of Medicine and San Salvatore Hospital, and is also close to the main transfer routes.

The Canadian Hotel is ideal for tourists, business travelers, groups and sport team. Our accommodations are complemented with the Canadian Sports Centre, complete with indoor swimming pool, a five-a-side soccer field and fitness centre (gym-sauna-steamroom-sunbed). The quiet and well-lit restaurant for our guests is also perfect for receptions, business dinners and special events.

The cuisine features specialties from fish to traditional local dishes. The large function room can seat up to 150 people for conferences and business meetings.

The over 100 rooms are furnished with private bathroom, air conditioning, telephone, ethernet plug, radio, room service, TV with satellite channels, mini-bar (on request), balcony and outdoor and indoor parking.

5. Catering

Accredited delegation members will be served:

• for breakfast and dinner at the Canadian Hotel

• for lunch o during the games: at the Venue o other days: at the Canadian Hotel

during the time of the Championships, starting with dinner of 27th of October and ending with breakfast on 3rd of November 2019.

All meals will be served at the following times:

• Breakfast 6:30 - 10:30 h

• Lunch 12:00 – 15:00 h

• Dinner 19:00 – 22:00 h

These times could be changed according to the final program of the matches.

Special dietary requirements can be catered for. There will also be a vegetarian option at all meals.

6. Accreditation

Accreditation cards will be issued to each athlete only after he has personally shown his valid passport/ID Card and IBSA VI classification form to the Event Eligibility Officer and, if necessary, sight classification.

7. Entry Fees

For arrival on Sunday, October 27th 2019 and departure Sunday, November 3rd 2019:

Entry fee: € 840,00 per person for the whole period

• Deposit (40%) to be paid by May 18, 2019

• Balance to be paid by July 18, 2019

The fee covers

• 7 nights of accommodation from Sunday, October 27th 2019 to Sunday, November 3rd 2019 (departure on 3rd November) in double room.

• Airport transfers from and to Rome-Fiumicino (FCO) or Rome-Ciampino (CIO) or Pescara-Abruzzo Airport (PSR) and from railway station.

• Meals inclusive of dinner on Sunday, October 27th 2019 through to breakfast on Sunday, November 3rd 2019.

• For the accommodation in single room for the whole period the cost is € 1050,00.

Additional costs

• IBSA capitation tax @ €25 per athlete.

• Optional payment for extra nights or additional group members, as specified in Form 2 and Form 3

• Additional costs associated with arrival/departure from other airports

• Other expenses may apply on arrival, depending on team requirements. These may include additional ice packs (the venue will provide free ice for matches), snacks, recreational activities.

Payment:

• Payment must always be in Euro (€).

• Please note that you are responsible for paying all bank charges, including transfer fees.

9. The Venue and Competition

The Venue will be the "University Sport Center - L’Aquila", near to the Canadian Hotel, only 3 km away.

The "University Sport Center - L’Aquila" is a sport center that aims to promote sports activities for all people mainly for university students.

In the "University Sport Center - L’Aquila" it will be possible to practice different sports including soccer and five-a-side football, rugby, volleyball, basketball, handball, fitness, spinning, indoor sport climbing, tennis, elastic trainer, zumba.

9.1 Competition Schedule

9.2 Training Team training sessions will be organized using the second field located always in the "University Sport Center - L’Aquila", prior and during to the event.

9.3 Changing Rooms Changing rooms will be available for all teams inside the venue. Showers and toilets are located inside the changing rooms.

9.4 Referees and Rules Referees will be official IBSA referees and all matches shall be played according to the current IBSA Goalball Rules and Regulations.

9.5 Competition format The teams will be equally divided into two pools. In each pool, a single round robin system will be used. If there are an odd number of teams the size of the two pools will only differ in size by one team. In the event that there are two uneven pools, the results of the games that involved the bottom placed team in the larger pool will be removed before to calculate the ranking of teams in the round robins. At the end of the round robins, the top four teams from each pool will play against each other in a single elimination format, A1 vs. B4, B2 vs. A3 (winners to semi-final 1), B1 vs. A4, A2 vs. B3 (winners to semi-final 2). The losers will be ejected from the competition. The winners of the two semi-finals will play for the championship. The losers of the two semi-finals will play for third and fourth place respectively

10. Anti-Doping and Medical

10.1 Anti-Doping Control The event is subject to random doping tests in accordance with IBSA regulations. Athletes should refer to the IBSA Anti-Doping Policy.

Any athlete taking medication subject to doping controls must be in possession of a valid IBSA Therapeutic Use Exemption (TUE). For information on IBSA’s anti-doping policies and how to apply for a TUE, go to http://www.ibsasport.org/anti-doping.

10.2 Classification Classification process will respect IBSA procedure, as defined by IBSA Classification rules, http://www.ibsasport.org/documents/files/182-1-IBSA-Classification-rules-2018.pdf.

Only athletes competing in this event can be classified.

All athletes must be licensed for the current year.

Procedure for the classification of an athlete at a competition:

• A fully filled MDF, dated and signed by a certified ophthalmologist, must be uploaded in ISAS by the 3rd August 2019. Only the current MDF (available for downloading from the IBSA website is accepted). http://www.ibsasport.org/documents/files/179-1-IBSA-Medical-Diagnostics-Form.pdf

• For athletes with a Review status - tests and complementary medical exams requested in previous competitions should be uploaded at the same time of MDF - 7 weeks - by Monday, September 2nd 2019. Every athlete should state in the MDF if they wear optical correction (glasses, contact lenses, filters) when they compete.

• Athletes without the correct MDF uploaded in due time will not be scheduled for classification, and cannot enter the competition. There will be no exceptions.

10.3 Medical Service Teams who do not have their own team doctor will be able to take advantage of the event medical assistance. The medical assistance will operate daily during the competition time.

10.4 Insurance Participating member organizations are responsible for their own insurance requirements for travel, personal accident, liability and medical matters.

11. Other information

11.1 Athletes’ Eligibility All the athletes must be licensed for the current year (2019), have a valid eye classification and belong to an IBSA Member in good standing.

11.2 Online registration with IBSA ISAS Database Team athlete entries should be made using the ISAS Online Registration System: https://isas.ibsasport.org/isas/app/login

11.3 Athletes’ Substitution Substitution (because of injuries, visa problems or all other reasons) of an athlete will only be allowed up to the deadline of the MDF upload. After that date NO substitutes will be allowed to participate.
