and Statistics (NWG) to'repre~entatives of Alberta Solic,1tor General ~'nd (.

those solutions which could lead to a more acceptable level of justice information and statistics in Canada. This bibliography offers a source bOOK for purposes of reviewing criminal justice statistical and methodological information for Alberta.

Organization of the Bibliography

The bibliography cites documents in the areas of criminal justice responsihility (i.e., law enforcement, courts and corrections), surveys

(e.g., victimization, attitudes toward various criminal justice issues), and statistical and information system development (e.g., social and performance indicator development). All areas of adult criminal justice at all levels

of government are included in this documentation; juvenile criminal justice references have been excluded.

The references from various subject areas are arranged into five sections: Social Indicators, Performance Indicators, Criminal Justice Statistics and Information Systems, Criminal Justice Performance Indicators and Criminal Justice Statistics Bibliooraphies. The first two sections refer to two broad areas of indicator development, and the last three areas are specific to the criminal justice statistical development field. As the criminal justice areas are subject-specific fields within the broader domain of social and performance indicators, the latter areas provide a broader perspective 011 indicator development and should furnish the necessary background information to those who need to develop criminal justice performnnce indicators.

The Social Indicators section documents references concerned with methodological development of statistics that measure and assess aspects of social conditions related to human well-being over time, that are useful for facilitating judgements about progress towards social and/or policy goals and about evaluating programmes and their effects. The Performance Indicators section's references are those relevant to the measurement and

assessment of performance of any acti vity, usually for purposes of providing tools for management planning and control of organizational activities. The Criminal Justice Statistics and Information Systems cites documents

pertaining to methodological development and assessment within these two

areas. It identifies major Alberta criminal justice statistical reports and

systems docwnentation. While research reports analyzing particular criminal justice issues have been excluded, many research reports and descriptive

accounts that will assist in interpreting criminal justice trends in Alberta are found in this section. The Criminal Justice Performance Indicators

section includes references relevant to developing criminal justice statistical 'series that facilitate the assessment of changes in important conditions, societal and/or policy goals and their attainment, planning

initiatives and programnes (e.g., citizen satisfaction with police services, changes in court activities over time and jurisdictions, evaluation of correctionar programmes). Depending on their specific applications, these indicators may be based on objective and/or perceptual statistical measures,

and may be global or partial in nature. The last section, Criminal Jus~ice_ Statistics Bibliographie~, includes references to bibliographies, diction­aries, indexes and directories that source criminal justice statistical information.

As the literature in a particular section is often highly related to literature in other sections, reference classification is not always

mutually exclusive. Where this is the case, and \"here references deal with

more than one area, a reference is located in the section of its major impact. For example, a report containing information on criminal justice statistics and performance indicators is located in the Criminal Justice Performance Indicators section, if that report largely deals with the latter topic.

A given document is referenced only once in the bibliography.

Each section is listed alphabetically according to author's surname or sponsoring agency's name. The one exception to the organization of the bibliography is the grouping together of most of the u.s. Department of

Justice La\'l Enforcement Assistance Administration ' s (LEAA) reports in the Crirninal Justice Statistics ar!d Information Systems section; some

LEAA-funded research may be located under a particular author/sponsoring organization.

Government publications are categorized under the name of the

national, provincial, state or municipal government first, then the name of

that government's department or agency. Reports prepared by consultants are usually listed under the sponsoring organization, with acknowledgement to

the author(s). Multiple references by the same author/sponsoring

organization in a particular section are date ordered, from the earliest to
