Where has 2012 gone? Just as quickly as the year came, even more so we’re coming to the end. The end of the year brings many things with it; holiday celebrations, special times with family and friends, for some a time to get away and vacation, for others a time to reflect back over the past year.
Reflecting back over the past year can be an exciting time as we remember memorable events that we can cherish for a lifetime. Reflecting back can also bring memories that we wish to forget of events that unexpectedly or expectedly occurred that impacted our lives in ways we couldn’t have imagined. Nevertheless, life continues to move forward. A new year brings new memories, and opportunities.
It’s no secret that today we are living in difficult times. Times where we have seen an increase in the number of individuals and families being affected by Substance Use Disorders and a multitude of other issues. A time when we have seen long standing organizations and companies close their doors or cut programs, due to financial hardships. However, even amidst such impactful changes and demands, good things still happened in 2012.
So, for this final newsletter of the year, I thought I would just take a few minutes to reflect back over 2012, and take a look at a few accomplishments that occurred through your Illinois Certification Board (ICB). Many of the events noted may have appeared in earlier newsletter articles, but are worth repeating.
The ICB Spring and Fall 2012 Conferences both occurred in true ICB fashion, Successfully! Both presented opportunities for attendees to participate in fantastic workshops, and fellowship with old and new acquaintances. Many thanks to our wonderful ICB Staff, and Board Members, for their dedicated work!
Did you complete your survey? In July-2012, Illinois was chosen to take part in a pilot initiative with SAMHSA and HRSA around the development of a Minimum Data Set (MDS) project. You should have received, by mail, an invitation to participate in a quick survey, that you still have time to complete by December 15, 2012. The MDS is a set of basic questions on the demographic, educational, credentialing, and practice characteristics of health professionals. Go to the ICB website (www.iaodapca.org) where you will find more information.
The ICB was represented at the Illinois Parity Field Hearing, which was Co-Sponsored by Citizens Organized for Recovery and Education (CORE) on Aug. 6, 2012. The hearing was on implementation and enforcement of the Mental Health Parity and Addiction Equity act of 2008. Lead Sponsor of the law and Former Representatives Patrick Kennedy and Jim Ramstad participated in this event. Board Member, Brian Lengfelder presented testimony on behalf of the professional addiction counselors of Illinois.
Finally, I wouldn’t categorize this as a goal that the ICB staff and board set out to accomplish, but the outcome of what we are experiencing is where the miracle is being seen. On Sept. 11, 2012, our ICB Executive Director, Jessica Hayes suffered a mild stroke. She was hospitalized for approximately 11 days, and during that time began her road to recovery. From the time Jessica began her recovery, she has, in true Jessica spirit, worked diligently with her team of specialists to get back on her feet. We are so proud of Jessica and thankful to God for her progress. We are also thankful for the ICB staff, who continued to pro-vide services to our ICB certified members without any interruption.
So here we are; in the final weeks of 2012, peering at 2013, and wondering what new accomplishments will the New Year bring? Happy Hanukkah, Merry Christmas, Happy Kwanzaa, and New Year to each and every one of you. Until next Year, Be Blessed!

My original “From the desk of the Executive Director” was filled with the ‘busy-ness’ of what we have done over the past few months. It goes without saying that our small staff are as busy as elves in Santa’s workshop…but then, that saying is true ALL year long! In the middle of typing my original message I came to the realization that perhaps this is not a time for ‘busy-ness,’ but rather a time to simply reflect and rejoice in all that 2012 has brought to each and every one of us.
The ICB Board of Directors and Staff have so much to be thankful for this year on both
professional and personal levels. Sure, there have been trials and tribulations, that’s what life is all about and yet we find ourselves still able to bow our heads with praise and
thanksgiving for the gift of life we’ve all been given. In her newsletter article, ICB Board President, Kellie Gage, shares some of the work and challenges we have been faced with over the past few months. What she humbly omits, is the amount of support shown to me by the entire Executive Committee, Kellie Gage, Stella Nicholson, Larry Dunbar, Joe Troiani and Valerie Arnett, and the support shown to my team as they continued to provide the service to which our members have become accustomed. Whatever the triumph, whatever the struggle and whatever the challenges facing you, our wish for you is to remain joyous in spirit and positive in thought.
I also extend a heartfelt thank you to the members of ICB, to those who sit on the Board of Directors and to my entire staff, Dianne, Robyn, Julia, Shannon and Eric; for all that they bring to the field of addictions. Our field is a better place with each of you in it.

Fall Conference Wrap Up ICB members gathered throughout the week of October 18-22, 2012 for the ICB Annual Fall Conference at the Rend Lake Conference Center in Whitting, Illinois. The week was full of workshops, networking and camaraderie. This event brings together the “Best Of” the field of addiction professionals, starting with the speakers. George Rafeedie came straight from the DASA office in Southern Illinois to inform his audience of the ever changing DUI evaluations process. Randall Webber got us all caught up with the new drugs that are circulating in our streets. Throughout the week, attendees were educated in a wide array of topics such as Blogging Towards Recovery and Process Addiction; other speakers honed in even more specifically to women, adolescent and mandated client populations too. Each year ICB makes sure that ethics and clinical supervision workshops are available to those who are in need of those particular CEUs; Dona Howell
and Brian Lengfelder were able to oblige.
ICB presented the 2012 Volunteer of the Year award to Gajef McNeil, CADC, MISA I. Gajef has been (and continues to be) a dedicated volunteer for several years and we are so excited his peers nomi-nated him for the award (see the full article on page 7). Thank you Gajef for all you do for ICB and the field! Also, Kyle Horton, CADC picked up a full week scholarship for the conference next year. All those in attendance were eligible for the scholarship and Kyle was the lucky winner! Congratula-
tions, Kyle, we will see you next year.
With all the positive attitudes and the exceptional weather that shined upon us, we came to a close on Friday, with non other than Bob Carty leading the way with his informative workshop regarding Mandated Clients. Thank you to all of the speakers who came down to Southern Illinois to help make the ICB conference a success. Although exhibitors were scarce this year, DASA and CORE supported our efforts by exhibiting all week long. We thank you for your support. Lastly, thank you to all of the volunteers who took time out of their busy schedules to assist the ICB staff; with all of
the work that you do, you make the ICB staff feel as if they are on vacation!!
ICB is proud of the fact that we can offer such a great conference to our members. If you haven’t had a chance to attend, make it your goal to do so. Whether it’s the Spring or Fall Conference, you will find that the information and networking alone are worth the cost. Keep in mind that there are scholarship funds that can assist you with the cost. The ICB Board of Directors, conference attendees and speakers have all been donating their own money by purchasing the ICB Tumblers. During the Fall Conference ICB raised over $600 all going towards the scholarship fund. The ICB
conferences are designed for you, the addiction professional.

First-Time Walk for Recovery a Big Success for Governors State University In celebration of National Recovery Month, the GSU Addictions Studies Alumni Club sponsored a Walk for Re-
covery on September 22. The event was designed to honor individuals in recovery or who are seeking recovery. The event also celebrated the treatment and support service providers who are committed to helping them, and to increasing awareness surrounding addiction issues.
According to event organizer Cheri Garey, Director of Alumni Relations, a total of 117 individuals participated in the two-mile walk portion of the event. A sum of $242 was raised for the Addictions Studies Alumni Club Schol-arship.
Featured speakers at the event included Peter Palanca, Executive Vice President and COO of TASC, Inc., and a Senior Lecturer in GSU's Addiction Studies Department; Theodore Binion, Director of the Illinois Division of Alco-hol and Substance Abuse; Dr. Groove, an inspirational spoken word artist; and comedian Jay Washington.
A number of organizations set up information tables at the Resource Fair, including: TASC, Inc.; Chicago Lake-
shore Hospital; Recovery Concepts; Haymarket Center - Pathways to Responsible Fatherhood; the Illinois Chap-ter of NAADAC; Jackson Park Hospital; Illinois Institute of Addictions Recovery - Ingalls Hospital; Heroin Epi-demic Relief Organization (HERO), and GSU's Addictions Studies program.
“I’ve dreamed of having a Recovery Walk at GSU for the past three years," stated Reggie Owens, President of the Addictions Studies Alumni Club. "The Recovery Walk was a dream that came true, and turned out much bet-
ter than I imagined it could be."
Owens added, "It could have never happened without the hard work and dedication of Jamelia Hand, Husain Ab-dul Aziz, Joseph Thomas, Marie Hawkins, and Peter Bradley. These are the members, on the executive board, of The Addictions Studies Alumni Club. Cheri Gary was very instrumental in giving us the support we needed, and helping us with acquiring the resources to have the walk.
"I would also like to thank Governors State University, and the Addiction Studies Program, and its faculty, for preparing us to work in this field. The faculty gave us the tools and skills necessary, to help suffering souls, and helped us with understanding that long road to recovery, and a happy life.
"I would also like to thank GSU for bringing us all together. Thank You GSU," Owens concluded.
"I'm very proud of the Addictions Studies Alumni Club officers," stated Garey. "They spent a great deal of time and energy putting on this wonderful event. We invite everyone to attend the second annual Recovery Walk at GSU on Saturday, September 21, 2013."

ICB’s 2012 Volunteer of the Year . . . . .
Gajef McNeil, CADC, MISA I It’s no secret that the ICB Volunteers are dedicated, hard working and easy to boss around LOL! This year one
volunteer went above and beyond and prevailed as a Volunteer, Speaker and Exhibitor at the ICB Fall
Conference. These efforts did not go unnoticed! This extraordinary member was nominated by his peers to
receive the 2012 Volunteer of the Year Award. On Tuesday, October 23, 2012 ICB President, Kellie Gage,
presented Gajef McNeil with the 2012 Volunteer of the year award in front of his peers at the ICB Fall Confer-
ence. Gajef’s reaction was priceless; he was surprised, embarrassed and humbled! He stepped up to the mi-
crophone and accepted his award in true Gajef form. Even though it was Gajef’s peers that nominated him for
the award it’s the ICB staff that is most grateful for his dedication. So, with that said, Thank You, Gajef for your
many years of hard work and all that you do to make our conferences a success. We are so blessed to have
you on our team! Now start training because Spring is right around the corner!
Get to know Gajef
Gajef McNeill, MPA, CADC was educated and reared in Washington, D.C. from elementary to high school. He attended Ripon College in Ripon, Wisconsin where he received a BA degree. He also received a Masters Degree in Curriculum Instruction and Media (MS) and a Masters Degree in Public Affairs (MPA) both from Southern Illinois University at Carbondale. He began work in the substance abuse field in 1989 providing prevention services. Mr. McNeill then attended the substance abuse track at the Rehabilitation Institute at SIUC, obtained his CADC, and began providing treatment services at the Hill House in Carbondale, which was established for the treatment of adolescent substance abusers. He left the facility to join an outpatient program in 1994 and worked there for six years before joining the Division of Alcoholism and Substance Abuse (DASA) in September of 2001. Currently, Mr. McNeill works as a Contract Manager for DASA with responsibility for the southern 33 counties.

The fall elections are over, I think with a sense of relief for many. We know the outcome, and don’t have to listen to all those commercials that say the other person is a bad guy but I am a good guy. The Democrats gained a veto proof majority in November (House 71-47 and in the Senate 40-19). CORE will be updating our Find Your Legislator link to reflect these changes soon. Thank you to all the members who contacted their candidates, letting them know about CORE-ILLINOIS and raising the issues of addiction funding as a campaign issue. In addition to our legislative work we have been active in the community, at such events as Rally Round Recovery in Joliet and at the IAODAPCA fall
conference.
CORE continues to grow. As of this writing we are just a few people under passing the 1,000 mem-ber milestone. Thank you to everyone who joined this year. If you have not joined yet we would ask you to lend your support and add your voice to our efforts as we advocate for those with addictive illnesses and their families. 2013 promises to be a VERY busy year again. We will begin our legislative efforts in full in January this year. Looking back, we were late in previous years, this year we want to begin talking to our leg-islators about adequate funding for prevention and treatment from the very start of the new legisla-tive term. In addition to the budget, a very hot topic will be medical marijuana in Illinois. On Novem-ber 28th The General Assembly put off a vote to legalize marijuana use for medical purposes in Illi-nois. Rep. Lou Lang, sponsor of the bill, requested the delay because he did not have the needed votes to pass the bill, and did not want it to be defeated. Had the bill been voted on it would have been defeated by only 1 or 2 votes. CORE-ILLINOIS takes no formal position on this bill. Rather, we see that our role is to keep our members informed of the status of this bill so you will be in a position to add your voice to the debate. A major benefit to membership that will be rolled out after the first of the year is the CORE-ILLINOIS educational programming. Our first effort will be an online course on EFFECTIVE ADVOCACY. This class will be FREE to CORE members. In addition to being an excellent learning opportunity, it will be approved for IAODAPCA continuing educational credit.
