quality teachers– Leverage economies’ strengths in teacher

development– Formalize teacher exchanges among economies

• Incentives– Scholarship support to best HS graduates who want

to be teachers– To graduates of other fields to become teachers

implementation, e.g. Hardware maintenance & obsolescence
