    ICUFON-DUIST-IGAPE MEMORANDUM GUIDELINES NOW BEING DELIBERATED BY UNITED NATIONS

    At the 27 November meeting of the United Nations Special PoliticalCommittee three American Scientist~ (Hynek-Vallee-Friedman), previously'selected to represent Grenada, expaciated on the results of their scientificresearch on Unidentified Flying Objects. During the meeting, a Draft Resolutionof Grenada was distributed on the floor recommending that the Thirty-ThirdSession of the General Assembly should adopt the following:

    "(3) a three-member group of experts, appointed at the earliest possibledate by the Secretary General - which under the aegis of the Committee on thePeaceful Uses of OUter Space will define the guidelines of their proposed studYi"Guidelines were referred by Drls Hynek and Vallee as their own during they;visiton July 14, 1978, the Sec. Gen. Kurt Waldheim. They cancelled Maj.Ret. ColmanS. VonKeviczky's visit, and referred those guidelines what VonKevi.czky submittedas UN-UFO Projects from 1966-1977 to the late Sec. Gen. U Thant, then Dr. KurtWaldheim. (See ICUFON letter to Sec. General, 25 July 1978, and Verbatim Recordof the U.N.Gen. Assembly, 32nd Session, A/SrC/32/PV/35, 1 Dec. 1977.)

    "( 2) Requ ests the Se cret ary- Gene ral to invite Member states, specializedagencies and non-governmental organizations to transmit to him by 31 May 1979information and proposals which would facilitate the proposed studYi" {of thethree-member group of experts).

    It was apparent at the outset that the HYNEK-VALLEE-FRIEDMAN(SPEIGEL)attempt to seize the initiative and establish for CUFOS(Center for UFO Studies)an international UFO ~esearch hierarchy within the United Nations, using theGrenada proposal as a spri.ngboard, was doomed to failure~ It was already apparentin June 1978 until the collapse of the scheme on 8 Dec. 1978.

    A United Nations Secretariat Press Release (GA/AH/1490) and the VerbatimRecord of the Special Political Committee, 47th Meeting, clarifies the issue:

    "DELEGATIONS INTERESTED IN THIS QUESTION HAD HELD LENGHTY CONSULTATIONSSINCE THE LAST MEETING (27 Nov. 1978) ON THE MATTER AND HAD PREPARED A DRAFT .DECISION" - which on the 8 December meeting SUPERSEDED Grenada's previousDraft Resolution, and was adopted on 18 December 1878 by the Thirty-ThirdGeneral Assembly 87th Plenary Meeeting.     W e would also like to emphasize that the Member States of the U.N.,invited by the General Assembly to co-ordinate the investigation on the UFOsglobal problem, knowwe ry well that the GLOBAL SECURITY on the national Leve Lis due to the DEFENSE FORCES, on SCIENTIFIC LEVEL to their SCIENTIFIC COMMUNITYand on RESEARCH~ Non-Governmental PIONEER UFO RESEARCHORG'ANIZATrONS.

    Apparently the new Draft Resolution disregarded the request that theschemed HYNEK-.FRIEDMAN-VALLEE combination of Grenada be appointed as expertsto the Committee on Peaceful Uses of Outer Space. Instead, the resolutionpresented a MASSIVE ATTESTATION that ICUFON-DUIST-IGAPE Memorandum's classically~~~fnta'id~~m:ntI~Y.~~'~p~~i.Y~~~trdentlamdiscussed and ACCEPTED AS GUIDELINESTO FORHULATE THE NEW AND FINAL RECOMMENDATION~~E!~I~~da~TO !~~~~ ..~~EM~~~~"t~~.~Ty~.TH1R~:~li~~"-. .. ,,-

    Confirmation letters received from the U.N.Ambassadors attest to theimportance of ICUFON's Memorandum as an adjunct to evolve their definite viewon the global problem created by the operation of the UFO Forces.

    The Special Political Committee's final recommendation on the extra-terrestrial matters does credit to the consulting nations' objectivity andhonest intentions in that they refused to recognize a group of scientists whoseUFO research during the past decades never promoted the solution of the inter-national UFO problem within the United Nations Organization. Taking full advantageof the Prime Minister of Grenada (Sir Eric M. Gairy) and his well meaningintentions, these scientists were somehow catapulted into the position of seekingto be the world sole international experts, predestined to determine the UN-UFOstudy of guidelines for the allegedly uninitiated(?) United Nations ..

    Representatives of ICUFON-DUIST-IGAPE. as Pro-United Nations UFO researchbodies, noted with great satisfaction that (referring to our Hemorandum-Addendato the Agenda Item I I 126) the solution of the UFO' international security andscientific problem according to the General Assembly's final approval restsfor further action with the Secretary General and the Committee on the PeacefulUses qf Outer Space.
