Conceptually Flawed - 1

1. Stated original objectives were based on three unverified assumptions

a. Poor lack IDb. Poor denied access to welfare because they lack

IDc. Leakages in welfare can be prevented by

biometric ID

Deceitfully Promoted - 1 1. Promoted as a pro-poor initiative2. Claims that several thounsands of Crores of Rupees

would be saved in LPG & PDS3. Voluntary4. Will become ubiquitous 5. Enrolment form asks for ID proof and address proof.

Accepts 14 documents for this6. Given brand name “Aadhaar”7. “Service-providers may ask for it”8. Asks for “Application-developers”. Has portal for this.


Deceitfully Promoted - 2

1. Pro-poor:a. If meant for poor and those without ID, why

enroll others?b. Why ask for ID & Address proof?

2. Brand name:a. Brand names are for commercial goods &

servicesb. “Aadhaar” is name of Nilekani’s Trust

3. Voluntary & Service-providers asking for it


Purposelessly Pushed

Functionality Creep – purposes being added As originally stated, UID was meant for poor and for welfare schemes.Now, extended to all bank customers, as KYC and KYC+

Extended to passports. Large majority of passport applicants are not poor. Only Gulf labour could be poor


Dangerously Structured

1. Use of private foreign companies, with links to intelligence agencies

2. UIDAI denies copies of contracts with these companies under RTI

3. Use of private firms of dubious background and defaulting companies as enrolling agencies

4. Introducer method


Illegally Implemented

UIDAI & Government recognize the need for a law for implementing such a progam. Hence, they brought a Bill – NIAI Bill 2010. It was trahsed by the Parliament Standing Committee.

Yet, they continue implementing it.
