and eastern Oregon With 17 low-cost hydroelectric projects as the core

of its diverse generation portfolio Idaho Powerrsquos residential business and

agricultural customers pay among the nationrsquos lowest rates for electricity

For 10 years the IBR has recognized Idahorsquos Top Projects using a very rudimentary metric the projects that cost the most were award winners It was a simple method but not the most fair After all while every construction project has a starting and ending date and final cost each project has a bigger story to tell

So this year for the first time and with the help of a dozen industry experts the IBR is recognizing Idahorsquos Top Projects for their scope of work adherence to timelines and budgets design and innovation overcoming obstacles and challenges and overall quality

The selection committee painstakingly reviewed our 38 finalists The scores were tabulated and averaged The project with the highest score over all the others is the 2015 Top Project of the Year The other top scoring projects are first second and third place winners in three categories ndash private public and infrastructuretransportation The selection committee also awarded a number of honorable mentions and finalists

The long and winding road hellipUnder budget and right on time the

Idaho Highway 16 extension was open to the traffic

a mere seven years after the start of

the environmental analayis a true feat compared to similar

projects taking upwards of 20 years

Driving a road project that included more than 15 million pounds of rebar 366 million pounds of concrete 25 miles of new four-lane high-speed state highway ndash and new alignment nine new bridge structures two miles of reconstruct-ed highway ndash a mile each on two separate ones several signalized intersections four miles of new local roads two miles of new private roads floodplain and wetland miti-gation and right-of-way acquisition for 82 parcels was to say the least a real challenge

But the team that took it on ndash Concrete Placing Company Idaho Sand and Gravel Asbestos Abate-ment Inc and Parametrix Engi-neers ndash was up for it and the Idaho Department of Transportation is

glad they were It is an important project that exemplifies the ITDrsquos mission to improve safety mobility and economic opportunity

ldquoAs western Ada eastern Canyon and southern Gem counties develop the ability to move north-south traf-fic is a primary concernrdquo said Amy Schroeder ITDrsquos District 3 engineer-ing manager and former GARVEE program manager ldquoThe project will provide another vital north-south link in the Treasure Valley as the population continues to grow The key to success on this $39 million construction project was diligent project management and a team

committed to delivering it ahead of schedule and under budgetrdquo

Bridging the Gaps The project is the first phase

of the SH-16 Corridor Study that will ultimately provide a 215-mile regional connection between In-terstate 84 and Emmett It extends Idaho Highway 16 from Idaho High-way 44 (State Street) south to US Highway 2026 (Chinden Boulevard) Of the nine bridge structures one that was particularly challenging an 11-span 1730-foot-long 88-foot-wide bridge over the Boise River that included a complicated crossing of a 50 foot vertical drop to the Boise River floodplain

This was the first new Boise Riv-er crossing in western Ada County in 20 years

To minimize impacts to the Boise River and the floodplain the new highway corridor was carefully sited And it had to be more than 1700 feet long in order to span the entire mapped floodway The low-set profile helped minimize visual impacts and helped the highway blend in with the surrounding environment Struc-

tures at Joplin Road and the Phyllis Canal were creatively designed and sited to avoid placing piers and piles in the canal bank and bench slope areas to avoid impacts Water quality was also a significant issue with high groundwater multiple irrigation crossings the south slough and the Boise River all present in the project area To ensure that roadway runoff would be contained properly treated and separated from other water resources designers incorporated a series of stormwater collection and treatment facilities

Minding the FutureConstruction was also phased to

protect wildlife and minimize impacts to wetlands and riparian habitats That included working around irrigation season the Boise Riverrsquos high flows migratory bird nesting and Great Blue Heron courtship and nesting times

And in order to comply with agency requirements innovations to some design elements were made For example hydraulic mitiga-tion was used to place piers in the Boise River floodway in order to meet FEMA no-rise requirements

Re-grading a portion of the floodway provided the necessary conveyance to satisfy FEMA requirements how-ever long-term maintenance was a concern since ITD would have been required to survey the re-graded site after major flood events to deter-mine if deposited silt would need to be removed The design team de-veloped a cost-effective solution by lining the re-graded area with black basalt rock That gives both ITD and regulatory agencies an easy way to visually determine if silt removal is required And if so maintenance staff can simply remove it to the

rock layer without costly topograph-ic site surveys

Another unique feature of the project is the design of the Phyllis Canal crossing The Phyllis Canal is located near the top of the Boise River Bench a 50-foot vertical drop to the Boise River floodplain Construct-ing a standard bridge over the canal would have required a pier on driven piles in the middle of the bench slope To eliminate concerns about de-sta-bilizing the slope and impacting the integrity of the canal from pile driving the design team developed a non-invasive canal crossing The design used a voided slab with short abutment walls on shallow spread footings set within the canal chan-nel This eliminated impacts to the canal bank and bench slope and had an added benefit of providing easy

access to the structure for the canal company to remove floating debris as part of its routine maintenance

More Roads Trust Safety ndash And Cows

Construction began in May 2011 and because this was an entirely new roadway contractors faced some unique challenges Construction access roads had to be built to gain access to the Boise River Bridge loca-tion A 5000-foot-long gravel access road was added on the south side and a 1500-foot-long access road was add-ed on the north side of the Boise Riv-er In addition to typical construction equipment access the access roads also had to be designed and construct-ed to accommodate delivery of the 121 girders that were over 150 feet long This required large radius curves and an increased road ballast section that would not typically be used for construction access The majority of the access roads were left in place to provide permanent access for mainte-nance and for other agencies to use

During construction the design team and contractors met monthly with resource agencies municipali-ties and ITD to make sure the proj-ect was in compliance with the letter and intent of all project permits The partnership created trust and collaboration throughout construc-tion and resulted in a project consid-ered successful by all stakeholders said Doug Camenish vice president of Parametrix and project manager for the project ldquoIt was a lot of work but it was a lot of fun toordquo he said

ldquoYou donrsquot get many like this in your career Everybody was focused on the same goal Letrsquos get this done

ldquoFor everybody that was involved itrsquos our little babyrdquo Camenish said

Both general contractors had stringent safety programs in place Safety was an issue on the project due to the number of cranes and amount of crane work that took place and a significant amount of work was done elevated from the ground increasing the risk of falls and of falling objects Because Idaho Highway 16 is a new roadway there was heavy equipment and haul trucks were in constant motion The risk of an accident was mitigated Camenish said through periodic safety audits weekly sched-uling and planning meetings and coordination of travel routes And during the projectrsquos construction there were no lost-time accidents

Another sticky wicket an ac-tive cattle ranch that straddled the corridor During construction access had to be maintained for the cattle to move back and forth however their movements needed to be restricted to not impact construction Solution The team coordinated extensively with the ranch owner to limit dis-turbing the cows and the contractors designated times so the cows could move through the construction area

Taking the High RoadIn addition with the Highway 16

Extensionrsquos increased north-south capacity and connectivity congestion has been reduced at every river cross-ing between Star and Boise Commute times are shorter costs for trans-porting consumer goods building materials and agricultural products have been reduced and emergency vehicles have speedier response times

The result a shining example of success achieved through teamwork ldquoThis was a very challenging project with many stakeholders to work withrdquo said Mike Greene partner Thornton Oliver Keller and Top Projects review committee member Wayne Hammon CEO for the Idaho Associated General Contractors and another TP reviewer agreed ldquo(This is) a wonderful project that is not only impressive by itself but will have a lasting impact on the staterdquo Greene and Hammon were 2015 IBR Top Proj-ects review committee members

Eighth and Main is a multipurpose Class A commercial office tower in the heart of Boisersquos thriving downtown Standing 323 feet tall at its highest point it is the tallest building in Idaho

The tower provides more than 350000 square feet of office retail and restaurant space as well as reserved private parking and connections to a nearby parking garage on three levels

The 18-story structure includes plaza space on the second floor with a large balcony on the sixth floor over-looking Eighth Street and an onsite health club

The environmentally conscious

designed building is seeking LEED Silver certification It was built with recycled and recyclable materials reducing energy use and occupancy costs for all tenants

During construction 81 percent of the total trash generated was diverted from the landfill including wood waste metal scrap and comingled cardboard The buildingrsquos design utilizes precast concrete glass fiber reinforced con-crete (GFRC) panels granite glass and exterior insulated finish system (EIFS) for its exterior skin

In addition to the core and shell ESI Construction completed tenant

improvements for several of the leasing tenants including Zionrsquos Bank (58000 square feet) Holland amp Hart (48000 square feet) CTA Architects and Engineers (19000 square feet) and Ruthrsquos Chris Steak House (9000 square feet)

Construction of tenant spaces ran concurrent to shell and core construc-tion activities allowing the ESI team to maximize the labor workforce and allow for tenants to move into their spaces when the building was opened

One of the major challenges to the project was the lack of laydown space on the site due to its adjacency to other buildings and major streets All materials had to be transferred to the job site and immediately put in place when ready for use The implementa-tion of a unitized curtain wall system enabled a fast-track approach to the project schedule

The project filled the notorious ldquoBoise holerdquo that remained on this site for over a decade when a previous developerrsquos plans for another tower fell through

Capital City Development Corpora-tion Executive Director John Brunelle says the development of Eighth and Main catalyzed several other down-town projects that began following its completion such as the new JR Simplot corporate headquarters City Center Plaza and several hotels that are planned to be built

Melaleuca The Wellness Compa-nyrsquos new global headquarters sits on a 195-acre campus contains 355000 square feet on four levels can hold thousands of employees and has room to expand

Besides office it includes seven world-class research and development laboratories a 16000-square-foot events center and six video production studios with a full soundstage It has a 600-person call center a large restau-rant and a top-of-the-line fitness center It also houses more than 200 servers and can store over 250 tera-bytes of data

For the exterior more than 30000 square feet of rock was hand picked and quarried from Melaleuca CEO Frank VanderSlootrsquos personal ranch in northern Utah The atrium features three skylights totaling 3000 square feet providing natural light to three levels Two rock chimneys in the atri-um stand 80 feet tall and 22 feet wide The building has a substantial amount of detailed woodwork includes 36 million pounds of structural steel 234000 square feet of carpet and tile 1 million square feet of sheetrock and 13 million feet of electrical wire It has 40000 square feet of unfinished space for future growth

It was built in an environmentally responsible manner and the company donated $23 million to a public im-provement project that included a new wastewater system with lift stations facilitating growth for miles

The project was completed accord-ing to schedule and within budget

Sage International School a Boise charter school selected the 85500-square-foot Parkcenter Mall site for its K thru 12 Charter School This venture required a complete remodel of the old mall to create a new vibrant elementary charter school With school starting in August the project timeline was tight The project was completed on time and under budget

The transformation from a shopping center to 26 classrooms a commonslunch room and adminis-

trative offices for grades 3 through 8 began with the demolition of 30000 square feet of the 85500-square-foot mall The remaining 55500 square feet is slated for upcoming renovation adding more classrooms a possible gym and administrative offices so the school can serve grades K-12

Additionally the exterior was re-painted and a new roof was installed Landscaping was redesigned and the site was reconfigured with upgraded sidewalks and paving to accommodate

school traffic flow An abandoned bank building was removed and the site transformed into a playfield and basketball court to serve the expand-ing campus

Jobsite security and public safety was a top priority In order to com-plete the project on time all involved worked as a team

The project includes 322428 square feet of mixed-use student housing and com-mercial retail It is comprised of 280000 square feet of student housing with 154 units and 1024 beds and a 42428-square-foot amenity center including a retail food court on the ground level a below ground fitness center a clubhouse level and a large-group meeting room The project also includes a six-story post-tension park-ing structure The buildings have timeless architectural components and materials which transition nicely and compliment the comfortable interiors This was all done on a site that is just over 3 acres

One challenge was in the required acquisition of 14 separate land parcels

The most significant challenge was

the restrictive nature of the site The space limitations required detailed and strict coordination of every aspect of the project including crane movement and special on-time deliveries for most materials With no space for storage or staging every square inch available was utilized Because the project is adjacent to campus it also necessitated special coor-dination with the city to maintain access and walkways for the high pedestrian traffic throughout construction

The project was designed so the surrounding buildings would shield the parking garage from street view Also the team was able to save $1 million from the original budget by implementing a cost-saving garage construction plan

Featured in the workspace is a stunning boardroom on the 17th floor that has amazing views of the valley a conference center and a kitchenprep area with an exterior balcony The offices have high-end finishes including millwork wood panels marble tile stainless steel and glass throughout

These finishes required attention to detail and exceptional craftsman-

ship hands-on supervision and frequent coordination and communi-cation with each subcontractor All of the work was done at a fast pace In addition a delayed design and permitting process condensed the construction schedule putting addi-tional pressure on the project team and subcontractors to get the work done on time Ultimately through careful planning constant commu-nication and attention to detail the project team subcontractors and superior craftworkers pulled togeth-er and completed the high-quality work on time

and Main building features a mod-ern decor main dining room stylish bar and three private dining spaces This tenant improvement consist-ed of 8040 square feet including a full-service commercial kitchen Class A barlounge and high quality finishes throughout the space to create a fine dining atmosphere The project scope included interior partitions and assortment of archi-tectural ceiling configurations high end millwork wood paneling and built-in seating booths barlounge glass enclosed walk-in wine case exceptional floor and wall finishes feature lighting and all other associ-ated trades and finishes

ESI implemented trade flow se-quencing significant planning and

coordination of efforts that allowed multiple trades to work concurrently throughout the building and work got done as scheduled

The building is in the heart of downtown so disruption had to be minimized Inside the limited floor-to-ceiling height required extensive coordination with MEP trades for overhead construction and the in-stallation of mechanical plumbing and electrical infrastructure for the restaurant and commercial kitchen This overhead space also required coordination with the tenant on the 2nd floor above for the underslab plumbing installation The kitch-en exhaust hood grease duct and refrigeration rack for the walk-in coolerfreezer were challenging due to size and access requirements

The program for the new build-ing was simple a classroom for 30+ students and lecturer (3) offices a flex space or social space with kitchenette restrooms a seasonal sales office for public outreach and an exterior deck for student and public gatherings

Initial site visits at the University of Idaho Pitkin Nursery revealed hoop houses metal sheds and stacks of planter boxes Beginning with the idea of a wood box floating on the undulat-ing sea of the Palouse the design team set out to stitch together the program landscape and the materiality of Idaho forest products The college wanted to extend their public outreach in addi-tion to nursery research functions

The outstretched ramps and decks reach out to the landscape and invite the public and students to the building The sales office was pulled through the wood screen as a way to express itself beyond the functions of classroom

offices and social gathering The weathering cedar wood screen that stands off the building was imagined as a modern western storefront

The repetition of stacked boxes was an intriguing design element envisioned as the piece that expressed the transition from working nursery to classroom The cedar wood screen is the threshold element for faculty and students to step through the gap between the two elements ndash wood screen and black box

Knowing that the college would be reaching out to industry partners for material donations prior to the documentation of the building the design team assisted in providing a shopping list of building materials As a result the team worked closely with the college during the documentation and detailing process At times the acquired materials and the need to move forward with detailing did not coincide In a few instances a sourced material was unavailable from a sup-plier and the details had to be revised to reflect the available materials

Working in collaboration with Idaho wood industry partners that make and develop products such as dimensional framing lumber cedar siding engineered I-joists and glu-lam beams the design team wanted

to express those material attributes throughout Every stick of lumber every leaf of veneer came from a median distance of 59 miles from the project site Meeting and work-ing with industry professionals and craftsmen gave the team firsthand knowledge of each productrsquos proper-ties which informed the best location and presentation for those products

From the start the college knew that it was going to have to get creative with the budget to make the project a reality in the available time frame The college had limited financial resourc-es but strong industry connections and support Eventually the projectrsquos budget was made possible by generous donations from private individuals and material donations from a long list of industry partners and associations

The success of this unique project required extending the studio ap-proach to all team members including industry partners university staff and alumni craftsmen Donated mate-rials consisted entirely of Idaho forest products Design revisions and new approaches were made during docu-mentation and construction to adapt to what materials were available A constant dialogue defined a different type of integrated design each result better for the process

At approximately 41000 square feet the Applied Technology and In-novation Center or ATIC is the newest building on the CSI campus

Manufacturing Technology HVAC Technology Environmental and Wind Technology Food Processing Technol-ogy and Drafting programs occupy five classrooms and three large lab areas including a climb training tower space Eight offices adjacent to their respec-tive labs house faculty and staff

The ATIC building is the largest Economic Development Administra-ton grant-funded project west of the Mississippi In addition to being a LEED-certified building it showcases an interactive learning system for en-ergy consumption and management

Large viewing windows are in-corporated into the labs so students and visitors can observe teaching and training

The modern industrial feel of

the design blends with the existing campus architecture while showcas-ing programs taught in the facility Mechanical and electrical systems are exposed and color coated allow-ing students learning about these systems to observe them in a real world environment

The building was constructed on schedule and within the established budget and with less than 110th of 1 percent (001) in change orders

The new Canyon County Admin-istration Building (CCAB) consists of a three-story 50000-square-foot office The overall budget and cost for the project was $65 million and took just under nine months to complete with completion on June 1st 2014 This was a design-build project with a firm fixed price ESI was tasked with designing and constructing a facility with multiple stakeholders who all had unique and critical components to be imple-mented into the project

The facility was constructed on a tight site in a busy urban setting immediately adjacent to a fully oper-ational courthouse and jail facility and required close coordination with the surrounding facilities to avoid disrupting operations

The timing of the construction start in autumn drove many of the cost-saving actions The entire project team (contractor designers subcontractors and owner) spent significant time collaboratively evaluating the quality schedule and budget concerns of construct-ing during the winter months and developed a list of the concerns and specific actions Talking through understanding the challenges at hand and prior planning were instrumental in addressing these issues ahead of time to prevent a fire drill in the field

Kreizenbeck Constructors completed the construction of a 13500-square-foot office building on a 75-acre site At completion it met the Green Building Initiative standards of a minimum 2 Green Globes Site work consisted of grading excavation underground utilities storm drainage systems asphalt paving chain link fencing landscaping and a landscape irrigation system

The primary structure is of cast-in-place concrete structur-al steel wood-bearing walls wood roof trusses and wood joists Exterior finishes include aluminum clad wood windows and doors cultured stone wood siding wood soffit and site fin-ished structural members

The roofing system is concrete tile with pre-finished

metal trim Interior finishes include custom millwork solid core wood doors acoustical ceilings ceramic tile carpet tile stained concrete floors and custom paint

The mechanical system consists of drilling (10) boreholes and installing a complete geothermal system A fire alarm system and wet pipe automatic fire suppres-sion system has been installed throughout the entire facility

General electrical require-ments include power distri-bution site lighting building lighting and a low voltage lighting control system

Although the US govern-ment was shut down for nearly three weeks during the fall the schedule was maintained to ensure on-time completion

The project consisted of construct-ing two new bridges over the Salmon and East Fork Rivers on Idaho State Highway 75 and constructing 082 miles of roadway on a new alignment to allow use of the existing bridges during construction The new bridg-es were constructed using precast girders piers abutments and deck panels to accelerate construction Coffer cells were placed in the Salm-on River to dewater for the installa-tion of the cast in place pier footings and precast piers Restrictions were placed on all in-water construction activities and stringent turbidity

and hydroacoustic monitoring was performed to ensure the safety of the fish and to minimize any environ-mental impacts Upon completion of the new bridges and roadway the existing bridges were removed

The biggest challenge with this project was constructing the pier column footings in the Salmon Riv-er The project had severe restric-tions for all in-water work and in order to pour the footings the team first had to build two temporary work bridges on each side of the river for crane access Utilizing the work bridges two coffer dams using

sheet pile were constructed For the installation of the coffer dams the team was not allowed to strike the sheet piles with a hammer and they all had to be installed using vibra-tion The subsurface of the river bottom contained large boulders that prevented the cells from being driven down to depth In order to get the sheets driven down the cell had to be dewatered and a small exca-vator placed inside to remove the boulders that were holding up the sheet piles This process was repeat-ed several times until the necessary depth was achieved

Due to environmental con-straints the schedule required the project to be constructed in a single season With the difficulties experienced in the beginning of the project while installing the coffer dams crews began working seven days a week and up to 15 hours a day to stay on track By accelerating the schedule the team was able to keep the project on time to be able to pave the roadway in October Idaho Transportation Department was able to complete the project within its budget due to a good partnering relationship on the project

The project was completed with no quality deficiencies Knife River received quality bonuses for pave-ment smoothness asphalt mix quali-ty and aggregate road base quality

This project is an essential safe-guard to Ada Countyrsquos environment It helps prevent toxic landfill gas from contaminating groundwater and helps prevent serious odor problems from occurring in communities that surround the Ada County Landfill

A hybrid scrubber system proposed by SCS Engineers using technology from MV Technologies was selected as the best fit for the Countyrsquos requirements It consists

of six tanks full of a biologically activated scavenge medium that scrubs H2S from the landfill gas

The scrubber includes a state-of-the-art automatic control system

A detailed health safety and en-vironment plan covered all potential safety and environmental issues related to construction on an operat-ing landfill

One challenge was to complete construction without interfering

with normal landfill operations An-other was designing the new scrub-ber so that it worked seamlessly with its connections to the incoming gas collection system the down-stream flares and the downstream landfill gas-to-energy generators

There was no room for budget changes once the project began The project was awarded as a lump sum design-build contract and required careful constant communication and coordination between the county SCS and CH2M Hill The design-build approach allowed for a fast-track schedule with SCS deliv-ering on parallel paths completing design and construction for basic site features such as pads founda-tions and utility tie-ins while the equipment subcontractor MV Tech-nologies completed detailed design of the scrubber components An almost finished site was then ready for the scrubber tanks when they were delivered requiring only final connection of piping and electrical systems The project was completed on time and on budget

Construction included a new headworks building a (MBR) build-ing process basins and building and a solids handling building Demoli-tion included removal of the exist-ing RBC Building SBC structure primary and secondary clarifiers primary and secondary digesters trickling filter sludge drying beds and miscellaneous piping equipment and structures as needed to incor-

porate new facility processes The project also included upgrades to four lift stations throughout the city including new pumps piping valves controls and instrumentation and a Web-based monitoring and control unit at each of the four lift stations to provide alarms and lift station opera-tions data to city staff

Safety was carefully planned into each work activity and discussed

prior to beginning each feature of work RSCI conducted weekly site walks and discussed corrective items with crews at safety meeting ldquoSafety snapshotsrdquo were submitted by crew members to document pos-itive behaviors and those were pre-sented by job managers to recognize individuals for safety contributions at quarterly barbeques hosted for the job team

Weekly progress meetings were held with all stakeholders to plan upcoming work

Overhead power deep excava-tions and phasing of new struc-tures within an existing facility are among the many access challenges for nearly every feature of work New buildings were constructed near the clearance limits of existing high-voltage power lines and in one case RSCI implemented work hour restrictions to avoid static fields from the power lines during peak energy-use hours

This major upgrade to the plantrsquos wastewater processes included complex cast-in-place concrete foundations that required an intense focus on schedule Multiple concrete pours were completed each week often alternating from build-ing-to-building RSCI delivered this project on time and worked closely with the construction team to mini-mize change orders

CJ Strike Bridge of Elmore CountyThe CJ Strike Bridge near

Grandview is a 565-foot pre-stressed pre-cast concrete-panel bridge with 22 individual spans The substructure has concrete abutments and 21 steel bents RSCI self-performed 95 percent of the project including launching precast panels post-tensioning grouting fabrication and installation of structural steel reinforcements Subcontractors installed a three-tube rail system and epoxy overlay

The biggest challenge was the complete closure of the bridge for four months the schedule was driv-en by the contractual closure dates no room for error

The next obstacle was the exist-

ing structure which was meant to be temporary for the construction of the CJ Strike Dam Protection of the Snake River ecosystem was paramount great care was taken to prevent debris from entering the wa-ter and to protect the swallows that nest on the bridge

Per the contract the contractor only had four months to close the bridge and perform all work re-quired RSCI worked to complete the bridge and meet the ownerrsquos mile-stone of four months The budget was tight and in the end a little higher than the original one

The owner was very pleased with RSCIrsquos performance

Of the 68 apartment units 46 units are one bedroom 15 are two bedrooms and 7 units are one bedroom livework Both one- and two-bedroom plans have a stan-dard and deluxe layout to provide diversity

The owner architect and contractor worked closely with local sub-contractors from the developmentrsquos inception culti-vating plans and specifications that met current market needs including sustainable products alternative cladding and railings green building framing strategies envi-ronmental controls building and tenant

automation (current and projected needs) and roofing that balance the desired high quality finished product and the need for restrained budgets

The development delivers an effective combination and location of uses to meet the desired success of an urban Boise center

a new 4646-square-foot branch bank constructed in an effort to better serve customers geographically

The site is a pad development within a new retail shopping center Site development and grading had the challenge of tying into existing drives and grades while maintaining storm drainage onsite

Due to significant utility infrastructure within landscape buffers along major roadways and the relatively small site underground infiltration systems were utilized for storm drainage The site constraints of the surrounding retail center provided only a small staging area for construction which had to be

carefully managed by the contractorThe project did not experience any

schedule delays or budget constraints and was delivered on time and on budget

The building design is a traditional bank building that incorporates contemporary elements on both the exterior and interior The design team drew on several renovations and prototype branches previously completed for the bank to facilitate this design style Interior design elements include cloud ceilings and canopies suspended below exposed glulam beams as well as modern finishes paint colors and contemporary light fixtures Exterior design elements included use of brick stone veneer and stucco

Depot LoftsThe Depot Lofts consist of two three-

story apartment buildings The 12-plex apartment units provide a total of 24 apartments plus one 6-bay garage unit and 4 carport structures Located near the Old Boise Train Depot just blocks away from downtown Boise the one and two bedroom apartments attract young working professionals and the occasional BSU student

The lofts were built with modern design and energy efficiency in mind Energy Star construction provides large low E windows all electric high efficiency heat pumps and energy efficient insulation Quality finishes include 9-foot ceilings on lower units

and vaulted ceilings on upper units granite kitchen counter tops tile backsplashes walk-in closets large private walk-out patios brushed nickel finishes and wood cabinets

The biggest challenge that this project faced was the site itself The complex does not have street access to Vista Avenue despite the lot being adjacent to the road Architect and owner John Price held meetings with residents to address their concerns about traffic In the end there was not much of a difference

There were also utility easements running through the 1-acre site which limited construction since you canrsquot build on top of them

facility was designed to provide a caring warm environment for seniors Creating spaces that are inviting is challenging in such a large facility so care was taken to create opportunities for various areas in the building to have their own identities This helps with wayfinding

and with making the very large building appear more of a residential scale to the residents The large dining area faces north toward an outdoor plaza and the busy roadway beyond allowing residents the opportunity to sit inside in the daylight and to be drawn out to get some fresh air by the fountain

This new ICCU Branch located in Twin Falls is 5200 square feet and includes a managerrsquos office open office area with four workstations enclosed mortgage office with two workstations six tellers vault two restrooms ATM room mechanicalelectrical room coin room and break room

This project had an accelerated schedule and was required to be completed in 5 months

Typically these facilities have a 6+ month construction schedule The building was completed occupied and open in 5 months with no accidents or safety violations

HD Fowler CompanyThis project was a new construction

office and warehouse for HD Fowler Company a utility piping reseller The project included a 9600-square-foot metal building warehouse attached to a two-story 7000-square-foot administration building The administration building was constructed out of CMU block and has decorative steel shading devices on the east side of the structure A steel canopy adorns the east faccedilade of the administration building framing the entrance and acting as a way finder for customers directing them to the lobby

The site design includes a 6-foot tall honed faced CMU wall that will act as a fence on the north side of the property

Lighted signage was used to decorate a portion of the CMU fence Two large 24-foot wide gates were added to the north CMU fence and were used to secure the facility after hours All street facing entrances to the property are landscaped and well maintained Two cul de sacs are located on the site on both the north and southeast sides of the property The cul de sacs are connected via an interior driveway that is enclosed inside the property Another 24-foot wide fence secures the southeast portion site

The project was delivered by a design-build process with Petra and Cole Architects as a team to deliver the building on time and within budget

College of Idaho Marty Holly Athletics Center

Coyote Athletics programs have a new home in this 22000-square-foot facility which houses training and support facilities for all the student athletes The facility in-cludes weight rooms a cardio balcony menrsquos and womenrsquos locker rooms and a new home for the collegersquos first football team in nearly 40 years To supplement the growth of College of Idaho athletics classroom space trainersrsquo facilities and coachesrsquo offices were also programmed into the new facility

The football team needed to be fully

moved in to the facility well before the beginning of the 2014 season In addi-tion designing a state-of-the-art facility for a rejuvenated football program was a challenge The College of Idaho football team entered into one of the most elite conferences in the NAIA Having a facility that encouraged the progress and success of its athletes was apparent Lastly added safety for students while construction took place during the school year was an added item to address

Company Eagle is proud to have been the Construction Manager on this amazing project for Mountain West Bank Along with CTA Architects Engineers and The Village at Meridian the team designed and constructed this flagship financial center on the corner of Eagle Road and Fairview Avenue in Meridian Mountain West Financial Center consists of 25 offices 19 cubicles and a teller location In addition two conference rooms were incorporated with the capabilities to hold

meetings via video conferencing in order to meet customer and company needs The environment is controlled by state-of-the-art lighting and HVAC energy efficient equipment The footprint of the building is 11500 square feet and bisected by a prominent Mohawk stone wall that stands 38 feet tall and runs through both the interior and exterior It was completed on time and within budget despite a tight schedule representing the high quality and commitment to excellence for which Wright Brothers is known

Northwest Nazarene University Library and Learning Commons

This facility marks a different shift in architectural character on the NNU campus to one that is characterized with a western Romanesque vernacular Open airy spaces provide ample natural light and views to the campus and set a tone of vibrancy utilizing flexible-use contemporary furniture to accommodate an array of student needs

This project involved the complete remodel and re-purposing of the existing 22000 square foot Riley Library building along with a 35000 square foot

Learning Commons building expansion The specific challenges to this project involved the transformation of the existing library building into an inviting gateway structure at the northern entrance of the campus The vision of this unique building project was to equip the university with a technology-rich flexible learning environment that also serves as a central gateway to the university campus The buildingrsquos arched entries on the north and south facades serve as the gateway entrance to the student commons

Parkview Christian ChurchThe specific challenges to this project

involved the transformation of an existing 9146-square-foot elementary building that was located on the site into an integral part of the new 27310-square-foot religious facility which is located on Ustick Road in Meridian The building expansion included the construction of a new 800 seat worship center administrative offices meeting rooms for all ages new full commercial kitchen cafeacute and large central foyer The

buildingrsquos exterior design was patterned after the massing of the existing school building adding common roof planes and textures along with the addition of a dominant vertical cross tower placed at the front of the building

The 5-acre site development consisted of the addition of 240 new parking spaces a separate vehicle maintenance facility youth playground and activity areas adult walking paths and the layout for a future amphitheater

Eagle LLC was the construction manager for an extensive renovation to the Treasure Valley West Family YMCA ndash Boise City Aquatic Center Branch The renovation included front entry locker rooms remodel of a childcare center into a new Crossfit and yoga studio converting two aquatic locker rooms into a Tri-Club Studio and new space for Saint Alphonsusrsquo rehabilitation services Additionally as it was very important that the YMCA continue utilizing the facility during the

renovation Wright Brothers worked after hours and on weekends in order to keep the facility operational

Building improvements included upgraded HVAC system new walls and ceilings upgraded lighting new doors and windows new flooring and installation of new yoga wall Locker room remodels included new flooring installation of new lockers shower tile upgrades new showerheads handles and new counter tops Entryway upgrades included new counter tops epoxy floor system and exit gates

LA Thomas Gymnasium RenovationConstruction of the LA Thomas Gym

was funded by ldquoNew Dealrdquo Work Projects Administration (WPA) dollars but the project stalled when its builders left for World War II The gym has been in use since 1942 though it never received an originally intended stucco finish Rekindling a relationship with the City of Kimberly and its school district CTA was tasked with finally completing the buildingrsquos exterior creating an entry with more public presence and adding ADA-accessible restrooms

CTA designers vetted many options

for matching the historical nature of the building concluding a transparent modern addition was ideal A stucco exterior was applied and a new glass-lined entryway shines daylight onto an exterior-turned-interior concrete wall envisioned as a future gallery for historical facility photographs The original recognizable character of the building remains visible just inside the entry the gym is now more inviting and accessible and the project was completed on time and under a strict budget

City of Meridian Wastewater Treatment Building

This 12400-square-foot three-story facility includes office space for wastewater administrative and engineering personnel a large meeting space for employee training and for hosting special events employee break room on the third floor with a view of the Boise Mountain Range and a visitor center with interior and exterior interpretive exhibits which demonstrate the value of water on the first floor SPF Water Engineering was the prime consultant leading a design team of architectural structural mechanical electrical architectural landscape and other specialty consultants

Consideration was given during the

design and construction to the buildingrsquos proximity to hazardous and corrosive areas within the facility such as the raw wastewater head works The building was also oriented for the main entrance to have southern exposure which not only increases natural light on the entrance side of the building but also minimizes hazardous snow and ice accumulation on main walkways to the building

The secure access was designed and constructed with close coordination with Meridianrsquos wastewater managers to meet the requirements of the Department of Homeland Security for wastewater facilities

Orofino Wastewater Treatment PlantThe scope of work includes

construction of a new membrane water treatment plant with 15 millions of gallons per day capacity Clearwater River in-river work required a 700 foot cofferdam to demolish the existing pump station and gabion wall as well as construct a new intake 10 feet below the river bottom with a 200-foot-long flow control weir A new 34-foot deep raw water pump station conveys water to the membrane building that houses chemicals filtration equipment

and pumps as well as controls and offices a new concrete clear well sits below the membrane building a finished water pump station conveys water to the existing distribution system A temporary intake and pump station provided water to the city between removal of the existing intake and the new plant being placed online

This technologically advanced water treatment plant will provide the rural community of Orofino high quality drinking water for the foreseeable future
