How it works

How to join the GSCB as: Certification Body
The main requirements for certification bodies are:
❑ Valid accreditation by a member of the International Accreditation Forum (IAF) showing compliance with the provisions of ISO/IEC 17065 “Requirements for bodies certifying products, processes and services”.
❑ The scope shall include certification of solar thermal collectors based on testing according to the current version of ISO 9806.
❑ The requirements for the factory production control (Annex C1) shall be part of the certification body’s certification scheme rules.
❑ The test result template (Annex B1) and the inspection report template (Annex B2) shall be part of the certification body’s certification scheme rules.

How to join the GSCB as: Test lab
The main requirements for test labs are:
❑ Valid accreditation showing compliance with the provisions of ISO/IEC 17025 “General requirements for the competence of testing and calibration laboratories”, with the scope of the current version of ISO 9806.
❑ Proof of specific experience
❑ Use of harmonized formats/templates

How to join the GSCB as: Inspection Body
If the applicant is a third-party inspection body the main requirements are:
❑ Valid accreditation as type A inspection body by a member of IAF (International Accreditation Forum) showing compliance with the provisions of ISO/IEC 17020 “Requirements for the operation of various types of bodies performing inspection”
❑ Use of harmonized formats/templates
If the applicant is a product certification body and a current member of the GSCN, and the applicant also performs continuous compliance inspections, the main requirement is:
❑ Accreditation in accordance ISO/IEC 17065 with accredited scopes of work which includes furnishing inspection services for solar collector manufacturing conformity assessment.
❑ Use of harmonized formats/templates

How it will work for manufacturers
❑ A manufacturer having already a certificate accepted by the GSCN, simply apply directly to a certification body issuing the next wanted certificate (also accepted within the GSCN), showing his existing certificate and related test and inspection reports and other relevant documentation.
❑ NB. Test lab and inspector shall be recognized by both certification bodies.
❑ The “new” certification body will then tell the manufacturer if any additional testing/inspection will needed.
❑ If no additional testing/inspection is required – or when such additional testing/inspection has completed – the manufacturer is granted the license to mark his product with the “new” certificate too.
❑ Fees will apply for using the system:

Kick-off the operation of Global Solar Certification Network
Objectives
❑ Kick-off the operation of the Global Solar Certification Network and implement the concept of mutual acceptance of test and inspection reports.
Activities:
❑ Management of GSCN (incl. internal working groups ); incl. organising plenary and board meetings (physical & web meetings)
❑ Further improvement of the GSCN working rules
❑ Acquisition and assessment of new network members (check if the agreed requirements for participation are fulfilled)
❑ Give assistance to manufacturers with respect to the mutual recognition of test reports and inspection reports – the concept will be tried out by participating manufacturers
❑ Maintain GSCN website and provide input/assistance for subtask C with regard to promotion of GSCN

Objectives
❑ Improve testing standards for solar thermal systems and components (with focus on ISO 9806) – giving input and support to ISO/TC 180 and working groups.
Activities
❑ Accelerated ageing test of flat plate collectors and evacuated tubular collectors – and collector components and materials
❑ Mechanical load testing of collectors and supporting structures
❑ Building envelope integrated collectors and systems
❑ Other issues, e.g. test procedures for system reliability and safety, test procedures for systems for other applications: desalination, drying, disinfection
❑ Defining/discussing extreme conditions

Promotion and capacity building with respect to ISO standards and state-of-the-art certification schemes
Objectives:
➢ Assist in implementation of ISO 9806 (and other ISO standards)
➢ Elaborate guidelines for certification schemes for solar collectors (and other solar thermal products)
Activities
➢ Make guidelines how to understand and use the ISO 9806 standard
➢ Participate in national and international conferences promoting ISO standards
➢ Elaborate at least two model certification schemes, one corresponding to the level required for participation in the Global Solar Certification Network (GSCN) – and one with a lower level of requirements fitted for countries/regions without a very sophisticated certification and testing infrastructure
