Our main reason to reject the CDV is themissing requirement with regard to sub-clause413.1.3.7 in the valid IEC 60364-4-41 : 2001-08dealing with the voltage balance in TN –Systemsin case of a fault between a line conductor andearth at the supply system.At the recent Clearwater/USA meeting of TC 64-WG9 this item was discussed in depth based ona proposal offered from Germany and theConvenor of WG 9. Finally in WG9 a proposalwas develo-ped to introduce in subclause413.1.3 of the valid IEC 60364-4-41, 4th edition,and consequently in the comparable subclause411.4 of the CDV draft the followingspecification:

The only table 41A is now available for allsystem earthing, which simplifies the text. But onthe other hand, its application becomes morecomplicated because segregation has to bemade between socket-outlets liable to supplyclass I hand held equipment from the othertypes of socket-outlets.

Exposed conductive parts ofequipment shall be connected tothe PE conductor of the source
