ITEM NO. 1 LOAN APPLICANT’S BACKGROUND The Village of St. Anne is a small rural community located in the south easterly corner of Kankakee County. The Village has pretty much always operated its own public water supply system with a majority of the water distribution system being constructed in the early 1900s. Major recent water system improvements have been construction of the new water tower in 2007, and construction of Well #5 and well house on the west side of town in 2011. The Village also performed some water main replacement along East Station Street. The current population of the Village is 1,209 and is mainly single dwelling homes, a few apartments and some businesses. The number of water users is 390 residential and 62 commercial/multi-unit users. TOTAL POPULATION SERVED BY APPLICANT The total population served by the Village of St. Anne is 1,209. CUSTOMER BASE Mainly residential with some very minor commercial. The Village currently serves 390 residential and 62 commercial/multi-unit water users. PROJECT LOCATION INFORMATION Construction of proposed 8" and 10" water mains within the Village of St. Anne to replace existing failing 6" and 8" water mains as well as complete loops in the system to eliminate long dead ends that currently existing within the system. The proposed project will improve reliability and redundancy within the system. The proposed project limits will from West Circle Drive on IL Route 1 east to Chicago Avenue on Guertin Street and on IL Route 1 from Guertin Street north to West Ambrose Street.

ITEM NO. 2 DETAILED DESCRIPTION OF THE EXISTING PUBLIC WATER SUPPLY SOURCE(S), TREATMENT FACILITIES, WATER STORAGE FACILITIES, AND DISTRIBUTION SYSTEM. The Village of St. Anne water system has about 45,000 linear feet of water main, 61 hydrants and an elevated water tower. The water sources are from two wells:
Well #3 Capacity: 650 gpm Active Since: 01/01/1964 Location: West Grant Street, St. Anne, IL Well #5 Capacity: 1034 gpm Active Since: 11/28/2011 Location: Junction of Route 1 & County Road 37, St. Anne, IL Elevated Water Tower Multi-legged 150,000-gallon tank originally constructed in 2007.
The water system functions whereby Well #5 pumps into the well house and water treatment system. The raw water source then flows through the treatment plants, Fluoride, Chlorine gas, and polyphosphates are added at different stages. The finished water is stored in a 150,000-gallon multi-legged elevated storage tank. The finished treated water leaves the elevated tank into the distribution system where the water main pressure is approximately 55-60 psi. The distribution system is composed of both PVC plastic, transite and cast iron 4-inch and 6-inch water mains.

PROJECT DESCRIPTION THAT EXPLAINS THE NEED AND JUSTIFICATION OF THE PROPOSED PROJECT, INCLUDING THE BENEFITS OF THE PROJECT. The current water main along the chosen project limits has had numerous breaks in the past 5 – 10 years. The Village has done its best to try and repair these breaks with protective sleeves as well as replacement of certain sections of these main, but the water main breaks are becoming more and more frequent due to the fact that the existing piping is either cast iron or transite piping material and in many cases is over 100 years old and past its useful life. In the past several years, the Village has had 11 breaks along the proposed project routing on the existing water mains. The local high school is served off of this main and boil orders have been frequent as a result of the water main breaks. The proposed benefits will provide redundancy and reliability to a section of water main that currently serves the existing school and a portion of residential and has troubled the Village as of late.

ITEM NO. 4 DISCUSSION OF THE SYSTEM’S COMPLIANCE WITH ALL APPLICABLE LAWS AND REGULATIONS GOVERNING PUBLIC WATER SYSTEMS The Village of St. Anne is currently compliant with all applicable laws and regulations governing public water systems.

ITEM NO. 5 BASIS OF DESIGN FOR CHOSEN ALTERNATIVE The Village has chosen to increase the water main diameter along Guertin Street from the existing 8” diameter to a 10” diameter and from 6” to an 8” diameter in other cases since all new hydrants have 6” hydrant leads. The Village has chosen the 8” & 10” lines to allow for increased and enhanced flow through the system from either side of the tracks for both flushing and water quality purposes. The routing will remain the same as to minimize the effects of reconnecting the existing users.

No wetlands are mapped on the Wetland Inventory for this site and the proposed construction site has been previously disturbed from the original construction of the water tower, a recent water main project, as well as development of the surrounding area. Wetlands were consulted for Part 1090 and were terminated through IDNR’s EcoCAT. This termination stated that there were no wetlands within 250 feet for the proposed project site.
Floodplain
There is no mapped floodplain for the Village of St. Anne nor are there any records of flooding or prolonged standing water in these areas.
Endangered Species
Endangered species have been consulted for Part 1075 and were terminated through IDNR’s EcoCAT.
Historic Preservation/Archeological
We feel that there is a low possibility that historical structures and/or archeological sites will be encountered as a result of these proposed construction activities within the scope of the project. This is mainly due to the fact that the proposed water main is located on an area that has been previously disturbed for residential & commercial development, as well as construction of the existing water main and IDOT highway and Village public roads.

ITEM NO. 10 FINANCIAL ARRANGEMENTS FOR ASSURING ADEQUATE ANNUAL DEBT SERVICE AND O, M AND R COVERAGE, A DESCRIPTION OF THE DEDICATED SOURCE OF REVENUE NECESSARY FOR LOAN REPAYMENT, AND ANY OTHER FUNDING INVOLVED IN THE PROJECT. The Village’s water account has produced positive balances on the order of about $60,000 - $70,000 at the end of every recent fiscal year. Most years the Village would have enough money to make the projected annual EPA loan payments for the proposed project on their own with the current rates structure. However, after further discussions regarding the currently proposed water main project as well as other operational needs, reserves, and future capital investments, the Village is electing to include the water rate analysis in conjunction with this application in order to properly fund the water system’s both short and long term operational, short lived asset and capital needs as well as responsibly build reserves all while accounting for very modest user/population growth in the Village. The Village intends to pass its new water rate ordinance upon approval of the project plan and funding nomination form in order to satisfy the funding needs of this project’s financial needs.

These costs will all be taken into account the developing the newly adopted water rate schedule early in 2021.
