If browser is blocking some government web sites, this job aid may help you fix the problem.
Please note that in addition to the certificates issues, IE browser may also have compatibility and popup blocker issues which are not addressed in this presentation.

How to fix Internet Explorer certificate issues
If you can’t see this menu bar, hit the “Alt” key on your keyboard to toggle the menu bar on/off.
2./select “Internet Options” at the bottom
How to fix Internet Explorer 11 certificate issues
1./Click on the “Tools” tab.
3./Click the Advanced tab
4./Make sure these 3 boxes are checked:
Use SSL 2.0Use SSL 3.0Use TLS 1.0
5./click “Apply/OK” when done to save your changes.
6./click “Content” tab
7./click “Clear SSL States”
8./click “Certificates” button
9./click the middle tab: “Intermediate Certification
Authorities”
10./Scroll down to search for these 3 items in the first column
“Issued to”:-DOD Interoperability Root CA1-DOD CA Root 2-SHA-1 Federal Root CA
11./ When you found them, click “remove”. Repeat this task to
remove all 3 items.
12./ When done, click “close”
13./ When done, click “OK”14./Close your browser
15./restart your browser.
