A country at (high) risk
29 % below sealevel
26 % floodplains s
55 % flood risk area
At risk:
• 10 million people
• € 2000 billion

“Match Makers” since 1964
We are practical academics, thinkers who act with a straightforward, concise and human approach.
“We help our clients build effective collaboration to find the right solutions and actually make them work.”
Twynstra Gudde: Who we are

There’s no single solution, because each challenge differs in:
- Context - Ambitions - Uncertainties - Organizations involved - People involved - Political circumstances
We believe that each challenge needs a tailor-made approach:
- To design effective alliances to fight the complex effects of climate change
- To find the right solutions for a specific situation
My belief

The old Dutch approach
- Clear responsibility: national context - Sectoral and independent approach - Clear task: build dikes and pumps - Relatively straightforward measures: raise the levees! -Top-down

Society is changing: - We can’t control nature
- Impact of urban and natural environment increases
- Increase of uncertainties (Climate Change)
- Stronger influence of public opinion
- Who’s going to pay…?
So: - A high demand for a clear approach for collaboration ‘Water Governance’
But…

The new Dutch approach
“Water Governance”
- Shared responsibility - Integrated approach (“add value”) - Collaborative approach: top-down and bottom-up - Working with nature - Proactive - No-regret measures: now! - Uncertain interventions: later adaptive water management

Twynstra Gudde & water governance
So, Water Governance….

Governance is how multiple parties (including government) interact in decision
making and implementing decisions (not only ‘”what a government does”) Is: - Accepting a shared responsibility - Accepting that the solution(s) need(s) to be integrative - Accepting the various roles, responsibilities and know-how - Investing in a joint process that defines a shared challenge and ambition in stead of a
solution - Combining the short and the long term
And: - Including the general public

WATER GOVERNANCE
will work for florida?
Fight back the water, but fight together 17 October 2013 39 | © Twynstra Gudde |
Learn from our mistakes! There may not be a choice…?
- Isolated, sectoral measures don’t work: Climate adaptation needs a long
term strategy and short term measures
- Climate adaptation is a shared responsibility
- Climate adaptation needs broad (public) support
- An adaptive approach provides flexibility
- An integrated approach adds value
