TC3 meeting held since last report 1&6 July 2013, Torun, Poland. 24 participants were attending (last year in Manchester we were 20). Report from TC 3: Education

Bernard Cornu - TC3 chair In 2013, IFIP TC3 celebrated its 50th Anniversary. 1. TC3 meeting held since last report 1&6 July 2013, Torun, Poland. 24 participants were attending (last year in Manchester we were 20). Last year in Manchester and in Executive Committee Meetings, we discussed a lot the TC3 Strategy. We are in a situation where ICTs are profoundly changing the world, our societies, and have a strong impact on Education. Facing the challenges of the XXIst Century needs new digital competences. Computers and ICTs are not only to improve education and learning, but became core stakes for the Societies of tomorrow. The mission of schools and of Education has strongly changed. TC3, because of its wide international scope, and as a strong professional network, has a major role to play. But this needs a strong reflection about how TC3 is organized and works. It is now clear that the present situation is not satisfying: Some working groups are very active, but some are inactive and even don’t meet. The topics of our 9 groups are the result of the history of TC3, and do not fit well with the set of hot topics we need to address in order to answer the questions of ICT and Education in the 21st Century! This is why we worked on the vision we have of TC3, the purpose of our TC, the expected outcomes. We reflected on the content of our TC, the themes and topics to address. And we worked on a possible new organization of our TC, in order to be more efficient. There must be permanent themes, covering the field, and managed by the working groups. And there must also be transverse topics, leading to projects or task forces for a limited time, in which several WGs can be involved. Many ideas appeared. The TC3 Executive Committee will work on them, and make a precise proposal for TC3 in the next months. But it appeared necessary to make some immediate decisions, taking into account the situation of some working groups which are totally « dormant ». So, TC3 took the following decisons, that will be sent to the IFIP Technical Assembly for approval: On January 1st, 2014:

1. WG 3.5 (Informatics and Digital Technologies in Elementary Education) and WG 3.1 (Informatics and ICT in Secondary Education) will be merged into one WG, working on «Informatics and digital technologies in School Education», and addressing both Computer Science Education and ICT in Education.

2. WG 3.2 (Informatics and ICT in Higher Education), WG 3.6 (Distance Education), WG 3.8 (Lifelong Learning), SIG 3.9 (Digital Literacy) have been inactive in the last years. We propose to the IFIP Technical Assembly to cancel these WGs and SIG.

Inactivity of these working groups does not mean that the members were not active : many of them took part in TC3 activities (conferences, other WGs…). But the working groups in themselves had no activity. It does not mean that the themes covered by these working groups are not addressed: they are, in the framework of other WGs and TC3 events. The suppression of the WGs is an invitation to the members of these WGs to find a new place inside TC3, joining other WGs or/and offering ideas for restructuring our work. The aim is that during the next months we can design a new organization of TC3, with a smaller number of WGs, covering all the core themes of ICT and Education, in which all present WG members and future members will find their appropriate place. Everyone is invited to contribute. 8. Contribution to WCC 2012 Bernard Cornu TC3 Chair) organized and chaired a Session at WCC 2012 (Session 10.2). The session was devoted to “Education for Innovation”. We had 3 main speakers: Larry Johnson, (the Horizon Project) – CEO of The New Media Consortium, USA; R.K. Shyamasundar, Tata Institute of Fundamental Research, School of Technology and Computer, India; Alain Senteni, Dean of the School of e-Education (SEED) at Hamdan Bin Mohammed e-University, Dubai, UAE. The session consisted in a keynote address by Larry Johnson, followed by 2 addresses in response by the two other speakers, then a general discussion with the speakers and the audience. 9. Participation in the WSIS+10 event at UNESCO UNESCO was holding in Paris, France, 25-27 February 2013, the first WSIS + 10 Review event, 10 years after the World Summit on Information Societies, held in Geneva, Switzerland. The event was about “Towards Knowledge Societies for Peace and Sustainable Development”. IFIP TC3 held a session during this event: “The place of Education in Knowledge Societies: Changing Educational Paradigms, Managing sustainable Education”. The session was organized by Prof. Bernard CORNU, France, TC3 Chair, together with Sindre Roesvik, Norway, TC3 vice-Chair, and Prof. Don Passey, UK. The other contributors were Prof. Andrej Brodnik, Slovenia; Prof. Maciej Syslo, Poland; Dr. Mary Webb, UK; Prof. Carlos Delgado Kloos, Spain; Eric Sanchez, France; Prof. Ivan Kalas, Slovakia; Ass. Prof. Denise Leahy, Ireland; Dr. Anna Grabowska, Poland; Prof. Roumen Nikolov, Bulgaria. It was a strong collaboration between TC3 working groups. This WSIS+10 session, based on reflections of TC3 working groups, was seeking to discuss the role and place of education and schools in Knowledge Societies. Three main ideas were highlighted: - Knowledge has a new status in our societies: it has become an economic good; access to knowledge has changed, and there is an increasing risk of confusion between information and knowledge. - There is an increasing gap between technology and pedagogy: technology changes very quickly, pedagogy stays as it has always been! The issue is not to modernize traditional pedagogies, but to design new enriched pedagogies for the learner of tomorrow!

- The school will survive only if it sticks to its main fundamental characteristics, such as being the guarantor for relevant knowledge, for the construction of knowledge, for formal learning, for developing collective intelligence. Part 1: Changing Educational Paradigms. What kind of societal changes require a change in education? What technological changes have direct or indirect consequences for education? How do we need to change the paradigm of education? The session presented some trends on developments of public and private services, structural and content changes related to citizens and institutions. UNESCO’s four pillars of learning are still relevant, but need to be transcribed for the 21st century knowledge society. Educational institutions are utilizing online resources and there are a growing number of remote, online students. We observe a globalisation of education and learning environments. However, education is becoming personalized and collaborative practises are growing (in communities of practice). Computers and mobile devises are increasingly commonly used by students in both formal and informal learning settings. Formal and informal elements must be seen as integral parts of lifelong learning. The competences of teachers are challenged and need to be enriched to respond to new demands. The teacher is the key factor of education and competence programs for teachers must be an institutionalized on-going part of their work i.e. pedagogical lifelong learning programs. Students must be educated according to needs of 21st century citizens and the labour market. This implies developments for curriculum and assessment, through related research. Digital literacy and computer science (informatics) must gain a more specific focus. See recommendations 1, 2, 3. Part 2: Management for sustainable education What makes education sustainable and manageable? How does e-learning support management of sustainable education? Emerging factors imply the need to enhance lifelong and intergenerational learning approaches. Vision and leadership are critically important – for all stakeholders, and all will need to develop evolving ICT skills. Sustainable education will rely on ways to manage three key curriculum elements: formal (classroom); non-formal (after-school club and society); and informal (home and other location) activities. Universities regularly review curriculum, assessment and certification procedures; they adopt informal and non-formal curriculum practices increasingly. E-learning technologies now allow policy makers from national to school levels to consider blended models best suiting and benefiting specific learner groups. Private tutoring and digital resources are acquired increasingly by parents. But neither parents nor students have a portal advising how they might approach these burgeoning resources. See recommendations 4, 5, 6. Recommendations Recommendation 1: Redefine education: School systems should enable teachers and students to integrate formal, non-formal and informal learning supporting new approaches offered through new media and learning technologies. Revision of policies and procedures should take place at multiple levels: national state/provincial and local. (http://edusummit.nl/results2011). Recommendation 2: Integrate learning and research – in design-based research: Support collaborative research, of practitioners and researchers, addressing learners’ effective use of new technologies in formal, non-formal and informal learning; developing a formative, performance based culture of assessment utilizing tools for learning together, including analytical techniques and gamification. Professional development of teachers is a key factor. Recommendation 3: Curriculum development – digital literacy and informatics: Develop a curriculum for teaching digital literacy and computer science/informatics that will allow children in K12 education to have access to knowledge that will enable them t be creators of technology – not just its consumers. Recommendation 4: Describe different ICT-based blended education models, their educational organisation, content, knowledge and communication management, for distinctive stakeholder groups – parents as well as school and educational managers, teachers, advisers and policy makers. Recommendation 5: Regularly define the ICT skills needed by different stakeholder groups to engage with and support lifelong learning needs. Recommendation 6: Identify evolving practices of intergenerational learning with digital technologies that support educational practices across generations. 10. The 10th World Conference on Computers in Education – WCCE 2013. WCCE 2013, “Learning while we are connected”, was held in Torun, Poland, 2-5 July 2013 (see http://wcce2013.umk.pl ). The IPC Chair was Prof. Valentina Dagiene, the co-IPC Chair and Local Organizing Committee Chair was Prof. Maciej Syslo. WCCE 2013 was a big success. Around 360 international participants, and 400 Polish participants in a joint conference for teachers. Many ideas were produced. Collecting the main outputs of the sessions, we are elaborating the « Torun vision », stating the main trends in ICT and Education for the next 4 years. The Conference included a « Doctoral Consortium », for presentation of Researches by PhD students. Thanks to the IFIP DCSC fund, and in addition with TC3 money, we could fund 8 participants (PhD students and participants from developing countries).

During WCCE 2013, we celebrated the 50th anniversary of TC3. Messages from most of the past TC3 chairs were received (Jacques Hebenstreit, Wilfried Brauer, Peter Bollerslev, Brian Samways, Jan Wibe). A full report on WCCE 2013 will be made. 11. The 11th World Conference on Computers in Education – WCCE 2017. 3 bids were presented for hosting the next WCCE in 2017: Australia, Austria, Ireland. Australia was offering a proposal for 2018, having WCCE in conjunction with the ACEC National Conference – ACEC 2018. It was decided that WCCE has to be held in 2017, but that a TC3 Open Conference will take place in Australia in 2018. The 2 bids from Austria and Ireland were excellent. A jury finally proposed to host WCCE 2017 in Dublin, Ireland. 12. Working Groups Reports WG 3.1 - Informatics and ICT in Secondary Education. All full members of WG 3.3 have been invited. 3. 2014 – Potsdam conference in conjunction with 3.1 and 3.2 "Key Competencies in Informatics and ICT" July 2014 Working Group 3.3 Strategy (previously agreed at Stellenbosch, 2005 and currently under review) The group will continue to lead, monitor, identify, discuss and evaluate approaches to researching educational applications of information technology: 1. Looking outward at the leading research which is going on worldwide as well as working within IFIP 2. Organising WG3.3 meetings and conferences as standalone events or in collaboration with other working groups or in conjunction with other organisation/ events that have similar or complementary goals. 3. Publishing our work in a range of leading journals and as books. Only 22 of our group’s 81 members have joined the Ning. The Ning is used to provide access to our annual reports. The Yahoo Group is used for our e-mail list. 84 members are registered (some duplicates) of whom 44 have Yahoo accounts (so have access to our membership database and other files). The web site has featured two members this year: Margaret Cox and Tiberio Garza. The Member gallery links to each member’s institutional public page. - From 30th July to 3rd August 2012, WG 3.4 sponsored a conference: ”Open and Social Technologies for Networked Learning” (OST’12) in Tallinn, Estonia. The conference consisted of 23 published papers, in addition to discussion groups and a doctoral consortium. Papers were published in a Springer book earlier this year. The conference was jointly organised by Tallinn University and University of Tampere (Finland), and was held at Tallinn University. The location in Tallinn was excellent and conference was highly successful. - We were disappointed that there was not an opportunity to present a WG 3.4 stream or discussion forum at WCCE-2013 – we had hoped that this could follow up on work from our Tallinn conference. Perhaps in future WCCE meetings each WG should be encouraged to have greater direct involvement in addition to the streams selected by the organisers. - In 2014, WG 3.4 is investigating taking part in the TC3 conference in Potsdam, possibly in conjunction with WG 3.7. - We are currently doing some preliminary planning for a larger WG 3.4 conference in either late 2014 or during 2015. The exact time and location has not yet been determined, but we aim to attract participants from the USA as well as Europe and the rest of the world and the time and location will be chosen with this in mind. One problem that the group is having, however, is that we really need to attract more active members. Bill Davey (Vice Chair) has indicated that he has no wish to become Chair when my second term finishes in 3 years. We thus need to look for new people prepared to move into these positions in a few years’ time. Any recommendations for possible new members would be welcome. This project is led by Ivan Kalas. A MOU was signed by UNESCO-IITE and IFIP-TC3 2 years ago. It looks appropriate to envisage merging WG 3.5 together with WG 3.1, in order to have a stronger Working Group on ”Informatics and Digital technologies in School Education”. The AGM 2013 was held electronically (9th July – 9th August 2013). The AGM 2014 will be held in Potsdam, Germany, during the ITEM 2014 ITEM Conference, 1st to 4th July 2014. Membership: At the AGM 2012, Alan Strickley (UK) was nominated for membership following nomination in Kasane, Botswana (2010), and Antonio Castro (PT) was nominated for membership. Interest in membership was expressed from Cevat Celep (TR), Elif Tanrikulu (TR), Michael Wilmes (DE), Karsten Kiock (DE), and Kim Schildtkamp (NL). At the AGM 2013: A number of new members have been agreed by their national representatives and by WG 3.7 in previous meetings, and are being put forward for agreement from TC3 for full membership: Alan Strickley (UK); Antonio Castro (PT); Kim Schildkamp (NL); Cevat Celep (TR); Elif Tanrikulu (TR); Michael Wilmes (DE); and Christian Kiock (DE). Anna Grabowska (PL) and Denise Leahy (IR) have joined the group as members, being previous members of WG 3.9. At WCCE 2013 two people showed interest in becoming new members: Therese Keane, Swinburne University in Melbourne was nominated and approved by 12 members; and Robert Gajewski, Warsaw University of Technology was nominated and approved by 13 members. During the AGM two people showed interest in becoming new members: Dale Casey, Hordaland Fylkeskommune was nominated and approved by 5 members; and Tuğba Konaklı, Kocaeli University was nominated and approved by 5 members. Following the AGM, national representatives and TC3 will be asked to confirm their membership. Events and Conferences - Members of WG 3.7 contributed to the UNESCO-supported EDUSummit Conference held in Paris, France, in 2011. The 2012 conference (the tenth WG 3.7 conference since 1994) was organised by Andreas Breiter and Adrie Visscher, with local organisation provided by the team at the Institute for Information Management at the University of Bremen. The conference was held in Bremen, Germany, between 5th and 8th August 2012. Some participants attended following the WG 3.7 and WG 3.4 conferences, the latter held in Tallinn, Estonia between 30th July and 4th August 2012. The main theme of ITEM 2012 was the changing scope of information systems for educational management, “Next Generation Information Technology for Educational Management”. The conference attracted participants from many continents – papers were received from participants in Australia, Asia and North America, as well as from across Europe. In total, 17 papers were received. Some international researchers and PhD students new to ITEM submitted papers. Following the successful conference, participants had chance to refine their papers, and to submit them for final review. In total, 16 papers were published in an edited volume; Don Passey was the principal editor, and the volume was published by Springer early in 2013. - A theme for WG 3.7 within the IFIP TC3 review feedback in the UNESCO WSIS+10 meeting held in Paris, France, in February 2013 was led by the vice-chair. - A WG 3.7 symposium within the WCCE 2013 conference held in Torun, Poland in July 2013 was led by vice-chair. - The vice-chair is the guest editor of a special edition of the IFIP journal Education and Information Technologies¸ which will focus on the topic of intergenerational learning. - The next conference ITEM 2014 will be in Potsdam, Germany, 1st to 4th July 2014. This conference will run in parallel with the WG 3.1/3.2/3.3 conference, which explores an important theme of likely wide interest to ITEM members: Key Competencies in Informatics and ICT: Implications and Issues for Educational Management. Collaboration with other WGs WG 3.7 will collaborate with WGs 3.1, 3.2 and 3.3 in the next open conference, to be held in Potsdam, Germany. Participants in the AGM confirmed that such collaboration should be positively considered, in part, in view of recent attendance at conferences. This SIG should not be a special group but be integrated into the work of the other groups as a hot topic, since Digital Literacy is a transverse topic that all working groups should address. 13. TC3 Country Reports Country Reports available at: http://ifip-education.ning.com/page/member-country-reports Every year, the TC3 National Members provide a report about the developments, trends and main successes of ICT in Education in their country. Such reports constitute a very interesting set of data and facts, in order to have a good and precise feeling of the development of ICT in Education around the world. TC3 has the feeling that such information should be more widely disseminated and used. 14. Liaison with UNESCO. TC3 has permanent connection with UNESCO: - Unesco has a representative in TC3: Cedric Wachholz. - TC3 signed a new “Memorandum of Understanding” together with IITE, the UNESCO Institute for Information Technology in Education, Moscow. - TC3 contributed in the reflection of UNESCO about the future of IITE, and helped establishing the new strategy for the institute. - 2 TC3 members have been appointed as members of the IITE Governing Board (Bernard Cornu and Ivan Kalas). Bernard Cornu is the Chair of IITE Governing Board. - Several TC3 members are involved in IITE Projects. Recent activities: - IITE Governing Board meeting in Moscow, 15-16 November 2012. - IFIP-TC3 participation in the IITE “ICT Primary Project, under the leadership of Ivan Kalas. - IFIP TC3 participation in writing “Policy Briefs” for UNESCO-IITE: Peter Waker, Bernard Cornu. - IFIP TC3 participation in the IITE-2012 International Conference on “ICT in Education: Pedagogy, Educational resources and Quality Assurance”, and chairing a panel about “ICT-integrated Pedagogy and Teachers” (Moscow, 13-14 November 2012). - IFIP-TC3 participation in the WSIS+10 event, UNESCO, Paris, 25-27 February 2013 (see Item 9). 15. The EAIT Journal. We are now regularly publishing 8 articles per issue, but Special Issues often contain more articles than this. Issue 2 this year was a special ‘Conference Issue’ covering three international conferences. This was a ‘bumper’ edition containing 18 papers: o Revised articles from: ‘Assessing Educational Challenges: the Role of ICT’, Manchester in July 2012. This section was Guest Edited by Christine Redman and David Benzie. It had 6 articles. o ‘Unravelling the Digital Divide: Time Well Spent or Wasted?’ used revised papers from IIGWE2011, held in Mombasa in August 2011. This section also contained 6 articles, and the Guest Editors were: Alnaaz Kassam, Marie Idling and Pieter Hogenbirk. o The third section was: ‘Innovative Learning Techniques and Educational Technologies’ edited by José Cordeiro and Markus

Helfert. The 6 articles in this section were selected and revised from those presented at the 4th International Conference on

Computer Supported Education (CSEDU) Porto, Portugal in April 2012. The content of Issues 3 and 4 for 2013 has been determined but these issues have not yet been published. The number of submitted articles continues to grow and the journal attracts good articles from around the world. There are currently 41 unassigned articles in ‘Online First’ (- the system shows 57 articles, but 16 of these will be published later this year) and this list continues to grow. If this situation continues we may have to include 10 articles per issue to reduce this waiting time. So far for 2014 we have a Special Issue on ‘Intergenerational Computing’ edited by Don Passey. I understand that Don can still accept more articles for this issue as long as they come in very soon. Springer is currently working on getting the journal listed by Thomson Reuters (formerly ISI). This listing would include: Science Citation Index Expanded, Arts and Humanities Citation Index and Social Sciences Citation Index. Springer tells me, however, that this process normally takes quite some time. (They have also indicated that the journal was not listed in the past primarily because its publication was quite irregular, often with only three issues coming out each year. This is no longer a problem.) As I reported in 2012 however, there have been very few articles coming from any of the IFIP TC3 Working Groups. This is rather disappointing. Although we have plenty of articles coming in (- we reject about 60% of submitted articles), as TC3 is the official sponsor of the journal it would be good to see some articles coming from TC3 sources. I thus request that each of the WG chairs (- all are also on the journal’s Editorial Board) encourage their members to write for the journal on both working group activities and also on their own research in the area. 16. The IFIP ILC. Bernard Cornu, TC3 Chair, is a member of the IFIP ILC (International Liaison Committee) 17. TC3 Budget. For 2012, the TC3 fund is as follows: 2012 income: 765,00 euros 2012 expenses: 8177,38 euros TC3 fund on 31st December 2011: 22.160,36 euros TC3 fund on 31st December 2012: 14.747,98 euros. As usual, there is a loss on years without a WCCE, and a surplus on years with a WCCE! In 2012, we increased the funding for participation of colleagues from developing countries to take part in IFIP events. For WCCE 2013, we could spend 2920 euros for funding participants to attend (PhD students, and participants from developing countries): 1480 euros from the IFIP DCSC fund, 1440 euros from the TC3 fund.
