Spring 2015
Message from Board of Trustees Chair Waseem Kagzi
Bismillah Hir Rahman Nir Raheem. Indeed, all praises are to Allah SWT. We praise Him and ask Him to guide us on the
right path, to unite our hearts and help us accomplish our goals.
The role of the Board of Trustees (BOT) is to ensure financial security of the institution, oversee capital projects and ensure that
it stays true to its mission. We meet the first Sunday of the month after Fajr prayers and discuss ongoing projects and current
issues.
The BOT, with the help of very dedicated community members, started working on four initiatives in 2014:
1. To finish the process of developing a ten year Strategic Vision (IFN 2025) and five (5) year Strategic Plan (SP2020)
2. To finish the construction of the Learning Resource Center and Final Preparation Area
3. To do an independent Financial Audit for 2012 & 2013
4. To start the Endowment Investment
Alhamdulillah, I am pleased to announce that three (3) of the four (4) projects are near completion and shall be
communicated in the initial 2015 General Body Meeting. An update on all of these initiatives will be given at that time.
The Strategic Planning Committee is finishing up its task of developing a Five Year Strategic Plan (SP2020). Once
developed and approved by the General Body, this will be the plan of action for the next five (5) years. The Board of
Trustees will ensure that, under the leadership of the Executive Committee (EC) and all of the community members, the
plan is executed and milestones are achieved. Every year we will be reviewing the plan and will update it according to
the needs of the community.
In 2010, we invited a group of community members to develop the mission of Islamic Foundation North: A Muslim
institution dedicated to the principles of Islam, serving the community at large. With the new construction, we have an
opportunity to accomplish this. A learning resource center will provide a location where everyone can come and learn
about Islam; Muslims or non-Muslims. Also, it will provide a sanctuary in an Islamic Institution where the community at
large, feels comfortable coming to and benefiting from.
In the end, I will remind myself that the role of Islamic Foundation North is not just to build structures or create a
Strategic plan, but the role of IFN is to raise a community that makes a difference in society, strong in their faith but
ready to integrate and be the agent of social change.
JazakhaAllah

Message from President Irshad Khan
Assalamu Alaikum,
Dear Brothers and Sisters
First and foremost, I am thankful to Allah for giving me an opportunity to serve Him and the IFN community. As President of
Islamic Foundation North, my primary goal is to please Allah. Subsequently, I pray and strive to ensure smooth operation of the
masjid along with addressing the needs of the community.
Alhamdulillah, we have had a very fruitful past few years. The EC members and dedicated volunteers hosted a number of events,
facilitated activities and implemented new programs to cater to our growing community needs. Also, the EC implemented formal
policies and standard operating procedures for its sub-committees.
With the Blessings of Allah, based on the support and feedback we received from the community, we facilitated programs with
key emphasis on the importance of Islamic education, Interfaith/Outreach and Youth programs.
The 2014 Annual report will highlight and summarize some of the programs of the IFN committees and their activities. Also, it is
the hope of the EC that this report will continue to provide insight to the community on what all IFN is aspiring to do, but can only
be done with the help of the community.
All of this would not have been possible without the passion and dedication of our volunteers along with the efforts of the EC
members. We share a common goal to strive towards the betterment of our IFN community. We hope this can be accomplished
when we work together to make IFN a role model for other communities to follow Insha'Allah.
In 2015, we hope to build on what has been established and create a more open communication between the committees and
the community. We as an EC, plan to have office hours and have created a directory (see table below) to allow community
members direct access to the some of the services available at IFN.
May Allah continue to bless our IFN community, keep us all united, and guide us to do what is right – Ameen
JazakhaAllah Khair

Finance Committee Muzaffar Sheriff
The Financial Statements of Islamic Foundation North have been audited by an
independent public accounting firm every year since 2004 when the Center moved to
its existing location. Alhamdulillah, we are pleased to inform you that the auditors have
issued a clean opinion for each of the years which means that the Financial Statements
prepared by IFN’s management present fairly the financial position of IFN and are free of any material misstatements.
The Finance Committee's primary concern this past year and this upcoming year is governed by the IFN bylaws. Per the IFN
bylaws, IFN is required to perform a full financial audit by a third party every 2 years. IFN has hired the audit firm Evyo,
Kamschulte, Jacobs & Co. to perform a full audit. IFN provided the financial/non-financial information requested by the
auditors and the finance committee has been meeting with them on an as needed basis to respond to their questions and/or
provide additional information. As part of the audit process, requests have been mailed out to financial institutions to
confirm directly to the auditors the balances held by them on behalf of IFN (Third party confirmations). The BOT will inform
the community when the audit is completed.
Endowment Committee Masood Ahmed
The objective of the endowment committee is to establish a robust structure and
funding and investment mechanism for an endowment (waqf). The aim would be for
the endowment to have sufficient funds that can be invested and provide a recurring
revenue stream to IFN that can be used for the operation of the organization and for
increasing services to the community without having to rely on donations to fund those
efforts.
Alhamdulillah, from the day the concept was introduced to the IFN community in 2011,
the endowment has seen steady growth and currently has an asset value of $440,000.
Milestones achieved by the grace of Allah are below:
2011 – concept introduced by the Board of Trustees and agreement in principle to establish endowment (waqf)
2012 – endowment charter formally drafted and adopted by the Board of Trustees with the objective of reaching a goal of
$500,000 by 2015
2013 – separate bank accounts established and endowment funds raised and set aside for future growth and investment
2014 – endowment fund incorporated as separate legal entity with the IRS under the name of Islamic Foundation North
Endowment Fund
2015 Goals
• registration of endowment fund as a 501(c)(3) to be initiated with the IRS – in progress
• achieve the targeted $500,000 which allows the institution to trigger the investment of these funds as per the charter
• establish by-laws and professional investment manager and governance body

Election Committee Nisar Syed
Responsibilities and Roles:
The Election Committee is an AD-HOC Committee under the Board of Trustees which is
established 30-40 days before any necessary elections and dissolved 10 days after
announcing the results. The committee chair is selected by the current BOT General
Secretary. The members are selected by the Chair and/or under the guidance of the
BOT.
The Election Committee begins by establishing the timeline of the full election process. The major activities executed by this
committee include but are not limited to:
• Evaluate Nominations - Ensure the candidate meet the requirements of the position as dictated by the by-laws
• Set up and conduct the Candidate(s) Forum
• Establish/Verify the list of eligible voters with the help of the Membership Committee
• Establish electronic ballots sent out 5 days in advance of the live election
• Conduct the live election/ballots
• Verify the ballots of eligibility to eliminate double votes
• Announce the Results
Strategic Planning Committee Usman Ghani
The Strategic Planning Committee (SPC) was established in the Spring of 2014. The
purpose of this committee is to consider the needs of the community and begin
forecasting the potential new larger capital intensive projects for the next 10 years
based on feedback received from the community. For the initial brainstorming
sessions of the goals, the community members (approximately 90 total
participants) met on November 2, 2014 to provide their input for what was called
the General Body Strategy Session.
Following this initial meeting, interested community members met on December
13, 2014 with the purpose of reviewing the 2025 consensus portraits for the areas
of focus and review of the proposed 2020 goals. The goals were categorized and subsequent planning teams were formed
consisting of community members and volunteers. The planning teams selected their respective Chair and Project Manager
and decided to review the Strategy Session Output, review the 2025 consensus portraits of their respective areas and
validate the 2020 goals. They also agreed to modify/add/remove the 2020 goals as needed and break each of them down in
quarterly and annual milestones.
In January 2015, the planning teams presented the 2020 goals and milestone/activities with a conceptual budget for the next
5 years to the SPC so that they may be reviewed and prioritized. On February 22nd the SPC worked with the EC and BOT to
prioritize the goals. SPC is in the process of creating a consolidated IFN 2025 Strategy document. The strategy document will
be presented to the board by the end of March.
The board will share the strategy with the community Insha'Allah in the next General Body Meeting and provide the
implementation path.

Construction Committee Ishaq Mohiuddin
The Construction Committee's primary role is to oversee and/or supervise the large
capital investment projects that are undertaken by IFN. Currently, the primary focus
of the committee is to oversee the first phase of the Final Preparation Area (FPA)
and the Learning Resource Center (LRC). Due to the fact that this construction
project had fallen far behind schedule, the Construction Committee realized more
expertise was required .
In the 4th quarter of 2014, the committee made strides to lessen the gap of the
construction schedule as well as increase the oversight and expertise within the
committee. This combination enforced vast improvement to the schedule and quality of the project. With the new
committee members with construction experience, it drove the schedule to complete the new roof, framing, windows,
ductwork, plumbing, granite, second floor concrete work and stair excavation.
Upon completion of the first phase of the construction (April 2015), the Construction Committee will oversee the second
phase of the project by incorporating the community's input on the best use of the new space.
Fundraising Committee Fehmida Khan
The Fundraising Committee (FRC) carries a difficult burden in which volunteers are requested
to generate ideas, execute plans and ultimately ask for donations from the community with
hope and enthusiasm to see progress and growth at IFN as a whole. Alhamdulillah, due to
the growth in the community and generous donations of members in the past, the FRC's
need of extra funds was minimized. Last year however, with the intent of further growth and
expansion in the coming years, the FRC was re-energized to support the capital projects.
With the support of the community and individuals selflessly contributing, the immediate
deficits/debts in 2014 were collected.
In an effort to minimize the "11th hour" push for funds as required in 2014, the FRC is
looking for more volunteers and, of course, funds to move forward starting in 2015.
The FRC has collected $110,00 in the first quarter of 2015 to fulfill part of the obligations for
the Final Preparation Area and building expansion project (Learning Resource Center).
Finishing the expansion is the most immediate need of the FRC in 2015. Beyond this project,
IFN fundraising activities are expected to collect ~$545,000 to cover the various goals/needs
of the IFN community as defined by the BOT/EC and General Body. The FRC has drawn up some preliminary plans on how it
can work with the various committees, and the BOT/EC to help achieve this target.
All interested members/individuals are encouraged to take part in learning about these plans and of course raising of funds
for the community. Lastly, the FRC is always open to more suggestions and help.

2015 Focus Areas
In this year, the education committee hopes to focus on improving the Quran Academy and of re-implementing the Qirat
Competition after the break in 2014. There will also be a more focused concentration on the Sunday School Administration in
regards to registration, tools for teachers, as well as a parent appreciation/learning seminar.
Membership Committee Yousuf Zai (Jaan Mohammed)
Aamir Ahmed (2015 Chair)
Responsibilities and Roles:
The primary role of the Membership Committee is to continuously encourage the community
to enroll and renew their membership with IFN. Membership enrollment serves multiple
purposes. Members are added to the IFN listserv which allows them to be up to date with all of the activities throughout IFN.
Consequently, this also provides the benefit of discounts on various IFN activities. From a operations and maintenance
standpoint, the membership renewal and enrollment also provides for a large percentage of the revenue on an annual basis.
The Membership Committee is always looking for new ideas to renew and encourage others to enroll with a number of
various membership drives (3-4 per year), reminders (emails, announcements, LCD flyers, and snail mail), and also update
existing membership records.
Lastly, during any election, the Membership Committee will work very closely with the Election Committee to ensure there
are no violations in the Election process, and the vote count remains accurate.

Outreach Committee Amir & Helena Abushamaa
Responsibilities and Roles:
The Outreach Committee at Islamic Foundation North (IFN) is dedicated to facilitating the understanding of Islam and
Muslims to the general public. The committee's outreach efforts are focused on our Lake County community. IFN's outreach
efforts are being achieved through
1. providing education on Islam and Muslims
2. collaborating with our neighbors on initiatives that support social justice within our society at large
3. providing support for new Muslims within our community in order to address their needs.
2014 Activities
Education:
IFN provided basic education on Islam to around 1,800 individuals. IFN continued to host various schools, churches and
synagogues during 2014. These visits have included Islam 101 presentations, Q&A sessions, tours of the masjid and
observation of prayer. IFN continued working with Lakes Community High School in Lake Villa by hosting their students at
IFN, in addition to participating in their annual interfaith forum. Other returning guests to IFN included the College of Lake
County, Lake Forest College, First Congregational Church, North Shore Unitarian Church and Woodlands Academy. Earlier in
the year, IFN volunteers provided education on Islam to nearly 1,000 recruits, mainly non-Muslim, at the Great Lakes Naval
Base. Although this effort has decreased due to scheduling and policy changes at the naval base, our volunteers continue to
provide Friday khutbah services at the base for Muslim recruits.
Collaboration and Civic Engagement:
During the month of Ramadan, IFN hosted its annual interfaith iftar dinner which included guests from around 21 different
interfaith partners. IFN has also joined services such as Condell's interfaith iftar dinner and Thanksgiving service. IFN
continued "Hands of Peace" support by hosting their annual summer camp field trip to IFN.
A new interfaith group consisting of Or Shalom, The United Methodist Church and IFN was started with the goal of working
together for the greater good in our community. An IFN member from this group kick-started an interfaith tutoring service
which is now up and running at the Cook Memorial Library in Libertyville. IFN continued its support for PADS by helping out
in the shelter and also by packing lunches. IFN continued to collaborate with Lake County United and the Council for
International Educational Exchange, in order to identify ways by which we can work together. IFN volunteers supported a
chaplains workshop to provide insight into Muslim patient care. IFN has held blood drives and continued its "Adopt-a-
Highway" program.
New Muslim Support:
At the moment, there is a handful of known new Muslims in our community. The outreach committee has been in contact
with them to support their needs.
List of activities planned in 2015:
In addition to continuing the ongoing efforts, as described for 2014, IFN's Outreach Committee would like to expand its
services to support more schools, religious and civic organizations, local officials and hospitals. IFN would like to host its first
neighborhood open house in the near future. There is an interest in improving our website and becoming more active on
social media. If we have enough new Muslims in need of regular educational sessions, we would start a class at IFN,
Insha'Allah. However, all these plans can only be pursued by recruiting more volunteers interested in outreach. So a key goal
would be to engage more community members and build a pool of committed volunteers.

Building Maintenance Committee Rehan Ahmed
Responsibilities and Roles:
The Building Maintenance Committee is a group that has been established for the upkeep
and maintenance of the Masjid, inside and out. Being that IFN is approaching its 10 year
anniversary as an institution, a number of the utilities and equipment are approaching
either their end of life, or 10 year assessment to determine the feasibility and quality of the equipment.
The committee is also responsible for regular cleaning and maintenance for the interior of the masjid as well as the
landscaping and snow removal to the exterior of the property. Similarly, the committee is also responsible for the normal
"wear and tear" to the interior of the masjid. This includes roof/ceiling repair, flooring, and walls.
The equipment maintenance includes the electrical (i.e. elevator) and plumbing systems along with Heating, Venting and Air
Conditioning, ducts, and sprinklers. Other areas covered under the umbrella of the Building Maintenance Committee are the
kitchen, light fixtures, fans in classrooms, and projector/monitors.
The committee is very accepting of ideas and volunteers who would like to be involved in the cleaning/maintenance of the
masjid and its subsequent rooms. Whether it be the kitchen, banquet hall, prayer area, or the classrooms/offices, please feel
free to contact the committee with any of your ideas and commitments.
Security & Safety Committee Tanveer Jaffer
Yousuf Mohammed (2015 Chair)
Responsibilities and Roles:
The Security & Safety Committee at IFN as the name indicates is focused on keeping the
property safe and secure. From a tangible and maintenance effort, this includes review and
upkeep of the property's camera and security system (CCTV). Also, this committee supports
the set up and handles the parking coordination during the weekly Jumuah prayers and
nightly during Ramadan. This endeavor alone requires the support of the community, thus
the room for volunteers is always available. The committee continues regular scheduled surveillance of the property and
recommends safety measures that can be implemented proactively such that the premises remain unharmed. Lastly, the
committee is continuously looking to provide safety drives to the community and is open to newer ideas as community
members desire.
IT/Web Development Committee Zafar Mohiuddin
This committee is currently a small group who is in dire need of support. Volunteers willing to update the current website
(www.ifnonline.com) with information are of the primary importance. Upon building a base of volunteers, this committee
would like to update the website so that it may be a regular communication tool for the community.
Last year, the committee upgraded the wireless networking and cable connection, and procured new printers/copiers for the
weekend schools. Also, the committee will continue to maintain all of the wireless and wired equipment in the masjid and
also would like to establish an electronic archiving storage system with their current servers for each committee to maintain
all files, meeting minutes, etc.

Funeral Committee Ishaq Mohiuddin
Responsibilities and Roles:
The Funeral Committee's work has no closed hours of operation. This is an effort in which
if/when the needs arise, they will work with the community to appease any funeral needs
during the most difficult of times. The Funeral Committee works with the Funeral Director
and the local cemetery to arrange for the necessary funeral services. This includes body transportation, ghusul (washing the
body of the deceased), coordinating and making arrangements of Salatul Janaza, the buria,l and any other special needs.
Consequently, the committee can provide support for the family of the deceased depending upon the need (emotional/moral
and/or financial assistance). From the beginning of the needs of informing the community to the end of the needs, such as
arrangements for an Open House and/or Quran Reading and Duas, the Funeral committee helps where they can.
Lastly, the Funeral Committee maintains a database of the Burial Plots and coordinates the sale of these plots owned by IFN
and continuously updates the inventory based on the needs of the community.
Zakat Committee Irshad Khan
Responsibilities and Roles:
The Zakat Committee has played an integral role in collecting donations from the community
and distributing them to the needy. Our mission is to enrich the lives of the less fortunate
and strengthen community efforts in outreach programs. The IFN policy is to serve Lake
County applicants first, and based on special or emergency circumstances, we are open to
review and process applicants outside Lake County.
In 2014, the Zakat Committee established a firm policy and guideline that had such great
success that other masajid have adopted a similar policy. The committee meets every other week (15 days). After Zakat
applications have been received, they are entered into a database for tracking and follow-up purposes. Each application is
assigned a committee member or members to complete the due diligence and report on their findings and recommendation
to ensure the applicants have met the requirements of the Zakat policy and verification form. During scheduled meetings,
applications are reviewed and the committee as a shura finalize their decision. Lastly, during Ramadan, the level of
committee activities are at a peak including disbursement of Fitra funds, which also falls under the role of the Zakat
Committee.
Mentor/Tutoring Oghay Kherzai
The IFN Mentoring/Tutoring program kicked off in 2014 with the aim to help students from the community to achieve their
academic goals through tutoring and mentorship which will allow them to excel in and outside of the classroom. With a focus
on the student's school and career path, this program provides flexibility in their schedule, requires parent's involvement, and
can provide ongoing training (i.e. financial aid applications, college visits, etc.).
In 2015, the program's goals include informing the community, recruiting mentors/tutors and students for the program,
finalizing policies/procedures to support the program and identify a management system to ensure clear roles. All members
are encouraged to join this program and are encouraged to provide input as this program grows.

Relief Efforts Naveed Ismail
The Relief Efforts group spear-headed a number of drives and relief efforts in 2014
with the support of the community. The majority of the efforts in 2014 were targeted
towards overseas aide. However, if anyone would be interested in a more local effort,
this group can certainly provide some help.
• Food Drives
o In coordination with Helping Hands, IFN was able to take part in 2 larger Food Drives in 2014; one in the
Spring (May 30th, 2014) and the other in the Summer (July 18th, 2014). Keep an eye out for upcoming food
drives in 2015.
• Shoes/Clothing Drop off
o Alhamdulillah, since a drop off location was established at IFN in 2013, a truck was donated for storage by a
community member and approximately four (4) truck loads of clothes were donated by IFN community
throughout the year. Each truck could hold approximately 80 large boxes. The intangible benefits of this
group was highlighted throughout this effort as both youth and adults gathered and engaged on several
occasions to box and sort the clothes to be delivered.
Unfortunately, there are no formal goals for 2015 as the group has decided to back away from the "Blue Box" Clothes
Donation services for the following reasons:
• No reliable partner to take the clothes. Potential of backlog of clothes as seen this past year
• No proper storage facility. Truck has been donated but that is not a sustainable solution
• Return on Investment - No justification as condition of the donated items, shipping costs and effort has heightened
In the meantime, the group does hope to communicate with other organizations closer to IFN (Salvation Army or similar
institutions), to organize quarterly clothes donations, sorting and packing events.
Lastly, the plan for 2015 is more of a reactive approach similar to what IFN had prior to 2013. So if some urgency happens or
if Helping Hands ask us to organize something, we will help Insha'Allah.
Matrimonial Services Ambareen Sheriff & Atiya Khan
What many members do not realize is that IFN also does offer matrimonial services to advise and assist the community with
any matrimonial questions/affairs. The committee can work with the EC as well as the Religious Affairs committee for nikah
ceremonies, filing the proper paperwork, or any other areas of concerns that a married or unmarried individual or family may
have.
Religious Affairs Farid Fahmy, Dr. Walid Khayr, Qari Ahmed Ali
The role of this committee is to primarily act as a consulting group to the EC on any religious rulings and situations. The
members also take a strong hand in providing classes and seminars or events at IFN throughout the year. It should be noted,
the EC does also have various other specialists/councils (i.e. legal, medical) for advice. If a community member does need to
contact either or all of these resources, please contact the EC directly.

Financial Status Capital Project
The Capital Project for 2014 was the Construction of the Final Preparation Area (FPA) and the Learning Resource Center (LRC).
The project is managed by the Construction Committee (see page 7), but the finances and payments go through the EC
Treasurer. The table and figure below depict the status of the capital project up to 2014, and as can be seen, the project
requires roughly $100,000 to complete phase 1. The first half of 2015, concentration on collecting these funds will be at a
higher level and Insha'Allah, all debt will be removed.
The first phase will be completed by the end of April 2015 Insha'Allah. This plan includes replacing the first floor and
basement ceiling tiles of the masjid along with finishing the basement walls and installation of extra lights. Also, a separate
tank-less water heater and water drainage system for the FPA is required to be water sealed with terrazzo which shall be
done during this time. The final step in the first phase construction is to repair/fix the existing roof above the sisters’ area in
the masjid.

Financial Status Operations & Maintenance
Alhamdulillah, the financial position at IFN from the previous here is in a sound state. The following figures and tables provide a
broad overview of where the funds collected were spent and where the income was raised.
The overall profit from 2014 of approximately $164,000 has been transferred into the Endowment fund as managed by the
Board of Trustees. Based on the expenses in 2014, the IFN budget for 2015 has also been established. The increase in the
budget this year stems from a few different reasons:
1. Increase in IFN membership/population
2. Increase in programs/activities at IFN
3. Operating and Maintenance expected increase due to life of current utilities
Alhamdulillah, the IFN masjid has been operating for 10 years, but naturally, time takes a toll on the facility's infrastructure and
life of utilities. IFN intends to evaluate the masjid's structure, amenities, as well as it's utilities prior to investing any more of the
community's funds to repair/replace/remove any of these items.
It should be noted, the 2015 budget Alhamdulillah, does not exceed the revenue/income that was received in 2014 and
Insha'Allah, with the support of the community, IFN will remain in sound financial position by the end of 2015.

The Figures on the following pages illustrate the expenses and revenue from a monthly standpoint. Please be aware that the
first figure (page 16) identifies the expenses in the different categories, and the revenue is the overall revenue/income collected
for the month. The second graph (page 17) is simply a cumulative total from month to month of the expenses and the revenue
in relation to the budget for 2014. May Allah (SWT) continue to provide us with the means to progress in His (SWT) work and
bring our community together along the way. Ameen.
