20. Mechanical Hazard:Electric disccutter machine (110V) for stonecutting had no guards and could leadto potentially high risk forentanglement as he is wearing looseclothing, and cutting and/or abrasion
as he is not using any PPE.

Introduction including overview of area inspected and activities taking place:
I am Paul prepared this report follows the health and safety inspection of one of the biggestconstruction projects of Shoba Developers a leading real estate company in India and abroad has theupcoming project as Shoba Terrain at Devanahalli Bangalore which comprises of three phases,warehouse and administrative building which had both indoor and outdoor activities and its spreadover 20 acres located at Devanahalli, Bangalore north which is close to our Bangalore Internationalairport. The inspection took place on 28 march 2014 between 1000 and 1300hrs.
Phase-I and II each comprises of 12 floors and have 460 apartments where the indoor activities suchas painting ,drilling , plumbing, and electrical connection are happening and it is almost in thehandover stage.
Phase-III is at the initial stage of construction where the main outdoor activities such as excavation,building concrete, concrete mixing and welding works are happening which comprises of 230apartments&12floor levels and expected to complete by March-2014.
Warehouse where indoor activities such as safe stacking and storing of construction materials suchas cement ( separate storage area) in the warehouse and welding rods, bricks, woods .
Workers in administrative building are carrying out registration activities of apartments & otheradministrative indoor activities such as printing, copying and emails.
Management and administrators of about 20 employees and 400 construction workers were presentwhile this inspection was conducted.
The aim and reason for this inspection report to highlight the areas of concern about existing healthand safety hazard and to reduce the accidental statistics of previous year, also to measure thestandard of health and safety management system maintained and to check whether it meets thelegal standards.

Executive Summary
In 2013, there have been 12 accidents recorded on this construction site, out of which 7 minor fromcuts and bruises and 5major injury of bone fracture, head injury due to worker fell from height .Thisinspection observed some major areas of health and safety concern on both outdoor and indooractivities carrying out by workers which can put them under risk but not limited to death, serious injuryand property damage.
Major findings and its recommendations: Workers are at high risk of cave-in at the ditch where drainage pipeline work is happening and
construction of hydraulic shoring could prevent from death to serious injury.
Painter is working at height of 40feet( 7th floor) on boatswain’s chair with neither safety beltand nor harness which might lead to fall from height cause serious injury to death and cherrypicker with electric foam painter has been recommended.
Scaffold not erected on the flat surface, no guard rails braces are not well fitted and somemissing, toe boards have huge gaps can lead to scaffold collapse , people and object fall fromheight and purchasing new scaffold is highly recommended.
Forklifts are not stopping at the blind corners and can lead to collision with other vehicle &workers and topple forklift if the load is heavy may cause from death to serious injury andproperty damage , using banks men and side mirror at the blind spots are highlyrecommended.
Rods have been welded close to the LPG storage area which can lead to explosion and fireand cause from several personnel death to serious injury and property damage, a separatecovered welding place is highly recommended to prevent from this risk.
High power electric supply near excavation area needs to be covered by lock out-tag outisolation system.
Inspection also observed good welfare facilities to workers from clean toilets with liquid hand soap,drinking water at each floor levels, first aid provisions and lockers, however requesting your earliestattention on the hazards which outlined above to reduce the risk to acceptable level whichsubsequently enable to decrease the accident records for this year.

Main findings and recommendations of the inspection:
1.Cave- In/Trenching :
Workers are in a ditch of about 8 feet in depth doing drainage pipeline work and found that there is noprotection from cave- in and slip and fall into the ditch as well as there is no protection and signagestating authorised personnel only or prohibited area which breaches the ILO legislation of ConventionC167-Safety and Health in construction convention, 1988(No.167).
Recommendation:
Hydraulic Shoring of trench would prevent workers to fall from height by slip or soil to cave in andwould cost approximately $200 and it is easier to fix by one person and can be used for newupcoming projects as well.
2. Painter working at height:.
Painter was working at the 7thfloor level of about 40feet high painting outside the building Phase-I using
boatswain’s chair and brush, may fall from height as he had no safety belt and harness and may
exposed to inhalation of chemical substances in paint which may lead to suffocation and manual
handling at height using hands lead to muscle pain and stress and its breaching the legislation of
ILOC155 Occupational Health and safety convention 1981 and Work at height regulation-2005(WAHR).
Recommendation:
Use cherry picker which is available with us for the painter to access at 5th floor level for painting and
purchase of one electric paint sprayer with face piece respirator would prevent the chemical exposureand fall from height and also avoid much manual handling. Sprayer and respirator would cost around$120.

3.Scaffold collapse, Falling of people and objects:
Scaffold being used by the workers at construction site level of 45 feet high is not mounted on the evensurface , out riggers were broken and not being replaced, toe board have huge gaps and some braces
been missing and others are not fitted properly which may lead to collapse of scaffold, falling of peopleand object from height can lead to fatal , serious injury from head injury to muscle stress and painbreaching the international legislation of Convention C167-Safety and Health in constructionconvention ,1988(No.167) and Health and safety at work 1974(HASWA).
Recommendation:
Purchase of new scaffold which would save many people lives and prevents falling of objects andcollapsing of scaffold which would cost around $350.
4. Collision with workers, vehicles and Property damage:
Forklift trucks at the warehouse in the construction area are observed that rounding a blind corner into
a loading area without stopping can lead to collision with workers, collision with stationary objectsand/or vehicles which can cause from death to serious personal injury by falling objects on victims
and also lead to property damage by topple of forklift which breachesILO C155 Occupational Health
and safety convention 1981 and Health and safety at work 1974(HASWA).
Recommendation:
Provision of side mirror on the blind corners where driver can foresee the movement of people and
vehicles which ultimately prevent collision and it would cost $40 and also provision of banksmen for the
blind spots and corners.
5. Fire hazard at the welding area:
Welders are welding the rods which is closer to the LPG gas storage area and sparks while welding
can contact with the LPG gas lead to massive fire/explosion cause property damage and mass
casualties in the workplace which breaches the international legislation of Convention C167-Safety
and Health in construction convention, 1988(No.167) and Fire protection and prevention Act 1997.
Recommendation:
Provide a separate covered welding area for the whole construction site where all welding works can
take place may cost $550 which eventually prevents mass casualties and property damage.
6. Electrical Issue:
Main electric power supply for the entire construction site located near the excavation area is
unprotected and no signage of danger being placed can lead to electrocution, burns, death and
secondary effect like fall from height due to throw off can cause serious injury of bone fractures and
head injury which breaches theILO legislation of C155 Occupational Health and safety convention 1981
and Electricity at work regulations 1989(EAWR).
Recommendation:
Barricade the high danger electricity power supply area by isolating( lock out –tag out system) andwould cost $200 can prevent electrocution, burns, even death and secondary deaths such as fall from
height by being victim throw off due to electrocution and fall into excavated area cause head injury orserious personal injury.

Conclusion:
Firstly, I would like to take this opportunity to thank Shoba management &each and every worker atsite for their outstanding cooperation while conducting inspection without which I could have not donethis observation about health and safety practices at construction site.
Few major findings needs immediate attention towards the safety of workers from the managementsuch as “ Cave-in, Fall from height( People and objects), Electricity & Fire hazard, collision withvehicle and pedestrians at warehouse by forklifts which can be controlled in near future byincorporating suitable recommendations .Other safety concerns such as manual handling, vibration,noise, stress, biological effect, chemical exposure, heat stress, poor lighting and ventilation can alsobe controlled with suitable preventive control measures which also recommended on the observation
sheet.
The workforces were seemed to be very happy when I inquired about their well-being within thefacility and they echoed there is no company can compete the welfare facilities such as locker, firstaid provisions, drinking water, healthy menu at cafeteria and cleaner toilet facilities and also told whatelse one would expect? Which brings enthusiastic myself when I hear them which clearlydemonstrates the brigade management commitment towards health and safety of their workers.
Lastly, I would request to please take necessary actions on the suitable recommendation outlined forexisting major hazards and I look forward for your support to further enhance our business reputationby protecting our workers &property and meeting the obligation of national and internationallegislations and for our next ISO certification due in 2 months for renewal without any hindrance.
