Proud Sponsor of the Riviera Elementary Character Counts Program

Jay has been at El Retiro Library

for almost a dozen years, where he

    specializes in youth services

    overseeing childrens collections

    and programming.

    Parents of young children are

    probably familiar with El Retiros

    popular Toddlertime, where Jay

    reads stories to youngsters and

leads them in songs. Older children

are drawn to the library for the

    summer reading program as well

as after school events held year-

round. Jay oversees the ordering of

nearly 1,000 new books each year

    for children and youths.

El Retiro is equally loved by

adults, both for its collection of

    books, magazines, movies and CDs

as well as its public computers and

    book discussion groups. The library

was built in 1958 and has

    undergone at least two expansions

    and renovations, including one in

    2009 to provide new seismic-

    shelving, wireless internet and

    more.

    Over the years, The Riviera

    Garden Club has overseen

landscaping in front of the library,

in addition to the painting of a

    colorful mural completed in 2014.

Next to the library, El Retiro Park

is situated on 4.78 acres of land

formerly used as a tree nursery --

    acquired in parcels from 1945-

1950. A youth center was built in

1960 with money donated by the

    Hollywood Riviera Rotary Club.

    Ernest Hemingway once said,

There is no friend as loyal as a

book. In this age of computers and

    online resources, one could add,

there is no search engine as

    competent as a librarian.

Before the days of Google and

    Yahoo, before paid advertisements

followed you every time you sought

    answers using a keyboard, there

    were librarians. Librarians those

    hard working public servants who

know the answers to questions you

didnt even know to ask (or at least

they know where to find those

answers). And much to our great

fortune our local library, El Retiro, is

where youll find one of the most

    seasoned librarians around.

Jay Spradlin has been in the

    business of helping people find

books for more than three decades.

He was a Torrance library page (the

entry level position) at just 16 years

old, and was mentored by a

    librarian who knew her patrons

preferences so well she would call

them when a book came in she

    thought theyd enjoy.

    Treasure: The

    El Retiro Library

    Today, the park features two

    recreation buildings (one with a

    kitchen), lighted tennis courts, play

equipment, a rotunda, a picnic area

    with barbecues, a small softball

    field, a basketball court and

    restrooms.

    Stop by and enjoy our

    community treasures, El Retiro

prospects are less favorable have neverfully recovered from the housing bust. The more lucrative a region's economicfuture appears to be, the easier you

can expect it to be to sell a home.Mortgages could get more expensive

One key factor in how much sellersreceive for their homes is how muchbuyers can afford. Low mortgage rateshave helped fuel price increases inrecent years. Some now fear that withthe Federal Reserve having begun anew cycle of rate increases, a movehigher for mortgage rates could makehomes less affordable.

So far, the tiny quarter-point boostthat the Fed made in mid-Decemberhas not pushed mortgage ratesappreciably higher. Historically, though, tightening has generally led toincreased rates on mortgage loans.Sellers need to be prepared for greaterdifficulty for prospective buyers tryingto get financing.Tax benefits still favor home sales

The biggest tax break for ordinarytaxpayers is still the exclusion oncapital gains for the sale of a personalresidence. Single taxpayers canexclude up to $250,000 in gains fromthe sale of a home from tax, and jointfilers get a double-sized exclusion of$500,000.

Many homeowners remember thefallout that the housing bust had onreal-estate prices. Even though mostinvestors think of the financial crisis ashaving hit its peak in 2008 and early2009, it took three more years forhome prices to hit bottom.

Yet since early 2012, prices haveclimbed higher, and the Case-ShillerNational Home Price Index is comingwithin spitting distance of matching its

highs from 2006 and 2007.Where you live is a key factor in

determining just how much of a seller'smarket you can expect. Hot markets, like San Francisco, have seen somehousing-boom-era practices return tofavor, with many reports of biddingwars that result in offers well above theasking price.

addition, to get the full exclusion, youhave to have lived in the home for atleast 24 months in the past five years.

Although hiring movers can save you a lot of work, thereare certain risks to hiring a professional moving service.Things can go wrong and disputes with movers do happen probably more often than they should. Knowing how to avoidmoving disputes and how to resolve them if they arise, is anecessity if you are going to hire a moving company.

In the home sale process the move is probably the num-ber one cause of anxiety with most folks. Moving can be adreadful experience and at times just the thought can keeppeople from making a jump to a new property. Knowing howto be prepared for moving can be half the battle when tryingto make your life simplified.

    Damaged Or Lost Items

Moving is tough, and it is hard sometimes to avoid dam-aging things as you move especially fragile items. Alt-hough the movers you hire are supposed to be professionalsand take all appropriate cautions, there is still the possibilityof something getting broken or lost. You need to be aware ofthis possibility and take appropriate steps to minimize risk.

When you hire the mover, you will have the option of pur-chasing Full Value Protection for your things. The protectionwill cost extra, but it ensures that if anything is damaged orlost, that the insurance will fully cover the cost of the item. Ifyou do not want to pay for this coverage, you will sign aWaiver of Full Value Protection. You will still be given somecompensation for items that are damaged or lost, but only60 cents for each pound.

You should take photos of all of your things before the

move, so you have records to show the insurance company ifanything is damaged. According to the U.S. Department ofTransportation, you have nine months to submit a claim af-ter the move is completed. But remember that the movingcompany will need time to address the claim 30 days toacknowledge it and 120 days to determine a settlement.

Movers are human beings - just like any other business, there can and will be mistakes. Most of the times these mis-takes are not intentional. Having photos becomes vital in theevent you need to prove to the moving company exactlywhat your property looked like prior to it becoming dam-aged. Be especially careful to photograph anything that isexpensive.

    Smart Moving Checklist

Make sure you are careful to look over everything for dam-age as you unpack.Immediately make a list of anything you find has beendamaged or is missing all together.Photograph anything you have found that is damaged.Get a handle on what the replacement cost is for any lostor damaged items.Get in touch with the moving company for a claim form, fill it out and return it immediately with your list and photo-graphs. Make copies of everything for your records.Reach out to your insurance company and let them knowwhat is going on.

Hostage ShipmentsIt may seem like the plot for a movie, but there are actualinstances of movers keeping the possessions of customershostage until the owners pay an additional fee beyond theirinitial payment. The term hostage shipments is an officialone, used by the federal government to refer to this act. Themovers may show up at your door and tell you that they willkeep your things, or possibly even sell them, if you do notpay them more money.

These kind of unscrupulous movers can usually be avoid-ed by doing sufficient research before you hire a movingcompany. You can look at reviews and at Better BusinessBureau ratings to see if people have had previous issueswith the mover you hire. Going with the least expensive mov-ing company may not be the best idea if they have a bad

track record. While something like this happening is rare it isalways smart to research any moving company you are con-sidering hiring. If there is any bad press about the particularcompany, you will be sure to find it.

If a mover does try to hold your things hostage, there isrecourse. The Federal Motor Carrier Safety Administrationhas a Consumer Complaint Hot line that you can call at(888) 368-7238. The federal organization claims that it triesto respond to hostage shipment as quickly as possible.

    Avoid Problems Through Proper Preparation

By taking precautions you are surely going to be able toavoid some of these common disputes with your movingcompany.
