46th APPPA inauguration held online Forty-sixth Advanced Professional Pro-gramme in Public Ad-ministration (APPPA) inauguration was held online on July 1, 2020. Sponsored by the Min-istry of Personnel, Pub-lic Grievances and Pen-sions, the 46th APPPA is scheduled to conclude on April 30, 2021.

Webinar on Pandemic Resilience Metro CitiesA webinar on Pandemic Resilience Metro Cities was organ-ised on July 16, 2020. The webinar was aimed at discussing the impact of the ongoing corona pandemic on metro cit-ies and to gauge their flexibility in overcoming the prob-lems. Policymaker, Shri Durga Shanker Mishra, Secretary to the Government of India in the Ministry of Housing and Urban Affairs was the lead speaker. During the session, the Secretary stressed on the fact that the maximum impact of Covid-19 was visible from the metro cities reporting about 80% of the confirmed cases. If the parameter of per million deaths is considered in comparison with other countries of the world then India’s figure is 18 deaths per million while it

varies from 100 to 800 in other countries with around 420 deaths per million in the USA alone. He also stated that the maximum impact of Covid-19 in bigger cities was due to some special conditions like housing, physi-cal and social infrastructure and also migration which is impacting citizens in different manner than those in the smaller towns. He also made a mention about the scheme for creation of Affordable Rental Housing Com-plex for urban migrants and urban poor which received the cabinet nod on 14th May, this year. Another lead speaker on the panel, Shri NK Patel, a renowned technocrat from Gujarat said that cities can never be risk-proof or hazard-proof but can be resilient to minimize such effects by adopting resilience strategies through pre-paredness and responsiveness. He spoke about how Chennai, Pune, Surat and Jaipur were selected in the 100 resilient cities list of Rockefeller Foundation and how these cities were preparing themselves to combat natural and man-made disasters including covid-19. Dr Kusum Lata coordinated the programme.

46th APPPA to remember that the success of good governance lies in multi-stakeholder partnerships where the citizen at the last mile is equally relevant.

The prestigious event began with the welcome speech from Shri Surendra Nath Tripathi, Director, IIPA. The Di-rector has delineated the role of IIPA’s capacity building academic endeavors to strengthen leadership qualities in the civil service. He urged the participants to contribute to governance landscape by focusing on key strategic and operational aspects of citizen-centric delivery of public services. He also indicated the achievements of IIPA in the crucial realm of Public Administration coupled with digitalisation attempts of the institute in launching successfully various digital components including IIPA Digest and blended training approach.

Further to Director’s welcome speech, Dr. Charru Malhotra, Programme Director of 46th APPPA explained the basic framework of this blended 10-month training programme. Shri Shekhar Dutt, former Governor of Chhat-tisgarh and Vice-President, IIPA, gave the opening remarks of this event. Expressing happiness over the online APPPA inauguration conducted by IIPA due to the ongoing pandemic, he said that the APPPA course has also changed and evolved over a period of time. He also spoke about how the courses taught in the programme are important and useful to tackle crises like situations.

Dr. C Chandramouli  , Secretary  (Personnel ) and Chairman of Indian Institute of Public Administration, in his remarks spoke about what the present Government thinks and how the things should proceed so far as the governance is concerned.

It is pertinent to mention that, this had been the first-of-its-kind online inaugural of a Government of India train-ing of national importance, where 23 senior officers of the All India and Central Services including all the three armed forces would attend a 10 month-long blended training programme at IIPA. The aegis of this prestigious event was also availed to launch New IIPA Website, IIPA Mobile App, the digital avatars of some of the regular IIPA publications including IIPA Digest 2020, Nagarlok 2020 and Lok Prashasan 2020. Shri Amitabh Ranjan, Registrar, IIPA also attended the event among the other dignitaries. Dr. Pawan K. Taneja, Co-Director of the pro-gramme presented the vote of thanks.

Webinar on Covid-19: Media and Consumer EmpowermentA webinar on Covid-19: Media and Consumer Empowerment was organised on July 7, 2020. It was moderated by Shri SN Tripathi, Director, IIPA and the lead speaker was Ms Pushpa Girimaji, an Author, Columnist and a Specialist in Consumer Law, Rights and Safety issues. The chief discussant was Ma-jor General Jacob Tharakan Chacko, Sena Medal, Chairman Army Institute of Law, Mohali, also a trainer, facilitator and an Organisational Synergiser. Initiating the discussion, Shri Tripathi welcomed the speakers and the participants and highlighted the importance of the theme of the webinar. Dr Mamta Pathania in her introductory remarks talked about the problems that consumers were facing due to Covid-19. Ms Pushpa Girimaji, the lead speaker said that MRP rules for essential products were violated with impunity and sold above MRP without any corrective action. Major General Jacob Tharakan Chacko, Sena Medal, covered the behavioural aspects of consumer empowerment in the shadows of Covid-19. The webinar was coordinated by Dr Mamta Pathania.

Webinar on River wetland linkagesA webinar on River wetland linkages: Nature based approach for sustainable water resource management and rejuvenation of Ganga basin was organised on July 3, 2020. Shri Rajiv Ranjan Mishra, IAS, DG, NMCG and Prof. C.K.Varshney, former Dean, School of Environmental Science, JNU were the lead speakers. Shri S.N. Tripathi, Director, IIPA presided over and moderated the webinar. During the session, Shri Mishra ex-plained the NMCG plan for Ganga basin. Prof. Varshney spoke about the overall scenario of wetland management in India and in Ganga ba-sin. Prof. Vinod Sharma gave the vote of thanks to the speakers.

p A project sponsored by National Mission of Clean Ganga (NMCG), Ministry of Water Resources Blended Capacity Building Programme for Stakeholders of River Ganga was jointly launched by Shri Rajiv Ranjan Mishra, IAS, DG NMCG and Shri S.N Tripathi, IAS (Retd.), Director, IIPA on July 29, 2020. The first steering committee meeting was attended by special invitees, Prof. C. K. Varshney, former Dean Environmental Science, JNU, Dr S. Satpathy, former Director, Ministry of Environment, Forests and Climate Change and Dr. Kamyotra, former Member Secretary of the Central Pollution Control Board. The session was held online and Dr. Charru spoke about the government’s vision for Smart Service Delivery in Smart Cities. She focused on the use of ICT for realising the aims for smart cities. She ended the session by highlighting the need for sustainable smart cities and a citizen centric approach in realizing smart cities.

The specific topic of her session was on the Role of emerging technologies in governance. The session focused on Artificial Intelli-gence, Immersive Technolo-gies and Digital Platforms that brings to context all up-coming/emerging technologies and their implementation possibilities in terms of case studies in legal and other professions.

p Dr. Charru Malhotra was invited as a resource person by the KRM DAV College, Nakodar for their seven days International Online Faculty Development Programme on Post COVID 19 Regime : Issues, Challenges & Responsibilities. The online session was conducted on July 26, 2020 on the subject of Cyber Security & Digital Skills. Dr. Charru covered the man-machine vulnerability with reference to cyber security and the prevalent problem of cyber-crimes especially in the time of Covid pandemic.

NEWS FROM BRANCHES The branch in collaboration with the Centre for Research in Social Sciences and Education organised a webinar on the theme, Citizen-Friendly Administration: Emerging Issues on July 24, 2020. Former Secretary to Govern-ment of India, and Chairman of the Karna-taka Regional Branch Shri S. Ramanathan, IAS (Retd.), spoke about how ‘Citizen-Friendly Ad-ministration’ has become the agenda of gov-ernance, not only in India but across the world. Dr A. Ravindra, IAS (Retd.), Former Chief Sec-retary, Government of Karnataka and Chair-man, Centre for Sustainable Development, Bangalore, who among panellists highlighted the major issues including public health dur-ing the ongoing pandemic, environmental hazards, unemployment and stressed on in-novative governance as the need of the hour. Dr. Sandeep Shastri, Pro-Vice-Chancellor and Director, CERSSE, Bangalore made a presen-tation in which he looked at the level of citizen trust in public institutions. Dr. D. Jeevan Kumar, Secretary of the branch and Hon. Prof. Karnataka State Rural Development and Panchayat Raj University, made a presentation on -- From Citizen-Friendly to Citizen-Centric Administration: Moving the Citizen from Periphery to Centre.

Vadodra local Branch The branch organised a seminar on Migration and Job Creation on July 27, 2020.  The administrativve staff took adequate measure and ensured that the participant had complied with Covid-19 related requirement as per the Government norms.  The Chairman of the branch, Dr Jatin V Modi, welcomed all the participants.  The speaker, Shri Sunil Solanki, former Mayor of Vadodara emphasised on the topic of the seminar in-depth and there were positive and affirmative feedback conveyed by the participants. During the seminar it was observed that the state of Gujarat also witnessed an economic decline in lockdown due to migrant’s workers leaving for their na-tive town.  However, now they also returning to their work place slowly and thereby economic situation is likely to normalize. The seminar ended with a vote of thanks by Vice-Chairman, IIPA Vadodara Branch, Prof. Anand Mavlankar, former HoD, Department of Political Science, M.S. University of Vadodara.

Entries are invited for the Annual Essay Prize Competition-2020. The value of the prize for the competition will be as under:

Topic: COVID and Public Health System

Focus Area to be covered

COVID-19 pandemic has caused half a million deaths, affected more than 10 million people so far globally, and it is here to stay for a long. The fear has gripped the world with not just developing countries but the ones having high health care facilities too, countries are still under reeling pressure on relaxing lockdown imposed for months. Covid-19 has caused catastrophe not just economically but also socially, mentally, and psychologically. Social distancing norms, travel restrictions, quarantine have hampered the economic sectors around the globe. COVID-19 necessitates the strengthening of the public health system on each of its building block i.e.

(i) Service Delivery and medical infrastructure (testing facilities, hospital beds, ICU beds, and venti-lators, etc.)

(ii) Health workforce (including medical, paramedical, grassroots level functionaries, non-medical specialist required in the health sector)

Topic: One Nation, One Ration Card Scheme: PDS Reforms

In India food rationing and PDS system began during the famine of 1940, and was revived in 1970 as a universal food entitlement programme.. Post-liberalisation, in 1997, the universal food scheme was made a targeted one, covering poor and vulnerable sections of the society. Later, in 2013, due to civil society and judicial interventions, the landmark National Food Security Act (NFSA) was passed by Parlia-ment. It made the right to food a legal entitlement for two-thirds of poor households in India.

From the inception of the food rationing system in India, a series of reforms have been carried out to identify legitimate beneficiaries, fix per capita food grain, include the most vulnerable people, digitalize and authenticate, in order to improve its target and efficiency. India has been on the move. The mobility of the poor inside the country for employment is quite complex and multifaceted. A majority of poor households practice temporary or seasonal migration in India. The seasonal rural-to-urban migration in India is somewhere around 10 crore people, who work as informal workers in urban areas. The incidence of mobility of poor people from poor and backward states is rising mostly due to the current agrarian crisis, unemployment, poverty and vulnerability resulting out of natural disasters.

Among poor households, a large number prefer their male members to migrate whereas some migrate with their families. The key sectors which are accommodating migrating workers are construction, brick kilns, plantations, agriculture, manufacturing, services and other informal sectors. Usually, the migrant workers in these sectors are excluded from accessing PDS at their place of work. Moreover, most of the anti-poverty, rural employment, welfare and food security schemes were historically based on domicile-based access and restricted people to access government social security, welfare and food entitlements at their place of origin. That internal migration in India is huge is evident from the 2011 Census data. It indicates that 45.36 crore people or 37 per cent of the total population of India are migrants. On the other hand, migration for work and employment accounted for 10.22 per cent, which is about 4.3 crore people. Similarly, capturing information on the patterns of migration and especially seasonal or circu-lar migration is hardly being done either at the state or national level. Workers in unorganized sector lack social security .Although there are provisions under the Inter State Migrant Workers Act of 1979 to register inter-state migrant workers, state governments have failed to register such workers and create databases about them, either at source and destination.

One Nation, One Ration Card’ is one initiative which will enable migrant workers and their family members to access PDS benefits from any Fair Price Shop in the country bringing perceptible changes

in the lives of vulnerable migrant workers in India .It will assist seasonal and circular migrant workers to have better access to PDS, both, at source and destination. In the light of above the essay should focus on the following aspects:

Expected hard-hitting ground realities for designing and implementing the scheme.Feasibility of the scheme in terms of exact data on the mobility of poor households migrating to work, lo-cating intra- and inter-state destinations and sectors employing the workers. Aspect of domicile-based legislation for accessing government schemes and social security Providing answers to- What is the ‘One Nation, One Ration Card’ system?How will the system of ration card portability work?How many states have come on board to roll out inter-state portability of ration cards?How has been the experience of Ration Card Portability so far?

Topic: Migration and Job Creation

The study in the dynamics of internal migration in India as a fact has drawn attention among policy makers, academicians and researchers in recent years. The term migration is used for movement involving a perma-nent or semi-permanent change of usual residence. The 2030 Agenda of Sustainable Development Goals (SDGs) recognizes for the first time the contribution of migration to sustainable development. Migration is a cross-cutting issue, relevant to all of the SDGs. The SDGs target 10 out of 17 goals contain targets and in-dicators that are relevant to migration or mobility. The SDGs central reference to migration is made in target 10.7 to facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies. As per 2011 census, out of 1,210.2 million people in India, 455.8 million (about 37%) were reported as migrants of place of last residence. Amid COVID-19, the country is beholding the second largest mass migration in its history after the Partition of India in 1947, where more than 14 million people were displaced and migrated to India and Pakistan respectively, depending on their religious faiths. The imposition of the lockdown as a measure to contain the exponential progression of the COVID-19 pandemic has hit the unskilled and semi-skilled migrant labourers the most. ILO (2020) estimates reports that in India, with a share of almost 90 per cent of people working in the informal economy, about 400 million workers in the informal economy are at risk of falling deeper into poverty during the crisis. The extent of this sudden reverse migration in the country was such that, even the best of the efforts of the Government of India, could not match the crisis. The authorities have developed shelters and quarantine homes for the deprived migrants and are looking after 600,000 migrants and providing food to more than 2.2 million individuals under Free Ration Scheme by Delhi Gov-ernment and One Nation One Ration Card Scheme by the Central Government(BBC News Delhi, April 22, 2020). Creating short-term job opportunities for migrants based on their skills will be one of the key focuses of Central government’s Atma Nirbhar Abhiyan. As part of the programme, the Centre has selected 116 districts with over 25,000 migrant workers, called the ‘Atma Nirbhar districts’ across six states (Skill Reporter July 8, 2020).The authors may use the statistics relating to migration and job creation, covering the trend of labour migration and employment, migration and urbanization, gendered pattern of migration, migrant remit-tances and household well-being, implication of labour law reforms, reverse migration amid COVID-19 and migration policy. General Guidelines for the Essay

The essay should be in English or Hindi language. The length of an essay should be approximately around 5000 words. An essay exceeding 5500 word limit shall not be accepted. The contestant must indicate the total number of words of the essay, failing which it shall not be accepted. All essays must be typed in double space on only one side of the paper and those entries which do not adhere to the stipulation shall deemed to be rejected. It should be submitted in triplicate under a “nom-de-plume” or “alias”. The full name and address of the competitor should be mentioned on a separate sheet and enclosed in a sealed envelope bearing the nom-de-plume on the outer cover with the following inscription.

All essays should be sent to the Director, Indian Institute of Public Administration, Indraprastha Estate, Ring Road, New Delhi-110002, by Registered Post and soft copy through email : [email protected], so as to reach him not later than August 31, 2020. The envelope should be marked “Annual Essay Prize Competi-tion – 2020”. The entries received after the due date may not be entertained.

The essay will be adjudged by a body of judges and the award of the judges shall be final. The institute re-serves the right not to make any award if none of the essays submitted meets the necessary standard. Any essay which receives an award shall become the joint intellectual property of the author and IIPA.
