2009 11 8 11 178
Selection Criterion : Have Basic Knowledge
Huge Subject cutoffs trembles to Single Digit to Zero
Similar Exams; Identical Patterns & Examinees
Yet Unstable and In-Consistent Cutoffs
If Zero, Why to have the Cutoffs? Why to have a Sword hanging on
every head?
6
Issue I : Have Sensible Cutoffs
Else Just Above Zero Cutoffs vary from as low as ZERO to 55.
Isn’t it giving a Razor to Monkeys? First decide a BASIS for having the
cutoffs? Should be based on Percentile or a X
Factor. E.g.Year
Subject Cutoffs at 75% Percentile Candidates

Issue II : Wrong Evaluation & Questions
In Maths 2008 :: Cutoff was 5 -- A candidate with just 10 marks was
selected -- 18 marks of questions wrongly
evaluated/Set
In Chemistry 2006 :: Student missed by 1 mark
-- 11 marks of question wrongly evaluated
-- 12 marks of questions taken from BSc books
Disclose model answers on the same day,
Invite public to send feedback on correctness,
Then freeze the answers for final evaluation,
Above is being done in Karanatka CET.
8
Issue III : Marking in ORS by HB pencil
If filled by pencil, impression can be dim/faint
Proper
Rejected or
Not Recorded
Possibility of tampering No additional safeguard taken in JEE Faculty wards were found to score
huge marks
Make filling to be done by Pen (as in AIEEE)
Provide a carbon copy of ORS (as in UP SEAT),
Make open ORS at the time of result declaration.
9
Issue IV : IIT indirectly promotes Coaching
Coachings display model answers on exam day
Coachings train on complex questions directly taken from undergraduate books
Coachings trap Not-Qualified Students Coachings do brisk business by
counting EMLs
Disclose model answer on the same day,
Disclose marks along with result declaration
Set conceptual/analytical questions from XII,
Do not place students scoring just 12% in EML, assign Rank to all such students as in AIEEE,
Provide unambiguous and complete information
10
Issue V : Heavily Skewed Marks Distribution
Few hundreds score marks for around 10 K seats
Most others are in lower tail Makes selection of such students
mostly random Questions are unnecessary complex
without testing much analytical knowledge
Binary evaluation CANNOT test analytical skill
Introduce differential grading to test students knowledge in multi-levels rather in 2-levels
-- Will Improve dispersion and selection quality
Set balanced/proper, within syllabi, questions
11
Issue VI : Poor Admission Counseling Many seats lye vacant in spite of cut
throat competition – A National Waste Some such vacant seats were offered to
their own wards without ever qualifying JEE, in IIT KGP
2006: Seats high in demand were artificially filled
Second round of admission started in 2009
Make counseling fully online as in AIEEE
Prepare a wait list and introduce sliding
Publish filled seats on day-to-day basis as in AIEEE
Publish filled-in and vacant seats Use biometrics to avoid impersonation
12
Issue VII : Poor Ethics in JEE Administration
Admission decision cannot be challenged due to signing a declaration
ORS were destroyed in undue haste Wards of powerful faculty are selected . . . . . . Change THY mindset from Feudal to
Facilitator Make available model solutions, marks,
ORS, cutoffs at the time of result declaration
Correct the Errors rather taking a Legal Shield
Address every complaint before counseling
13
Issue VIII : Towards Transparency
In Information Age and Being World Leaders .....
Marks are not announced at result declaration
Solutions and ORS are not made available
Student does not know any thing at the time of result declaration
Roll back : With JEE 2006 errors established, Authenticated Marksheet is not given now
Provide complete information at the time of result declaration; helps in many ways
Student can take decision to take a 2nd chance
Thanks
