4 QUESTIONS

4.1 Ouestion: Reference Drawing 1E306 - The electrical duct bank and associated Manhole isscheduled within the suggested sequence as a Phase 1 activity. None of the provided drawingsclearly indicate the suggested location of the new manhole and duct bank relative to the existingrail track for delivery of chlorine. Please provide a drawing combining the design intent andiocation of the raii track. Aiso, piease advise how the constructiou of this scope, as a phase iactivity, is referenced relative to the retention of the rail track until the TWAS contract eliminatesthe need for the track.

Response: Refer to Addendum 12 revised drawing lC135. The manhole has been moved north ofthe rail spur. Refer to revision to Addendum 12 revised Section 01050 for constraints and revisionto Section 01060 for permitting and notification requirements regarding work on the rail line.

4.2 Ouestion: Presently there is missing and un-sized refrigeration piping. Please provide the locationof the missing piping and pipe sizes for the refrigeration piping required.

Response: Split AC units have been de-scoped refer to Addendum 12 revised drawings. Only theMechanical Room ‘B’ systems have refrigerant piping connection.

Refer to schematic on the drawings 2M502 & 2M535: Refrigerant piping to be used tointerconnect Condensing unit CU-5600 with air-handling units AHU-5640, AHU-5650, AHU-5660& AHU-5670. Refer to the updated Mechanical Room ‘B’ layout (drawing 2M123) showing theintent of refrigerant piping routing.

The sizes of the piping shall be determined based on refrigeration equipment manufacturer writtenrecommendations, as specified in the Section 15184.

4.3 Question: Drawing 1C151 shows Bin Storage Area - what is the scope of work for this item?

Response: This is the proposed location for City of Toronto storage bins. This area is to beconstructed with 300mm thick granular ‘A’ covering an area of 7m x 85m. Refer to specificationsection 01050.3.1.E.

4.4 Question: Drawing 1L102 shows Existing Gravel Area West of the existing Aeration tanks; samearea on drawing 1L105 asks for seeding - are we required to remove existing gravel prior to seedthe whole area? If yes, please provide the detail composition of existing condition.

Response: Space west of the Aeration tanks is the contractor’s laydown area. It is to be seededupon the completion of the construction. Refer to 02911 specification for the preparation ofexisting grade and placement of topsoil.

4.5 Question: Addendum #6 item 2.1 .B - where is the mentioned berm located? Are those concreteblocks required disposal as well? Are they considered contaminated material? If yes, what type ofcontamination?

Response: The berm is the clean fill stockpile. The sampling report for which was included inAddendum 5, as an appendix to Section 02315. Relocation of the blocks is required. Refer toAddendum 12 revised specification section 01010 Appendix A. Note that Section 01620 refers toexcavated waste and materials and not to surface items. The blocks are not consideredcontaminated material under the definitions provided therein.

4.6 Question: Drawing 1L106 denotes ‘Restore newly graded area with 100mm topsoil and seed” inthe center of the drawing. Is this reference to only the areas hashed as seeding from the legend?

Response: All newly graded areas are to be restored with topsoil and seed, not only hatched.

the tender closing date.

Response: The Tender Closing Date is December 12th, 2017 at 12:00 NOON (LOCAL TIME).

4.8 Question: Please indicate how the grating between gridline 1 and 2 and gridline D and Eare attached.

Follow Up Question: Ok, looking at it there is actually an incorrect gridilne reference in thatquestion. The grating is shown on drawing 25415 and is between gridline I & 2, E & F.

The beam sizes are not provided and is there an angle around the perimeter to support the grating?Size of angle?

There is a similar shaft with grating shown on 2S414 at approx. gridline G117. The perimeterangle is indicated and sized but the beam sizes are not provided.

Response: Please use W200x22 beams as shown on drawing 2S407. Please provide shelf angle102x102x7.9 around the perimeter. Shelf angle shall be anchored to concrete with 16mm diameterHilti- Hit- HY 200 adhesive anchors with minimum embedment of l5Omm,spaced at 300mm C/Cas shown on drawing 2S 409. This detail is applicable for both mechanical chase A & B shown onarchitectural drawings.

4.9 Question: We have been told by one of the potential receivers of the hazardous materials, that thematerial from the ash lagoons may present a free liquids and odour problem.

The moisture content is possibly >50% in some areas that were tested. Free liquids in ash mayhave to be stabilized or dried out before shipping. Hazardous waste if too wet will discharge waterduring transport and this is illegal in Ontario or Quebec. Even if carriers line the trailers, this maynot be sufficient if the moisture content is too high. If the ash is too odorous this may also pose ashipping problem. Please confirm that bidders can assume that the ash will be able to pass therequirements for water content and odour that will allow it to be shipped as solid waste underOntario regulations.

Response: Contractor to review groundwater levels noted in the geotechnical report included inAppendix A of specification section 02315. It is expected to encounter groundwater duringremoval of the last metre of ash material (elevation 74m to .-73m). This area will need to bedewatered during excavation activities similar to other areas for conduit, tunnel, building, etc.construction. Water is to be tested, pre-treated on site as required to meet City of Toronto Sanitaryand Combined Sewer By-Law and discharged to the plant south settled sewage conduit (drawing2S100). Experience with ash material dictates that it naturally has a high water content oftengreater than 50%, drains freely similar to sand and does not pose odour concerns.

4.10 Question: The buried double-containment distribution piping shown on the civil drawings 1C134,1C136, 1C503 are of different size, pipe material & arrangement i.e.: (SBS hose inside)..., ascompared to the process partial piping drawings shown on 2P112, 2P113, 2P313, 21614 & 21624.Please clarify the correct sizing, material & piping arrangement. i.e.: (SBS Hose inside versusSBS PVC inside pipe).

4.11 Question: Section 03400 p4 l.7A.5. “apply coloring agent” is this correct, please provide details

Response: Refer to Addendum 11 revised specification 03400.

4.12 Question: Refer to 05810 Expansion Joint Covers. Please provide direction to whichexterior/interior expansion joints are to receive the specified covers?

Response: Please provide 32mm diameter backer rod and 12mm deep two component polysulphide sealant at this expansion joint.. This applies to detail 205, 205A on drawing 25551 anddetail 218 on drawing 2S552.

4.13 Question: Specification section 1062 asks for H & S.

Follow Up Question: Specification section 1062 item 1.$.A asks for 10 Pre-start Health and Safetyinspection, while specification section 1400 item 1 .2.A.9 suggest that it will be provided by City.Please confirm.

Response: The PSHS inspector will be retained by the Contactor. Section 1400 item I .2.A.9 hasbeen deleted. Refer to item 2.4 in addendum #12.

4.14 Question: Refer to clause F.1 of Specification Section 01620 which states density of contaminatedHazardous material at 2,000 Kg. /m3. BHs shows high moisture content. Since ash is known to belighter than soils and sediments, please clarify stated density includes materials added to dry andstabilize. Please provide type of stabilizing agents permitted and %age by weight allowed inmixing to dry.

Response: Stated density is an assumption. Excavated material to be disposed of off-site is to betested for density (01620.3.1.D.5) prior to being transported off-site. This density information willbe used to help confirm payment as material removed from site will be weighed (01620.3.1.E.6).Experience with ash material dictates that it drains freely similar to sand and no stabilizing agentsare expected to be required in order to handle this material.

4.15 Question: 2A3l3 Detail 11 - Please confirm that Glazing Guardrail (spec 05733) is not used onthis project or indicate the locations requiring this guardrail.

Response: This is used for the handrail/guardrail system in Stair A. Refer to Addendum 9 reviseddrawings 2A309 and 2A310.

4.16 Question: Please provide details of Railroad track crossing the new Electrical manhole and aspecification for Railroad work.

Response: Existing rail to be removed as noted on drawings 1C124 and IC 125. Refer toAddendum 12 revised drawing 1C135 for the location of the manhole. Permitting requirements forthe rail line have been added to Section 01060 (refer to item 2.3).

4.17 Question: This section indicates two (2) automatic sampler units: TAB-DIS-SP-4001 & 4002. Onthe plan drawing 2Pl 14... .there is shown another automatic sampler. Called SP-5001. That’sthree (3) in total. Please indicate three (3) samplers for this project.

Response: Refer to Addendum 12 revision to Section 11510. Three auto samplers in total. TABDIS-SP-4001 & 4002 for final effluent. TAB-DIS-SP-5001 for secondary bypass.

4.18 Question: Regarding section 15250 under knife gates B-l(A) and B(2): Is it the City of Toronto’strue intention to remove a competitive bid possibility for this product, for this contract? Doubtingthis to be the intention, the question is therefore asked. 4.44 Question: Please clarify the portions of the rail that must remain open for chemical deliveries, i.e.the entire length of track. The question is being asked because of the new services that have to beinstalled and existing services that have to be removed in Phase IA and lB on the phasingdrawings that are directly below the rail spurs. In order to install and remove these services the railspur must be removed.

Response: Refer to the Addendum 12 revised Section 01050. Prior to January 2019, all raildelivery is to be maintained, with the exception of 30 day interruptions to chlorine delivery.Following this date, only the spurs to the chlorination can be removed, as shown on drawing1C124 and 1C125.

Reg 347) to determine hazardclassification is dependent on the requirements of the receiving facility, and is expected to be at amuch lower frequency than what is specified in Table A (i.e. I sample for each 5,000 or 10,000m3). It’s our opinion that the sampling of each stockpile for TCLP as per Table A is too onerousand subsequently will create unnecessary additional costs.

Response: Agreed. Purpose of sampling is to establish hazard classification to then determine adisposal location. Contractor to perform sufficient sampling to the satisfaction of the receivingfacility.

4.57 Question: Is it assumed that 45,000 m3 of soil is classified as hazardous because of asbestoscontent? If so, is asbestos sampling required for all excavated and stockpiled material?

Response: The 45,000m3 of ash material to be excavated and disposed of off-site is expected to behazardous. Excavated materials found to have leachate concentrations exceeding the LeachateQuality Criteria will be classified as hazardous (0l620.3.1.D.7).

4.58 Question: Is bulk analysis for the purposes of re-using potentially non-contaminated soil requiredfor this project or shall it be assumed that all soil is contaminated and the testing is only todetermine the hazard level of excavated material?

Response: Assume all soil is contaminated with exception of previously imported material fromthe R.C. Harris site. Testing by the contractor to determine contamination level and thereforedestination for disposal.

Floor plan dimensions show a specific number of panels per elevation, and when you calculate itout it gives the panel width as 1475.This calculation repeats across most elevations and should be the correct width. Should I assumethat value as the new standard panel width and qualify it on the letter? The concern is that youwere very specific in the addendum responses that the detail shown is to be the exact panel size.

Response: The detailed panel sizes are typical representation. * means these dimensions are

adjustable to suit the column grid layout.

4.70 Ouestion: Drawings 1001-2017-10-693 - 1001-2017-10-695 show a 3 door Hammond panel.Hammond does not make a panel the size that is showing on the drawings (1830mm H x 2845mmW x 611mm D). They do make a stock enclosure that is 2188mm H x 2845mm W x 511mm D,part # 1422MD320. Is the stock enclosure acceptable or do we need to get a custom enclosure forthe size showing on the drawings?

Response: The specification was not revised in its entirety. See the revision made in Section 2 ofAddendum ‘.

4.73 Question: In addendum 11 questions 4.34 through 4.40 the response was “Refer to addendum 10specification revision x”; however, in addendum 10 (see attached) it states there are no revisionsto specifications. The only item in Addendum 10 was the extension to closing date. Could youplease advise if there are missing items for addendum 10?

Response: “Refer to Addendum 10” should be replaced with “Refer to Addendum 11”

Response: UPS for the RPU panel shall be sized according to the specification Section 13326.Refer to the requirements in Section 13326.1.2 for UPS sizing.
