List of Journals under Academic Programme Indicators System

The University Grants Commission (UGC) has informed that it has constituted a Standing Committee, under the

chairpersonship of Prof. V.S. Chauhan, Member, UGC for the purposes of preparing a “List of Journals” as required under clause 6.0.5(i) of University Grants Commission (Minimum qualifications for appointment of teachers and other academic

staff in universities and colleges and measures for the maintenance of standards in higher education) (4th Amendment),

Regulations, 2016. The regulations are available at http://egazette.nic.in/WriteReadData/2016/170658.pdf.

As per these regulations only those research papers that are published in the journals included in the “List of Journals” are eligible for scoring on the research and academic contribution category of the Academic Performance Indicators (API) for

teacher and academic staff. The identification of journals by the committee will be an ongoing and continuous process.

The regulations have been notified on 11th July, 2016.

Five Fellowships worth Rs.2000/- each are to be awarded annually out of the accrued

interest on certain sum of deposit with ILA. The money has been donated by Dr. K. S.

Umapathy, former Professor of Library and Information Science and Librarian of the

Bangalore University. These Fellowships are given to the students doing M. L. I. Sc. in a

recognized university. At least three Fellowships will be awarded to the woman candidate

provided they satisfy the conditions. Students securing 60% of the marks in qualifying

examination and needing help may seek the Fellowship. However, students getting any

other type of assistance from Government/University, etc. will not be eligible for the

Fellowship. Not more than one Fellowship would be awarded to any one student from an

institution during one year.

BEST UNIVERSITY

LIBRARY AWARD

The Award instituted by Mrs. Kantaben L Padhya in memory of her Late husband Dr. L.

M. Padhya who was retired as University Librarian from Smt. Hansa Mehta Library of the

Maharaja Sayajirao University of Baroda, Gujarat. Applications are invited for the above

award fulfilling the following criteria:

a) The university should be recognized by the UGC.

b) Must be a Member of AIU.

c) No Private University/Institution is eligible to apply.

d) Awardee Library should be the Institutional member of ILA.

SCHOOL LIBRARY

AWARD

The award is meant for the best school library in the country. The libraries of high/higher

secondary schools are eligible if they fulfil the following criteria:

a) The applicant school may be an institution recognised/aided or run by the state

government;

b) The library is administered by a full time librarian possessing at least a BLISc degree;

c) The library must be located in a separate room of its own and provides at least lending

services to all classes in regular and systematic manner;

d) A school library shall not get the award twice within five years and;

e) The award is to be given every two years

Announcing the development of SocArXiv, an open social science archive

SocArXiv announces a partnership with the Center for Open Science to develop a free, open access, open source archive

for social science research. The initiative responds to growing recognition of the need for faster, open sharing of research

on a truly open access platform for the social sciences.

The first phase of the project will be a preprint server for social scientists, providing the following services:

• Fast, free uploading of academic papers and open access for all readers

• Free registration open to all, regardless of academic affiliation

• Permanent identifiers that link to the latest version of a paper (authors can provide links to versions published

elsewhere)

• Full access and discoverability through Google Scholar and other research tools

• The option to use any Creative Commons license

• Comment and discussion on papers among registered users

• Grouping of papers together for conferences or working groups

• Analytics data on how often papers have been accessed

• Easy sharing on social media sites – without requiring readers to register

Aksharaveedhi: An open-air library in Kerala that makes books accessible to all

A group of artists and art lovers in Thiruvananthapuram is not only basking in the sunshine, but also in the glory of

having conceptualised an open-air library. For over a month now, an open-air library called “Aksharaveedhi” has been functioning on the streets of “Manaveeyam Veedhi” (cultural corridor). The Malayalam word “Aksharaveedhi” roughly

translates to “the path of words”. The open-air library was conceptualised by Team Nizhalattam, an artists’ forum with close to 100 members. It functions during the weekends from 6 am till late in the night. The books include famous novels and children's literature in

Malayalam, English and Hindi. However, newspapers that figure into the essentials list for a Malayali after food, shelter

and clothing are made available throughout the week. Along with encouraging a reading culture, library also want to

promote these kinds of values,”. The team plans to introduce CDs of classic films to their collection in the future.

Amazon launches used books in India to tap smaller town readers

Amazon has launched a dedicated section for used books on its platform in India as it looks to make inroads into the

country’s semi-urban and rural markets. Just as the company pioneered the concept of online selling by shipping books in

the late 1990s, it is now deploying the same model to crack the price-sensitive Indian market with affordable, used

textbooks and novels. “With this launch, reading enthusiasts across the country can now buy used books with the same ease and convenience as buying new books,” said Noor Patel, director of category management at Amazon India. Amazon says, book sales on its platform have grown 20 times over the past three years since the company launched its

services in India. It now has millions of titles and 9,400 sellers of books on its platform, making it the country’s largest book store. So far, Amazon has been listing only fiction on its site. However, India is largely dominated by textbooks in

the offline world.

Dokk1 - the winner of the Public Library of the Year Award 2016

With its unique and central location in the city, Dokk1 has become a key element in the forward-looking strategy for

creating more life by serving multidirectional services to the individuals of the locality. It is evident that accessibility has

been given high priority, not only in the positioning of the library, but also in the many outdoor areas and staircases that

provide access to the building from all sides and also to the collection of the library.

The prize (US$ 5,000) is awarded by the Danish Agency for Culture and Palaces as a part of the Model Programme for

Public Libraries with IT company Systematic as sponsor. The assessment criteria used for selecting the best library like

interaction with the surroundings and local culture, architectural quality, flexibility (including how rooms are designed

and organized), sustainability, learning space, digitization, etc.

Celebration of National Librarian’s Day and 125th Birth Anniversary of Dr. S. R. Ranganathan

The Department of Library and Information Science, AMU organised a program on National Librarian’s Day and 125th Birth Anniversary of Dr. S. R. Ranganathan (father of Library Science in India) on 18th August, 2016. The program was

attended by the faculty members, Research Scholars and the students of the Department. The chief guest of the occasion

was Padmashri Prof. Syed Zillur Rahman (President, Ibn Sina Academy of Medieval Medicine and Sciences, Aligarh) and

the function was presided over by the Chairman DLIS and the President of Indian Library Association, Prof. Shabahat

Husain. The coordinator of the program was Prof. Naushad Ali, P.M.

The chief guest, Prof. Syed Zillur Rahman articulated that the libraries and the museums are the nerve centers of

the culture in our society and made a mention of preserving and conserving the cultural assets of our society, as they are

the identities of our existence. While congratulating the chairman of the department for organising such programmes,

Prof. Rahman desired celebrating the birth anniversary of Padmashri Prof. S. Bashiruddin (Ex-University Librarian, M. A.

Library, AMU) as well. He also expressed that the very essence of human existence on earth is doing something good for

the society and the preservation of culture and language, is one of the most important aspects to work on for upholding the

distinctiveness of our civilization.

While providing a picturesque representation of Dr. S. R. Ranganathan’s life changing lessons and his contributions to the field of library science, Prof. Shabahat Husain dwelled upon the philosophical basis of libraries and librarianship. He

described three categories of human beings in our society, namely the followers, the leaders, and the Pattern Makers. Dr.

S.R.Ranganathan was one of the profiles in the third category of rare group of persons. Prof. Husain also mentioned the

contributions of Prof. Syed Zillur Rahman and expressed that there are a lot of similarities between Dr. S.R.Ranganathan

and the Prof. Syed Zillur Rahman, in serving the society and living a saintly life for the sake of knowledge and an urge for

giving back to the society.

Prof. Naushad Ali, P.M elegantly welcomed the chief guest, president of the function and the audience, and gave an

inclusive stance of the life sketch of Dr. S.R.Ranganathan. He made a mention that the national librarian’s day is not only

celebrated to recognise the services of libraries and library science leaders but at the same time, put across the message of

hard working, dedication, commitment to the duties and a sense of responsibility. Prof. Ali expressed that the day should

be remembered by refreshing and rejuvenating ourselves for the newer skills and techniques to serve more effectively and

proficiently to the society.

Dr. M. Masoom Raza (Associate Professor, DLIS), Ms. Sofia Alvera and Mr. Mohd. Rahimullah were the

representative speakers from the faulty members, research scholars and the students respectively.

The vote of thanks was proposed by Dr. Muzamil Mushtaq (Assistant Professor, DLIS) and the program was

conducted by Ms. Areeba Tauseef (Research Scholar in the Department).

Ranganathan Bhawan, Naraina Vihar, New Delhi by Dr. Usha M. Munshi (Librarian of Indian Institute of

Public Administration, New Delhi). Other speakers included Prof. Shabahat Husain (President, Indian

Library Association & Head DLIS Aligarh Muslim University), Dr. R. C. Gaur (Vice President IASLIC,

Trustee RRC & Librarian, Jawaharlal Nehru University), Mr. K. K. Bhatia Trustee RRC and Dr. D.V.Singh

(Former President of ILA and Librarian Delhi University Library System). Prof. P. B. Mangla (Former

HoD, Department of Library & Info Sc., University of Delhi) presided over the function. Earlier Dr. R.K

Sharma (President of Delhi Library Association) extended a warm welcome to the guests and highlighted

major activities and achievements of DLA. Dr. K.P. Singh (General Secretary of Delhi Library Association

& Associate Professor DLIS University of Delhi) proposed a vote thanks to the dignitaries and all others

present.

New Delhi). She stressed on the relevance of

Five Laws of Library Science propounded by

Dr. Ranganathan even in this electronic age.

The citation was read by Dr. D. R. Deshpande, President of Dr. P.S.G Kumar Library Foundation

(Nagpur). He also presented a shawl and a shriphal on behalf of the Foundation. The bouquet was

presented by Dr. N.P. Nalhe, Trustee of the Foundation. The Citation was presented by Prof. Shabahat

Husain, President of ILA, the Memento was presented by Dr. Ramesh C. Gaur, Vice President of IASLIC

ICSSR National Workshop on Open Source Technology for Library Automation & Content

Management (12th – 14th August)

On the eve of National Librarian’s Day in the memory of Great Librarian, Dr. S. R. Ranganathan

(known as father of library science in India), BIMTECH took an initiative to celebrate 125th birth

anniversary of Dr. S. R. Ranganathan and Librarian’s day by organizing three days National Workshop on

“Open Source Technology for Library Automation & Content Management” which was financially

supported by ICSSR, (NASSDOC) and technically supported by Indian Library Association & Ranganathan

Society for Social Welfare & Library Development from 12th – 14th August, 2016 in BIMTECH, Greater

The workshop was inaugurated by Dr. Indra Kaul, Deputy Director In-charge (NASSDOC) Delhi,

Mr. Shiv Prakash Yadav, Jail Superintendent, District Jail Ghaziabad, (U. P.) and Prof. K. R. Chari, Dean-

Students Welfare BIMTECH, Greater Noida. The workshop was attended by 30 participants from six

States. At the very first day, Prof. Shabahat Husain, president of Indian Library Association (ILA) meets

the participants and expressed his thought on Dr. S.R. Ranganathan and application of open source

technologies in libraries.

The workshop was conducted by total 12 technical sessions. The resource persons of the

workshop were Mr. D. P. Tripathi, Assistant Librarian at Biju Patnaik Central Library, National Institute

of Technology Rourkela, Dr. Anil Singh, In-charge of Reference & Reader's Service Section of NCERT

Library and Dr. Rajesh Jha, head of the Information Resource Centre at INMANTEC Institutions.

In the valedictory function, Dr. Sitesh Alok enlightened the participants with his research based

experience and intellectual thoughts. Mr. Mijaji lal Yadav, Jail Superintendent, Gautam Budh Nagar, UP

share his experiences on jail library.

Federation of Indian Publishers. Book Fairs have a great

role to play in promoting the reading habit among

biggest book bonanza keenly awaited by students,

teachers, scholars, authors, intellectuals, librarians and

book lovers. Apart from promoting literacy and reading
