1. IMPLEMENTATION

1.1 INTRODUCTION

1.1.1 Current challenges in the Implementation of Rural Development

As is the case with any planning process, without implementation, the project planning is meaningless. The

availability of funding will play a significant role in determining the roll-out of the various projects. Whilst it is

expected that the Department of Rural Development and Land Reform will fund most of the proposed

projects, it will be necessary to seek external funding from other sources as well. Regardless of the source of

funding, the relevant internal departments of each District Municipality are responsible for coordination of

project activities that fall within their mandates.

The implementation plan proposes implementation at different periods namely:

short term – 1 to 3 years

medium term- 3 to 5 years

long term- longer than 5 years

As noted by StratPlan (Strategic Planning Resources), in the eThekwini’s Rural Development Strategy1, the

following issues can potentially impact on the implementation

Commitment of government departments and service providers: Securing commitment from the key

government and non-government service providers to support and align with a periodic service delivery

system may prove difficult. After nearly 15 years of integrated development planning there has only been

limited buy-in from government departments into the concept of integration. In the longer term it is

envisaged that strong support for the approach on a political level will be required in order to facilitate

implementation.

Current low levels of production: Levels of production in many rural areas is generally low. Raising

production levels is essential for improving local income circulation. In order to improve levels of local

income circulation, production levels will then have to be improved.

Lack of access to cash in rural areas: Cash can generally not be accessed in rural areas and most rural

households are dependent on trips to formal towns for access to pensions, ATMs, financial institutions or

micro-loan providers. The success of any local service initiatives will be dependent on the ability of the

initiative to attract ATMs, mobile ATMs, pension payment points and/or micro lenders to the area, as well

as potentially the establishment of community based savings schemes.

Rural transport movement patterns: Rural transport systems in eThekwini are currently geared to take

people from their place of residence to formal towns. If a rural nodal system is in place it will be necessary

to reorganise the system to allow for intra-settlement and inter-node transport of people, goods and

services.

Rural perceptions: Cost and quality of products purchased is extremely important in decision-making as

to where goods will be purchased. There exists in some rural areas a perception, often not correct (this is

a generalisation), that better quality goods and services can be accessed in formal towns.

Municipal resources: Municipal resources, both human and financial, are limited specifically for the

implementation of new programmes. Existing resources will have to be redirected and / or additional

funding will have to be sourced for the implementation of the eThekwini Rural Node Growth System.

1.2 THE VARIOUS ROLE PLAYERS IN THE IMPLEMENTATION OF PROGRAMMES

1.2.1 The Traditional Authorities

As indicated, the traditional leaders are responsible for land allocation in the study area. The project team is

of the view that there needs to be extensive training programmes to sensitize all role players involved in land

allocation about their responsibilities.

With regards to training and building harmony between these two entities, the following: local government

legislative framework, community development, citizen participation in local government, and public ethics

should be emphasized.

There are essentially four institutions directly involved in the management and administration of Ingonyama

Trust land. These are the COGTA, the Ingonyama Trust Board, Traditional Authorities, and Municipalities. The

roles and functions of these institutions are spelled out in this section of the report.

The important elements here are that Traditional Councils and Municipal structures operating over a particular

jurisdiction would ensure an environmentally prioritised land allocation, infrastructural and physical

development. Environment here is prioritised, certainly not to the exclusion of other planning principles, but

as a way of committing to preservation of the rural/open space/subsistence agriculture spectrum of land

usage which is what a rural development plan could seek to do.

Prioritising the environment as the foundation sector/ecology approach: Applicable where a more

environmentally sensitive approach is necessary, and where citizens and stakeholders in land management

require to be mobilised towards an ecologically sensitive approach to development.

1.2.2 The Role of the Communities

Involvement of the community in the establishment and operation of nodes is viewed as key to the ultimate

success of rural development. It is recommended that the community will initially be represented by (where

existing) already established development committees.

It is envisaged that the local community can potentially have much closer input, including, the allocation of

space at the service point / market, the management of the facility, the maintenance of the facility and the

further development of the facility. It was noted that vandalism to the community facilities was a result of

poor administration due to lack of cooperation amongst elected leadership, community and traditional

leadership.

1.2.3 District and Local Municipalities

In terms of the developmental as well as the coordinating roles of municipalities as envisaged in the Municipal

Systems Act of 2000, the various municipalities with their respective Districts are crucial players to undertake a

facilitation function. In this regard they are also ideally placed to facilitate the establishment of the system to

grow rural economies. Firstly, local government is well-positioned to both interact with communities and line

function departments on their respective levels. In some wards development committees have already been

established and are operational. These committees could be local partners for rural development.

Whilst funding for rural development is likely to come from different sources, the initial conceptualisation and

the implementation should not continue in isolation of broader municipal objectives. Any new or expansion of

land use needs to be tested with the local municipality in line with the provisions of SPLUMA. The following

information can be useful to ensure such alignment is achieved.

SEA plan if available or any environmental tool specific to this site.

IDP for any intended project that may affect the site.

Physical constraints namely, Roads and Infrastructure

Any development interest from other government structures.

Any legal trigger from various legislations, Act 70 of 1970, Tenure / ownership related trigger, etc.

1.2.4 The service providers

Whilst in the first instance the District and Local Municipalities play a central coordinating role in rural

development in reality a number of service providers will be critical for the holistic implementation of the

identified programmes. . A list of the stakeholders / service providers that could play a significant role in the

funding and provision of much needed service for rural development include:

Table 10 contains the projects proposals brought forward which are aligned to the Key Interventions identified

in the previous phase’s report, projects to be implemented within ILembe District so that its rural areas do

have vibrant economies that are sustainable and overall development of people. The projects appearing in

Table 10, which is the implementation plan, are depicted in the District Rural Development Plan map, in

section 8, also supported by the Frameworks and overarching principles as they appear throughout this

document.

The following table lists that project proposals linked to the relevant Main objective, relevant strategies and key interventions. These projects are supported by Frameworks of the different sectors that appear in section 7 of this document. Attached at Annexure I is a spreadsheet of projects to be catered for within the 2016/2017 financial year within ILembe District. The projects proposals listed below are accompanied by indicative timeframes and budget estimates which are based on the experience of the relevant specialists, the relevant departments that can be responsible for their implementation and key performance indicators associated with the said projects, as follows: Table 1: Ilembe Project Proposals
