To protect, restore, and enhance the first foods - water, salmon, deer, cous, and huckleberry - forthe perpetual cultural, economic, and sovereign benefit of the CTUIR. We will accomplish thisutilizing traditional ecological and cultural knowledge and science to inform: 1) population andhabitat management goals and actions; and 2) natural resources policies and regulatorymechanisms.

Fisheries Mission StatementTo provide sustainable harvest opportunities for aquatic species of the first food order byprotecting, conserving, and restoring native aquatic populations and their habitats.

Fisheries Habitat Project Mission StatementTo protect, enhance, and restore functional floodplain, channel, and watershed processes toprovide sustainable and healtþ habitat for aquatic species of the First Food order.

GENERAL STATEMENT OF DUTIESThis position will be responsible for assisting the Tucannon Subbasin Project Leader withdeveloping and implementing fish habitat restoration and enhancement projects in the TucannonSubbasin. This position will assist the project leader during all aspects of restoration projectimplementation lncluding developing new project opportunities, conducting baseline analysesusing GIS technologies and extensive field surveys. Additionally this position will assist inrestoration project development through knowledge gained by various action plans, and assistwith the completion of environmental compliance requirements, project administration,conducting post project monitoring and evaluation, project reporting, multi-agency and privatelandowner coordination and assistance with project administration and staff supervision. TheFisheries Habitat Biologist II will operate directly under the Tucannon Fisheries HabitatBiologist III, and will work together as a team to provide effective and efficient projectleadership during the completion of these restoration projects.

EXAMPLES OF JOB DUTIES & RESPONSIBILITIES (nefer to Table I for additionalinformation)

1. Project Development and Implementation: Assist with the identification and prioritizationof restoration project areas in the Tucannon River Subbasin. Restoration actions will bebased on the Tribes "River Vision" and the ecological requirements of associated native fishcommunities, with an emphasis on ESA listed anadromous salmonids of importance toCTUIR. This includes assistance during all phases of project development including;planning, design, implementation, and monitoring of fish habitat restoration and watershedenhancement projects. Restoration projects will focus on the protection and restoration ofnatural floodplain processes and functions with emphasis on floodplain connectivity on landswithin the CTUIR ceded area. This position will be expected to proactively incorporate a)the most recent research information regarding floodplain/riverine processes and nativeaquatic communities into habitat project planning; b) GIS technologies and methods thatimprove habitat program efhciency; c) cooperative opportunities with habitat restorationspecialists in the immediate area; and d) private property owner input to facilitate theprogression ofcooperative restoration projects to satisfy the needs ofall parties involved.

2. Project Administration: Assist in the development of annual work plans, budgets,purchasing, and various activities associated with project administration, such as reportingresults to funding entities in a manner consistent with CTUIR protocols. Participate in thecompletion of permitting processes including consultation with state and federal entities tosatis$r the requirements to allow the advancement of project implementation activities in aproactive manner. Identiff various opportunities to supplement habitat project funding, cost-share and partnership cooperative opportunities and assist with the production of contracts,reports, requests for proposals, invitation for bids and other administrative details, includingcost estimates and purchasing.

3. Data Collection, Analysis and Management: Assist in the development andimplementation of coordinated monitoring efforts to provide information about all aspects ofrestoration project completion including; project effectiveness monitoring, adaptivemanagement, and reporting. Coordinate monitoring efforts with appropriate projectcooperators (CTUIR Fisheries M & E, CTUIR V/ater Resources, etc.) in order to evaluatehow well habitat restoration actions address the impaired habitat conditions identified inaction plans as outlined by the project review teams. Apply appropriate and currentmonitoring and analysis techniques to the post project monitoring data. Work with projectcooperators to collect and store pre and post restoration project data in a manner that isconsistent with recognized QA/QC and data storage requirements. Apply education, trainingand experience pertaining to f,rsh identification, habitat assessment, and other aspects offisheries habitat restoration to assure that project results are appropriate and scientificallydefensible.

4. Supervision: Supervise 1-3 permanent and\or seasonal fisheries habitat biologists and/ortechnicians in the following manner:

a) Responsible for the full range of supervisory responsibilities including; hiring/firing,training, assigning work, evaluating performance, providing assistance & support andresolving complaints.

b) Assign tasks based on project necessity as well as employee abilities and strengths.Oversee progress of the assigned tasks as outlined by the Project Leader. Evaluatetask effectiveness and apply adaptive management techniques when necessary.Identify and coordinate project needs using foresight in a proactive manner tomaximize efficiency, feasibility and productivity of the project.

c) Direct and coordinate project activities and data collection to be consistent inaddressing design and permit requirement/compliance (e.g. endangered species act,tribal/state historic cultural resources preservation offices, stream zone removal/filland alteration permitting) to achieve successful compliance in projectimplementation.

d) Maximize efficiency, effectiveness and resources across habitat project activities.Effectiveness shall be gauged upon the quantity and qualþ of results andaccomplishments under conditions associated with tasks.

5. Coordination: Develop and maintain cooperative relationships with project staff, agencypersonnel, private landowners, stakeholders and universities to strengthening projectoutcomes, create future opportunities and improve project status with funding oversight

committees. Continue to facilitate collaboration with the Snake River Salmon RecoveryBoard, Natural Resource Conservation Service, Agricultural Research Service, WashinglonDepartment of Fish and Wildlife, U.S. Forest Service, Soil and 'Water Conservation District,private landowners and others.

6. Reporting: Contribute to quarterly, semi-annual and annual reports in a timely manner thatis consistent with project standards, funding agency requirements and ensure projects arescientihcally defensible. Collect, summarize, and analyze scientif,rc data into reports andpresent project results at public forums in order to foster a productive educational exchangeof project results and promote CTUIR's "River Vision". Participate in community outreachopportunities including oral andlor poster presentations that promote CTUIR's Habitatprogram and demonstrate restoration proj ect effectiveness.

1. Bachelors or higher degree from an accredited college or university in natural resourcesor watershed management, biology, fisheries science, ecology, hydrology or other streamrestoration related fi eld.

2. Minimum of five years of relevant experience performing primary and secondary dutiesand responsibilities related to fisheries habitat restoration and having specialized,applicable training in the discipline of anadromous salmonid habitat requirements,restoration techniques and watershed process as outlined below.

3. Demonstrated ability to coordinate, develop and implement fisheries habitat restorationactivities with cooperating partners as defined by contractual agreements and permitspecifications. Understanding of habitat restoration strategies and methodologies

associated with restoring aquatic ecosystems with an emphasis on Columbia Riversalmonid life cycle requirements. An understanding of watershed processes andfl oodplain functionality is required.

4. Knowledge of fish habitat, salmonid lifecycles, watershed science and stream channelmorphology principles applicable to the Tucannon River Basin.

5. Demonstrated knowledge and experience in scientific inventory, monitoring, evaluation,and maintenance of restoration principles and utilizing specialized skill sets to achieveobjectives.

6. Working knowledge of Microsoft Offrce software programs (Word, Excel, Powerpoint,Outlook and Visio). It is highly desirable for the candidate to have ArcMap/GIS andGoogle Earth Pro experience.

7. It is highly desirable for the candidate to possess GPS experience and be able to utilizesurvey-grade GPS equipment.

8. Familiarity and experience utilizing tools and equipment pertinent to a fisheries habitatbiologist. Experience with the operation of restoration-related equipment such as surveyequipment, ATV' s, tractors, electrofi shing equipment, etc.

9. Strong and demonstrable written and verbal skills are required with demonstrated abilityto work effectively, both independently and with others . Technical writing sample (l5 pSminimum) must be includedwith application materials.

10. Must have a valid state driver's license and meet Tribal insurance requirements.

Tribal Personnel Policies Manual, Section 3.01: Employment Preferences

The Tribe's employment preferences shall be as follows:

1. Indian Preference. It shall be the policy of the Tribe to provide preference in hiringopportunities within the Tribal government to CTUIR members and to other Indiansenrolled in federally recognized tribes. This CTUIR member and Indian preferenceshall be applicable in all employee hiring, promotion, and transfer decisions.

2. Yeferun's Preference. It shall be the policy of the Tribe to provide preference in hiringopportunities to veterans honorably discharged from the United States Armed Forces.

3. The employment preferences set forth in this section shall apply to all Tribal programsregardless of the program's frrnding source, and shall apply to all classes of positionsreferenced in section 3.06.
