Governance 2 IMAP Review: Since August, work on the new Inner Melbourne Action Plan 2016-26 has primarily involved development of a shortlist of projects for the IMAP Three Year Implementation Plan. In consultation with the IMAP Review Working Group, it was determined that the development of the IMAP projects under the new plan should initially be undertaken as broadly as possible - across Councils (rather than through establishment of the steering groups) so that senior staff and councillors can be across all topics in the initial stages and gain a greater overview of the new plan through this process. The process undertaken also had to take into account the “caretaker period” and meet the 9 December meeting date for budget approval. The process followed has therefore included: a. Appointment of consultants Business Aspect to help the Executive Officer with this process. b. The Executive Officer initially met with the Executive Leadership Teams at all 5 Councils to review the large number of suggested projects (approx 300) compiled during the plan development process, and to identify project priorities fpor each council. Consultation occurred as follows: i. 21 September: Maribyrnong City Council ii. 27 September: City of Stonnington iii. 28 September: City of Melbourne iv. 3 October: City of Port Phillip v. 5 October: City of Yarra This process reduced the topics to around 70 projects across the 5 Councils, ranked in order of preference. c. On 13 October, 2016 these 70 topics were then presented to a 2.5 hour facilitated workshop of the senior staff from across the 5 councils. IMAP Implementation Committee

Progress Report

IMAP Communications and Governance ___________________________________________________________________________________

Purpose

1 To advise the IMAP Implementation Committee of the progress of IMAP Communications and Governance during the last 3 month period.

Governance

2 IMAP Review:

Since August, work on the new Inner Melbourne Action Plan 2016-26 has primarily involved development of a shortlist of projects for the IMAP Three Year Implementation Plan.

In consultation with the IMAP Review Working Group, it was determined that the development of the IMAP projects under the new plan should initially be undertaken as broadly as possible - across Councils (rather than through establishment of the steering groups) so that senior staff and councillors can be across all topics in the initial stages and gain a greater overview of the new plan through this process. The process undertaken also had to take into account the “caretaker period” and meet the 9 December meeting date for budget approval. The process followed has therefore included:

3 Annual Report 2015-16:

The IMAP Annual Report has been printed and distributed to all IMAP Councillors following the election, and executive teams. Distribution of the Annual Report Summary to the mailing list will occur before the Christmas break.

4 IMAP Geographic Information System (GIS)

a. There have been limited enquiries made on the IMAP website GIS that provides a data platform for IMAP regional projects. Maintaining the IMAP GIS base through an external supplier costs around $7,800 annually. It is therefore proposed to shut down the site and supply the data to individual Council’s GIS staff or to the open data site – data.vic.gov.au, which would make it freely available to the public.

b. Some of the data is out of date and other data – such as the VISTA data from the Through Traffic study (Action 3.5 completed May 2014), would probably be better utilised on a more widely known site.

c. It is proposed that IMAP Council GIS staff be advised and asked for comment prior to a shut down of the IMAP GIS.

5 Meeting Dates for 2017:

Refer Attachment 5d.

a. Please see attached a request for a change in the start time of the IMAP Implementation Committee meetings from 8.00am to 10.00am. For discussion.

b. At the August 2016 meeting, the Committee approved the following meeting dates for 2017:

Friday 24 February 2017 at City of Yarra

Friday 26 May 2017 at City of Melbourne

Friday 25 August 2017 at City of Stonnington

Friday 24 November at Maribyrnong City Council

Communications

6 During the last 3 months the following activities have involved the Executive Officer and others in IMAP communications:

o Action 2.2 Wayfinding Signage Master Style Guide

5 October - meeting of the Project Steering Group

A communications group was established in September to ensure the Master Style Guide design, being developed by PTV, was acceptable to Council’s style guides.

The Executive Officer has met with the Project Team Leader and representative from City of Wyndham in November to discuss future next steps and project funding.

o Action 5.5 Community Infrastructure – Recreation Facilities Study

Refer Item 11 Attachment 7 on the agenda.

Working group meetings have continued to be held regularly with recreation staff providing much of the detailed data – 4 meetings during September through to November.

Data is now all collected and some initial analysis has been undertaken by the project officer. The project officer’s contract was extended by the City of Melbourne to 23 December. Further funding would be required from the project partners for this contract to be extended any further.

Further input is now required by the Project Steering Group members to finalise the Stage 2 planning stage Project Brief.

o Action 7.2 Support Creative Businesses (Urban Manufacturing)

The Executive Officer met with the project working group members on 7 September and the University legal team on 15 September to refine work for Phase 2 and clarify responsibilities. The work of the University has been identified and payment arrangements are subject to a further Agreement – refer item 15, Attachment 11. The Agreement across all project partners will also ensure City of Moreland also has access to the intellectual property associated with this work.

On 15 September the University of Melbourne held a session for parties interested in book publications associated with this research.

The Steering Group met on 30 September.

On 13 October the working group met to determine the Policy Reference Group brief and is approaching a number of policy staff across the IMAP councils to contribute to the development of a policy options paper.

On 17 October the University ran Student Presentations of work being undertaken analysing some of the data from the Maker.Melbourne website.

City of Stonnington appointed a publicist to develop marketing collateral to advance interest in the Makers.Melbourne site and advertise its existence – see attachment 5b. A contractor has also been appointed to follow up on entires to the website to ensure greater take up by small business.

o Action 9.2 ESD factsheets

Two members of the project team presented this project to the 9th International Urban Design Conference 2016 in November at Canberra. The presentation is attached for information.

o Action 11 Regional Tourism

On 15 September, Cultural Tourism, in conjunction with the IMAP Councils, launched the 93 page Cultural Guide “Experience Culture –Victoria 2016/2017” at a launch held in the MARS Gallery in Windsor. Publicity relating to the new publication is attached.

o IMAP CLUE Project (Census for Landuse and Employment)

Consultant Austin Ley, Planning for Change, has been appointed to this project to undertake the initial investigation of Council data use and purchase. A list of contacts at the 5 Councils was provided by the Executive Officer and Mr Ley has undertake all visits during early November. An initial report on findings is being prepared for the Executive Forum.

o Other

Met with the Victorian Planning Authority staff on 7 September for an update.

Attended the Cato Street Redevelopment specialist workshop (wayfinding and parking) on 8 September at City of Stonnington

Attended the City of Stonnington Council Plan Internal Engagement Workshop on 20 September.

Attended a meeting with the Glenferrie Road Business Assoication representatives regarding the MAV After Hours Delivery Pilot Project.

Met with Michelle Fitzgerald, Chief Digital Officer and Manager Smart Cities at the City of Melbourne on 1 December regarding data/smart city related projects in the new IMAP 2016-26.

7. Recommendation

That the IMAP Implementation Committee resolves to:

a. note the Communications and Governance Briefing Paper.

b. note the establishment of the IMAP Steering Groups to:

a. oversee the development of detailed project briefs contained in the Three Year Implementation Plan;

b. identify resourcing and nominate lead councils for IMAP projects;

c. establish specialised project teams as required;

c. note the proposal to discontinue the IMAP GIS site

d. approve the IMAP Implementation Committee meeting times for 24 February, 26 May and 25 August 2017 meeting dates.

Stephen has asked me to advise you that Cr Catherine Cumming has been elected Mayor and consequently is

Council’s representative for IMAP meetings.

Due to family commitments, Cr Cumming will be unable to attend early (8am) IMAP meetings, a 10am start would

be more suitable.

Stephen is about to email the IMAP CEOs to flag this as an issue for consideration, and to request discussion at the

next meeting re possibility of changing the time of these meetings.
