Activity (MCTSSA) provides test and evaluation, engineering, and deployed technical support for
USMC and joint service command, control, computer, and communications (C4) systems
throughout all acquisition life-cycle phases

BLUF• Marine Expeditionary Units (MEUs) continue to
experience C4 systems integration issues afloat
• Implement a repeatable process to improve USMCC4 systems integration and operations ICW MEUsaboard Navy Amphibs through a mission-based SoSapproach
• Enhance and maintain a MAGTF Afloat IntegrationEnvironment (MAIE) that supports testing andengineering efforts.

Objectives• Provide early detection and resolution of C4
system issues
• Develop and/or augment existing USMC C4system installation configuration guides
• Retain the ability to assess emerging technologies

Benefits of MAIE• To MCTSSA:
– Adds additional realism to test and engineering events– Provides OPFOR V&V for test threads, test cases, and test plans– Validates Architecture Configurations per actual OPFOR uses– Provides realistic ability to support ship based deployed MAGTFs with C4I
Issues (Deployed Support Mission)– Aligns testing to TTPs– Establishes MAGTF Afloat Center of Excellence with OPFOR buy-in– Additional test operators in a time of reduced structure at no cost
• To PMs:– Provides OPFOR feedback earlier in Acquisition Lifecycle– Enables PMs to accurately address system shipboard constraints– Enhances Joint and Combined test and engineering– Provides risk reduction capabilities prior to OT and/or Fielding– Enables participation in Naval/Amphibious exercises (e.g. RIMPAC) without
shipboard requirement• To OPFOR:
– Provides repetition on systems above current TEEP training abilities– Provides ability to learn new upgrades and modifications prior to fielding– Improves ability to rapidly and effectively deploy afloat networks
