This was published alongside the formal response to the report into the death of Victoria Climbié, the young girl who was horrifically abused and tortured, and eventually killed by her great aunt and the man with whom they lived.

Legal duties

The Children Act 2004 provides the legal underpinning for Every Child Matters: Change for Children - the programme aimed at transforming children's services.

It builds on the Safeguarding Children duties contained in Section 175 of the Education Act 2002.

• Every Child Matters: Change for Children, is a new approach to the well-being of children and young people from birth to age 19.

• The Government's aim is for every child, whatever their background or their circumstances, to have the support they need to:

• Grade 4: Excellent/outstanding- A service that delivers well above minimum requirements for users

• Grade 3: Good- A service that consistently delivers above minimum requirements for users

• Grade 2: Adequate- A service that delivers only minimum requirements for users

• Grade 1: Inadequate- A service that does not deliver minimum requirements for users.
