2015 was a groundbreaking year for solar in the Middle East. Itcreated ripples on a global scale that reached as far as the COP21Climate Summit in Paris. At 5.85 US cents per kWh, the contractfor PV power awarded by the Dubai Electricity and Water Authority(DEWA) last January was the world’s lowest unsubsidized solarpower price at the time. That was not a one-time occurrence. Overthe course of the year, we were able to witness several other bidswith record low levelized cost of electricity (LCOE) figures for large-scale PV power plants in the Middle East; even in Jordan or SaudiArabia, memorandums of understanding (MOUs) were signed forpower purchase agreements (PPAs) as low as 5 US cents per kWh.These low prices will rapidly change the perception of policymakersand industry leaders regarding solar technology.

PAKISTANPakistan witnessed the electricity shortfall grow to anastounding 5 GW last summer, representing around 20% ofthe country’s total generating capacity. Large-scale solar PV development in the country has been setin motion with the completion of the initial 100 MW phaseof the 1 GW Quaid-e-Azam Solar Park (QASP) in Punjab inthe summer of 2015. Construction of the second phase of theproject – installing 300 MW – is currently underway.

| MENA OUTLOOK

The UAE has established itself as a key solar market over thepast couple of years and will continue to show leadershipin 2016, in particular in Dubai and Abu Dhabi. Just before COP21 in November, the Dubai Clean EnergyStrategy 2050 was announced, which has greatly increasedthe emirate’s clean power targets. Dubai now aims toprovide 7% of its power using clean energy sources by2020, 25% by 2030 and 75% by 2050. Solar is now planned to contribute 25% of Dubai’s powerneeds by 2030, when PV will be mandatory on rooftops The Abu Dhabi Water and Electricity Authority (ADWEA) inDecember announced plans for its first big PV project: a 350MW solar power plant that will be tendered in 2016. The Dubai Water and Electricity Authority (DEWA) hasannounced the launch of the world’s largest concentratedsolar power (CSP) project. Located on a single site withinthe Mohammed Bin Rashid Al Maktoum Solar Park, the plantwill consist of five facilities. After a landmark PPA of only 5.85 US cents per kWh wassigned last year for the second phase of the Mohammed BinRashid Al Maktoum Solar Park, 2016 will see Phase 3 awardedwith 800 MW for delivery over three phases until 2020. Thefinal size of the park in 2030 was also upped from 1 GWoriginally to 3 GW in early 2015, and to 5 GW later in the year.

JORDANRecently, Jordan has been looking at increasing its share ofrenewables to 10% by 2020, which includes a goal of reaching600 MW of solar PV.In Jordan’s second 200 MW solar tender, the National ElectricPower Company (NEPCO) announced four winners in May2015. Three of the four winning PV bidders, each providing 50MW, had offered power prices of around 6 US cents per kWh.After the European Investment Bank (EIB) and the FrenchDevelopment Agency have approved financing, Jordan will beable to increase its power transmission capabilities via theso-called Green Corridor project. Phase 1 will bring 650 MWof transmission capacity in 2018, while Phase 2 will add1,500 MW of transmission capacity by 2020. The cancelledthird tender, with a capacity of 400 MW, can then be restarted.

EGYPTAs Egypt plans to raise its share of renewable energy capacityto 20% by 2022.In 2014, Egypt announced an ambitious renewables FITprogram to tap its solar and wind resources. It targets 2.3GWof solar capacity by 2017, of which 2GW will be distributedPV installations with capacities below 500kW.

Close to 1.5 GW of PV power plants will begin constructionin 2016 and there is also a tender for between 50 and 100MW of CSP expected in 2016.

MOROCCO By 2020, the country aims to increase its renewable powergeneration capacity to 42%, up from 31% in 2013.The Moroccan Agency for Solar Energy (Masen) is currentlyestablishing a solar power complex in Ouarzazate that willinclude both CSP and PV systems. The first two phases of theproject combine three CSP power plants totaling 510 MW,each including storage. The first one, NOOR I, a 160 MWparabolic trough system, was completed in Q4/2015.Construction of the other two – NOOR II, a 200 MW parabolictrough system, and NOOR III, a 150 MW central power tower– started last year and is scheduled to be finished by 2016and 2017, respectively.ONEE, Morocco’s national utility, has its own PV programtargeting a total capacity of 400 MW. The first part of thisinitiative is an EPC project with three systems totaling 75 MWcalled Noor Tafilalet. The project is in the request for qualification(RFQ) phase and is expected to be awarded by Q2/2016.

The solar industry in the Middle East experienced a ground breaking

year in 2015 and is set for further growth in 2016, with a Middle

East Solar Industry Association report pointing to plans to tender over

2,000 megawatts across the region. These plans are part of a broader

effort to establish a multi-billion dollar solar market, with some

observers suggesting the overall benefit of doing so could reach up

to US$750 billion. In addition, climactic conditions in the region are

widely seen as an ideal test-bed for research and development in

pursuit of smarter, more efficient, and climate-conscious energy

sources, and as the industry seeks to achieve universal access to

affordable, reliable and modern energy services by 2030. Intersolar
