PANEL FOR GRANT OF NON FUNCTIONAL UPGRADA TIONTO IDSE OFFICRES TO THE GRADE OF EE (NFSG)

IN MES PB 3 (RS. 15600-39100 PLUS GP 7600)

l. In pursuance of DOPT, OM No. AB-14017/64/2008-Estt(RR) dt 24.4.2009, thecompetent authority has considered and approved the grant of Non-Functional Upgradation to 68(sixty eight) IDSE officers as per Appendix' A' to the grade of EE (NFSG) in the Pay Band - 3(Rs. 15600-39100 plus GP 7600) with effect from the dates as mentioned therein.

2. In accordance with DoP&T OM No. AB 140I7/64/2008-Estt (RR) dt 24 Apr 2009.

(i) The upgradation granted under these orders is purely non-functional upgradation,personal to the officer and it does not bestow any right to the officer to claimpromotion or deputation benefits based on non-functional upgradation in such amanner.

(ii) Pay fixation on grant of non functional upgradation under these orders has to bedone as per the provisions of CCS (RP) rules 2008. At the time of regularpromotion to this grade, the pay need not be fixed again for the officers who havebeen granted upgradation under these orders.

3. In terms of DOP&T OM No. 22038/l/2002-Est(D) dt 8.1.2003, before placing theofficers in higher grade it will be ensured that on effective date:-

(a) The officer was not under suspension.(b) No charge sheet had been issued to the officer and no disciplinary proceedings

were pending against him.(c) No prosecution for a criminal charge was pending against him.(d) If under penalty period on the effective date as mentioned in panel, the

upgradation will be given only after penalty period is over.
