customers are undoubtedly recognizing the benefits of integration, the capability to leverage
information from video, access and intrusion to enhance security rather than treating them in isolation as very disparate systems. However, they are still often dealt with separately and here lies the first challenge. the current market set-up is characterized by dedicated and professional installers for intrusion systems, video surveillance systems or access control systems but it is not typical for them to have cross-domain expertise. this is a particular issue in IP-based technology. As an example, an installer of intrusion systems is likely to be quite capable of putting in an analogue video system with a DVr but when it involves installing
IP cameras, including the planning of the network requirements for the cameras and the video streams that will be delivered over the network, then the challenge is much more significant. there is therefore something of a disconnect: a customer who wants to realize the benefits of integration but one faced with very narrow choices because his existing suppliers or service providers may not be able to work across domains. even for those installers that do have cross-domain experience, it is still not necessarily straight forward. Legacy issues are much talked about in security and it is not uncommon, and indeed not unreasonable, for a customer to want to reuse as much of their existing installed base as possible. Many of these systems are based on specific proprietary software – perhaps an access control
system which may support one or two cameras but has little or no integration potential with intrusion technology. the installer may well have the experience to work across the different domains but if there are no independent software systems to enable integration of multiple third party systems for intrusion, access and video, then again the options are at best limited and at worst non-existent.

In the perfect scenario, this means that any intrusion system can communicate with any video system and any access control system, irrespective of the manufacturer and all of them can be integrated

into any management station. While this removes the biggest technical challenge and in doing so provides a motivation for installers to invest and gain cross-domain expertise, it is easier said than done. While open protocols such as ONVIF and PSIA are making progress towards these goals, it would be reasonable to expect that these open protocols will have some limitations and will mature over time.
Siemens, as a systems integrator, has the cross-domain knowledge and has developed its own software solutions. the global reach and access to large customers that Siemens has means the investment in software systems and platforms is justified, selecting the video, intrusion and access systems that the company wants to work with and building the necessary interfaces into its integrated solutions, using both proprietary manufacturer specific protocols and open protocols wherever available. this provides true independence from the manufacturers being used and delivers a solution that best fits the customer’s needs, but it is a significant investment and limits potential for many installation companies to explore integration possibilities.
total Building solutionsSo far the focus of this article has been on integration within the different disciplines of security but a natural extension of this concept and one that is really driving research and development is the potential to integrate beyond that. customers are increasingly looking for integrated building management systems, or total building solutions as Siemens tend to refer to them, where one system integrates all of the building services – security yes, but also fire safety (including notification systems) and building automation for managing the comfort within a building such as heating, ventilation, cooling, and lighting, as well as power management. Siemens
takes a global management station approach to such applications, bringing all of the different elements together through one management station. Security has a vital role to play in this process as the security systems provide the information relating to the occupancy of a building. Why is a building automated; why is a building made comfortable; why is energy supplied into a building? It is for the people within that building so ultimately it is occupancy that drives everything.
Enterprise security solutionsthis integration of systems in a single building or a group of buildings is one trend but another is through those customers who focus on industry-specific regulations which require certain policies to be enforced across an organization rather than just on a specific building or site. this requires a security system that can be deployed multi-site but with a common or decentralized
database with centralized interface points from which all user data within a company can be accessed – what is referred to by Siemens as an enterprise security solution. Modularity and scalability is important in the single site application where catering for a range of scenarios is necessary, from say a 5,000 square meter single building with a limited number of devices up to a university campus with several hundred buildings. In the multi-site situation, the integrated security management station again has to be modular and scalable but this time in a different context. the modularity here is in terms of which security disciplines are to be added on and, more importantly, modularity to allow distribution of databases, communication components, workstations and other software modules across sites such that the system integrity and availability is not compromised due to connectivity or other such external factors. >

dual approachSo, on one hand is the desire to bring together all the services within a given building or campus type set-up and on the other the recognition that for many organizations, they cannot consider buildings in isolation. they need to see how they can integrate and enforce security policies, for example, on a national or a global basis. this has led Siemens to adopt two different approaches. Siemens recognizes the need for integrated security management with its own software that works with the products and systems that customers need, and also is actively driving standardization, working with organizations such as ONVIF to significantly increase the number of different devices to which the systems can connect. this means that first of all Siemens is building integrated security management systems independent of product manufacturers, initially interfaced with individual proprietary protocols, as required, and then extending this by integrating the industry standard protocols which allow Siemens to connect to a wider range of hardware. Beyond that, recognizing the increasing requirement for
solutions across geographical boundaries, the company is developing multi-site applications based on an architecture which allows them to be deployed across the It networks (either public or private).
the human factorAn important issue to consider in any security solution is that the technology does not work in isolation – there is the human factor to consider. Processes, systems and people have to work together. Just because a system has been integrated, that does not necessarily mean that the management of that system has been integrated in terms of personnel. returning to the point made earlier, in the same way that currently many installers do not have cross-domain expertise, customers do not have employees who can manage all the different elements of an integrated system. It is unreasonable to expect somebody responsible for monitoring security suddenly to be capable of maintaining the electrical systems. It is therefore important that built into an integrated system is the capability to provide role-based
views and data that is application specific. For example, a facilities manager may well require only high level information, probably cross-domain, with only headline performance figures for the different processes and systems being monitored. this is very different to the information that a plant maintenance engineer will require. the system needs to be capable of identifying what information is required on a given work station depending on the role of the operator.
where next?turning to the future, integration will become ever more important. this provides real opportunities for those involved in security provision, particularly given the pivotal role that security plays in terms of providing the all important information relating to building occupancy. Security installation companies will need to develop their It skills to continue to grow their businesses and also push for increased standardization which will help remove technological barriers.
As the drive to create more sustainable and energy efficient buildings intensifies, so the monitoring and managing of buildings in an integrated way will become more and more commonplace. the world is getting simpler and people’s expectations are changing. to simplify things barriers have to be broken down, ways of bringing information together need to be found and, importantly, added value needs to be created through this process. By fusing data from a number of different sources and systems, it is possible to better understand the needs of a building and to control it accordingly. n Anand Mecheri is chief Marketing

Bristol city council is successfully monitoring all traffic activity within the wide expanse cumberland Basin area of the city with the use of just two 43X zoom Samsung fully functional speed dome cameras.
the cumberland Basin is the main entrance to Bristol’s docks and also provides a route into the city centre. During the rush hour the number of vehicles passing through can be extremely high and in order to ensure that traffic flows smoothly, operators in the city’s traffic control centre are tasked to keep a close eye out for any incidents or parking violations which might lead to traffic jams. they are able to do so by monitoring images captured by just two Samsung ScP-3430H PtZ dome cameras mounted on the top of one of the city’s landmark buildings, tobacco Bond B.
Built in 1908, tobacco Bond B is no longer used as a warehouse, but is instead the home of the Bristol records Office. “It was very helpful that the building is owned by Bristol city council,” said edward Booth ray, Managing Director of Select electrics Ltd who recommended and installed the dome cameras. “We didn’t therefore need to worry about obtaining permission from a third party to install the dome cameras on the roof and connect them to the city’s network infrastructure via fibre run inside of the building and we were therefore able to maintain the aesthetics of the building.”
the weatherproof ScP-3430H is a Wide Dynamic range PtZ dome camera which is able to capture very high quality images over a wide area thanks to its 43x optical zoom capability. Incorporating Samsung techwin’s A1 DSP chipset, the ScP-3430H is able to utilise Progressive Scan technology to achieve very high quality video capture of moving objects, making it possible, for example, to read car number plates without a motion blur effect.

Alarm engineers can avoid hours of wasted call-outs – and ensure more robust dual-path alarm transmission – using the GPrS network scan feature incorporated in the IrIS touch alarm signaller range from chiron Security communications. IrIS touch technology delivers ‘right first time’ installation and confirmation.
More customers are asking for multi-path alarm signalling instead of fixed lines, because it is less expensive and more flexible, so it’s really useful for engineers to be able to see at-a-glance how good GSM/GPrS signal coverage is at any given site.
“GPrS signal strength can fluctuate or be impaired by problems such as overloading, power failures or routine servicing affecting individual GPrS transmitters,” explains chiron’s technical director Mike Kennedy. “When this happens alarm signallers, just like mobile phones, automatically seek out alternative transmission paths – but problems can arise when the alternative paths are too weak, or intermittent, to carry the alarm signal.”
Installers can minimise this problem – and the risk of repeated call-outs - by using the IrIS touch network scan feature.
“Scanning different available path strengths (or cells) engineers can very easily choose the best SIM to use for any
location. the best choice might not be the SIM that offers the strongest signal on its primary cell because this may have the worst back-up signal strength. In this situation the alarm signaller will work well until there is a problem with the primary cell.”
By contrast the best choice will probably be the one that has the best average signal across both the primary cell and the two back-up cells.the IrIS touch 200 and
IrIS touch 400 signaller range now includes seven different products that make it easy for installers to scan for relative signal strengths, and to make the best choice of SIM accordingly.
“Picking the right SIM at the outset can save a lot of trouble-shooting time later on,” adds Mike Kennedy.
When it was first introduced in 2009 the IrIS touch broke new ground in the alarm sector by being the only signaller to feature a touch screen, making installation and maintenance much faster.

Sachin noted the range of the camera, along with its “ability for tremendous resolution to identify customer’s faces, license plate numbers, and the ability to get a clear image from up to 35-40 meters out.”
For specific and more security-sensitive areas, the Al Falaj Hotel uses the DS-2cc193P-A High Definition Box camera. One such example is at the hotel’s petroleum station. Sachin has deployed this Hikvision HD Box camera in order to “make absolutely sure we are always able to immediately, and positively, identify license plate numbers at any time of the day or night; as well as the driver or passenger’s face.”
each of these components is electronically tied into the main security room located inside the hotel. this centralization allows security personnel to immediately access any of the above mentioned devices and respond to any potential situation.
the Al Falaj Hotel utilizes the DS-8116HDI-S Standalone DVr units to ensure enough space is always available for the hotel’s sizeable recording needs. Additionally, each unit is connected to its own monitor and keyboard, thereby allowing separate security personnel to continually observe and respond in an independent, and efficient, manner.

If you need to secure a door around 48’ x 24’, the size of four snooker tables, then ABuS might just have a padlock big enough to do the job. ABuS claims to have created the largest working padlock in the uK. It is a fully working big brother of ABuS’ integrated 83 range, measuring a whopping 30cm x 19cm x 8cm, and weighs over 8kg, compared to the 620gms of its normal size companion the 83cS/50. the key to this monster is some 22cm long. the huge padlock was created to showcase ABuS’ world-class chinese production unit and to endorse its new integrated 83 Padlock Series. the giant 83cS/120 is an exact copy of the 83cS/50mm closed shackle padlock. All the internal workings of the 83cS/120, from the pin tumbler mechanism through to the ball bearing locking, are exactly as you would find them in the 83cS/50 – just a lot bigger. With its state-of-the-art technical infrastructure, excellent access to international
transit routes and its proximity to key suppliers and financial markets, it is no wonder that many of the world’s leading chemical and pharmaceutical companies have set up facilities in Industriepark Höchst, near Frankfurt. the industrial park facilitates more than 90 companies within an area of over 4 sq km, accommodating 22,000 employees.
Given the importance and in some cases sensitivity of the chemical and pharmaceutical production facilities and related process industries located at Industriepark Höchst, security is a priority. Securing such a large area with so many access paths isn’t an easy task. As the service company of the industrial park it is Infraserv Höchst that has the responsibility to make sure the park is safe and secure.

that inhabit the industrial park with energy, disposes of waste, and provides access to business space and infrastructure. Its service portfolio ranges from environmental, security and safety services all the way to health products, communications and It. to be able to effectively secure the entire perimeter of this large industrial complex, even during the night, Infraserv uses thermal imaging cameras from FLIr.
“We have installed several different types of security cameras to cover the perimeter of the industrial park, including several thermal imaging cameras,” said thomas Krüger, head of the control centre at Infraserv. “the thermal imaging cameras we use are the FLIr Sr-313, with a 35mm lens and the FLIr Sr-324 with a 19mm lens. We chose these cameras because they were an effective and affordable solution for the challenges that we had to face with securing this dynamic industrial park.”
thermal imaging cameras provide perfect night vision in even the darkest of nights. Intruders show up very clearly in a crisp thermal image due to the contrast in temperature between a person and his surroundings. But that’s not all; thermal imaging cameras can also see through obscurants like smoke, dust, foliage and fog better than a cctV camera. Said Krüger: “Sometimes I wish that I had this technology at my disposal when we started installing our security network. I probably would have installed many more thermal imaging cameras than we have now, for in most situations they’re much better than cctV cameras.”
Krüger purchased the FLIr thermal imaging cameras from FLIr products distributer VIDeOr. Due to his positive experience with thermal imaging, Krüger is now contemplating installing a new thermal imaging camera in an elevated location.

that are already operational have proved their use. “We’ve put them in locations where it’s difficult for cctV cameras to be effective,” said Krüger. “In certain areas it is difficult due to the infrastructure to put up proper lighting, for instance. With a thermal imaging camera you don’t need lights. Both the FLIr Sr-313 and the FLIr Sr-324 have an excellent range performance.” Depending on the conditions these two thermal imaging cameras can detect trespassers at a range of up to respectively 450m and 780m.
thermal imaging cameras in general have a better range performance than cctV cameras, explains Krüger. “With a cctV camera you have to depend on visual contrast to be able to see a person that’s trespassing, but that can be quite difficult, especially when lighting conditions aren’t perfect, such as on a cloudy day for instance. the contrast on a thermal image is much bigger, due to the difference
in temperature and thermal radiation between a person and his surroundings.
“Due to that fact you can detect a person with a thermal imaging camera at a larger distance than with a cctV camera. And because you can see farther with one camera, you need fewer cameras to cover the same area.”
According to Krüger, this makes thermal imaging cameras very cost-effective. “Not only because you need fewer cameras. Installing a complete security solution involves a lot more than just the camera itself. there’s an entire infrastructure you have to take into account. For every camera you install you need a power supply line, a mast for the camera to be mounted on and with a cctV camera you also have to install several streetlights to make it effective at night. A thermal imaging camera needs only one mast and no lighting. the total cost of ownership
for a thermal imaging camera is extremely low so even though the price of one thermal imaging camera is higher, in the end it is cheaper to install a thermal imaging camera than to install several cctV cameras. In my opinion thermal imaging cameras really offer a very good return on investment.”
the better range of a thermal imaging camera isn’t just important for cost effectiveness explains Krüger: “Due to the longer range you can use thermal cameras to monitor inaccessible areas that are difficult to cover with cctV cameras. Here at Infraserv Höchst we have the problem that some parts of the perimeter we monitor are under constant danger of flooding, because we’re located on the banks of the river Main. that situation makes it very challenging to secure those areas. Ground sensors or fences are not an option due to the floods and cctV cameras combined with lighting also

proved to be an ineffective solution, for the floods would damage the power supply of both the cameras and the lights. But with thermal imaging cameras we can put a camera outside the flood-threatened area, looking in, and thus secure that entire area without risking flood-related damage.”
In Krüger’s experience, there is also a significant difference between thermal imaging cameras and cctV cameras in the amount of unwanted alarms. “We have about one unwanted alarm a week with our cctV cameras. With our thermal imaging cameras we have about one a year, if we have any at all. Our video-analysis software, Aimetis Symphony, uses complicated algorithms to detect and analyze movement,” explained Krüger. “the software then compares the perceived movement to previously defined parameters and if the movement is not within those parameters, an alarm goes off.
“But not every unauthorized movement is a trespasser. the cause of such unwanted alarms can be a spider crawling across the camera’s lens, braches of a tree moving in the wind or even graffiti on a moving train.”
thermal imaging cameras trigger fewer unwanted alarms, according to Krüger. “the difference between thermal imaging cameras and cctV cameras is the contrast. cctV cameras rely on visual contrast where thermal imaging cameras rely on thermal contrast and that difference is very important, because the thermal contrast is much bigger than the visual contrast. the branch of a tree moving in the winds does not show up as distinctly in the thermal image as a person does. that means that it is easier for the video-analysis software to separate actual intruders from other types of movement on footage from a
thermal imaging camera. this reduces the amount of unwanted alarms and that in turn saves us a lot of time and money.”
the unwanted alarm problem isn’t the only issue where thermal imaging cameras defeat cctV cameras, even during the day: there’s also the issue of sun-glare. “When the sun shines directly into the lens of a cctV camera it is rendered completely useless,” said Krüger. But this problem doesn’t just occur with the sun directly shining into the lens, it can also shine into the lens indirectly due to reflection. According to Krüger this happens quite often with spider webs. “Sometimes there’s a piece of spider web in front of the camera that’s so small that you hardly even notice it. But when the sunlight hits the web in a certain angle it is reflected into
the lens, blinding the cctV camera exactly like when the sun shines directly on it. In such cases one of our staff must go and remove the spider web if we want to be able to use the camera effectively.”
According to Krüger, thermal imaging cameras are superior to cctV cameras on all fronts. “In fact, the only reason I still use cctV cameras is that they can be more effectively used to identify trespassers. that’s important information, because we can better assess the situation if we know what type of intruder we’re dealing with and if we decide to prosecute the trespasser we give the footage to the police. If we could use the thermal imaging cameras to do that than normal cctV cameras would be obsolete.”n For more visit www.flir.com

the royal Scottish Academy of Music & Drama is Scotland’s international conservatoire and the
only one in the uK to offer music, drama and dance to degree level. With around 800 students from 45 countries, the Academy offers a performance-based training where excellence and the student experience are at the heart of everything they do.
It was here Kaba Ltd was invited to undertake a security survey to identify, provide and install a fully integrated solution that would meet all their security requirements.
With client consultation, Kaba went through a process of understanding the Academy’s requirements to identify areas that needed enhanced security and to identify areas of low security risk. this would enable the initial installation to provide the best security solution and management of personnel movement, but with
the ability to develop over time to include the areas that had been identified as lower security points initially.
Subsequently, nine online doors on the Academy’s main site were secured using exos 9300, the latest product in an established line of access control systems developed by Kaba, with three stand-alone Kaba eloLeGIc c-Levers on the main finance office and instrument room doors to secure valuable musical equipment.

Györ is a city with 125,000 residents in northwest Hungary, located between Vienna and Budapest, the Hungarian
capital. the city’s former etO Fc football stadium was redeveloped into a full-blown sports and leisure complex a while ago. etO Park, as the ultramodern site is now known, houses a shopping mall and entertainment centre, a hotel and a residential soccer training academy as well as the local football club’s rebuilt stadium.
It can currently accommodate 16,000 spectators to ueFA standards, or nearly double that number if further developed. It has heated turf and a water management system to provide the best possible playing conditions come rain or shine. In addition to hosting football matches in the warmer season, the stadium is also a venue for concerts, shows and cultural events the year round.
Access control and e-ticketing at the etO Park complex were
once barcode-based. Much of that has now been replaced with a G4S WinAccess access control system that integrates multifunctional Legic technology. It was a complex project that covered vehicle access, public access to event spaces, e-ticketing as well as a customer loyalty scheme for restaurants, a beauty salon and a children’s play centre operating inside etO Park.
All were tied into a Legic based system – and this during the height of the football season. It meant integrating the previously installed and operating Kaba full-height turnstiles, long-range G4S Legic readers linked to vehicle barriers and an external e-ticketing system. the programmable system components used in the project (access controllers, Legic readers, etc.) were developed by G4S Security Systems Ltd for multifunctional integration tasks like this one.
the tried-and-tested Interticket e-ticketing system continues to be used for issuing regular barcode
tickets to football matches, while season tickets have been converted into Legic cards – resulting in a parallel application of barcode and Legic contactless credentials for event access.
Legic cards can be used in the soccer club’s catering facilities, where G4S Legic desktop readers link the stadium’s restaurants with the access control system. In the complex’s mall section, specially designed SAG Legic soft wristbands with Velcro have been introduced to the children’s play area and the beauty salon.
the system integration has been a success, and the recently implemented Legic based loyalty functions are operating smoothly in the stadium’s restaurants and shops. the story is set to continue, with specifications and plans now in development for electronic wallet functions to be used with a connected restaurant management system and for multifunctional access to the stadium hotel. n

for myself. Mario Messner, MD of Müller Sicherheitsdienste ulm, was already waiting for me in front of the entrance. He is not only responsible for the security concept of the shooting centre, but also for 600 Müller drugstores.
the reason why he chose eneo is what I really wanted to know as we walked into the shooting centre’s shop. “eneo complete systems have being doing a great job for many years in the drugstores. they are absolutely reliable products, so it made sense to install eneo in the shooting centre,” explained Messner. covering an area of 1,200sq m, the shop offers a full product range for hunters and sport shooters. the salesroom, with a large landscape diorama in the centre, is an extremely sensitive area: in addition to ladies’ clothing and menswear, it displays over 500 handguns, rifles and shotguns as well as 900 different types of ammunition – kept safe, of course, behind special glass.
“Professional video surveillance was nevertheless important for us,” said Messner, “even if not required by law. It is a preventative measure and provides additional security when no one is in the salesroom – at night, for example.”
At the end of the shop Messner opened a glass door and we went down into the huge underground range of the MSZu. At the start of the 300-metre shooting range is an optical illusion: the first 100 metres have free access, and the floor is shaded warm brown; the rear section of the range on the other hand is greenish, the bullet trap at the end black, so the impression is that it ends after a 100 metres. “No,” said Messner, “the range finishes at the black rectangle right at the very back.” As in the salesrooms, fixed domes are suspended here. “the entire range has been designed and built compliant with the latest security standards,” said Messner. >

shots in detail in the 3D model of the shot wild animals. Seven parallel ranges and even a raised hide provide optimal training conditions for hunters in particular. But, in addition to catering for hunters, the 25m shooting cinema is also ideal for the police and security companies who can use it for training for their standard disciplines, including night simulation. And eneo fixed domes also provide additional security here.
Finally, Messner led me to the outside, past the shop, café and car parks to the largest building at the MSZu: to the clay pigeon hall. At 3,000sq m and with a ceiling height of 22m, its 26 trap machines allow training throughout the year for rabbit, battue and normal clays plus the Olympic disciplines of skeet, trap or double trap. trap shooting has been part of the Olympic Games since 1900 and is a special challenge
to shooters, as they do not know in which direction one of the three traps will throw a clay. Behind the shooters two Fastrax Speed Domes are installed at a height of 18 metres. “High resolution was very important for us here,” said Messner, explaining why he opted for this product. “Also, a high zoom factor is naturally a feature that cannot be neglected in such a large hall.”
On the way back to the car park Messner added: “We opted for five digital video recorders for recording. they are installed at the camera sites and can also be controlled and administered centrally over the network.” By now the drizzle had dwindled and a few sunrays had appeared. Would he choose eneo again, I asked before we said goodbye. “every time,” was the answer. n

More than 120 court buildings across South Africa will each be equipped with a comprehensive
security system. reliability, easy maintenance and, most importantly, longevity were important to the responsible authorities. thus, it was decided to use products from German IP expert Dallmeier, who installed the system together with local partner firm engineered Systems Solutions (eSS) and service provider Sondolo It.
the South African Department of Justice (DoJ) has initiated a large-scale National Security Infrastructure Programme which is meant to increase security at more than 120 courthouses. this is necessary as court buildings are frequently scenes of violent acts. Prisoners who attempt to escape, spectators who take the law into their own hands or criminals who seek to avenge a judge for a verdict. Additionally, it is necessary that important court documents stored in the court buildings are secured
against theft. Also, the areas around cash registers where, for instance, fines or penalty charges are paid are often scenes of theft or robbery. Such incidents can be prevented using a video system or at least clearly reconstructed.
In the course of a tender one specification stood out: reliable and high-quality products. With the solution it offered Sondolo It won out over the competition. “We have offered Dallmeier products, because we have always had good experiences with the systems,” says Managing Director trevor Smangaliso Mathenjwa. “In the past, we had to deal with the problem that many end customers chose cheaper products. However, due to the lower quality there were frequently problems. the devices had to be repeatedly repaired and eventually needed to be replaced altogether. So, looking back, the allegedly cheaper products turned out to be much more expensive. the Department of Justice has realised that it can save both time and money by making sure quality products are used from
the beginning. Our offer prevailed because the attribute ‘made in Germany’ is highly appreciated here in South Africa and the name Dallmeier stands for high-end products.”

explains: “the integration of the Dallmeier devices into the management system was easily possible using ActiveX. that means the video systems can now be controlled via the same system as is used for the access control, alarm systems, metal detectors or X-ray devices.”
For securing the outside areas, especially fences, the DVS 1600 is used. this is an intelligent video analysis system based on SeDOr technology. SeDOr is – as the name ‘Self-Learning event Detector’ implies – a self-learning system that automatically recognizes and detects different situations. therefore, the user does not have to make any elaborate settings.
Across 10 courthouses that concept has already been implemented successfully, including the magistrate’s courts of Pretoria, Pretoria North, Johannesburg, Port elizabeth, Kempton Park, Bloemfontein, Kimberley, Polokwane, Nzikazi and Nelspruit.
surveillance according to the four-eye-principlethe evaluation of live and recorded images is based on a three-steps surveillance. every court building has its own control room. On the next higher level those local control rooms are administered in an overriding security control room, one for every province. eventually data from all 127 courthouses will converge at one national control centre. this sophisticated security concept guarantees an objective evaluation of the data.
the Dallmeier recording devices offer the possibility to set up different password protected access levels. this accommodates the complex control tasks of the Department of Justice and it is ensured that every security operator is given the access authorisations they need.
there was, however, another
challenge that had to be solved: If all control rooms are to be monitored from one national security control centre, a very high bandwidth would be required to transmit the images. using Premote, a transmission method developed by Dallmeier, a smooth and judder-free display is possible even at a low bandwidth. While it produces the same image quality it requires less bandwidth than the known ‘Dual Streaming’ method. that is because Dallmeier optimised the specific codec for low bandwidths. And Premote offers another benefit: Whereas Dual Streaming only allows for the quality of live images to be adjusted, Premote can also transmit recorded images without taking up too much bandwidth. thus, it is not only possible to display live images but also to evaluate them over long distances.
A strong partnership“Dallmeier is not just a supplier for us. We also have a very good partnership,” says trevor Smangaliso Mathenjwa. “Many manufacturers sell their products and then shuffle out of responsibility.
It is different with Dallmeier whose experts were on site during the commissioning and made sure that everything was going smoothly and to the satisfaction of the customer.” And he adds: “We were always kept up to date on the latest developments and trained regularly, which was particularly important to us. So there is a continuous know-how transfer that especially benefits the customer. Owing to the trainings we are, for example, able to train security personnel on site. We also always have spare parts in stock and can fit them ourselves. Naturally that significantly reduces our reaction time.”
the courts have so far decided to use analogue cameras. “It is however no problem to install network cameras in the future,” retief van der Merwe explains. “the Dallmeier system can also be operated as a hybrid system. So the DoJ has the option to switch to IP technology at any time. Apart from the high quality of the products, this was another important reason for the decision, which once again emphasises the longevity and investment security of our concept.” n
