In-Service Teachers Training Manual
Introduction This IST-Manual is written and designed to help “Vocational &Technical Teachers” in Pakistan to
successfully participate in the In-Service Training. As “Vocational &Teaching Teachers” considers
all teaching staff in technical and vocational education and training, meaning all technical
teachers, trainers, junior and senior instructors, company trainers etc. in the various regions of
Pakistan and employed in technical and vocational education and training institutions.
In Pakistan there are approximately 12,850 vocational & technical teachers working in the
public sector who are involved in the “Technical and Vocational Education and Training” (TVET).
The approximate distribution of teaching staff in the public TVET sector is:

The intention of the In-Service Training is to strengthen, develop and enhance
pedagogical skills and know-how especially in technical education.
The In-Service Training is carried out by Lead Trainers / e-Tutors who will conduct the In-
Service Training in pedagogy for “Technical and Vocational Education and Training” (TVET) after
being successfully trained in the “Lead Trainer Training”. During this lead trainer training the
Lead Trainers / e-Tutors were made familiar with the training contents and procedures which
you have to “transmit or multiply” as participants.
With this manual we intent to provide support and guidance on the general principles,
procedures, organisation, administration and execution of the In-Service Training in
Pedagogy. Orientation and Guidance in this Manual is given with regard to:
Structure and organisation of IST
Contents of training and time orientation
Assignments and certification
Coding system, Participant ID
Forms to be used

In-Service Teachers Training Manual
In-Service Training In-Service Training in this Manual and context concentrates on provision of training for
pedagogical aspects only.
In general, In-service training is education for TVET teachers to help them develop their
pedagogical skills in a specific discipline or occupation.
Blended learning and learning environment Over the last years and decades teaching and learning has changed due to the involvement of
new technologies and modern media. It had also some impact in learning and teaching
methods and approaches. And associated with these technological changes, intentions and
expectations in teaching and learning have changed. Therefore, new forms and ways in
teaching and learning were and still are developed and applied as modern methods in staff
education and training.
Blended Learning is related to the application of various teaching methods and can combine
the positive aspects of the two learning approaches, classroom-based learning and more
individual learning using sophisticated technologies. It is intended that participants learn in
presence phases and self-learning phases. That mixture of learning methodologies we call
“blended”, where appropriate modern and traditional teaching and learning methods are
applied.
The teaching and learning approach, which is intended to follow, shall support:
Self- learning, (in peers or individually, according to possibilities and wanted
situation) on self-paced basis based on the provided learning material and with
the CD-ROM
Learning and teaching in classrooms
Learning by using modern technologies (CD, internet)
Exchange of experience and sharing ideas (individual and institutional) through
modern technologies
Face to face sessions with the Lead Trainers / e-Tutors. In this program three
face to face sessions are planned

ROM”.

Structure and organisation of In-Service Training The IST course consists of three presence phases and two self-learning phases. The self- learning
phases are also monitored and guided by the Lead Trainer / e-Tutor.
The duration of the course is scheduled for 09 weeks. There are three presence phases and two self-
learning (self-study) phases in between. The presence phases are 13 days in total and will take place
at the e-learning centres.
First presence phase: 4 days Second presence phase: 4 days Third presence
phase: 5 days
The first presence phase will be right at the beginning of training, the last (third) one at
the end of training and the second presence phase takes place in between, latest after 3 weeks after
the first presence phase, depending on the organisation of the particular training.
The lecturing and coaching takes place during the presence phases and the tutoring will be
perceived in self-study phases.
Overview of role of Lead Trainers / e-Tutors
In-Service Teachers Training Manual
For the presence phases it is considered to work 6 hours a day, for the self-learning (self- study)
phases approximately 1.5hours to 2 hours a day.
The real time spent on the several units and modules depends on previous knowledge,
experience and other factors such as speed of reading, repeated reading, organisation of
learning (e.g. in peers, groups or small teams) and so on.
For the training during the presence phases it is considered to have four (4) sessions a day,
two in the morning and two in the afternoon. Please note, that it might be necessary to
modify the proposed schedule due to institutional or other organisational circumstances.

Course contents and time orientation Every participant will receive a CD-ROM and a Manual for the CD-ROM. These materials are
the training materials for the participants.

The content of the In-Service Training is divided into modules and units. The modules are as

Orientation for 09 weeks In-Service Training by week and module
Assignments Tasks from Modules For 07 Modules out of 11 Modules there are assignments for the participants to be prepared.
They are found at the start of each module. The assignments (tasks) have to be completed in
written form and have to be submitted either by face to face, or by Email; some assignments
require a performance to be held at presence phases. There are basically three kinds of
assignments:
1. Tests within the program (not to be submitted)
2. Tasks to be submitted
3. Interactive Assignments (to be performed in presence phases) Before the training on modules begins, every participant will either hold a lecture or a
presentation about a topic of choice (from participants’ subject area). This task is part of the
topic “Visualisation”, which is on the agenda before the In-Service Training on the CD-program
starts. This task will be done in coordination with your respective Lead Trainer / e-Tutor. The
time frame for a task to be conducted (e.g. lecture or presentation) should not exceed 15
minutes per participant. e-Test During the last presence phase of the IST course there is an e-Test to be done. The e- Test is
compulsory and consists of questions from Module 1 to Module 10.

Final Practical Assignment (FPA) The final assignment will be a lesson from your subject of about 20 to 30 minutes. This
assignment will be held at the last presence phase of the IST course. Written preparation as well
as the practical performance will be assessed.
Certification The certification can be awarded after the successful participation in the In-Service
Training in Pedagogy. To be certified the following criteria apply:
Attendance in all three presence phases
Submission of tasks in written form
e-Test
Final Practical Assignment (FPA) held at last presence phase
The details can be explained to you by your Lead Trainer / e-Tutor.
Coding system The coding system is the centre piece for data entry and is essential mainly for the
reporting and for the monitoring and evaluation system. After admission you will be given
a “code of the participant” by your Lead Trainer / e-Tutor.

Participants ID A simple tool to remind participants of their status as a participant in a national program and to
make them not to forget the most important identification number is to distribute “Participants
ID”. On this ID only space for the essential information is provided:
Empty ID cards will be provided and need to be completed by the participants during the initial
workshop.
Forms To capture data a range of forms have been designed. The forms will be used by all participants
of the In-Service Training across Pakistan and are also an integral part of the Monitoring and
Evaluation System (M&E). Some of the forms still need some fine tuning, in particular for the
qualitative aspects of the participant’s course evaluation.
Course Registration Form Every e-tutor needs to register the course. The course registration takes place at e-
learning centre in the beginning of the In-Service Training.

Attendance Form The attendance form is applied for all presence phases at the e-learning centre. Attendance is
required to be proven by daily signatures as well as a prerequisite for certification of the
successful participation in the In-Service Training. This form is provided by the Lead Trainers /
e-Tutors. The responsibility for signing in is with every participant.
A sample of the “Attendance Form” is attached in the annex of this manual.
Assignment Form The assignment form is applied for all presence phases at the e-learning centre. This form
should be filled by the Lead Trainers / e-Tutors.

Final Practical Assignment (FPA) Form The Final practical assignment form is applied for last presence phase only at the e-learning
centre. This form should be filled by the Lead Trainers / e-Tutors.

E-Test Form The e-Test form is applied for last presence phase only at the e-learning centre. This form
should be filled by the Lead Trainers / e-Tutors.

Request for Certificate Form The request for certificate form is applied for last presence phase only at the e-learning
centre. This form should be filled by the Lead Trainers / e-Tutors.
A sample of the “Request for Certificate Form” is attached in the annex of this manual. Questionnaire – Course entry The “Questionnaire – Course entry” is to be filled in before the In-Service Training takes place. It
relates to the course contents of In-Service Training and it is a self-assessment. Here you rank
your knowledge of the respective training modules and units from 1 to 5 prior training, where 1
is the highest.

The “Questionnaire - Course entry” is attached in the annex of this manual. Questionnaire – Course completion The “Questionnaire – Course completion” is to be filled in after the In-Service Training. It
relates again to the course contents of In-Service Training and shall indicate areas of
improvement. It is a self-assessment again. You rank your knowledge of the respective training
modules and units in comparison to the “Questionnaire – Course entry”. Ranking is again from
1 to 5, where 1 is the highest.
The “Questionnaire - Course completion” is attached in the annex of this manual.
Participants’ Progress Report The participants’ progress report can be used for the follow-up and record of the individual
progress by entering of starting and ending dates of working on modules and the submission
and confirmation of tasks.

Examination summary sheet The examination summary sheet is needed for last presence phase only at the e-learning
centre. This form should be filled by the Lead Trainers / e-Tutors.
