Iran Moves To Take Case To Council \ London — (AP) — The Iraniai delegation to the United Nations General Assembly today took the first concrete steps to bring the explosive Iranian-Russian dispute before the World Security Council as Soviet delegates maintained complete silence on the issue. Andrei Gromyko, acting chief of the Soviet delegation, making the first major Russian speech before the Assembly, ignored the Iranian question, which was causing seri- ous concern among United Nations leaders. Shortly before Gromyko took the floor Seyed Hassen Taquizadeh, chief of the Iranian delegation, conferred with the executive secre- tary of the assembly on whatTa- quibadeh called "technical arrange- ments" for placing Iran's com- plaints before the Security Council. Some of the Iranian leader's as- sociates had indicated earlier that the case might be filed today or tomorrow, but they said they ?fc|re uncertain over where and how to file it. Presumably this was the question taken up with Secretary Gladwyn Jebb by Taquizadeh. i The Iran diplomat said only that "technical arrangements" were <Ms- . cussed..
