HB 1797 Keller, Mark (PN 2743) Amends Title 75 (Vehicles) adding autocycles as a special designation under the definition of motorcycles and providing for their registration and titling. Stipulates that autocycles are to be operated with a motor vehicle license. Includes other provisions related to seatbelt requirements, helmets and windshields. The amendment or addition of 75 Pa.C.S. 3752(a) and 3753(b)(7) are effective January 1, 2018; the remainder is effective in 60 days.

SB 728 Wozniak, John (PN 732) The Motor Vehicle Event Data Recorder Act requires the manufacturer of a new motor vehicle sold or leased in Pennsylvania to disclose the following in the owner's manual of the vehicle: whether the new vehicle is equipped with an event data recorder, and, if the motor vehicle is equipped with the recorder, provide a description of the data which can be retrieved and notice that data downloaded or otherwise retrieved by the recorder or similar device can be used as evidence in legal proceedings. Also provides for penalties; information retrieval; exemption; grading; evidence; and subscription services. Effective in 60 days.

SB 1086 Rafferty, John - (PN 1471) Amends Title 75 (Vehicles), authorizing the Pennsylvania Department of Transportation to suspend the registration of motorists who fail to pay tolls on the Pennsylvania Turnpike until the motorist makes the payment. Provides for reciprocity with other states. Effective in 60 days. - The bill was unanimously reported as amended. A05557 by Rafferty, extends the provisions of the bill to other tolling entities. The amendment was unanimously adopted. Chairman John Rafferty (R-Chester) explained that the Pennsylvania Turnpike ended the fiscal year with $33 million in unpaid tolls. "We're going to give them some teeth to go after the infractions and to make sure they can collect the tolls," he stated. Mario Scavello (R-Monroe) said the autocycle drives more like a car than a motorcycle making the current licensing requirements for the vehicle over burdensome and noted that ABATE, PennDOT and the Pennsylvania State Police are not opposed to the legislation.
