The number of ASCPi International examinees and applicants is moving forward as fast as the Olympians moved in London! As of August 2012 the ASCPi Inter-national Office has received 5,007 applications for ASCPi examinations from 79 countries! To assist new applicants, the ASCP BOC has developed the International Procedures for Examination & Certification booklet which provides step-by-step instructions on the ASCPi process for examinations. Additionally, the ASCP BOC International Advisory Boards are helpful in providing important information on the applicants from the respective ASCPi international certification regions.

It is also delightful to see so many advisory board members attending medical technology events throughout the globe. A list of these upcoming events is provided on page 13 of this report. At these events, ASCP BOC representatives will discuss the types of ASCPi examinations available and will provide information on the International Certification Maintenance Program (CMP) that became a requirement for all new international certificants on January 1, 2012.

One upcoming event of particular note is the 2012 ASCP Annual Meeting, which will be held in Boston, Massachusetts from October 31 to November 3. Over 2,000 attendees, colleagues and peers from around the world will be at this meeting and we hope you will be one of them!

His last assignment was with Quality Assurance Institute (QAI) India Limited where he was ac-countable for driving the educa-tion business, IT across northern territory in India, growing busi-

ness through new and existing large accounts, marketing and branding for professional training and certification portfolios. In this role, he was also responsible for leading strategic ini-tiatives for sales and marketing, increasing the market reach by creating highly effective and customized learning solutions, and addressing the skills development need of its customers.

He possesses a broad knowledge of the national and inter-national markets for professional trainings and certifications with proven ability of maintaining relationships with clients from diverse industry sectors.

Mr. Kohli has completed his Executive Post Graduate Diploma in Management from ICFAI University Tripura and Bachelors of Science in Information Technology from Allahabad University.

ASCP BOC to Honor the Achievements of the Philippines Advisory Board

ThisNovember27-29,ASCPExecutiveVicePresident E. Blair Holladay, PhD, SCT(ASCP)CM and Jennifer Young, CT(ASCP)CM, Senior Manager of International Certification, will attend the 14th Association of Southeast Asian Nations (ASEAN) Conference of Clinical Laboratory Sciences. At the conference, Dr. Holladay will deliver a presentation on the Globalization of Medicine and a special reception

will be held to honor the achievements of the Philippines Advisory Board.

The Philippines Advisory Board is one of the ASCP BOC’s most successful and longest running Advisory Boards in Asia. As of August 20, 2012 the Philippines had over 2,000 ASCPi certificants.

Following an introduction by Singapore Advisory Board Chair, Siew Kim Ong, Walter Oliveira, MLS(ASCP)CMSI, ASCP BOC Board of Governors Chair, met with Dr. Tony Badrick, Past President of the Australian Association of Clinical Biochem-ists (AACB) and Associate Professor of Medical Laboratory Science, Bond University in Queensland Australia during the 2012 AACC Annual Meeting, in Los Angeles, California.

According to Dr. Badrick, “In Australia over the next few years, there will be roughly a doubling of the number of grad-uates with Medical Laboratory Science degrees, so I suspect there will be an oversupply. I think this will drive graduates to gainhigherqualifications(Masters)tosecureajob.”

To this end, Dr. Badrick is working with Bond University to of-fer a Master’s degree option that will indicate a higher level of professionalism. Dr. Badrick has also turned to the ASCP for a better understanding of the U.S. system and information on certification options. At present, the Australian government does not regulate the clinical laboratory profession and there is no certification process for medical laboratory personnel. According to Dr. Badrick, there is diversity in the types of training programs that appear to translate to U.S. high school level up to U.S. bachelor level programs. There is no differ-entiation in the laboratory for who performs what activities. Until standards are set and a national registration mandate is approved, the discipline will continue to be self-regulated and new graduates will seek options that will provide a competi-tive advantage over their peers.

To further discussions in Australia, Ms. Ong met with Graham Nicholson, PhD, Professor of Neurotoxicology at the Univer-sity of Technology, Sydney. Ms. Ong shared information on the international certification options available through the ASCP BOC while discussing the University of Technology, Sydney’s Biomedical Science course and sharing the difficul-ties of identifying relevant clinical placement for the graduat-ing students, a challenge also faced by biomedical laboratory students in Singapore.

These meetings hint at a further need for ASCPi certification in Australia and throughout the Southern Pacific Region.

Australia – Raising the Professional Image of Medical Laboratory Science

On July 30, 2012 Lee H. Hilborne, MD, MPH, DLM(ASCP)CM, FASCP, ASCP Past President and International Ambassador to East Asia, presented ASCPi certification to approximately 70 medical technology students at the China Medical University in Taichung, Taiwan. The visit was hosted by Meng-Liang Lin, PhD, Chair of the Department of Medical Laboratory Science and Biotechnology.

At the conclusion of Dr. Hilborne’s presentation there was a Q&A session with the students regarding all of the potential benefits of ASCP BOC international certification. According to Dr. Hilborne the students were very engaged in the discus-sion and showed interest in ASCPi.

“The students and faculty provided excellent feedback to ASCP BOC regarding strategies to improve ASCPi-Taiwanese cooperation,” said Dr. Hilborne.

On June 20, 2012 Singapore Advisory Board Chair, Siew Kim Ong arrived in the City of Yogyakarta, Indonesia. Her first meeting was with Diah Kumalasari, M.Kes, Apt., from Yog-yakarta Prodia Clinical Laboratory. Ms. Kumalasari provided Ms. Ong with a tour of the laboratory, which was preparing for Surveillance ISO 15189. Ms. Ong viewed the familiar clinical chemistry instrumentation, clinical hematology complete blood count with differential analyzers and a clinical microbiology bench. Tests this laboratory cannot perform are transported to the main multistoried Prodia laboratory in Jakarta. There were walk-in patients awaiting their results and Prodia vans arriving with blood specimens from the surrounding regions.

Ms. Ong then traveled to another Prodia laboratory where she met the Prodia Staff of the Central Java Region. This was a formal meeting conducted in Indonesian and English. Part of the meeting included a presentation on ASCPi.

Ms. Ong addressed questions regarding exam preparation and process, available testing centers, certification expiration, and the value that certification can provide to one’s career.

Additional concerns included the cost of taking the examina-tion and worries related to English language comprehension. The Prodia staff understood the importance of MLT/MT certi-fication processes and acknowledged the benefits of certifica-tion to a professional career.

I enjoyed their cultural significance, visited Borobudur - a historical UNESCO site and ate the local cuisine flavored with hint of both reminiscence English and Dutch influences during the 18th century. ASCPi may prove of particular interest to Taiwanese medical technologists because in Taiwan approximately 1,300 stu-dents graduate from medical technology programs each year. This high graduation rate means it is often difficult for these

students to find employment in Taiwan. Therefore, ASCPi certification, an internationally recognized gold standard in certification, may have significant appeal to these graduates as they look outside of Taiwan for employment.

From June 9-10, 2012 the Japan Advisory Board staffed an ASCPi booth at the 61st Japanese Association of Medical Technologists (JAMT) Congress at Tsu Mie. Japan Advisory Board chair, Hideo Sakamoto, PhD, Professor at Kobe Tokiwa

University, and two students staffed the booth which was situ-ated near the entrance hall.

The JAMT Congress is the largest meeting for medical tech-nology in Japan. In all, 3,600 JAMT members, 300 medical technology students, 1,500 company workers and more than 1,000 ordinary citizens attend this meeting. During the event, two plenary lectures, two public lectures, two special forums, seven educational lectures, four symposiums, five panel dis-cussions, seven educational conferences and a Japan-Korea students’ forum were held. Presentations numbered 586 and included the following topics: chemistry, hematology, micro-biology, virology, ultrasound, phlebotomy, POCT, education, blood banking, laboratory information, laboratory automation and public health. By the end of the congress more than 100 attendees visited the ASCPi exhibit booth.

From June 29-30 Hideo Sakamoto participated in the 50th Korean Association of Medical Technologists (KAMT) Congress in Seoul to attend the Korea-Japan Students Forum. One of his students Ms. Mizuki Hara, chosen by the Japan Association of Medical Technologists (JAMT) to attend,

provided a presentation at the forum. During his visit, Dr. Sakamoto met with Kyung Jin Cho, PhD, Chair of the Korea Advisory Board, Kwang-Mo Choi, President of Seoul KAMT and Man Gil Yang, PhD, President of KAMT.

From May 3-5, 2012 East Asia Regional Representative, Fany Fan, participated in the 2012 CMA Laboratory Branch Con-ferenceinNanjing,China.DuringtheconferenceMs.Fandis-tributed ASCPi brochures and promotional gifts to an audience of over 1,000 attendees and 53 exhibitors.

During the conference, Ms. Fan met with Ms. Sun Fei, the Gen-eral Sectary of Clinical Laboratory Branch of CMA. Ms. Sun Fei indicated she is familiar with ASCPi and thinks it would be beneficial if Chinese medical laboratory employees applied for ASCP international certification.

Beijing Cancer InstituteOn May 14, 2012 Philip Castle, PhD, MPH, then Executive Director of the ASCP Institute and Ms. Fan met with Qi Jun, DirectoroftheClinicalLaboratory,BeijingCancerInstitute& Hospital (CIH) and Chen Wen, PhD, Epidemiologist, CIH. The CIH is the largest center of cancer prevention and treat-ment in Asia encompassing 13 clinical departments and 9 auxiliary departments. During the meeting Ms. Fan gave a brief introduction to ASCPi development efforts in China, with a focus on how ASCP international certification is promoted by China’s National Medical Examination Center (NMEC). Ms. Jun believes ASCPi is a good program and would like to provide an ASCPi introduction to CIH staff.

Ms. Jun also inquired as to the possibility of translation. ASCP will be working with Ms. Jun in the future to provide a practice test to interested applicants from CIH.

In May 2012 Faisal Ibrahim, MBA, MT(ASCP), International Ambassador to the Middle East and Africa, had the oppor-tunitytovisittheUniversityofSharjahandmetwithSamirAwadallah Ph.D., MT(ASCP), Chairman of the university’s Medical Lab Technology Program and member of the U.A.E. Advisory Board. During the meeting Mr. Ibrahim and Dr. Awadallah covered several key points regarding the universi-ty and its approach to ASCPi certification. For instance, the UniversityofSharjah’sDepartmentofContinuingEducationrecently hosted an ASCPi review course which lasted ap-proximately 4 months. The review course included students from Sudan, India, Jordan, Syria, and other countries out-side the U.A.E. Abu Dhabi Health Authority Recognizes ASCPi Certification!As part of his visit, Mr. Ibrahim was notified that the Abu Dhabi Health Authority (HAAD) now recognizes ASCPi certification. The approved policy exempts those who possess ASCP BOC certification from taking the HAAD licensing exam, provided they meet HAAD’s Professional Qualifications Requirements for the applied position.

According to Ahmad Sultan, PhD, Chair of the U.A.E. Advi-sory Board, this achievement was reached through the team

effort of U.A.E. Advisory Board members in Abu Dhabi, who worked tirelessly, both directly and indirectly with Dr. Sultan, to make it a reality.

The health authority in Dubai is expected to follow Abu Dhabi’s lead on accepting ASCP BOC certification in the future.

ASCPi Pioneer Team Uganda

On April 12, 2012 at Makerere University – John Hopkins University (MU-JHU) Laboratory, Ali Elbireer, PhD, MBA, MT(ASCP), Chair of the Uganda Advisory Board, introduced ASCPi to Laboratory professionals in East Africa. The attend-ees included laboratory staff from MU-JHU Core Lab and the Infectious Diseases Institute (IDI) in Mulago, Uganda. Attendees were motivated and expressed curiosity and interest in the presentation, provoking many questions and suggestions to help facilitate the ASCPi certification process in East Africa.

In Uganda, there is currently no organization which certifies laboratory professionals for recognition.

During the presentation Dr. Elbireer explained how ASCP BOC is expanding internationally in order to embrace laboratory professionals from around the globe.

The following month on May 8, 2012, a meeting was held with the group of laboratory technicians interested in pursuing ASCPi certification. The purpose of this meeting was to discuss how to achieve pursing ASCPi certification as a group. The support group was named “The ASCPi Pioneer Team Uganda.”

According to Dr. Elbireer, this group will meet periodically to discuss progress made towards implementing ASCPi certifica-tion in Uganda. It will also pave the way for verification of the university degrees of Makerere and Mbarara, Uganda’s two premier universities. The ASCPi Pioneer Team Uganda will also form a study group that will stimulate discussions as stu-dents prepare for the ASCPi examinations. The group selected Mr. Emmanuel Oluka, Laboratory Technologist, 1st Shift Team Leader and Mr. Rogers Kisame, Laboratory Technologist, 2nd Shift Team Leader.

Objectivesofthesupportgroup:1. To promote ASCPi certification in Uganda2. To influence, promote and facilitate verification of the

laboratory bachelors (BSc) programs of the selected universities in Uganda

3. To establish a link between ASCPi and the Ugandan Laboratory Practitioners Association

Medical Technologist forum in Arequipa, Peru

On April 20, 2012 José Antonio Paredes, member of the Peru Advisory Board, participated in the MT forum in Arequipa, Peru. The forum was on med-ical attention and quality, professional competence of the medical technologist and his social engagement, the role of the MT association, the university, and civil society.

The event took place at the University Alas Peruanas, which is the largest university in Peru with approximately 100,000 students represented through-out 28 branches. The Arequipa branch hosts 12,000 students on a large cam-pus. There are 500 medical technology students, of which 150 are studying clinical laboratory science.

During the forum Mr. Paredes par-ticipated in a roundtable discussion on medical technologist certification. Other participants in the roundtable included:Lic.JuanJoséVelasquezAlvarado, Regional Dean of the CTMP (Colegio de Tecnólogos Médicos del Perú), Mg. José Carlos Martínez Mon-tes, Director of the MT school of the U. Alas Peruanas Arequipa branch, and Dr. Mario Zuñiga Martínez.

In all, there were more than 400 participants and the topic of ASCP international certification was the last subjecttobeaddressed.Itgeneratedmany expectations and questions which were answered by Mr. Paredes. Basic questions on international certification were answered and after the prolonged dialogue between the members of the roundtable, the representatives concluded that the goals would be to enable graduates to obtain ASCPi certification, adapt University programs to ASCPi standards, offer students national and international certification and organize preparation courses for the international certification examination.
