Purpose of the ProgramTheIncarceratedPersonnelWorkReleaseprogramisajointeffortbetweentheMissouriDepartmentofCorrections(MDOC)andtheMissouriDepart-mentofTransportation.Thisprogramallowsinmateswhoarenearingtheirreleasetimevaluablejobtraining,whilealsoallowingMoDOTtoaccom-plishtasksthatotherwisemaynotbecompleted.
Thepurposeofthismanualistoprovidepoliciesandguidelinesforasuccessfulworkreleaseprogram.Poli-ciesaredefinedwherethewords“shall”or“donot”areused,whereasguidelinesaredefinedbytheword“should.”Thismanualreflectsastatewidebaselinelevelofexpectationsforsupervisionofincarceratedcrews.Districtsmayhaveadditionalpoliciestheiremployeesareexpectedtofollow.
Failuretofollowoneormoreoftheseexpectationsmayleadtodisciplinaryactionupto,andincluding,termination.
Prohibited Inmate Work ActivitiesThefollowingworkactivitiesareprohibitedforincarceratedpersonnel,un-lesspriorwrittenapprovalisobtainedfromthestatemaintenanceengineer.
Burningofanykind MinglingofinmatesandMoDOTcrewsexceptforsupervision, necessaryequipmentoperationsandlandscapeprojects Inmatecrewsfromdifferentinstitutionsshallnotworkonthe samedetail Operationofridingequipment Roadway,shoulder,bridgesurface,striping,signingorsignal operations Trash separation Workininterstaterestareas.Restareashallnotbeclosedspecifically toallowincarceratedcrewsaccess. Workinroadsideparks,scenicoverlooksorpoolparkinglotsunless theentranceorworkareaisphysicallyblockedandclosedtothe publictheentiretimeinmatesarewithintheboundaries

Guidelines for Determining Who is Eligible to Oversee Incarcerated CrewsOnlyemployeeswhohaveattendedtheMissouriDepartmentofCorrectionsannualtrainingprogramwillbeallowedtooverseeincarceratedcrews.InadditiontorequiredMDOCtraining,thefollowing guidelines will be followed in determining who is eligible to oversee incarcerated crews.
Employeesassignedtooverseeincarceratedcrewsshouldbeanintermediatemaintenanceworkerorabove.
Amaintenanceworker,whoisMDOCtrainedmay,underthedirectguidanceofatrained,experiencedintermediatemaintenanceworker,overseeincarceratedcrewsforthepurposesofcross-trainingandemployeedevelopment.In these instances, the intermediate maintenance worker should regularly visit the work site.
Permanentpart-timeemployeesandtemporarypart-timeretireesofintermediatemaintenanceworkerandabovemayoverseeincarceratedcrews.However,seasonalandotherwageemployeeswillnotbeallowedtooverseeincarceratedcrews.
EmployeesonmodifieddutyassignmentmayoverseeincarceratedcrewsprovidedtheyareMDOCtrainedandintermediatemaintenanceworkerorhigherjobtitle.Suitabilityofanemployeeforthistypeofmodifieddutyassignmentwillbedeterminedonacase-by-casebasis.
Nomorethaneightinmates,andnolessthantwo,willbeassignedtoacrew.
Responsibilityforoverseeingincarceratedcrewswillbeavoluntaryassignment,exceptwhentherearenotenoughvolunteersavailablewithinthearea.Inthecaseofamandatoryjobassignment,allmaintenanceemployeesintheparticulararea,whoareMDOCtrainedandanintermediatemaintenanceworkerorabove,willbeassignedthetaskofoverseeingincarceratedcrewsonarotatingbasis.
Attheirdiscretion,districtsmaydesignatecertainmaintenancepositions(i.e.,intermediatemaintenanceworker)as being primarily assigned tooverseeingincarceratedcrews.

Thestatemaintenanceengineermustapprovewaiversoftheseguidelines.
Role of MoDOT SupervisorsTheroleofMoDOTsupervisorsinthisprogramiscru-cialtoitssuccess.Agoodsupervisorshouldbefirm,butfair,consistentandobjective.Pleasereadthefollowinginformationcarefully.
Supervisors Shall… Treatallinmatesequally,fairlyandwithrespect;showno favoritismorprejudice. Respectinmates’civilrights. Regularlyreviewtheinmatehandbookandotherrules. EnsureallMoDOTemployeesworkingaroundtheinmates areinformedoftheinmateguidelines. Doeverythingpossibletoensurethesafetyofallmembers oftheworkteam. Seekhelp,ifneeded. CooperatewithMDOCofficialswhostopbytheworksitefor inspections.AskforproperidentificationfromtheMDOC officials. HavehadMDOCtraining,andbere-trainedatleasteveryyear. Keepinmatesseparatedfromthepublic. Keepyourpersonalitemsseparatefrominmateitems.Ifyou arenotusingtheitems,removethemfromtheworkvehicle before the day begins. Keepup-to-datelawenforcement,emergency,MoDOTand MDOCphonenumbershandy. Ensuretheinmatesfollowtherulesintheinmatehandbook andinthisguide.Anyinfractionoftheserulesshallbe reportedonaninter-officecommunicationandturnedinto theinstitution.Acopyshouldberetainedfordocumentation purposes. Monitoranyinmateusingequipmenttoensuretheequipmentis operated safely. Ensureyouarenotseparatedfromthegroupwithaninmate. Expectinmatestofollowallyourorders.3
Reportanyinmateswhodonotfolloworders. Reportanyaccidentsrequiringhospitalization,escape,weapons foundbycrew,orothercriticalunusualeventstotheCentral Office.Pleasebecertaintoreachsomeone. Keepdetaileddailydocumentationonthefollowing: 1.Accidents 2. Anything unusual 3.Disciplinaryactions 4.Headcounts
Supervisors Should... ExpectinmatestotrytotakeadvantageofMoDOTemployees.
Remember,thesepeopleareconvictedfelons. Expectoccasionalunannouncedvisitstotheworksitefrom
supervisorsoftheinmatereleaseprogram. Rotatecrewswheneverpossible,orchangecrewsupervisors;
changeworklocationsfrequently,ifpossible. BetrainedinCPRandFirstAid. Keepthegroupincloseproximity;thesupervisorshouldbeable
toalwaysverballyaddressallinmates. Makesureyourordersarewithinreason,anddonot
compromisethesafetyoftheinmatecrew.
Periodicallycheckpersonalvehicleswhileworkingon MoDOTlotstobecertaintheyaresecured
Supervisors Shall Not... Haveanyintentionalphysicalcontactwiththeinmatesandensure
thereisnonebetweeninmates. Stretchoutworkdetailtoofar. Getpersonallyinvolvedwithaninmatethatiscurrentlyworking,
orhasworked,onanincarceratedcrew;thisisaconflictofinterest. Discussfamily,personal/privatematters,wages,otherMoDOT employees,orMDOCemployeesandtheirfamilieswithinmates. Getinvolvedwiththeinmates’personalstories. Acceptphonecallsfrominmates.Ifaninmatecontactsyou,
contactyoursupervisorandtheinstitution. Acceptanythingfromtheinmates. Purchaseanythingforinmates.

Giveinmatesanything,evenasminorasapieceofgumoracigarette. Allowinmatestonotperformtheirassignedworktasks.Ifthey
don’twanttowork,theyshouldgobacktotheinstitution. Allowinmatestostayinthetransportvehicle,foranyreason. Allowinmatestogiveorderstootherinmates.
Permithorseplay--remindinmatesthathorseplayisasafety hazardandthatviolatorswillbereportedtotheinstitution immediatelyandpickedupbyMDOCpersonnel.
Leaveinmatesunattendedtoenterapublicplace.
Supervisors Should Not... Tellinmateswheretheywillbeworkingonfollowingdays. Workacrosstrafficlanesfromthetransportvehicle. Becomesoinvolvedwiththeprojectthatyouaredistractedfrom
yourprimarytaskofsupervisingthecrew. Letasituationgetoutofcontrol;dealwithanyproblemswhen
theyoccur.
Using Inter-Office CommunicationsSupervisorsshoulduseIOCstoreportanythingtotheinstitution.IOCscanbeusedtodocumentbothpositiveandnegativeinforma-tionaboutaninmate.Theymaybeonastandardformorletterheadormaysimplybewrittenonapieceofpaper.AcopyoftheIOCshouldbekeptfortheMoDOTsupervisor’srecords.IOCsshouldbeaddressedtothefunctionalunitmanagerattheinstitution.Lettheinvestigatordetermineiftheincidentreportedisaconcernornot.Referanyrequestsforrecommendationsorotherdocumentationpertainingtoindividualoffenderstotheinstitution.Brieflystatetheincidentbeingreported.SigntheIOCatbottomofstatement.
Dealing with Certain SituationsNo matter how prepared a supervisor may be, there are still certain situ-ations that will need immediate attention. This section will help inform and prepare supervisors for these types of situations.
AccidentsCarefortheinjuredfirst!Ifbodilyfluidsareinvolved,MoDOTem-

ployeesorinmatesassistingtheinjuredshall wear gloves or have a suitablebarriertoavoidcontactwithbodyfluids.
Inlife-threateningcircumstances,contactyoursupervisor,theinsti-tution,andthedistrictofficeandcallforanambulancetotransportaninmatetoamedicalfacility.Iftheinjuryisnotlife-orlimb-threatening,theinstitutionmayelecttocarefortheinmatewithin-housemedicalresources.Ifthismightbethecase,contacttheinstitutionthroughyoursupervisorordistrictoffice.Forminorinjuries,theMoDOTemployeemayelecttocontinuetheworkdetailuntiltheconclusionoftheday.However,iftheinmaterequestsadditionalmedicalattention,theMoDOTemployeeshallcontacttheirsupervisor,MDOC,ordistrictofficeforassistance.
TheMoDOTemployeeshallfilloutaDepartmentofCorrectionsAccidentReportForm(MO931-0426)forallinjurieswitnessedorreportedtotheMoDOTemployee.Thisformshallbeturnedinwhendroppinginmatesoff,unlessrequestedearlierbytheinstitution.TheinformationonthesamplereporthighlightedinbluewillbefilledinbytheMoDOTemployee.Thoseitemshighlightedinpinkarefortheinstitutionsuse.Onlypersonswhovisuallywitnessedtheacci-dent shall sign as a witness. DO NOT sign your name as a witness unless you actually saw the accident.
Disruptive InmatesInmateswhowon’twork,aretoopersonalordisruptive,useoffen-sivelanguage,won’ttakeorders,orthatviolateanyoftheinmaterulesshallbereportedtotheinstitutionusinganIOCoranyotherwrittennote.Documentanyverbalwarningstoinmates.
Probleminmateswill not be tolerated.Communicatewiththeworkreleasecoordinatorattheinstitutionregardinginmatesthatdonotcooperate.
EscapeUndernocircumstancesshallaMoDOTemployeetrytostopanescapeattempt.Theinmatemaybeverballydiscouragedfromleav-ing,butnophysicalactionshallbetakenbytheMoDOTemployee.TheMoDOTemployeeshalldirecttheirattentiontotheremaining

inmates,keepingthemassembled.TheMoDOTemployeeshallcontacttheinstitution,locallawenforce-ment,ortheMoDOTcontact(supervisorordistrictoffice)andreporttheescapeattempt.Thechainofnotificationshouldbemutuallyagreed upon by the institution and thedistrict.TheMoDOTemployeewillgivethefollowinginforma-tion:locationofthecrewatthetimeoftheescapeattempt,numberofinmatesinvolved,registrationnumbersoftheinmatesinvolved,methodanddirectionoftravel.TheMoDOTemployeewillmonitorcommunicationsandprovideaddi-tionalinformation,asrequested.
Sick InmatesIfatallpossible,sickinmatesshouldremainwiththecrewfortheday.Ifaninmatebecomestoosickandisnotabletowork,theMoDOTemployeeshallcontacttheirsupervisor,orcalltheinstitu-tiondirectlysotheinmatecanbepickedupbytheinstitution.Iftheinmatecancontinuetowork,butatareducedpace,theMoDOTemployeemayusediscretionwhethertoworktheinmateorhavetheinmatepickedup.
How to Obtain Assistance Ifyouneedassistance,trytheseradioproceduresfirst.Iftheydonotgetthedesiredresults,simplystatewhatyouneed.Theworkreleasesupervisorshouldcontacttheirimmediatesupervisor,orappropriatecontact,whowillthencontacttheinvestigatorattheinstitutiontoconveythesituation.Thesupervisoractsascom-municatorbetweentheinstitutionandtheMoDOTemployeewiththeinmatecrew.Ifthesupervisorcan-

notbereached,contactthedistrictoffice.Discretionshouldbeusedwhentalkingontheradioaboutinmatecon-cerns.Rememberthatcitizenshavescannersthatmonitorourradios.Acellulartelephoneisstronglyrecommendedtobeincludedforoutfittingaworkreleasecrew.
Thefollowingradiocodesshouldhelpinconsistentperformance.
General Rules for InmatesNowthatsupervisorsunderstandwhatisexpectedoftheminthisprogram,therearesomegeneralinmaterulesMoDOTsupervisorsshouldfollow.
Iftheinstitutiondoesnotallowit,neitherdoesMoDOT. Inmatesarenotallowedtoconversewiththegeneralpublic,or
withanyMoDOTstaffnotdirectlyinvolvedwiththeworkdetail.

InmatesarenotpermittedinMoDOToffices. Inmatesshallbecloselysupervisedatalltimeswhileworkingin
buildings. Iftheinstitutiondoesnotallowinmatestocarrypersonalitems
(lightersetc.)backintotheinstitution,MoDOTwillnotstoreanyitemsforthem.
Inmatesarenotallowedtomaketelephonecallsortalktothepublic. Inmatesarenotallowedtogointopublicplaces,includingdrive-
throughwindows;andtheyarenotallowedtopurchaseanything. Inmatesarenottohavemoneyofanykind. Inmatesshouldonlyminimallybeallowedinoraroundthe
buildings. Inmatesarenotallowedtooperateanylicensedvehiclesorfarm
tractor,atanytime. Inmatesarenotallowedtoleavetheinstitutionwithanything,
orbringanythingback.Thisiscontrabandandwillcausetheinmatetobereprimanded.
Inmatesarenottoalter,deface,damageordestroyanyprivateorstateproperty,atanytime.
Inmatesshallnotoperateequipmentuntiltheyhavebeenshownhow to properly operate it.
Eachinmateshallsignthesafetyrulesform(MO931-1294)priortooperatinganypoweredequipment.
Inmatesshouldreviewandsigntheinstitution’ssafetychecklist(ifrequired)beforeoperatingachainsaw,linetrimmer,mowers,oranyotherequipment.
All in a Day’s Work - Handling an Inmate Crew Security of Personal Vehicles Parked at MoDOT Facilities.AllpersonalvehiclesparkedatMoDOTfacilitieswhereMissouriDepart-mentofCorrectionsinmatecrewsareormaybeworkingshallbelockedwiththekeysremovedandanyweaponsorammunitionstoredoutofsight.
CancellationsTheinstitutionshouldbegivenasmuchnoticeaspossible,ifthecrewcannotbepickedupasscheduled.

Crew Size Change NoticeTheinstitutionshouldbegiven24-hoursnotice,wheneverpossible,onthechangeofthecrewsizetoallowtheinstitutiontomakearrangements.
Drop OffDrop-offtimeandlocationwillbemutuallyagreeduponbyMoDOTandtheinstitution.Drop-offsshouldbeavoidedduringacount,ifthiscreatesadifficultyfortheinstitution.Ifthepre-arrangeddrop-offtimecannotbemetforanyreason,theMoDOTemployeeshallnotifytheinstitutionandgiveanestimatedtime-of-arrivalandreasonforthelatearrival.Priortodropoffeachday,theinmatesshouldbeaskedtoemptypocketsandcheckthemselvesforanytools,etc.whichwouldbecontra-band.Thisisfortheinmate’sbenefit.AnyIOCs,mail,orotherpertinentinformationshouldbeturnedinattheendofeachday.RefertoIOCsforadditionalinformation.MoDOT-providedequipmentorapparelisconsideredcontrabandandshallnotbecarriedintotheinstitution.Thisincludessunglasses,safetyglassesorhats.
Inmate MealsInmatemealsareprovidedbytheinstitution.Anycomplaintsaretobehandledbytheinmates,throughtheinstitution’sinternalgrievancepro-cedure.Lunchwillbe30minutes.Donotshareyourlunch,orpurchasesnacksforinmates.Theinstitutionshallprovideanydrinkotherthanwater;however,MoDOTmayprovideGatorade.Foodrewardsgener-ateproblems.Specialarrangementsregardingfeedingofaninmatecrewduringemergencyoperationssuchassandbaggingduringaflood,canbemadeifthecrewistoreturntotheinstitutionaftertheirnormalmealtimehaspassed.Ifthissituationoccurs,allinmatesshouldgetthesamemeal. Items Found Along RoadwayInmatesshallnotbeallowedtocollectitemspickedupalongtheroad-side.Properlydisposeofallitemspickedup.Anysuspiciousitemsfoundshallbeleftinplaceandthesupervisorcontacted.Ifaninmatehaspickeduptheobject,havetheinmatesetitbackdown.Objectsaretobehandledaslittleaspossible.Inmatesshallnotdrinkorhandleanyalco-holicproductsfoundontheroadsides.Disposeofalcoholimmediately.AnymoneyfoundbyaninmateshallbeturnedintotheroadfundperMoDOTpolicy.Moneythatisfoundshallnotbeusedtoprovide“treats”

orfooditemsforthecrew.Innocaseshalltheinmatebeallowedtokeepthiscontraband.NoexchangeofmoneywillbeallowedbetweeninmatesorMoDOTemployees.TheMoDOTemployeeshallnotacceptorholdmoney,valuables,orpersonalitemsforinmates.
Pick UpThepick-uppointandtimewillbemutuallyagreeduponbythein-stitutionandMoDOT.Giveasmuchnoticeaspossible,preferablyatleast24hours,tochangepick-uptime.TheMoDOTemployeewillbegivenanoutcountorderlistofinmatesfortheday,whenpickinguptheinmates.AcopyoftheinmateIDcardwillalsobegiventotheMoDOTemployee.Allinmatesshallbedressedinappropriateattire.Appropri-ate gloves and footwear shall be worn and supplied by the institution or MoDOT.
MailInmatesshallnotmailanything,underanycircumstances.TheMoDOTemployeeshallnotmailanythingfor,orreceivemailfor,aninmate.AnymailgiventoaMoDOTemployeebyaninmatetomail,ormailthatisreceivedbyaMoDOTemployeeforaninmate,shallberetainedandturnedinatdropofftotheinstitution.However,iftheinmatebecomeshostileinanattempttoretrievethemail,theMoDOTemployeeistoreturnthemail.TheinmateshallthenbereportedusinganIOC.
Photographs AllrequestsfromthemediatointervieworphotographinmatesshallbeclearedwiththeDepartmentofCorrectionsbeforethemediaisallowedtohavecontact.Photographsshouldnotidentifyinmates.TheMoDOTemployeemustconveythistophotographers.Itisrecommendedthatwrittenapprovalbeobtainedfromtheinstitution,forMoDOTrecords.
Port-A-PottyEachdistricthastheoptionofrentingaport-a-pottyfortheinmatecrew(s).Thiswillbeadecisionmutuallyagreeduponbythedistrictandtheinstitution.Theinmatesupervisorshallensurethepersonser-vicingtheunitdoesnotcomeincontactwiththeinmatecrew,atanytime.Keepthemseparated,aswithanyothermemberofthepublic.Theport-a-pottywillbeservicedonceweekly.Theinmatesupervisor

shallchecktheunitafterithasbeenserviced.Randomandfrequentinspectionsshallbemadeforcontrabandintheport-a-potty.Inmatesshallnotusepublicrestroomsatanytime,orrestroomsinMoDOTfa-cilities,ifaport-a-pottyisprovidedbythedistrict.Itshouldbelockedat night.
Rest BreaksInmateswillbealloweda15-minutebreakeverytwohoursofwork.Usejudgmentconcerningbreakfrequencyanddurationinextremeweather.
SearchesThereshallbenosearchesofinmatesbyMoDOTemployeesorbyotherinmates.IftheMoDOTemployeefeelsthataninmateishidingsome-thing,contacttheinstitutionfortheirassistance.
Suspicious VehiclesTheMoDOTemployeeshouldrecordthelicenseplateofanyvehiclethatfrequentstheworksiteorissuspiciousinsomemanner.Frequentpassesbythesamepedestrianshouldalsoberegardedassuspicious.Theseinci-dentsshouldbedocumentedandreportedtoyourimmediatesupervisor.Ifnecessary,thesupervisorwillcontacttheinstitutionandreporttheincidentandlicensenumberofthesuspiciousvehicle.
Transport VehicleThetransportvehicleshallbecleanedoutdailyandthoroughlywashedweekly.Randominspectionsforcontrabandshallbemade,anddocu-mented.Contrabandisanynon-MoDOTproperty.Nodeadlyweapons,dangerousinstruments,unauthorizeddrugsorcontrolledsubstancesareallowedintheinmate’spossessionorintheinmatevehicle,atanytime.UseofMissouriStateHighwayPatroldogsforperiodicinspectionsofvansispermitted,andrecommended.SmokingwillbepermittedinthetransportvehicleunderthesameguidelinesasforMoDOTpersonnel.Inmatesshallprovidetheirowncigarettes.LightersareOK,butmatchesarecontraband.
Work CodingMoDOTemployeesshallchargehisorhertimeasifworkinginthecrew.Theinmate’stimeischargedtotheactivityfortheworkper-formed.TheMoDOTinmatesupervisorisresponsibleforreporting

inmatecodingandreportingequipmentcodingandmileagehourstoassigned area on a daily basis.
Work SuppliesThefollowingitemswillbeprovidedbyMoDOT.
