IDIQ in FDOT is the process of letting construction contracts with limited scope of work and a master list of pay items on which contractors will bid the pay item without knowing the final quantity to be installed or the exact location where it will be installed.

Contracts have limited scope that defines the type of work to be performed under the contract, i.e., landscaping or safety improvement.

FDOT IDIQ contracting type done is known as Pushbutton Contracts

Pushbutton Contracts are Task Work Order (TWO) driven contracts, sets TWO duration and cost

Done as either Design-Bid-Build or as Design-Build

Work can be either State or Federally funded for DB PB, state only for DBB PB.

Pushbutton bid-build version provide a master pay item list with limited quantity information to bidders for the work. Locations and final quantities per TWO issued after contract awarded. FDOT will provide locations and plans as part of the TWO.

Award is based on the low bid based on the master pay item list provided.

Pushbutton DB version requires DB firm to take project from concept to completion of construction based on FDOT issued scope of work.

Selection of the DB firm is based on Adjusted Score using the initial TWOs and the Master list of pay items pricing.

Contract option for 3 renewals not to exceed 1 year each, for total 6 year contract – Chief Engineer approval

Or until maximum accumulated compensation of $30M is reached

Duration of TWO not to exceed 1 year or $1M

FDOT utilizes Pushbutton contracts primarily for speed of delivery by compressing timeframes of overlapping functions.

Mostly used for faster delivery of safety improvement projects.

Provides flexibility with TWO up to $1M.
