Welcome to the Elba Annual General Meeting for 2017/2018
This Annual Report provides comprehensive information on Elba Incorporated for the 2017/2018 financial
year including an income & expense schedule. There is also a member services schedule detailing who
has accessed disability support services funded by the Disability Services Commission (DSC) of Western
Australia; the Insurance Commission of Western Australia and Brokerage based members.
The information generated provides objective data for accountability purposes and for long term planning
and policy development.
Elba Incorporated works collaboratively with the disability sector to provide mentoring and support in
efficient management of Disability Service Agencies. This area is improving with ongoing refinements.
In accordance with the Financial Institutions and Audit Act 1985 (Section 66), we hereby submit, for your
information and presentation the Annual Report for Elba Incorporated for the financial year ending 30th
June, 2018.
The majority of Elba Incorporated members have their care needs fully met and the remainder, who are
partly met, are in the process of applying, via the CAP process, for recurrent funding via the Disability
Services Commission of Western Australia.
All of Elba’s Members have the right to live in welcoming communities which make future friendships and
social networks possible as well as having the right to community support and given the colloquial “Fair
Go”.
Elba has made a commitment to its Members and their families that they will be treated fairly with dignity,
privacy and confidentiality. We also commit to the Disability Services Commission’s standards,
particularly with regard to our Members making their OWN decisions and choices.
Elba respects & values our members’ cultural diversity and encourages their contribution to the agency at
all times.
Who We are

Elba Incorporated is a Not-For-Profit organisation established in 1990 that is operated by our Members
for the benefit of our Members.
Elba was formed by a group of spinal cord injury patients who decided to create their own organisation,
as at the time, their only option was to live at the Quadriplegic Centre in Shenton Park, Western Australia.
They decided to assert their independence and establish and organisation where they were able to
manage their own funding from the Commonwealth Government, which later transferred to the Disability
Service Commission of Western Australia. Their goal was to live in their own homes with independence,
dignity and choice of Support Workers/Carers.
Elba is an endorsed Service Provider for the Disability Services Commission of WA, National Disability
Insurance Agency, National Disability Insurance Scheme WA and the Insurance Commission of WA.
Our Members have a wide range of disabilities with approximate half being wheelchair users who
predominantly have a spinal cord injuries.
We provide support services to enable our Members to live in their own homes with independence and
dignity. Our Human Resources team works in conjunction with each member to ensure a suitable support
worker is employed for that individual. As each individual is unique our HR team strives to match
personality, personal needs and care requirements with those of new support workers.
Elba is able to assist individuals with a wide variety of disabilities, we also support their families to
establish a personalised, innovative, flexible and sustainable service model that provides you with total
control over decision making, how resources are used and above all choice.

Everyone is different so at Elba we work with each individual to create a Person Centred Plan which gets
assessed and reviewed on an annual basis to ensure each person is achieving their goals to the best of
their ability. Our support workers will help play a significant role in helping you achieve your goals.

Good afternoon.

I'd like to welcome Elba members, staff, carers, support workers and other guests here today for Elba’s
annual general meeting.
The 2017/18 financial year, along with its many challenges has been a successful year for Elba and its
members. With great team work and communication, Elba has managed to overcome these challenges,
leaving us in a stronger position as a result. With that in mind I would like to thank the entire Elba team
for all of their hard work and continued dedication to the running of Elba.
Both the Board and our administration team have been working very closely with the Department of
Communities (formerly known as DSC) the National Disability Insurance Agency (NDIA) and the WA
National Disability Insurance Scheme (WA NDIS) to facilitate the introduction of the National Disability
Insurance Scheme (NDIS) across the disability sector. The commonwealth model of the NDIS the “NDIA”
is now the agency that will facilitate individualised support across WA bringing WA in line with the rest of
the country. The WA NDIS, after being trialed in the Lower South West of WA, Cockburn and Kwinana
region is now being phased out and will be made redundant once all participants have been transitioned
to the commonwealth NDIS. The disability sector is in a constant state of change. There are many
variables that need to be overcome in day to day operations. I appreciate the work of the Elba team to
ensure that these changes are managed and adopted as efficiently as possible, whilst ensuring the
service provided to our members exceeds expectations.
Since the last years AGM the disability sector has become even more competitive. With funded services
being provided in more locations across Western Australia, the number of providers has increased
dramatically. To guarantee Elba remains unique and stands out from the crowd, we have utilised our
new logo, branding and various sponsorships to expand our market reach sector wide. The increase in
brand awareness has been very positive!
I would like to acknowledge the following people who have given us great support over the past 12
months; their support and/or advice has proven invaluable to us in navigating through the past year with
the success that we have had.

Wow what an exciting year Elba has had whilst providing support to individuals with disabilities living independently within our community.
Elba is 100% committed and take pride in helping and guiding all individuals, especially our Members to make a smooth transition within the sector.
So many new and exciting projects have happened this year. We have teamed up once again with CineAds to put together another ad campaign that you may have noticed at the Hoyts Cinemas in Booragoon, Southlands and Carousel.

A lot of work went into making this ad a reality - we invited all our Members to meet us at Bendat Basketball Centre in Floreat, the home of the Perth Wildcats along with our Wildcats sponsor Dexter Kernich-Drew for a fun afternoon of filming and photo shoots.
I would like to thank our Members who showed up on the day and took part in the filming. I’d also like to thank Rob Watson from Reachingout Marketing for coming up with the concept for the ad.
Our new sponsor for the year ahead is Paralympian Madison De Rozario. She is originally from Perth but now lives over in the Eastern States.
Madison will be helping us promote our new ventures on the 23 rd of November at Perry Lakes racetrack where a fun video and photos will be taken with our Members. I believe invites by email have been sent out some time ago outlining the details of this event.
The Ability Expo comes around once a year and is held at Crown. This is always a fun event to engage with people and other agencies. Last year, Elba’s fidget spinners were a great success and loved by all. Come down and see us next week on the 30th October between 9:30am – 1pm.
I am also extremely excited to let you guys in on the latest project we’ve been working on. This year, we made an offer to purchase land in Hamilton Hill where our new Head Office and 8 respite homes will eventually be built.
At the moment, we are going through the processes needed to seal the deal, which should be happening soon. This facility will include a hydro pool, gym and cinema and have state-of-the-art technologies, to say the least. If you’d like to check out the site, the address is 53 Davilak Avenue in Hamilton Hill. I’d like to thank Stew and Rob from 51 West with helping me and guiding me through the process.
Our new facility could not happen without the ongoing generosity of the community who have donated to this great cause.. Which brings me to our Quiz Night!
Three weeks ago, Elba had it’s first Annual Quiz Night. Emelia, Rob and I have been working really hard to put it all together. Thanks to Tompkins on Swan, we had a room allocated for us to use on the night, free of charge. We managed to score some really great donations to be able to auction off on the night. All funds raised on the night will go towards building our respite facility. So a big thank you to all those who came and took part and donated. That was the first of many quiz nights, so I hope to be seeing a lot more faces in the upcoming ones.
Our account this year remains in great shape. We have expended $5,549,917 from State and Commonwealth funding to provide support to our Members.
For 2017- 2018 financial year our current Membership count sits at 56 across the programs.
I would like to take a moment to remember Chee Ming Fung and Trevor Newby both whom sadly passed away during the financial year and to extend our deepest condolences to their loved ones.
Elba has achieved so much this year and none of it would have been possible without the ongoing support and coordination of our Members and the dedication of the board.
I would like to offer my personal thanks to all the board members, office staff, and support workers, Ray Woolley, Ray Bennett and all companies we have teamed up with, for your contributions to making Elba what it is today. Not only do you all work hard, you are also a joy to work with.

Another financial year has come and gone and once again Elba’s financial situation continues to remain very stable.
I would like to personally thank Stef and the rest of our administrative team for the fantastic job that they have been done over the past financial year on behalf of our members. Our books are well up to date and all of our financial records are in order.
Our Auditor, Mr. Ray Woolley deserves special mention for his continued dedication to us. Thanks for your assistance and expert collaboration.
Thank you to the Department of Communities (formerly known as DSC), NDIS WA and NDIA funding bodies. I would also like to acknowledge our Service Contract and Development Officer (SCDO) Kirsten Fraser and the various other SCDO’s for their valued assistance throughout the year. We look forward to working collaboratively with you again in the coming financial year. Together we all share the common goal of helping and assisting people with disabilities, with passion and sincere interest.
I am truly grateful to our Elba team for their commitment and hard work on our behalf over many years, to ensure a firm financial situation whilst maintaining the original ideals and vision of Elba’s first five members.

NOTE 1: SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
This financial report is a special purpose financial report prepared in order to satisfy the financial reporting requirements of the Associations Incorporation Act of WA and the Australian Charities and Not-for-profits Commission Act 2012 (ACNC Act 2012). The committee has determined that the incorporation is not a reporting entity.
The financial report has been prepared on an accruals basis and is based on historic costs and does not take into account changing money values or, except where specifically stated, current valuations of non-current assets.
The following significant accounting policies, which are consistent with the previous period unless stated otherwise, have been adopted in the preparation of this financial report.
a. Income Tax
The incorporation is exempt from Income Tax.
b. Office Furniture and Equipment
Equipment and Motor Vehicles are carried at cost less, where applicable, any accumulated depreciation.
The depreciable amount of all assets is depreciated over the useful lives of the assets to the incorporation commencing from the time the asset is held ready for use.
c. Impairment of Assets
At the end of each reporting period, the committee reviews the carrying amounts of its tangible and intangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, an impairment test is carried out on the asset by comparing the recoverable amount of the asset, being the higher of the asset’s fair value less costs to sell and value in use, the asset’s carrying amount. Any excess of the asset’s carrying amount over its recoverable amount is recognised in the income and expenditure statement.
d. Employee Benefits
Provision is made for the incorporation’s liability for employee benefits arising from services rendered by employees to the end of the reporting period. Employee benefits have been measured at the amounts expected to be paid when the liability is settled.
e. Provisions
Provisions are recognised when the incorporation has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured. Provisions are measured at the best estimate of the amounts required to settle the obligation at the end of the reporting period.
f. Cash and Cash Equivalents
Cash and cash equivalents include cash on hand, deposits held at call with banks, and other short-term highly liquid investments with original maturities of three months or less.
g. Accounts Receivable and Other Debtors
Accounts receivable and other debtors include amounts due from members as well as amounts receivable from donors. Receivables expected to be collected within 12 months of the end of the reporting period are classified as current assets. All other receivables are classified as non-current assets.
h. Revenue and Other Income
Revenue is measured at the fair value of the consideration received or receivable after taking into account any trade discounts and volume rebates allowed. For this purpose, deferred consideration is not discounted to present values when recognising revenue.

NOTE 1: SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
Interest revenue is recognised using the effective interest method, which for floating rate financial assets is the rate inherent in the instrument. Dividend revenue is recognised when the right to receive a dividend has been established.
Grant and donation income is recognised when the entity obtains control over the funds, which is generally at the time of receipt.
All revenue is stated net of the amount of goods and services tax (GST).
If conditions are attached to the grant that must be satisfied before the incorporation is eligible to receive the contribution, recognition of the grant as revenue will be deferred until those conditions are satisfied.
I. Goods and Services Tax (GST)
Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office (ATO). Receivables and payables are stated inclusive of the amount of GST receivable or payable. The net amount of GST recoverable from, or payable to, the ATO is included with other receivables or payables in the statement of financial position.
j. Financial Assets
Investments in financial assets are initially recognised at cost, which includes transaction costs, and are subsequently measured at fair value, which is equivalent to their market bid price at the end of the reporting period. Movements in fair value are recognised through an equity reserve.
k. Accounts Payable and Other Payables
Accounts payable and other payables represent the liability outstanding at the end of the reporting period for goods and services received by the association during the reporting period that remain unpaid. The balance is recognised as a current liability with the amounts normally paid within 30 days of recognition of the liability.

I’ve now been in my role at Elba Incorporated for over a year
and my second AGM has come around fast!
In the past year there have been changes with my role at Elba, I
have taken on a new role of Fundraising Coordinator. I work
together with Stefanie and Rob to raise funds for the build of
Elba’s respite homes in Hamilton Hill. It’s been an exciting role to
take on, as well as a great opportunity to get the word out about Elba to the local Perth community and
businesses. I’m happy to say that our fundraising quiz night was a great success and we hope to
continue to do more events as the years go on!
I’d like to thank our members, support workers and the team for their support and patience in the time
that I have been here. Elba is such a supportive and enjoyable place to work - thanks to the team who
make it a great environment to be in. Here’s to another exciting year for Elba.

“During my almost 9 years working for Elba I’ve covered different
roles, starting as a Support Worker out in the community and
moving 2 years later to be part of the office team.
For the last 7 years I have been responsible for coordinating the
use of our wheelchair friendly vans and facilitating our Member’s
community access.
Community access is very important to promote our Member’s social
participation, to increase their levels of independence and to maintain and develop their social network.
Accessing the community can be challenging at times due to different factors.
I aim to assist our Members in overcoming some of these factors by researching possible suitable
activities, collaborating with 3rd party organisations in the local community and health professionals, and
exploring alternatives.

In order to facilitate our Member’s community access Elba offers the use of two wheelchair accessible
vans.
The vans are available to hire with myself as driver from Monday to Friday from 9.00 am to 4.00 pm
upon reservation.
The use of the van costs $ 15 per trip in the metro areas.
The van is also available to be hired by our Members from 1 up to 14 consecutive days supposing they
have someone that can drive it for them.
This option is ideal for short trips or weekends away.
Information regarding costs and conditions to hiring the Elba’s van can be found on our website, or by
contacting me.
Please also feel free to contact me if you want to engage in new activities in the community but have no
idea where to start.
Together we can explore what’s available and suitable in your local area and put together some
strategies to make it happen!
To this point our members have become involved in activities such as:
• Musical groups
• Art groups
• Dancing groups and performances
• Fitness groups
• Craft activities
• Ten Pin Bowling
• Fishing
• Participation to exhibition, sport event, and shows
• Day trips
• Short courses
In addition to my role as driver and community access officer I provide support in the office with
administrative duties.
I am in charge of the applications for grants and of developing our Member’s Person Centred Plans.
With the help of the Independent Living Centre and Lotterywest grants programs we have been able to
purchase items and equipment that make the life of some of our members a little bit easier: these
includes air-conditioning units, vehicle modifications, assistive technology, etc.

And just like that another year is over again. Seems like
yesterday when we just had the AGM.
This year we had quite a few new Members so I hope the latest
AGM will bring with it some new faces.
To those of you who may not know, I’m the Payroll Officer. I
process the fortnightly wages for the support workers as well as entering data into spreadsheets to
keep track of the Members usage of funds after every pay run. Additionally, I complete the monthly
activity statements and BAS quarterly.
It’s been great working alongside such genuine colleagues whom I also call friends. I’d like to thank
them for their ongoing support and also thanks to our Members and support workers for another
fantastic year.
Liisa KaasikHR/Roster Coordinator
My first full year in the role of Roster coordinator and Human Resources Manager was satisfying but also challenging and hectic at times.
I have really enjoyed being in regular contact with our Members and support workers and sincerely hope that people feel like they can contact me whenever they need to.
Another very rewarding part of my role is getting the job done when faced with a short amount of time to fill a shift, something that
isn’t always easy.
Multi-tasking and keeping a record of tasks to be done is extremely important to ensure that I don’t miss anything. As we all know, making sure that all shifts for members are always filled is extremely important and a major aspect of my role within Elba Inc.

The after-hours phone is something that I have to always have close by and it has kept me on my toes. Early morning and late at night phone calls are a part of the role and I would like to take this opportunity to thank the Elba Inc. support workers who very rarely require me to cover their shifts at the last minute. Thank you for being reliable and caring about your member’s well-being.
The Human Resources aspect of my role has also kept me busy throughout the year. Recruiting new support workers, liaising with current support workers and members and being required to sometimes deliver difficult and unwanted news are just a few duties of this part of my role.
For me the most important aspect of my role is communication. I am in constant contact with both support workers and members and rely on them to relay appropriate information to me regarding what is going on and what is needed in each members house. I promise to continue to do my best to ensure our members and support workers shifts are always filled and they are happy with our service. Thanks to everyone who I have dealt with throughout the year for making this role enjoyable.
Finally, I’d like to take this time to thank Stefanie for this opportunity and Merrylin for being my trusty sidekick in assisting me in this role and also to the rest of the office staff for your ongoing support and encouragement.

I would like to acknowledge all the wonderful people contributing
into Elba Inc. Members, Members families, Members carers,
Support workers, advocates, volunteers, Office staff, Elba's Board
Members, consultants, and many others all working together closely
with team Elba’s ultimate aim of empowering people with disabilities
living safely in their homes and being well supported. Everyone is
contributing at different levels to keep Elba Inc. moving forward
delivering a quality individual person-centred service, with choices to our Members while providing a
supportive workplace for all Elba employees.
Elba’s OH&S - keeping our employees, Support workers safe while working in Members home – Elba’s
Support worker workplace. Excellence is always aimed for in all aspects of care we deliver for our
Members, as this can only be achieved when there are open communications and choices for both the
Member and Support worker, there are negotiations required as we try to work with both Support

workers and Members and or Members carers to keep everyone safe and happy in such a close
private, personal working environment.
Training and Assessing - the training of Elba’s support workers continues to be a high priority aimed at
Members individual care needs and requirements. We start by actively recruiting the right person with
the right skills for the Support workers role or up-skilling them to have the right skills for the job,
including undertaking a rigorous induction process, Buddy shifts with an existing Support worker who
knows the Members unique individual routine. Elba’s workshop covers all areas of care that are
required for individual Members e.g. Spinal Cord Injury Members or one of the other seventeen
disabilities our Members may have, understanding each individual Members care needs and
requirements prepared the Support worker, Manual tasks, manual handling, Infection control to name a
few areas covered in training. The training equips Support workers to work safely with Elba’s individual
Members. The Members buddy shifts are essential and work extremely well for both Member, existing
support workers and new Support worker while the new support worker learns their role as per their
Members preferred ways of doing things, giving them the consistency of care required; Elba’s
Members are at the heart of everything that Elba does.
WorkSafe visited Elba earlier this year – A couple of CI; Communication with isolated employees was given an “Improvement notice” – as in training I inform Support workers to keep their phone on their person at all times, to ensure the Support workers have a means of communication available to them should they need to call for help, for this reason all existing Support workers were issued with a Bum-bag and all new employees are given a Bum- bag with their training package (training manual, key ring - mini first aid kit, PPE – aprons and masks & Bum- bag), Support workers are to have their phone on their person or in their Bum- bag during shifts. Manual Tasks was the other area of improvement due to the risks associated with musculoskeletal injury from repetitive movements, Support workers job demand and risk factors associated with hazardous manual tasks performed in a Support workers role. As with these CI (continuous improvement) and others, they are viewed as a positive making both Elba’s Members and employees more safety conscious, alert and aware while working within their Members home the workplace.
Our Registered Training Organiser provider - Healthlink is working from our training room monthly delivering Certificate 111 & Cert1V in Individual Support (Disability) to Elba Support workers. Please see Healthlinks report
I have learned it is often the little things that make the biggest difference in our lives and it is the close working relationship between Members, Members carers, Support workers and Elba’s office staff that provides valuable support. We know all people want choices, simplicity, and consistency in their lives wherever possible, Elba is working with and encouraging open communications with Members, Support workers Elba’s office staff to ensure Members goals are being met.
Once again I have been humbled and am full of praise of all Elba’s team – office staff, Members,
Members families, Members carers and our wonderful Support workers and others who are all working
closely together, in fact everyone who is involved with Elba Incorporated including those with extended

“Since I first started at Elba back in 2010, I have experienced
many changes, trails and challenges whilst operating within
the disability sector. The 2017/18 financial year has been no
exception.”
The National Disability Insurance Scheme (NDIS) has
finished its trials and has now begun transitioning into the
National Disability Insurance Agency (NDIA) NDIS. During these
trails we’ve learned an awful lot. Like everyone, we’ve experienced similar issues around the
relationship with the planners or the local coordinators. It now must be a shift to ‘How can we partner
and work together to support people to get the best outcomes?’ There’s still a bit of a way to go, but
effective communication is key to ensuring participants receive the supports they need.
Through the implementation of the NDIS I am seeing people getting access to funding and supports
that previously couldn’t. People with psychosocial disabilities and people in remote and regional areas
are now being offered supports which is great.
In order to avoid implementation issues we have worked hard at building relationships with planners
and local coordinators. However there are issues of scale – the number of plans they have to do – and

also problems arising from “phone planning” – which is time effective but often results in support plans
that do not meet the individual’s needs.
One of the trends I noticed during the rollout of the NDIS, is the number of people talking about self-
management. This is an ever evolving space which I feel will become more complex moving forward. In
the realm of self-management, participants must make use of specialist support coordinators and plan
managers.
I feel the key to managing the transition is to get hands on and be involved in it. Invest time developing
and building relationships with the planners and coordinators, whilst maintaining relationships externally
with other DSO’s in the sector.
Ultimately, the transition represents a fantastic opportunity for more people to have access to funded
support within the NDIS. If we successfully embrace the change as on organisation, we can grow.
On a personal note, I would like to take this opportunity to let everyone know that I have been offered
an opportunity with EY as a specialist NDIS consultant within the Boosting Local and Care Workforce
Program (Australia wide). I have chosen to take this new challenge and opportunity, which is exciting.
This decision was not taken lightly and I thought long and hard about what is best for me and my career
moving forward. Ultimately I felt like I needed to get out of my comfort zone, challenge myself and help
as many people as possible in the process. This position will do that for me.
Elba has been a major part of my life for a long time, it has given me lots of opportunities and I have
experienced a lot.
I really value to relationships I have established with everyone involved with the organization and the
sector as whole. I would like to thank all of the office staff, board members and members for their
kindness and support over the past 8 years, you are all great colleagues and friends, it has been a
pleasure. I will miss you all very much.

Quality Evaluation FeedbackEvery three years the Disability Service Commission engage an independent Evaluator to assess
service providers to ensure they are compliant with the six Disability Service Standards outlined in the
Disability Services Commission’s Quality Management Framework. Elba was last evaluated in April
2016, resulting in extremely positive feedback. The following are some of the key comments from the
Evaluator:
The office team and Support Workers were impressive in the extent to which they are tuned in
to the voices of their members and families; they demonstrated a high level of responsiveness
and flexibility regarding the needs and preferences of each member.
The general theme of all feedback was of a quality organisation that is well managed, with
direct service provided by well trained and competent staff. There were no themes expressed
to the contrary.
Support Workers and Elba as a whole were complimented on the quality of induction and
training in all areas - from members’ broad life goals and daily supports, to specific issues
concerning disability to health and medical issues.
Many positive comments reflected positively on Elba’s address of the National Standards,
including:
“Whenever we need help I get in touch, they’re very good”
“[Management names] are very helpful”, “Greatly satisfied…whenever I need any help they’re always
there”
“They keep me up to date with everything, there’s lots of information always being provided”
“They’re cool”, “100% satisfied, very happy”,
“There’s great communication, that’s the most important thing”, and “I don’t know what I would have
done without Elba”.
The Independent Evaluator also stated that he was particularly impressed by:

The office team presented as an energetic, competent and committed group, very focused on
the wellbeing and satisfaction of their members, and keen to continually improve their services.
A supportive, informal and productive environment was described and observed.
One Support Worker commented “I love my job”, and numerous other comments confirmed
satisfaction with their induction, training and general support.
The array of training opportunities and resources, using both internal and external expertise
and resources, as demonstrated by the Field Supervisor was most impressive.
Elba maintains an excellent, and still developing, online data management system that is
accessible to members and staff.
The experience was a valuable opportunity for insight and guidance of how Elba Inc. is meeting its
responsibilities related to the Six Standards and their commitment to continuous improvement.
