Program Description: U.S. Department of Agriculture, Food and Nutrition Service is announcing the availability of funding under the American Recovery and Reinvestment Act of 2009 (Recovery Act). The ARRA provides a
total of $100 million to be used by WIC State agencies to establish, improve or administer
management information systems (MIS) for WIC, to include changes necessary to meet new legislative or regulatory requirements. In this funding opportunity we will provide ARRA funding to new projects
for: 1) implementation of new State Agency Model (SAM) transfers; 2) new EBT planning grants; and 3) new EBT implementation grants for those WIC State agencies that have completed or nearly
completed EBT planning activities. For new SAM transfers, State agencies will need to demonstrate,
through their planning activities and an alternatives analysis, that a SAM transfer is the most appropriate system that meets Program needs. FNS has a waiver from OMB and will not be using

Program Description: U.S. Department of Agriculture, Food and Nutrition Service is announcing the availability of funding under the American Recovery and Reinvestment Act of 2009 (Recovery Act). The ARRA provides a

and/or improve Program management and reporting capabilities (examples include Value Enhanced Nutrition Assessment (VENA), improved vendor compliance and review reporting systems, upgrades

Program Description: This American Recovery and Reinvestment Act Research Program seeks to create the underpinning
science necessary to develop nanoscale additives for novel fuels. The ability to dissolve or suspend nanoparticles in fuels to create new sets of desirable properties for fuels will be investigated. These
and other approaches will be pursued to produce new fuels for aircraft, rockets, and satellites. The
program will create new research jobs and new technologies that will provide further economic stimulus.
Eligible Uses of Funding: Contracted Fundamental Research. Includes [research performed under] grants and contracts that are (a) funded by budget Category 6.1 ("Research"), whether performed by universities or industry or (b)

Program Description: The U.S. Army Research, Development and Engineering Contracting Center, Research Triangle Park
Contracting Division on behalf of the U.S. Army Research Laboratory, Sensors and Electron Devices Directorate (SEDD) is soliciting white papers for Novel Materials and Device Development for High
Efficiency Solar Photovoltaics and intends to award no more than two assistance instruments or contracts under topic areas 2.48 Directed Energy, Paragraph 7 Photovoltaic (PV) Power Sources
and/or; 2.52 Infrared Detectors and Power Sources
Eligible Uses of Funding: Research and Development solutions are sought for new semiconductor materials and device
architectures for high efficiency (>30%) solar photovoltaic solutions that will:-Provide power for
charging batteries (during daylight hours) for small autonomous systems. These microsystems will have ambulation as well as avionic capabilities.-Enable extended runtimes on unattended ground
sensors and surveillance cameras. The photovoltaic solution for these applications will be geared
towards Army’s high value systems and high value missions and must address compact, conformable and a light weight substrate with a small volume. The proposed solutions must be able to obtain
conversion efficiencies of >30% and these photovoltaic devices may consist of multi-color tandem
photovoltaic devices. The Army’s goal is photovoltaic panels that are very light weight and having areas of 2000 cm2. A key requirement for these photovoltaic panels is very high power per unit area
and weight. These photovoltaic arrays will be integrated to the skins of small microsystems to produce power and ultimately to provide multifunction “smart skins” for small autonomous systems. At the end
of the award(s) the awardee(s) shall be able to deliver a small (~1W under one sun) high efficiency
photovoltaic array demonstrating scalability to 100W or higher. Offerors must address the following:-High efficiency solar photovoltaic devices and cells for un-attended ground sensors, Soldier systems,
and very small autonomous systems. Proposals should address the investigation of novel approaches,
highly integrated advanced materials, and device structures to reduce weight, volume and self powering for emerging Army Systems. -Very high power and energy density solutions to powering
very small systems. -Higher efficiency cells integrated with flexible electronics and displays. -Rigid
crystalline silicon photovoltaic cells for anticipated future sensors, taggants and micro autonomous systems.

Eligible Uses of Funding: ELIGIBLE RECIPIENTS: Local Educational Agencies (LEAs), including charter schools that are
LEAs in their state, SEAs, or partnerships of (1) an LEA, an SEA, or both, and (2) at least one
nonprofit organization may apply. Agencies with differentiated compensation systems already in place may apply for a TIF program grant to expand their programs so that they reach additional high-need
school sites or to include teachers or administrators in high-need schools who are not participating in
the current system. For purposes of the TIF program, a high-need school means a school with more than 30 percent of its enrollment from low-income families, based on eligibility for free or reduced-
price lunch subsidies, or other poverty measures that the State permits the LEAs to use. For middle
and high schools, eligibility may be calculated on the basis of comparable data from feeder schools.

Program Description: The FOA invites experts from across the National Laboratory complex, Universities and commercial
enterprises to plan, design, carry out, and report on the results of the studies and investigations, and assist in the transfer of these results to practice. Collaborative efforts including multi-institutional,

Program Description: Full FOA Title is Recovery Act: Carbon Capture and Sequestration from Industrial Sources and Innovative Concepts for Beneficial CO2 Use The CO2 Capture and Sequestration (CCS) and CO2 use
is a cost-shared collaboration between the Government and industry to increase investment in clean
industrial technologies and sequestration projects. In accordance with the American Recovery and Reinvestment Act of 2009, and Section 703 of Public Law 110¿140, for this Funding Opportunity
Announcement, DOE's two specific objectives, identified as Technology Areas, are to demonstrate: (1) Large-scale industrial CCS projects from industrial sources and (2) Innovative concepts for beneficial
CO2 use. The Applicants shall clearly identify the technology area under which the application is
being submitted. Technology Area 1 - Large-scale industrial CCS projects from industrial sources: The objective is to demonstrate advanced technologies that capture and sequester carbon dioxide emissions
from industrial sources into underground formations. The large-scale CCS projects include integration
of CO2 capture, transportation and sequestration incorporating comprehensive monitoring, verification accounting (MVA). The projects may include plant efficiency improvements for
integration with CO2 capture technology. The industrial sources include, but are not limited to,
cement plants, chemical plants, refineries, steel and aluminum plants, manufacturing facilities, and power plants using opportunity fuels (petroleum coke, municipal waste, etc.). Plants with electric
power output greater than 50% of total energy output that operate on more than 55% coal as a feedstock are ineligible. The sequestration opportunities include deep saline formations, and deep
geologic systems including basalts, operating oil and gas fields, depleted oil and gas fields, and
unmineable coal seams. The CO2 sequestration commercial benefits include enhanced oil recovery (EOR) and enhanced methane recovery from unmineable coal seams. DOE's objective is that
Recipients are able to operate at commercial scale in an industrial setting, technologies that make
progress toward capture and sequestration of 75% of CO2 from the treated stream comprising at least 10% CO2 by volume that would otherwise be emitted to the atmosphere and at a scale sufficient to
evaluate full impact of the CO2 capture technology on plant operations, economics, and performance.
Additionally, the objective is to demonstrate geologic sequestration options in a variety of geologic settings in order to evaluate costs, operational processes, and the technical performance. DOE's target
is for one million tons per year of CO2 emissions from each plant to be captured and sequestered. The evaluation process will give greater weights to applications for projects that capture and sequester
amounts of CO2 approaching or exceeding DOE's Industrial Carbon Capture and Sequestration

Program Description: The Clean Coal Power Initiative (CCPI) is a cost-shared collaboration between the Government and industry to increase investment in low-emission coal technology by demonstrating advanced coal-
based, power generation technologies, consistent with the Energy Policy Act of 2005, Public Law 109-
58 (EPACT 2005). The CCPI goal is to accelerate the readiness of advanced coal technologies for commercial deployment, thus ensuring that the United States has clean, reliable, and affordable
electricity and power.
Eligible Uses of Funding: By overcoming technical risks associated with bringing advanced technology to the point of
commercial readiness, the CCPI accelerates the development of new coal technologies for power and
hydrogen production, contributes to proving the feasibility of integrating carbon dioxide (CO2) management and power production and facilitates the movement of technologies into the marketplace
that are emerging from the core research and development activities. CCPI directly supports the Climate Change Technology Program to reduce emissions of CO2, a greenhouse gas. For this
Announcement, DOE's specific objective is to demonstrate advanced coal-based technologies that
capture and sequester, or put to beneficial use, CO2 emissions. DOE's goals are to demonstrate at commercial scale in a commercial setting, technologies that (1) can achieve a minimum of 50% CO2
capture efficiency and make progress toward a target CO2 capture efficiency of 90% in a gas stream
containing at least 10% CO2 by volume, (2) make progress toward capture and sequestration goal of less than 10% increase in the cost of electricity (COE) for gasification systems and less than 35% for
combustion and oxycombustion systems all as compared to current (2008) practice, and (3) capture
and sequester or put to beneficial use a minimum of 300,000 tons per year of CO2 emissions using a thirty day running average to determine if the project successfully meets the CO2 capture efficiency
and the capture and sequestration or beneficial use rate requirements of this Announcement. DOE is currently developing large scale field tests of geologic CO2 sequestration in the U.S., on the order of 1
million tons of CO2 per year under a separate program. DOE is interested in allowing demonstration
projects under CCPI to integrate with the sequestration field tests, which may already be fully operational by the time the CCPI projects come on-line. A project performer could, for example,
attempt to integrate a CCPI project with a sequestration field test to supply lower-cost CO2, and
reduce the cost of either or both projects. This would require careful cooperation or integration of the management of both projects.

batteries and electric drive components. The battery manufacturing area is focused on battery
manufacturing plants, material and component supplier manufacturing plants, and recycling plants, including facilities and manufacturing equipment, for Li ion and other advanced batteries for
advanced vehicles such as electric drive vehicles1 (EDVs) and micro-hybrids. To establish a
successful business case, the importance of leveraging other battery markets is acknowledged; these battery applications include idle reduction systems for long-haul trucks, military applications, utility
ancillary services and power quality, and consumer products. The electric drive manufacturing area is
focused on production plants for components and subcomponents for the power electronics and electric machines used in EDVs. This work will enable market introduction of various electric vehicle
technologies by lowering the cost of battery packs, batteries, and electric propulsion systems for EDVs through high-volume manufacturing.
A key objective of the VT program is to accelerate the development and production of various electric drive vehicle systems to substantially reduce petroleum consumption. A supporting goal is the
development of production ready batteries, power electronics, and electric machines that can be cost
effectively produced in volume to support the introduction of EDVs. The successful commercialization of EDVs directly supports the DOE's Energy Strategic Goal: "to protect our
national and economic security by promoting a diverse supply and delivery of reliable, affordable, and
environmentally sound energy." The grants awarded here will also meaningfully aide in the nation’s economic recovery by creating U.S. based manufacturing jobs as outlined in the American Recovery
and Reinvestment Act (ARRA) of 2009.

Program Description: The mission of the Office of Nuclear Physics Isotope Development and Production for Research and Applications Program is to develop, produce and distribute stable and radioactive isotope products

Program Description: State Energy Efficient Appliance Rebate Program: The purpose of this Funding Opportunity
Announcement (FOA) is to award formula grants to U.S. states, territories, and the District of
Columbia (hereinafter referred to as States) to provide American Recovery and Reinvestment Act funding for the establishment and administration of State Appliance Rebate Programs. This FOA is

Program Description: The goal of Area of Interest 1 is to develop and demonstrate a 50% improvement in overall freight efficiency on a heavy-duty Class 8 tractor-trailer measured in ton-miles per gallon. This improvement
will be achieved through the application of advanced vehicle system technologies and advanced engine technologies. At least 20% of the improvement will be through the development of an engine
capable of achieving 50% Brake Thermal Efficiency (BTE). Over the 3 to 5 year period of this
activity, the selected participants will develop, test, and ultimately demonstrate these advanced technologies on a full-scale vehicle. The goal of Area of Interest 2 is to accelerate the development of
cost-competitive engine and powertrain systems for light-duty vehicles capable of attaining
breakthrough thermal efficiencies while meeting future emissions standards. Development of the engine and powertrain system can include improvements to in-cylinder combustion, engine
mechanics, waste heat recovery, friction reduction, emission control, fuels, materials, electrification,
and reduced ancillary load requirements. The engine system can be designed to accommodate a hybrid system, CVT or other advanced transmission. The project will be organized in phases with well-
defined phase gates at the end of each phase. Over the three-to-five year period of this activity, the selected participants will develop, test and eventually demonstrate these advanced technologies and
the associated efficiency gains on an engine dynamometer and full-scale vehicle.

Program Description: This grant award is being made available under the American Recovery and Reinvestment Act of 2009
(P.L. 111-5). Funding will support the enrollment of additional children and families as well as create new teaching and other positions in Early Head Start programs. The Administration for Children and
Families solicits applications from public or private non-profit organizations, including faith-based organizations or for-profit organizations, that wish to compete for funds that are available to provide
Early Head Start services to pregnant women, infants and toddlers and their families. The
Administration for Children and Families (ACF) announces the availability of approximately $619 million to be competitively awarded for the purpose of expanding enrollment by approximately 55,000
low-income children and their families. This expansion is only to increase the number of pregnant
women, infants and toddlers served in Early Head Start. Financial assistance will be competitively awarded to local public and local non-profit and for-profit private entities, including Early Head Start
and Head Start grantees, to provide child and family development services for low-income families
with infants and toddlers ages birth to three years and pregnant women who are not currently being served by a Head Start or Early Head Start program. Early Head Start programs are funded to provide
early, continuous, intensive and comprehensive child development and family support services. The purpose of the Early Head Start program is to enhance children's physical, social, emotional, and
intellectual development; to assist pregnant women to access comprehensive prenatal and post partum
care; to support parents' efforts to fulfill their parental roles; and to help parents move toward self-sufficiency. Research demonstrates that such early, continuous, intensive and comprehensive
programs that are well implemented improve school readiness outcomes for children. This grant
opportunity is being made available under the American Recovery and Reinvestment Act of 2009. Successful applicants will be subject to reporting requirements consistent with the Act and with
current Head Start regulations. All interested applicants can access information that will inform the

Eligible Uses of Funding: Early Head Start programs must provide directly or through referral, early, continuous, intensive and
comprehensive child development and family support services that will enhance the physical, social,

Given the need for continuity of care for pregnant women, and infant and toddler age children, the
Office of Head Start anticipates that applicants will propose serving children in a full-year model. The
Office of Head Start expects that applicants requesting to implement a full-year model will propose per child costs that will, in most circumstances, be higher than the costs needed to provide part-year
services. It is expected that applicants, based on community and family need, will select program
options that best meet the changing needs of families over the time they are in the program. As family needs and circumstances change over time a variety of program options make it more likely that the

Applicants proposing full day options using multiple sources of funding must explain how they will continue to serve children whose families experience job loss and loss of work support, such as child
care subsidies.
Programs providing Early Head Start services will:
Provide high quality early education services that promote the physical, social, emotional, cognitive
and language development of young children and families during pregnancy, upon birth, and during the early years;
Provide services through appropriate program options: center based, home based, family child care,
combination option, or with the approval of the Office of Head Start, locally designed option; Assure continuity of services and smooth transitions between program options when the needs of
families change, such as when children are enrolled in full day options with child care subsidies and families lose subsidies due to job loss;
Assist enrolled pregnant women to access comprehensive prenatal and postpartum care, through
referrals;Provide pregnant women and other family members, as appropriate, with prenatal education on fetal
development;
Provide information on the benefits of breast feeding to all pregnant and nursing mothers; Provide arrangements for nursing mothers who choose to breast feed in center-based programs;
Provide services in a culturally and linguistically responsive manner to support the home environment
of the child; Provide early opportunities for infants and toddlers to grow and develop in warm, nurturing and
inclusive environments; Recruit, train and supervise high quality staff to ensure the kind of warm and continuous relationships
between caregivers and children that are crucial to learning and development for infants and toddlers;
Provide professional development plans for each staff member to ensure that each staff person maintains qualifications for his/her position, including meeting all requirements for staff working with
infants and toddlers (Head Start Act Sections 645A(h)(1) and (2);
Head Start grantees must, unless a waiver is granted, contribute 20 percent of the total cost of the
program from non-federal funds. More information on non-federal share is available under cost
sharing and matching, Section III.2. No more than 15 percent of total costs may be for program administration (See 45 CFR Part 1301.32 for a discussion of administrative costs). An HHS official
may grant a waiver of the 15 percent limitation on development and administrative costs and approve a higher percentage for a specific period of time not to exceed twelve months. Head Start is
administered by the Administration for Children and Families, one of the principal components of the
U.S. Department of Health and Human Services. Since its beginning in 1965, Head Start has served more than 25 million children and their families. Head Start, in FY 2008, served 906,992 children, of
whom 61,764 were served in Early Head Start programs. There are approximately 1,600 Head Start
grantees, including 679 grantees providing Early Head Start services.

Program Description: The focus of the SCF Nonprofit Capacity Building program is to build the capacity of nonprofit organizations to address the broad economic recovery issues present in their communities, including
helping low-income individuals secure and retain employment, earn higher wages, obtain better-quality jobs, and gain greater access to state and Federal benefits and tax credits. For example,
nonprofits receiving competitive financial assistance from their lead organization could use the funds
to purchase computers or set up a computer lab to provide free, online information on State and Federal benefits for low- and moderate-income individuals. Funds could be used to perform a local
workforce assessment or other research designed to connect workers to employers. Funds could also be
used for developing a resource directory to help increase access to the benefits (e.g., ARRA benefits) for which individuals and families are eligible. An organization receiving financial assistance from a
lead organization under this announcement could establish a one-stop center where individuals can
obtain free, customized benefits information, tax information, information on ARRA, and/or apply for benefits and file tax returns.
The SCF Nonprofit Capacity Building program funds pay for the collaborative efforts of lead
organizations with their project partners to build capacity that results in improved social service
programs and activities, rather than for direct social services. These funds will help participating organizations, selected to be project partners, to build the capacity to expand and strengthen programs
and services to help low-income individuals secure and retain employment, earn higher wages, and
obtain better-quality jobs, such as by providing job readiness and retention training (e.g., training related to job searching, interviewing, resume writing, or computer skills); education/training (e.g.,
academic remediation, General Education Development, English as a Second Language classes, job
retraining or training for new job skills such as those needed for green jobs); and other support services related to securing and retaining employment (e.g. emergency cash or food assistance,
counseling, transportation, child care, and post-placement support).
The SCF Nonprofit Capacity Building funds also will help participating organizations build the
capacity to expand and strengthen programs and services aimed at increasing low- and moderate-income individuals' access to the State and Federal benefits and tax credits for which individuals are

Program Description: The purpose of the Academic Research Enhancement Award (AREA) program is to stimulate research in educational institutions that provide baccalaureate or advanced degrees for a significant number of

Program Description: While the type of the project is not considered (i.e., DHS will not differentiate between new
construction and modifications), the purpose of the construction or modification will have a bearing on the award determination. In this regard, the ARRA has two, equally high priorities: 1) To replace
unsafe or uninhabitable structures regardless of whether the project calls for the construction of a new
building or the rehabilitation of an existing structure. Applicants claiming unsafe or uninhabitable structures may be required to provide documentation regarding the nature of the health or safety
deficiencies. Any health-code violations or orders to vacate unsafe structures must pre-date the
enactment of the ARRA for consideration. 2) To fund projects expanding fire protection coverage to meet increased service demand in compliance with NFPA 1710 or 1720. In these instances, expanding
fire protection coverage under a community’s capital improvement plan will receive higher consideration than expansion projects not engaged in capital improvement planning. The next priority
is to fund projects modifying or expanding existing structures to provide sleeping quarters and/or
amenities for full-time occupancy (to allow for habitation 24 hours per day). A slightly lower priority is to fund modifying or expanding existing structures to accommodate support functions such as
communications. The lowest priority is to fund projects replacing or expanding habitable structures
that are cramped or inefficiently configured for operation. Another community characteristic that will be assessed is the community’s status under the National Flood Insurance Program (NFIP). Applicants
serving communities not in good standing under NFIP receive lower consideration than departments
serving those communities in good standing or those which have not been mapped.

Program Description: The ARRA PSGP is one tool in the comprehensive set of measures authorized by Congress and
implemented by the Administration to strengthen the Nation’s critical infrastructure against risks
associated with potential terrorist attacks. The Maritime Transportation Security Act of 2002, as amended (46 U.S.C. §70107), established the PSGP to implement Area Maritime Transportation
Security Plans and facility security plans among port authorities, facility operators, and State and local
government agencies required to provide port security services.
Eligible Uses of Funding: 1. Enhancing Maritime Domain Awareness (MDA)
MDA is the critical enabler that allows leaders at all levels to make effective decisions and act early against threats to the security of the Nation’s seaports. In support of the National Strategy for Maritime
Security, port areas should seek to enhance their MDA through projects, such as access
control/standardized credentialing, command and control, communications, and enhanced intelligence sharing and analysis.
2. Enhancing Improvised Explosive Device (IED) and Weapons of Mass Destruction (WMD) prevention, protection, response and recovery capabilities Port areas should seek to enhance their
capabilities to prevent, detect, respond to and recover from terrorist attacks employing IEDs, WMDs and other non-conventional weapons. Of particular concern in the port environment are attacks that
employ IEDs delivered via small craft (similar to the attack on the USS Cole), by underwater
swimmers (such as underwater mines) or on ferries (both passenger and vehicle).
3. Efforts supporting implementation of the Transportation Worker Identification Credential (TWIC)
The TWIC is a Congressionally mandated security program through which DHS will conduct appropriate background investigations and issue biometrically enabled and secure identification cards
for individuals requiring unescorted access to U.S. port facilities. Regulations outlining the initial
phase of this program (card issuance) were issued by the transportation Security Administration (TSA) in cooperation with the
Coast Guard in 72 Federal Register 3492 (January 25, 2007).

Program Description: The American Recovery and Reinvestment Act (ARRA) Transit Security Grant Program (TSGP) is
authorized the American Recovery and Reinvestment Act of 2009 (P.L. 111-5) and the Implementing
Recommendations of the 9/11 Commission Act of 2007 (P.L. 110-53) (the 9/11 Act). ARRA TSGP will focus on the use of visible, unpredictable deterrence through the funding of Operational Packages
for canine teams, mobile explosives detection screening teams, and Anti-Terrorism teams both due to
their effectiveness in reducing risk to transit systems and their potential for job creation. In addition, funding will be provided for capital projects including Multi-User High-Density Key Infrastructure
Protection, Single-User High-Density Key Infrastructure Protection, Key Operating Asset Protection, and Other Mitigation Activities. FEMA asks applicants to submit their application package through

Program Description: This initial disbursement of ARRA funding: Project Awards will be used to fund airport facility
modifications to construct a Checked Baggage Inspection System (CBIS). Selection and prioritization
of the airport facility modifications are based upon the initial airport application submission to the TSA. Selection of facility modifications are based upon an established selection process that includes
a risk-based threat ranking that also takes into account other considerations including the quality and
completeness of the airport’s initial application, TSA’s cost validation process, and the airport’s readiness.
Based on the established selection process, sixteen (16) airports located around the United States (see
list below) were selected to receive ARRA funding for airport facility modifications. TSA will assess
the ability to add any other airport facility modification projects once the cost validation is completed for these 16 airports and subsequent negotiations are concluded. The amount is subject to change due

Program Description: The Native American Housing Block Grant program, authorized by the Native American Housing
Assistance and Self-Determination Act of 1996 (“NAHASDA”) assists tribes in developing, operating,
maintaining, and supporting affordable housing for rental and homeownership housing. Funds can be used for acquisition, new construction, rehabilitation of affordable housing, site improvement,
development and rehabilitation of utilities and infrastructure, utility services, conversion, demolition,
financing, administration and planning, improvement to achieve greater energy efficiency, mold remediation, investments that leverage private sector funding or financing for renovations, and energy
conservation retrofit investments. Funds will be obligated through competitive funding by September 30, 2009. Priority will be given to projects that will spur construction and rehabilitation and will create
employment opportunities for low-income and unemployed persons. Tribes/tribally designated housing
authorities (TDHE) will be required to obligate 100 percent of their funds within 1 year of the date funds are made available, expend at least 50 percent of such funds within 2 years of the date in which
funds became available, and expend 100 percent of such funds within 3 years of such date. If a
tribe/TDHE fails to comply with the 2 year expenditure requirement, the funds will be recaptured and reallocated by formula to tribes that have complied with this requirement. If a tribe/TDHE fails to
comply with the 3 year expenditure requirement, the balance of the funds originally awarded to the
tribe/TDHE will be recaptured. Milestones in the award process include the publication of a Notice of

Program Description: The Office of Juvenile Justice and Delinquency Prevention (OJJDP) provides national leadership, coordination, and resources to prevent and respond to juvenile delinquency and juvenile victimization.
OJJDP supports States and communities in their efforts to develop and implement effective and
coordinated prevention and intervention programs and to improve the juvenile and criminal justice systems so that they protect public safety, hold offenders accountable, and provide treatment and
rehabilitative services tailored to the needs of juveniles and their families. Through this program,
OJJDP seeks to encourage innovative and independent research and data collection to further our understanding of the scope and prevalence of technology and internet-facilitated crimes against
children and to enhance the administration of justice through improved investigation of crime. . This program furthers the purpose of the Recovery Act by helping state and local law enforcement agencies
budget investigation and prosecution dollars efficiently and conserve funds by investing strategically
in initiatives and programs that have a demonstrated effect on management of child exploitation units, preventing crime, and holding offenders accountable. OJJDP is particularly interested in topics such
as: (1) Scope and Characteristics of Internet and Technology Facilitated Crime Against Children and
Juveniles: OJJDP seeks an assessment of trends, challenges, and opportunities, including new technologies that will impact federal, State, local, and tribal efforts to combat child exploitation.
Proposals should build on the extant data, for example, studies by the Crimes against Children
Research Center at the University of New Hampshire; (2) Characteristics of Perpetrators of Internet and Technology Facilitated Crime Against Children and Juveniles: OJJDP seeks studies to validate
existing research related to the link between possession or trafficking of child pornography and actual abuse of a child and studies related to establishing a link between the types of files being viewed or
shared and the type of illegal activity; (3) Forensic Analyses: OJJDP is seeking research to develop and
test new tools and techniques to improve the efficiency of forensic analyses in internet crime cases, for example, those cases using cell phones and PDAs. Proposed projects should identify how the study
will be able to link the subject tool or strategy to improved forensic analysis results [e.g. by decreasing
the amount of time needed for forensic analyses; by capturing on scene forensics in new or innovative ways; or decreasing backlogs of forensic analyses; (4) Investigation of Internet Crimes: OJJDP is
seeking research to expand our knowledge about how technology is used in crimes against children
[e.g. cell phones, file encryption, wireless networks, and peer to peer environments] and investigative strategies and techniques that address these issues; (5) Prosecution Strategies: OJJDP is seeking data
collection and evaluation of successful prosecution strategies in internet and technology-facilitated crimes against children. OJJDP is also interested in legal analyses of how cases involving juveniles
manufacturing or distributing sexually explicit images of themselves or their peers are handled across
the U.S.; and (6) Prevention Strategies: OJJDP is seeking research on the scope and prevalence of children and youth creating and distributing explicit images of themselves and/ or their peers, with the
goal of forming strategies to prevent this kind of behavior.
Eligible Uses of Funding: Funded projects should aim to produce information that will assist state and local law enforcement and
prosecutors working internet or technology-facilitated crimes against children cases, as well as
policymakers who rely on the evidence base to make decisions.

Program Description: In an effort to reduce juvenile delinquency, violence, gang participation, school failure, and dropout
rates, OJJDP is issuing this solicitation to support local organizations that develop, implement, or expand local mentoring programs leading to measurable, positive outcomes for at-risk youth. A 2000
national evaluation of OJJDP’s mentoring program found significant reductions in risks involving
aggressive behavior and delinquency, peer relationships, and mental health. Lessons learned from this evaluation have increased our understanding of factors that are crucial to effective mentoring and of
promising models and effective approaches to community collaboration.
Eligible Uses of Funding: The program’s goals are to reduce juvenile delinquency and gang participation, improve academic
performance, and reduce school drop-out rates by enhancing the capacity of local efforts to develop or
expand community collaboratives and partnerships, integrate best practices into mentoring service models, develop strategies to recruit and maintain mentors serving hard-to-reach populations, while
ensuring the program’s financial sustainability.
OJJDP invites applications from new or existing mentoring programs with proven track records that aim to implement activities in accordance with the goals and objectives outlined in this solicitation.
Applicants should also present evidence-based programs or incorporate best practices based on

Program Description: This program administered by the Department of Labor provides $150 million in grant funds for
projects that provide training and placement services to provide pathways out of poverty and into
employment within the energy efficiency and renewable energy industries. Grantees selected from two separate types of applicants will be funded through this solicitation: (1) national nonprofit entities with
networks of local affiliates, coalition members, or other established partners; and (2) local entities.
Applicants qualify as local entities if they are public organizations (such as community colleges or workforce investment boards) or private nonprofit organizations (such as community or faith-based
organizations) whose service area is limited to a single sub-State geographic area, such as a neighborhood, city, county, sub-State region, or interstate region comprised of multiple sub-State
regions (such as Kansas City). The Employment and Training Administration intends to fund grants
ranging from approximately $3 to $8 million for national grantees, and grants ranging from approximately $2 to $4 million for local grantees.

Program Description: This NIH Funding Opportunity Announcement (FOA), supported by funds provided to the NIH under
the American Recovery and Reinvestment Act of 2009 (Recovery Act or ARRA), Public Law 111-5,
invites grant applications from small business concerns that propose to accelerate innovation through high risk, high reward research and development (R and D) that has commercial potential and is
relevant to the mission of the NIH. The Small Business Catalyst Award is further expected to support
entrepreneurs of exceptional creativity, drawn from scientific and technological environments beyond NIH, who propose pioneering and possibly transformative approaches to addressing major biomedical
or behavioral challenges with the potential for downstream commercial development. The Small Business Catalyst Award for Accelerating Innovative Research funding opportunity seeks to encourage
fresh research perspectives and approaches to serve the mission of NIH. In particular, applications
from small business concerns without a history of NIH Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) support may receive funding priority. Solicited are
applications for support for projects that have the potential to generate high impact results (e.g.,
products, processes or services) and/or innovative research applications, research tools, techniques, devices, inventions, or methodologies. The outcomes of the research supported should have potential
to lead to products that will improve public health and create significant value and economic stimulus.
This FOA solicits early-stage ideas that promise to lead to major leaps forward in capabilities

important to serving the mission of NIH rather than incremental improvements of existing technologies. In accord with the funding priority of this initiative to attract applicants without a history
of SBIR/STTR support from NIH, the focus of the projects solicited by this FOA is on early stage technology development.
