    FOREWORD

    The Sixth Illinois Constitutional Convention completed its deliberations almosteighteen years ago, but interest in its debates remains strong. Legislators,

    attorneys, and scholars continue to consult Convention proceedings for the intentbehind the provisions of the 1970 Illinois Constitution.

    The Illinois State Library has long been concerned with rendering assistance to theseand other researchers. In 1972, it published a two-part index to the preliminarytranscripts of the Constitution Convention. Part I was arranged by subject, PartII by Constitution article and section. These indexes provided temporary access tothe Convention Proceedings prior to completion of the final written version.

    In July of 1972, the Office of the Secretary of State published a seven volume Recordof Proceedings (of the) Sixth Illinois Constitutional Convention. Volumes II throughV contain the verbatim transcripts of the floor deliberations. Although this finaledition includes a subject index to the verbatim transcripts, it does not provide

    access to debates by Constitution articles and section number. In order to fill thatneed, the Illinois State Library is issuing this revised version of Part II of its 1972index, now keyed to the printed volumes, in the hope that it will prove useful tolawyers, judges, and others studying the Illinois Constitution. For details oncontent and arrangement, see How to Use This Index.

    Note: The 1988 index was retyped in 2004 by the Legislative Research Unit, withtypographical errors and stylistic inconsistencies corrected. The following specific changesin 2004 should be noted:

    (1) The 1988 index has two pages numbered 63. In this version they have been

    numbered 63A and 63B to preserve the numbering of later pages.(2) The 1972 and 1988 indexes omit the constitutional convention history of Article VII,subsection 6(l). That information has been supplied in this version.

    (3) On some pages of the 1988 index, footnotes designated * or ** lackcorresponding marks at the places in the text to which they refer. Those missingfootnote marks have been supplied in this version. Also, all footnotes have beenmoved from within the text (where the 1988 version put them) to the bottoms of thepages to which they apply.

    (4) The 1988 index put Article IV, subsection 5(a) (Frequency of Sessions) aftersubsection 3(a). It has been moved to its proper location.

    (5) A table of contents listing each article and section of the 1970 Constitution has beenadded, beginning on page i. It is hyperlinked to the 1988 index.

    To locate debates or any part of the 1970 Illinois Constitution, consult theindex under the appropriate article, section or subsection number. Debate on

    each of these components is listed chronologically for first, second, andthird readings. For sections where complete separation between subsectionsis impossible, footnotes indicate the system of division.

    An equal sign (=) after a section number indicates that the section was re-numbered during debate on the floor. The figures preceding and following theequal sign denote the original and the revised section numbers.

    The transcripts of the floor debates are printed in Volumes II through V ofRecord of Proceedings (of the) Sixth Illinois Constitutional Convention.The volumes are continuously paged as follows: Volumes II, pp. 1-1200;Volume III, pp. 1201-2504; Volume IV, pp. 2505-3664; Volume V, pp. 3665-4678and Index.
