Blow-out release should be so fitted to the gauge that in the event of an explosion or fracture of the pressure element of the gauge the blast will be away from the front. 12)Nameplate: Each gauge shall have a SS nameplate attached firmly to it at a visible place either by riveting or screwed to the case furnishing the following information: a) Model number & manufacturer's serial number b) Batch number and month/year of manufacture PROCESS CONDITIONS: 1) Process temperature: the process fluid temperature coming in direct contact with the pressure gauge wetted parts will be in the range of 15 to 60 Deg C in normal operation. On the loss of the buffer solution the process fluid temperature may increase momentarily up to 300 Deg C. In that case the pressure gauge shall be capable of withstanding to that temperature without any leak in the wetted parts; change in the accuracy will be acceptable in this case. 2) Working pressure range: Gauges shall be suitable for max steady working pressure equal to the max scale value. 3) Service: All hydrocarbon services of refinery. Applications such as Naphtha LPG Crude Kerosene Refinery gas Diesel etc. which may contain corrosive components such as Sulphur etc.&utility services like Water/Steam/air INSPECTION AND TESTING: 1) Vendor shall carryout the Inspection & testing of all the pressure gauges or on sample basis as given below. a. Material testing for the Chemical & Mechanical properties of Pressure element case glass etc.




b. Source of procurement of all the wetted parts materials along with Material Test Certificate as per EN 10204 3.1 shall be produced by the vendor. c. Tests to be carried out for all the pressure gauges for Calibration Overpressure hysteresis and accuracy. d. If stress relieving procedure is being followed by the vendor for weld joints then vendor shall produce details about the procedure being followed for stress relieving and the relevant reports shall be furnished. e. The leak test to ensure the healthiness of weld joints shall be done with gas for pressure gauges with maximum scale reading up to 25 Kg/cm2. Above this the test may be conducted with liquid. The leak rate shall be Nil during this test. f. Vendor shall produce valid third party inspection reports of following type tests for the offered models and ranges of the pressure gauges. The type tests shall be conducted either as per EN 837-1 or IS 3624 standard. 1) Test for influence of temperature 2) Cyclic pressure test (min 1 00 000 cycles with cyclic change between 30-70% of FSD) and the test values and conditions meeting to the standard to be part of QC certificate. This is required as a type test. 3) Mechanical shock test/vibration test (typically one cycle in three minutes with amplitude 150 Hz and total duration of 2 hours) 4) Weather Proof construction of housing. Purchaser reserves the right to inspect and witness testing at vendor's work. All these tests shall be completed by the vendor and test reports shall be submitted to Purchaser at the time of delivery of the pressure gauges. VENDOR DATA REQUIREMENT a) At the time of submission of the offer : a. Specification sheet for each range and model of the pressure gauge along with the catalogues/manuals etc. The MOC of all the parts and the dimensional details shall be clearly mentioned in the offer. b. The vendor shall provide bourdon tube manufacturer details along with manufacturing quality conformation certification from competent international agency. c. Comply and deviation statement against each point of the standard specification required. The leak test to ensure the healthiness of weld joints shall be done with gas for pressure gauges with maximum scale reading up to 25 Kg/cm2. Above this the test may be conducted with liquid. The leak rate shall be Nil during this test. f. Vendor shall produce valid third party inspection reports of following type tests for the offered models and ranges of the pressure gauges. Above this the test may be conducted with liquid. The leak rate shall be Nil during this test. f.Vendor shall produce valid third party inspection reports of following type tests for the offered models and ranges of the pressure gauges. Applications such as Naphtha LPG Crude Kerosene Refinery gas Diesel etc. which may contain corrosive components such as Sulphur etc. and utility services like Water/Steam/air INSPECTION AND TESTING: 1.Vendor shall carryout the Inspection & testing of all the pressure gauges or on sample basis as given below. a.Material testing for the Chemical & Mechanical properties of Pressure element case glass etc. b.Source of procurement of all the wetted parts materials along with Material Test Certificate as per EN 10204 3.1 shall be produced by the vendor. c.Tests to be carried out for all the pressure gauges for Calibration Overpressure hysteresis and accuracy. d.If stress relieving procedure is being followed by the vendor for weld joints then vendor shall produce details about the procedure being followed for stress relieving and the relevant reports shall be furnished. e.The leak test to ensure the healthiness of weld joints shall be done with gas for pressure gauges with maximum scale reading up to 25 Kg/cm2. Above this the test may be conducted with liquid. The leak rate shall be Nil during this test. f.Vendor shall produce valid third party inspection reports of following type tests for the offered models and ranges of the pressure gauges. The type tests shall be conducted either as per EN 837-3 or IS 3624 standard.

3)Freight: Vendor has to quote for Freight charges, if applicable, in theiroffer and undertake responsibility for delivery up to BPCL warehouse.

It is the responsibility of vendor to arrange for transportation of the itemsin time so that material is received at BPCL Warehouse without any transitiondelay. The date of receipt of material at BPCL Warehouse shall be consideredfor calculation of LD charges, if any.

Driver / Helper / delivery person bringing the material must carry with themany one of the identity proof viz. driving licence / PAN Card / Adhar cardetc., without which the person will not be allowed to enter inside therefinery.

Material shall be delivered at the below mentioned address.

Please note that our Main Warehouse shall accept material from 8:00 hrs till15:00 hrs on all working days. Material shall be delivered strictly within thestipulated timings. Consignments reaching our warehouse late shall not beentertained. BPCL is closed on sundays and public holidays.

Documents specified below shall form part of your supplies.

" Delivery challan with a copy of Purchase Order. Delivery challan shallcontain the following along with other relevant details.

" Purchase Order No. with date." Item description as per PO with quantities supplied." Complete Delivery Address as mentioned above." Contact details of Purchase Officer and Delivery location.

" Packing list of the consignment

* Only diesel driven vehicle with spark arrestor is allowed to enter insidethe Refinery.* Three wheeled vehicles shall not be permitted.* Trucks bringing in the material shall have the provision for sidewaysopening.* Vehicle must have a spare tire (stepney).



4.Terms of payment100% within 30 days of receipt and acceptance of material at site, againstPerformance Bank Guarantee (PBG) in case call off Purchase Order (P.O.) valueexceeds Rs. 10 Lakh. PBG to be submitted along with your first invoice for allcall off P.O.s of value above Rs. 10 lakh.

Please note that non-acceptance of PBG clause by vendor may lead to rejectionof their offer.No retention will be done for remaining 10% in lieu ofnon-submission of PBG.

PBG sahll be submitted as per our General Purchase Conditions(GPC).

No advance payment will be made.

All taxes & duties shall be paid as per prevailing rates. Any statutoryvariations in the present rates of taxes & duties shall be to BPCL accountupto Contractual Delivery Date (CDD). Beyond CDD, any increase shall be borneby the seller, whereas any decrease shall be passed on to BPCL.

5.WarrantiesMaterial shall be guaranteed for Good Workmanship, Quality of Material andsatisfactory performance for a period of 18 months from the date of despatchor 12 months from the date of commissioning whichever is earlier.



6.Penalty for breach of contractBREACH OF CONTRACT:

Contractual delivery date for dispatched F.O.B./ F.O.R./F.O.T. destination atsite, the date of delivery shall be the date on which the goods / materialsare delivered to nearest destination Rail Head or owners Warehouse at site.The time and date of delivery of materials/equipment as stipulated in theorder shall be deemed to be the essence of contract. LR date will beconsidered as delivery completion date for calculation of Liquidated damagesin the case of ex-works contract. Date of receipt of materials at ownerspremises shall be considered for calculation of price reduction for F.O.Rdestination contract.

In case of delay in execution of order beyond the date of delivery asstipulated in the order or any extension sanctioned, BPCL may at its option:-

1. Accept Delayed delivery and recover Liquidated Damages by a sum equivalentto half percent (0.5%) of the basic value of any goods not delivered for everyweek of delay or part thereof,limited to a maximum of 5% of the total basicorder value.

2. Cancel the order in part or full and purchase such cancelled quantitiesfrom else where on account and at the risk of the vendor without prejudice toits right under clause (1) above in respect of goods delivered.



7.Contract riders (clauses)Material if rejected shall be replaced free of cost on F.O.R. BPCL Warehousebasis.

PURCHASE PREFERENCE TO MICRO AND SMALL ENTERPRISES( MSE ) :

Owner reserves its right to allow Public Sector Enterprises (Central/State),purchase preference as admissible/applicable from time to time under theexisting Govt. policy. Purchase preference to a PSE shall be decided based onthe price quoted by PSE as compared to L1 Vendor at the time of evaluation ofthe price bid.

Owner reserves its right to allow Micro and Small Enterprises (MSEs) and MSEsowned by Scheduled Caste (SC) or the Scheduled tribe (ST) entrepreneurs,purchase preference as admissible/applicable from time to time under theexisting Govt. policy. Purchase preference to a MSE and a MSE owned by SC/STentrepreneurs shall be decided based on the Net Evaluated Price quoted by thesaid MSEs as compared to L1 Vendor at the time of evaluation of the price bid.

Bidders claiming purchase preference as MSE need to submit the followingdocuments:a. Self-atteasted copy of all the pages of the EM-II certificate issued bythe appropriate authorities mentioned in the Public procurement policy ofMSEs-2012 andb. Vendors' declaration/affidavit in their Organisation/Company Letter Head,stating that, in the event of award of contract, all the ordered suppliesshall be made from the unit for which MSE certificate has been submitted.

The photocopy of the Valid MSE registration with any notified body specifiedby ministry of micro, small and medium enterprises should accompany the biddocuments. Failing which no price preference will be considered in such cases.

Original of EM-II certificate to be produced for verification, if called for(if the bidder is not already registered with BPCL as MSE vendor).

"MSE bidders (Micro & Small Category) who are traders and registered underServices category, will not be considered for any benefits under MSE policyfor procurement of goods. Similarly, MSE bidders who are registered underManufacturer category, cannot be considered for any benefits under MSE policyfor procurement of services"

8.AttachmentINTEGRITY PACT attached in the e-tender site.



9.Other contractual stipulationsThe Bidder shall be agreeable to accepting part order at Owner's optionwithout any limitation whatsoever.

10.DeliveryYour rates shall be valid for a period of 2 (two) year from the placement ofAnnual Rate Contract. BPCL reserves the right to extend validity of ARC byanother 3 (Three) months at the same rates, terms and conditions after 2years.
