NEW DELHI: The vehicle scrapping policy will be circulated to concerned
ministries, having been approved by the Prime Minister’s Office and the Finance
Ministry, Union Minister of Road Transport and highways Nitin Gadkari said.
"I have signed the file for Cabinet note of Scrappage Policy today. The note has
already been approved by Finance Ministry. Now it will be circulated to concerned
ministries," Gadkari told reporters on the sidelines of an event here on Thursday.
The policy for discarding old vehicles will be applicable to all automobiles, including
two and three wheelers, Gadkari said.
Finance Minister Nirmala Sitharaman last month said that the scrapping policy will be
announced shortly to check the slump in automobile sales.
Talking about promoting alternative sources of fuel, Gadkari said that he
acknowledges the concerns of the Internal Combustion Engine- vehicles industry and
will certainly look to help auto manufacturers.
"Our import bill for crude is Rs. 7 lakh crores. So we are promoting ethanol,
methanol, bio-CNG and electric. But we are not against petrol and diesel
manufacturers. I understand they have some problems, and I want to help them,"
Gadkari said.
The government could offer tax incentives for discarding vehicles older than 15 years
under the proposed scrappage policy, apart from other measures to disincentivise
plying of vehicles older than 15 years.

Broad gauge metro to be time-saving option for inter-
city travel: Gadkari
New Delhi, Sep 20 (UNI) Union Micro, Small and MediumEnterprises
and Road Transport and Highways Minister Nitin in Gadkari has
advocated the deployment of broad gauge metro as an affordable,
efficient and time-saving option for inter-city travel which will reduce
stress on large cities like Delhi, Mumbai and Bangalore.
Speaking at the curtain raiser event of the India Manufacturing Show
(IMS) 2020 in the national capital on Thursday evening, Mr Gadkari said,
"We are deploying broad gauge metro in my constituency Nagpur. It will
connect Nagpur with Wardha, Bhandara Road, Ramtek and Nark fed.
Running metro on the broad gauge should be considered as it makes
travel between cities and its satellite towns affordable. For instance,
people can stay in Meerut or Panipat and easily travel to Delhi for work
every day. So, it'sa win-win for the city as well as the commuter."
Mr Gadkari said current metro rail construction costs around Rs 320 core
per km, while the broad gauge metro costs around Rs 3 core. Besides,
almost three times more passengers can move in the same space if broad
gauge network is utilised. Also, the speed of metro trains will be much
faster than express trains .
Stressing on the need to develop indigenous technologies focused on
urban infrastructure, Mr Gadkari said it will help generate jobs besides
ensuring better organizational efficiencies. "Local talent and local
knowledge needs to be nurtured under the umbrella of global best
practices and this will in turn help in fine-tuning these technologies not
just for India, but for the whole world, especially for countries which are
dealing with large populations and increasing stress on major cities where
the major problems are of space to live and jobs. Developing domestic
eco-system can take care of this problem," he explained.
Mr Gadkari also said he has cleared for the consideration of the Union
Cabinet the policy for the scrapping of old cars, buses, and two-wheelers.
Finance Ministry has already cleared the proposal and the government
will very soon clear it. Scrapping policy for old vehicles will help reduce
vehicular congestion in cities like Delhi and Mumbai, which have a large
number of vehicles that are older than 1o-15years.
Aiming to provide an impetus to economic activity in the country as well
as to revive the rural economy, Mr Gadkari said the government will
strengthen the micro, small and medium (MSME) industry sector which
will not only create
5 crore jobs but also take MSME sector contribution in GDP to 5o per
cent from current level of around 29 percent.

Nitin Gadkari: Cabinet To Soon Decide On Vehicle
Scrapping Policy
By Press Trust Of India | Mumbai |
Hack:
• Nitin Gadkari said that the Cabinet will soon decide on the proposed
vehicle scrapping the policy
• He has also cleared a cabinet note on the proposed policy and the
Finance Ministry has also approved the same
• He also mentioned that the Cabinet was likely to take a call on it soon
Union Minister Nitin Gadkari on Thursday said the Cabinet will soon
decide on the proposed vehicle scrapping the policy. The Road Transport
and Highways Minister stated that he has cleared a cabinet note on the
proposed policy and the finance ministry has also approved the same.
Nitin Gadkari's comment
"I have signed the file for the cabinet note on the policy for the
scrapping of old vehicles. Finance Ministry has approved the note on
it," Gadkari said on the sidelines of an event here. He said the note
will now be circulated to ministries concerned and the Cabinet was
likely to take a call on it soon. He said the proposed policy once
approved will be applicable on all vehicles including two and three-
wheelers.
Earlier the policy had gone for a fresh round of consultation with the
stakeholders on the direction of the PMO. The minister had earlier said
that once the policy is approved India could emerge as a hub for
automobile manufacturing as key raw material available from scrapping
like steel, aluminium and plastic are bound to be recycled, bringing down
automobile prices by "20-30 per cent."
Government's proposed draft
In May 2016, the government had floated a draft Voluntary Vehicle Fleet
Modernisation Programme (V-VMP) that proposed to take 28 million
decade-old vehicles off the road. A committee of secretaries (CoS)
recommended to the ministry redesigning of the scheme for greater
participation of states with partial support from the Centre.
The CoS had suggested that the "scheme may dovetail a calibrated
and phased regulatory approach for capping the life of vehicles
together with stricter implementation of emission norms and
accordingly a revised consultation paper got the in-principle nod at
PMO. The government on July 26 this year had proposed
amendments to Motor vehicle norms to allow scrapping of vehicles
older than 15 years in a bid to spur adoption of electrical vehicles.
In a draft notification, the government proposed the renewal of fitness
certificates for vehicles older than 15 years every six months instead of
the current timeframe of one year. The notification also provided that the
newly purchased motor vehicles will be exempted for the payment of fees
for a registration certificate and assignment of new registration mark if
the purchaser produces scrapping certificate of the previously owned
vehicle of the same category issued by the authorised scrapping
centre/agency.

Cabinet To Soon Decide On Vehicle Scrapping Policy:
Nitin Gadkari I have signed the file for the cabinet note on the policy for the

The Minister of Road Transport and Highways (MoRTH) Nitin Gadkari
recently said that the Cabinet will soon decide on the proposed vehicle
scrapping policy. The union minister stated that he has cleared a cabinet
role on the proposed policy and the finance ministry has also approved
the same. "I have signed the file for the cabinet note on the policy for the
scrapping of old vehicles. Finance Ministry has approved the note on it,"
Gadkari said on the sidelines of an event.
Adding further, Nitin Gadkari said that the note will now be circulated to
ministries concerned and the Cabinet is likely to take a call on it soon. He
said the proposed policy once approved will be applicable on all vehicles
including two and three-wheelers. The policy had previously gone for a
fresh round of consultation with the stakeholders on the direction of the
Prime Minister's Office.
The scrappage policy is said to be a part of the stimulus package that
OEMs have requested from the government to infuse demand in the auto
sector. The auto industry has been reeling from a downward for the past
ten consecutive months and is in dire need of an external push to revive
sales. More recently, the Finance Minister Nirmala Sitharaman
announced a Tax reduction for corporates in a bid to infuse growth across
sectors.
Nitin Gadkari had previously said that once the scrappage policy is
approved, India could emerge as a hub for automobile manufacturing as
key raw material available from scrapping steel, aluminium and plastic
are bound to be recycled. This, in turn, will bring down automobile prices
by "20-30 per cent."
The government also floated a Voluntary Vehicle Fleet Modernisation
Programme draft in May 2016 that proposed to take 28 million vehicles
over 10 years old, off the road. A committee of secretaries recommended
to the ministry redesigning of the scheme for greater participation of
states with partial support from the Centre. The committee had suggested
that the "scheme may dovetail a calibrated and phased regulatory
approach for capping the life of vehicles together with stricter

NEW DELHI: Road Transport and Highways and MSME Minister, Nitin
Gadkari advocated the deployment of board gauge metro as an
affordable, efficient and time-saving option for inter-city travel which
will reduce stress on large cities like Delhi, Mumbai and Bangluru.
Speaking at the curtain raiser event of the India Manufacturing Show
(IMS) 2020 in the National Capital, Gadkari said “We are deploying
broad gauge metro in my constituency Nagpur. It will connect Nagpur
with Wardha, Bhandara Road, Ramtek and Narkhed. Running metro on
the broad gauge should be considered as it makes travel between cities
and its satellite towns affordable. For instance, people can stay in Meerut
or Panipat and easily travel to Delhi for work every day. So, it’s a win-
win for the city as well as the commuter.”
Gadkari said current metro rail construction costs around Rs 320 crore
per km, while the broad gauge metro costs around Rs 3 crore. Besides,
almost three times more passengers can move in the same space if broad
gauge network is utilized. Also, the speed of metro trains will be much
faster than express trains.
Stressing on the need to develop indigenous technologies focused on
urban infrastructure, Gadkari said it will help generate jobs besides
ensuring better organizational efficiencies.
“Local talent and local knowledge needs to be nurtured under the
umbrella of global best practices and this will in turn help in fine-tuning
these technologies not just for India, but for the whole world, especially
for countries which are dealing with large populations and increasing
stress on major cities where the major problems are of space to live and
jobs. Developing domestic eco-system can take care of this problem,” he
explained.
“Prime Minister Narendra Modi has set a target of India becoming a $5-
trillion economy and my ministry will also work on creating five crore
more jobs in the next five years to achieve this objective,” Gadkari said.

Union Minister Nitin Gadkari on Thursday said the Cabinet will soon
decide on the proposed vehicle scrapping policy. The Road Transport and
Highways Minister stated that he has cleared a cabinet note on the
proposed policy and the finance ministry has also approved the same.
"I have signed the file for the cabinet note on the policy for the scrapping
of old vehicles. Finance Ministry has approved the note on it," Gadkari
said on the sidelines of an event here. He said the note will now be
circulated to ministries concerned and the Cabinet was likely to take a

He said the proposed policy once approved will be applicable on all
vehicles including two and three-wheelers. Earlier the policy had gone for
a fresh round of consultation with the stakeholders on the direction of the
PMO. The minister had earlier said that once the policy is approved India
could emerge as a hub for automobile manufacturing as key raw material
available from scrapping like steel, aluminium and plastic are bound to be
recycled, bringing down automobile prices by "20-30 per cent." In May
2016, the government had floated a draft Voluntary Vehicle Fleet
Modernisation Programme (V-VMP) that proposed to take 28 million
decade-old vehicles off the road.
A committee of secretaries (CoS) recommended to the ministry
redesigning of the scheme for greater participation of states with partial
support from the Centre. The CoS had suggested that the "scheme may
dovetail a calibrated and phased regulatory approach for capping the life
of vehicles together with stricter implementation of emission norms and
accordingly a revised consultation paper got in-principle nod at PMO.

The government could offer tax incentives for discarding vehicles older
than 15 years under the proposed scrappage policy, apart from other
measures to disincentivise plying of vehicles older than 15 years.
While the automobile industry has suggested to the government that
financial incentives should be given to it to accelerate the plan to phase
out polluting commercial vehicles that are more than 15 years, the
government wants the industry to offer some discount to new buyers as it
would boost their sales.
Gadkari also advocated the deployment of board gauge metro as an

meant to be recycled, lowering car prices by 20-30 percent. .
In May 2016, the government had submitted a draft of the Voluntary
Vehicle Fleet Modernization Program (V-VMP) that proposed to take 28
million vehicles off the road from a decade ago. A secretaries committee
(CoS) recommended that the ministry redesign the scheme for greater
participation of the states with partial support from the Center.
The CoS had suggested that the scheme can fit into a calibrated and
staggered regulatory approach to limit the useful life of the vehicles along
with a stricter implementation of the emission standards and,
consequently, a revised consultation document obtained in principle an
approval of the PMO.
On July 26 this year, the government had proposed amendments to motor
vehicle regulations to allow scrapping of vehicles over 15 years in an
attempt to stimulate the adoption of electric vehicles.
In a draft notification, the government proposed the renewal of
certificates of fitness for vehicles older than 15 years every six months
instead of the current one-year term. The notification also stipulates that
newly purchased motor vehicles will be exempt from the payment of fees
for the registration certificate and the assignment of a new registration
mark, if the buyer presents a certificate of scrapping of the previously
owned vehicle of the same category issued by the authorized scrapping
center/agency. NAM SR MR MR

PRESS RELEASE
NITIN GADKARI BATS FOR BROAD GAUGE METRO RAIL
NETWORK FOR SWIFT, AFFORDABLE INTER-CITY
COMMUTE
MSME SECTOR CONTRIBUTION TO INDIA’S GDP TO RISE
TO 50%, SAYS GADKARI AT THE CURTAIN RAISER EVENT
OF IDIA MANUFACTURING SHOW 2020
New Delhi 20th September 2019: Road Transport & Highways and
MSME Minister Mr. Nitin Gadkari on Thursday advocated the
deployment of board gauge metro as an affordable, efficient and time-
saving option for inter-city travel which will reduce stress on large cities
like Delhi, Mumbai and Bangalore.
Speaking at the curtain raiser event of the India Manufacturing Show
(IMS) 2020 in the national capital, Mr. Gadkari said: “We are deploying
broad gauge metro in my constituency Nagpur.
Mr. Gadkari said current metro rail construction costs around Rs 320
crore per km, while the broad gauge metro costs around Rs 3 crore.
Besides, almost three times more passengers can move in the same space
if broad gauge network is utilized. Also, the speed of metro trains will be
much faster than express trains.
Stressing on the need to develop indigenous technologies focused on
urban infrastructure, Mr. Gadkari said it will help generate jobs besides
ensuring better organizational efficiencies. “Local talent and local
knowledge needs to be nurtured under the umbrella of global best
practices and this will in turn help in fine-tuning these technologies not
just for India, but for the whole world, especially for countries which are
dealing with large populations and increasing stress on major cities where
the major problems are of space to live and jobs. Developing domestic
eco-system can take care of this problem,” he explained.
Mr Gadkari also said he has cleared for the consideration of the Union
Cabinet the policy for the scrapping of old cars, buses, and two-wheelers.
Finance Ministry has already cleared the proposal and the government
will very soon clear it. Scrapping policy for old vehicles will help reduce
vehicular congestion in cities like Delhi and Mumbai, which have a large
number of vehicles that are older than 10-15 years.
Aiming to provide an impetus to economic activity in the country as well
as to revive the rural economy, Mr Gadkari said the government will
strengthen the micro, small and medium (MSME) industry sector which
will not only create 5 crore jobs but also take MSME sector contribution
in GDP to 50% from current level of around 29 percent.
“Prime Minister Narendra Modi has set a target of India becoming a $5-
trillion economy and my ministry will also work on creating five crore
more jobs in the next five years to achieve this objective,” Mr. Gadkari
said.
Taking about the IMS 2020 which will be held in Bangalore in October
next year, Mr. Gadkari said the mega trade and industry show is a very
good opportunity for showcasing the services and opportunities in India’s
villages. “I want to urge you to dedicate a portion at your exhibition
devoted to the country’s village economy and also show what it can
achieve,” he added.
Union Cabinet Minister for Parliamentary Affairs, Coal & Mines Prahlad
Joshi and Union Minister of State for Railways Surest Angadi were also
present at the IMS 2020 current raiser ceremony.
Speaking at the event, Mr. Joshi said the government was committed to
hand-holding the business community in making a better India. “Even
Prime Minister Narendra Modiji has said on 15th August to support
businesses, help them generate revenues and utilize this to offer more as
well as better services to the people,” he added.
Mr. Angadi said the railways has embarked on a massive electrification
drive, which is also a very big opportunity for domestic businesses to
grow. This will ensure that development is sustainable and at the same
time, its benefits are percolating to every section of society.
The Fifth edition of India Manufacturing Show – IMS 2020 – is
scheduled to be held from October 12 to 14, 2020 in Bangalore. The
show will comprise various development programs, buyer-seller meet,
CEO Leadership Conclave, business collaborations, a roundtable
discussion with CEOs and many more. IMS 2020 is being organized by
Laghu Udyog Bharati and IMS Foundation.
“The three-day India Manufacturing show is first of itS kind show
targeting manufacturing, engineering, and related sectors. With its theme
- Make in India, Made for the World – we aim to bring new technologies
and innovations in manufacturing, funding and finance for the
manufacturing sector, policies and regulations to give a fillip to the
Indian manufacturing sector and promoting green manufacturing,” said
Baldev Prajapathi, President, Laghu Udyog Bharati.
“In its last edition – IMS 2017, business deals worth Rs. 200 crore were
signed while 10,000 visitors, 450 delegates and 203 exhibitors took part
in the mega show. IMS 2020, which will be a much bigger show, will
work towards bringing into fruition Prime Minister Narendra Modi’s
‘Make in India’ initiative devised to transform India into a global design
and manufacturing hub. It will aid in creating jobs to take advantage of
India’s demographic dividend. It will aim to propel the Indian economy
towards the 5 trillion USD mark,” said IMS Foundation Chairman HVS
Krishna.
