Report on the Project Financial Statements
We have audited the accompanying financial statements of the Second Gujarat StateHighway Project (GSHP-I) financed under World Rank Loan No. (Cr.No_ Loan 8313-IN) /IDA.which comprise the Statement of Sources and Appication of Funds and the Reconciliation of Claimsto total Applications of Funds for the year ended 31" March, 2016. These statements are theresponsibility of the Project's management. Our responsibility is to express an opinion on Lheaccompanying financial statements based on our audit.
We conducted out audit in accordance with the Auditing Standards promulgated bytle Compiroller and Auditor General of India. Those Standards require that we plan and perform theaudit to obtain reasonable assurance about whether the financial statements are free of materialmisstatement. Our audit examines. on a test basis, evidence supporting the amounts and disclosures in(he financial statements- It also includes assessing the accounting principles used and significantes7i:riate made by management, as well as evaluating the overall statement presentation. We believethat our audit provides a reasonable basis for our opinion.
In our opinion, the financial statements present fairly, in all material respects, the sources andapplications of funds of Second Gujarat State Highway Project (03SHP-IH) for the year ended3] March, 2016 in accordance with Government of India accounting standards.
In addition, in our opinion. (a) with respect to SOEs. adequate supporting documentation hasheen maintained to support claims to the World Bank for reimbursements of expenditures incurred;and (b) except for ineligible expenditures as detailed in the audit observation, if any, appended asAnnexure- II to this audit report, expenditures are eligible for financing under the Loan'CreditAgreement. During the course of the audit, SOEs (Cr. No. Loan 8313 -IN, Total Expenditureamounting to Z 2474.41 million (Two Thousand four hundred Seventy Four million Und Fourlaikh Ten Thousand rupees only) and Eligible Expenditure qualifying to reimbursement Z 2258.46million (Two thousand two hundred Fifty Eight million and Four 51kh Sixty thousand rupeesonly) and the connected documents were examined and these can be relied upon to supportr0inioursement under the Loan/Credit Agreement.
This report i. issued without prejudice to CA G's righi to incorporate the audit observations inthe Report of CAG of India for being laid before ParliamentState or UT lgislature.
