After 170 days in power, the Modi Government expanded the Union Council of Ministers, taking the number to 66 from 45. The expansion and reshuffle is being seen as an attempt to distribute work more efficiently, increase representation of leaders from various states, make the cabinet more socially inclusive and to give a boost to its development agenda. Mr. Manohar Parrikar, who resigned as Chief Minister of Goa yesterday, was the most prominent inductee into the Union Cabinet. He has been appointed as the Defence Minister, a portfolio he will take over from Mr. Arun Jailtey who held it additionally to his responsibilities as Finance Minister. Mr. Jaitley has taken additional charge of Information and Braodcasting. Noted technocrat and former Union Minister of Power Mr. Suresh Prabhu has been appointed as the Railway Minister. Mr. Sadananda Gowda, former Karnataka CM has been moved to Ministry of Law and Justice from Railways, a post that was previously held by Ravi Shankar Prasad. Mr. Prasad now retains two ministries- Telecom and IT. Prakash Javadekar who held the important ministries of Information and Broadcasting plus Environment now has the responsibility of only Environment Ministry. Other notable inductees included former ministers from the previous BJP government like Mr. Rajiv Pratap Rudy, Mr. Mukhtar Abbas Naqvi. Among the fresh faces, Mr. Jayant Sinha stands out. He is the son of former Finance Minister Yashwant Sinha and an alumnus of Indian Institute of Technology and Harvard Business School. Balancing politics and governance

A fortnight short of completing six months as Prime Minister, Narendra Modimade the first major expansion and restructuring of the Union council ofministers, keeping the imperatives of both governance and politics in mind.With 21 ministers taking oath of office and secrecy - four in the Cabinet rank,three as ministers of state with independent charge and 14 as ministers of state- the government's bench strength has now reached 66, 12 less than theprevious government.

The ministerial expansion and the reshuffle of a few portfolios is being seen asachieving four objectives for the new government: blend the experienced withthe newer politicians to create a pool of talent; strike a caste balance that spellssocial inclusiveness; extend the party’s geographic footprint, particularly instates like Bihar and West Bengal which will go to polls in the medium term;and ensuring the development agenda of the government.

Moving Manohar Parrikar as Defence Minister from Goa’s Chief Minister postand appointing Suresh Prabhu as the Railway Minister are the most prominentchanges of this reshuffle. Both Mr. Parrikar and Mr. Prabhu are experiencedadministrators. They are also known to be talented and clean, which is why theyhave been picked by the PM to give a new thrust to the mantra ofdevelopment.

Bihar is a politically significant state where assembly elections are due inSeptember-October next year, and the BJP faces a formidable challenge from agrand alliance of the Janata Dal (United), Rashtriya Janata Dal and theCongress, has three cabinet ministers - BJP general secretary Rajiv Pratap Rudy,Nawada MP Giriraj Singh, and Pataliputra MP Ram Kripal Yadav. Their inclusionis also significant in terms of caste, as all of them represent politically prominentcaste groups - Thakurs, Bhumihars and the backward classes.

In Jharkhand, where five-phase assembly elections will begin later this month,the BJP has inducted Former Finance Minister Yashwant Sinha’s son JayantSinha into the council of ministers. Sinha, educated at IIT, University ofPennsylvania and Harvard and a former McKinsey partner, has been workingbehind the scenes as part of the new government’s think-tank on the economyand will be keenly watched for the value addition he does to economic policymaking.

In West Bengal, analysts says, the BJP is keen to take advantage of the changingequations on the ground. In the Lok Sabha election, it won two seats in thestate and in the following bypolls it won the Basirhat Dakshin assemblyconstituency. By inducting the first minister from the state into the Modicabinet, it indicated that the party has its eyes trained on the 2016 assemblyelections, particularly given the vulnerability of the ruling Trinamool Congress,the decay of the Left parties, and the confusion among the Congress ranks inWest Bengal.

Sadananda Gowda, former Karnataka CM has been moved to Ministry of Lawand Justice from Railways, a post that was previously held by Ravi ShankarPrasad. Prasad now retains two ministries- Telecom and IT. Prakash Javadekarwho held the important ministries of Information and Broadcasting plusEnvironment now has the responsibility of only Environment Ministry. ArunJaitley has taken charge of Information and Broadcasting, consolidating PrimeMinister Narendra Modi’s hold on government information.

Many analysts are seeing the reshuffle as a reaffirmation of Prime MinisterModi’s dominance over his party and the government. Since most of thedecisions have been made without the pressures of coalition politics, as was thecase with the previous few governments, the new ministers will be closelyassessed for their performance. Mr. Modi came to power 170 days ago on themandate of revitalising an economy in deep trouble. To his credit, he retainspopular support and the hope he kindled remains undiminished; the results ofthe recent Assembly elections in the state of Maharashtra and Haryanaconclusively demonstrated that. His crack team on economic management isnow in place. It will now have to begin delivering in double quick time.

Manohar Parrikar

Cabinet Minister for Defence

Not a member of Parliament

A metallurgical engineer from the Indian Institute of Technology, Mr

Parrikar was the Chief Minister of the state of Goa for two terms (2000

– 2005 and 2012 – 2014).

Mr Parrikar joined the Rashtriya Swayamsevak Sangh (RSS) and was

active in the RSS's North Goa unit, becoming a key organizer of the

Ram Janmabhoomi movement. He was seconded by RSS to the

Bharatiya Janata Party (BJP) with the objective of fighting the

Maharashtrawadi Gomantak Party. His entry into the parliament will be

facilitated by choosing him as the party's candidate for Rajya Sabha

from Uttar Pradesh.

Mr Parrikar has a reputation for honesty and integrity, and a simple

lifestyle, key attributes in a ministry often fraught with allegations of

financial impropriety. He has demonstrated an understanding of the

problems faced by business, and is known to come up with creative

solutions.

Mr Parrikar is expected to focus on improving defence procurement

and production. He would be tasked with boosting local

manufacturing and negotiating with foreign suppliers.

Suresh Prabhu

Cabinet Minister for Railways

A chartered accountant and lawyer by training, Mr Prabhu was a Union

Minister in the previous NDA government from 1998 to 2004. He held

diverse portfolios, including the ministries of Industry, Environment

and Forests, Fertilisers and Chemicals and Power.

Mr Prabhu is credited with raising the Environment Ministry’s profile in

policy formulation in pollution control and conservation of natural

resources. He was also the first chairperson of the task force on

interlinking rivers. As power minister, he spearheaded the electricity

Act, instituting reforms in the sector.

Mr Prabhu is guiding the Prime Minister on his engagement at the G20

summit to take forward India’s position on trade related issues and

climate change.

Mr Prabhu is tasked with modernising and restructuring the railways as

part of the Government’s objective to increase efficiency and private

participation in the railways.

Jagat Prakash Nadda

Cabinet Minister for Health and Family Welfare

Rajya Sabha MP from Himachal Pradesh

Mr Nadda belongs to a committed family of RSS supporters. He served

in various BJP governments in Himachal Pradesh and has been an MLA

in the state thrice.

Mr Nadda has worked closely with Amit shah and Narendra Modi in

Himachal Pradesh, gaining a reputation for organisational skills. He

worked on Modi’s campaign in the general elections as the General

Secretary of the BJP, and is seen as a key lieutenant of Amit Shah.

Mr Nadda is reputed to have a low-key, unobtrusive style of

functioning, and is perceived to be practical and ready to listen.

Chaudhry Birender Singh

Not a member of Parliament

Birender Singh left the Congress party to join the BJP in August, 2014.

In his four decade long association with the Congress, Mr Singh has

been a General Secretary in the All India Congress Committee, a

cabinet minister in various governments in Haryana and was, at one

time, a confidant of Rajiv Gandhi. However, his relations with the

Congress party soured when he accused then Haryana Chief Minister

Bhupinder Singh Hooda of favouring his own constituency while

neglecting others culminating in his suspension from the Congress

following adverse remarks against party vice-president Rahul Gandhi.

Mr Singh has a large support base among the Jat community.

Bandaru Dattatreya

A former RSS pracharak, Mr Dattatreya was elected as a Member of Parliament for the first time in 1991. He served as a Minister of State in the previous NDA Government, handling the Ministry of Urban Development and Railways.

Mr Dattatreya has been the face of the BJP in Andhra Pradesh, and as the party’s national vice-president, known for his organizational skills. He is, currently, the only BJP candidate to be elected from Telangana.

Rajiv Pratap Rudy

Constituency - SaranState - Bihar

Rajiv Pratap Rudy is a trained pilot who, at the age of 38, was inducted as one of the youngest ministers in the Vajpayee government in 2000. He served as the Minister of State for Commerce, Trade & Industry and subsequently was given the important portfolio of Civil Aviation Minister with independent charge.

Mr Rudy started his career as a legislator in 1990 as a Member of the Bihar Legislative Assembly. He is tech-savvy and is active on social networking sites such as Twitter. An alumni of Punjab University and MP from Bihar, he was in-charge of the party in Maharashtra, where the BJP emerged as the largest single party in the recently concluded assembly elections.

With skill development being an issue of great personal interest to the Prime Minister, Rudy is expected to reach out to the private sector to bolster the Government’s efforts.

Dr Mahesh Sharma is a physician by profession, runs several charitable hospitals and clinics in the National Capital Territory, and is the owner of the Kailash Group of Hospitals.

Known for his networking skills, he is credited for bringing the medical fraternity close to the BJP in recent years. He has been associated with the RSS and the Akhil Bharatiya Vidyarthi Parishad (ABVP) from very early in life.

Dr Sharma is also said to be extremely popular in the club circuit and has been associated with the Lions Club, Rotary Club as well as the Indian Medical Association.

Giriraj Singh

Giriraj Singh belongs to the Bhumihar community, a caste that has a strong presence in the politics of Bihar state.

Singh served the Cabinet of Bihar as co-operative minister from 2005-2010 & Animal Husbandry minister from 2010 to 2013. Later, he was among the eleven BJP ministers who were dismissed by Nitish Kumar after the JDU-BJP alliance broke up.

He has been vocal in his loyalty to Narendra Modi from the time when the latter, as Gujarat CM, had very few supporters in Bihar. His emergence on the national political scene has been rather dramatic. During Lok Sabha polls, the Election Commission debarred him from campaigning after he asked all Modi detractors to go to Pakistan. And after the polls he was in the news for about Rs. 1.14 crore stolen from his house in Patna. He is presently member of Bihar State Bharatiya Janata Party's 16-member state election committee

Hans Raj Ahir

Hans Raj Ahir was instrumental in exposing the

coal scam. It was on the basis of his letter to the

Central Vigilance Commission that the CBI

inquired into the coal scam.

In the 14th Lok Sabha, the speaker Somnath

Chatterjee had hailed Mr Ahir as a "role-model"

for MP's. In The 15th Lok Sabha, Mr Ahir was

adjudged the ‘Best Parliamentarian’ by Prime

Point Foundation (PPF) for introducing 24

private bills out of a total of 288 bills that were

introduced in the session. Mr Ahir was

felicitated with the Sansad Ratna Award in

2013.

Babul Supriya Baral

Popular Bollywood singer Babul Supriya has seen a meteoric rise in his political career in just eight months. Mr Supriya’s thumping victory from Asansol on a BJP ticket was a huge boost for the party.

Mr Supriya admits that his association with active politics started in March 2014, when the BJP fielded him as its candidate from the Asansol in West Bengal’s Bardhaman district. Mr Supriya, 43, defeated his nearest rival, Dola Sen, a trade union leader and Trinamool Congress candidate from Asansol by over 70,000 votes.

Mr Supriya’s portfolio in the Urban Development, Housing and Urban Poverty Alleviation will be keenly watched given PM’s focus on Smart cities and promise of housing for all.

Mohanbhai Kundariya

MoS Agriculture

Mohanbhai Kalyanjibhai Kundariya is a

prominent industrialist from Gujarat and is also

known for his social work.

He comes from the influential Kadva Patel

community considered to be loyal to the BJP. A

five-term MLA, he was minister of rural

development in the Keshubhai Patel

Government in Gujarat.

He is currently a member of the Parliamentary

Standing Committee on chemicals and

fertilizers.

Haribhai Choudhary

An active member of RSS, Mr Choudhary has won the Lok Sabha elections 4 times from his constituency.

In Parliament, he has been a member of several panels, including the Standing Committees on Finance, Chemicals and Fertilizer, Agriculture and Commerce. He is also an agriculturist and businessperson.

Mr Chaudhary is a member of Standing Committee on Petroleum and Natural Gas.

Jayant Sinha

Jayant Sinha, son of Former Finance Minister Yashwant Sinha is a member of two important parliamentary committees - the Public Accounts Committee and the Standing Committee on Finance. During the 2014 national election campaign, Mr Sinha worked with Prime Minister Narendra Modi to help frame national economic policy, including organizing and hosting an international business leaders' forum with Mr Modi in February 2014.

He has been an investment fund manager and a management consultant, having over 25 years of experience as an investor and strategy consultant. Sinha's prior experience includes twelve years with McKinsey & Company as a partner in the Boston and Delhi offices. At McKinsey, Sinha co-led the global Software and IT Services practice. He was most recently a partner at Omidyar Network (ON), an investment firm with over $730 million in invested capital. Sinha led ON's overall investment strategy and operations in India.

Col. Rajyavardhan Rathore

Colonel Rajyavardhan Singh rose to fame after winning the Silver Medal in Men's Double Trap at the 2004 Summer Olympics in Athens and joined politics in 2013.

Rathore was instrumental in organising a major conference of defence veterans in Haryana. The 44-year old is a prominent youth icon in the Rajasthan unit of the party and is considered close to Narendra Modi.

He hails from Jaisalmer in the Thar Desert and had trounced the then Union Minister C.P. Joshi from the Congress in the Lok Sabha election earlier this year by more than three lakh votes

Mr Yadav is highly regarded in the Yadav

community in Bihar and enjoys their wide

support.

Though he has a long political career, Mr Yadav

has never been a minister either in Bihar or at

had half-a-dozen ministers. He has previously

been the Deputy Mayor of Patna.

background and has a LLB degree from

Magadh University, Bihar.

Mukhtar Abbas Naqvi

A prominent face of BJP, Mr Naqvi had been Minister of State as Information and Broadcasting in the Atal Bihari Vajpayee government. He first stood in elections in 1980, when he ran for the Uttar Pradesh Legislative Assembly seat for the Allahabad West constituency representing the Janata Party. He ran again in 1989, this time for the Ayodhya constituency as an independent candidate. He was elected to Lok Sabha in 1998 from Rampur. He is member of Rajya Sabha from Uttar Pradesh.

He was among others actively involved in organising logistics for the BJP in this year's Lok Sabha elections and campaigned extensively in Haryana and Maharashtra in the just-concluded assembly polls in the two states. He has been actively involved and associated with several socio-cultural and academic activities including upliftment of artisans and spread of public awareness in remote villages. Naqvi has authored three books: Syah (1991), Danga (1998) and Vaisali (2007).

Sadhvi Niranjan Jyoti

A comparatively low-profile, albeit committed BJP leader from the backward region of Bundelkhand in Uttar Pradesh, Sadhvi Niranjan Jyoti, has earned her spurs by raising issues essentially concerning the Nishad (fishermen) community.

The first-time Member of Parliament (Lok Sabha) from Fatehpur was MLA from Hamirpur before her election to the Lok Sabha.

Her induction in the Union Cabinet is being seen as an attempt to help the BJP expand its base among the Nishad, Mallah and Kewat fishermen and boatmen communities in view of the 2017 Assembly elections. They constitute a sizeable section of the MBCs in Uttar Pradesh, found mainly in Hamirpur, Fatehpur, Banda, Mirzapur and Gorakhpur districts. These communities have recently stepped up their demand for getting more representation in the government.

Y S Chowdary is the chairman of Sujana Group of Companies and Sujana Foundation. He established Sujana Group starting with a single appliances manufacturing unit in the mid-1980s and transformed the appliances manufacturing company into a steel making enterprise over the next two and a half decades by constantly reinventing his company’s focus. In the run up to the general elections in 2014, he played a key role in consolidating the TDP in the state of Andhra Pradesh.

Mr Chowdary was part of the team that negotiated his party’s alliance with the BJP and he is perceived as Andhra Chief Minister Chandrababu Naidu’s point man in Delhi.

He started his journey as a labourer,

he worked as a plumber. On his return, he

his political career began.

Though Mr Sampla joined the BJP in 1998, he

was never considered by the party for any

Khadi and Village Industry Board on different

occasions. After the last delimitation, when

Hoshiarpur was made a reserved seat, the BJP

fielded Mr Sampla. He defeated former State

Rajya SabhaThe Rajya Sabha or Council of States is the upper house of theParliament of India. Membership is limited to 250 members, 12 of whomare nominated by the President of India for their contributions to art,literature, science, and social services. The remainder of the body iselected by the state and territorial legislatures. Members sit for six-yearterms, with one third of the members retiring every two years. The RajyaSabha meets in continuous sessions and, unlike the Lok Sabha, the lowerhouse of Parliament, is not subject to dissolution.

Cabinet CommitteePrime Minister’s Cabinet form the Cabinet Committees with assigned specific functions for smooth and convenient functioning of the Government. A Cabinet Committee can be either set up with a broad mandate or with a specific mandate. Many a times, when an activity/agenda of the Government acquires prominence or requires special thrust, a Cabinet Committee may be set up for focussed attention. In all areas delegated to the Cabinet Committees, normally the decision of the Cabinet Committee in question is the decision of the Government of the day. However, it is up to the Prime Minister to decide if any issue decided by a Cabinet Committee should be re-opened or discussed in the full Cabinet.
