General Terms of Reference

1 INTRODUCTION

1.1 Indian Institute of Technology Jodhpur (hereinafter called “the Institute”/“IITJ”), which term shall include its duly authorized representatives and assigns, wishes to develop its permanent campus as a “Smart Eco-Campus” (hereinafter called “the Project”), in an area of 340.74 Hectares (842 acres) (hereinafter called “the Site”), located north-west of Jodhpur city along National Highway 65 connecting Jodhpur to Nagaur.

1.2 A consultant has been selected for the preparation of Campus Master Plan (hereinafter called “CMP”) of the permanent campus of IITJ (hereinafter called “the CMP Consultant”).

1.3 This permanent campus shall be developed in phases as outlined in the CMP. All development works at the Site, including design, construction and project supervision and management services, shall be carried out strictly in accordance with the CMP.

1.4 Operative guidelines for CMP are available at Annexure 20, and a relevant extract of the CMP along with an editable CAD drawing of the site shall be separately made available to prospective applicants by the end of the RFP document issuing period stated in Para 1.13 of this document.

1.5 The CMP shall include architectural and urban design guidelines, requirements and configuration of buildings, and requirements of building services and infrastructure linkages. This represents a substantial portion of the initial stages of design work. Therefore, the Architect should bid the fee after taking this into account.

1.6 For buildings in Phase I of development as outlined in the CMP, the Institute wishes to appoint one or more Architects for providing Comprehensive Architectural Design for the whole or part of the Buildings in Residential Zone, Hostel Zone, and related Utilities and Services. This part of said services is referred to hereinafter as “Residential Category”.

1.7 For buildings in Phase I of development as outlined in the CMP, the Institute is already in the process of appointing one or more Architects for providing Comprehensive Architectural Design for the whole or part of the Buildings in Academic Zone, Outreach Zone, Sports Zone, Recreation Zone, and related Utilities and Services. This part of the services is referred to hereinafter as “Non-Residential Category”.

1.8 As per the scope of work in this RFP document, there is substantial repetition of work in the Residential Category. The fee should be bid after taking this into account.

1.9 As a part of the process of selection of Architect for Phase 1 of the Project, proposals are hereby invited from reputed organizations or consortia of not more than three organizations that possess proven professional capabilities in Comprehensive Architectural Design of the Residential Category, and are eligible

as per the primary eligibility criteria given in Annexure 3 of this document. Such organisation or consortium is hereinafter referred to as “Applicant”.

1.10 Applicants may be reputed and experienced architects/architectural firms or a consortium of architectural firms, professionally qualified and eligible to practice the profession of architecture in India according to all applicable laws.

1.11 Consultants/Firms may associate with each other to form a consortium to complement their respective areas of expertise, or for other reasons. Such an association may be for the long term (independent of any particular assignment) or for a specific assignment. The consortium may take the form of a joint venture or of a sub consultancy. In case of a joint venture, all members of the joint venture shall sign the contract and shall be jointly and severally liable for the entire assignment.

1.12 Consortia will be considered eligible only if the same are formed by a legal document with clear indication of the duties and responsibilities of each partner in the implementation of this consultancy assignment. Notarized copy of such document along with the power of attorney instrument for the authorized signatory of the consortium are to be submitted along with technical bid without which the bid proposal will be summarily rejected. The format of the Letter of Consortium to be submitted along with the aforementioned legal documents is given in Annexure 8.

1.13 This RFP document can be downloaded from the Institute’s website (www.iitj.ac.in). Also, a hard copy of the document can be sought from the address below during office hours on all working days from 22 November, 2013 till 29 November, 2013:

1.14 This Request for Proposal (RFP) is addressed to only those applicants that may be eligible as per the primary eligibility criteria given in Annexure 3 of this document. The purpose of this RFP document is to provide information to the eligible applicants for preparation of their proposals for the selection process.

1.15 Neither the CMP Consultant, nor the winning bidder as Architect for Phase 1 Development of Buildings in Academic, Outreach, Sports, Recreation Zones, and related Utilities and Services, nor any of their constituent partners or consultants are permitted to be an Applicant, either as an independent Applicant or as a constituent of a consortium. Bids of such applicants shall be summarily rejected.

1.16 Information contained in this RFP document reflects various assumptions and assessment based on current understanding of the Institute. Each applicant may require to augment this information with their own experience to develop and submit technical and financial proposals.

1.17 Applicants are expected to make their own assessment and satisfy themselves fully with all aspects of the Institute’s structure, Project needs, Site conditions, local

environment, functional and statutory requirements for development of the various components of such a campus and accordingly make proposals.

1.18 Applicants are required to submit their proposals strictly according to the terms and conditions and in the form and manner as specified in this document.

1.19 Applicants are required to submit a non-refundable processing fee of Rs. Ten Thousand (Rs. 10,000/-) in the form of demand draft drawn in favour of “Indian Institute of Technology Jodhpur” payable at Jodhpur along with their submission (Para 9 of this document gives details of the submission).

1.20 Applications submitted may be summarily rejected if not accompanied by the requisite processing fee.

1.21 In case of consortium, the Institute shall deal only with the lead member of the consortium for all purposes.

1.22 The Institute reserves the right to award any set of buildings or part thereof of Phase I of development in the Residential Category to one or more architectural firms or consortium as selected or to any other firm or consortium as per sole discretion of the Institute.

2 THE INSTITUTE

2.1 IITJ is an autonomous Institute established by the Government of India, and one of the new IITs being established by the Ministry of Human Resource Development (MHRD). The Institute is functioning through its transit campus at MBM Engineering College, Jodhpur.

2.3 IITJ aims to:

(a) Impart quality education at undergraduate, postgraduate, doctoral and postdoctoral levels in engineering and other disciplines;

(b) Fulfill the academic mission in a manner that is socially, economically and environmentally sustainable;

(c) Provide solutions to the problems of depletion of the earth's finite and largely non-renewable energy resources by exploiting the role of renewable energy in sustainable infrastructure development; and

(d) Harness the potential of technological advances and state-of-the-art technology alongside traditional wisdom in developmental and design practices to meet environmental and other challenges.

2.4 To realize these aims, and to provide a compelling model for future communities, the Institute wishes to develop its campus at Jodhpur as a “Smart Eco-Campus”.

3 THE SITE

3.1 The Site has an area of 340.74 Hectares (842 acres), which is located north of Jodhpur city along National Highway 65 connecting Jodhpur to Nagaur, and is available for development of the permanent campus of IITJ.

3.2 The terrain is fairly flat, with a perceptible difference between the highest and lowest levels. The soil consists of weathered rock with little topsoil. It is largely devoid of vegetation except for scattered grass and a few stunted trees. IITJ has made some concentrated effort to improve this by undertaking plantation of trees along the periphery.

3.3 The area has been marginal as far as one knows and the farming or agriculture on it is not at any appreciable scale. It has been used for grazing.

3.4 The runoff pattern is mostly sheet flow with very few drainage routes expressed as discernible valleys. There is considerable erosion on site due to both wind and water action. There may be some wetness along the low lying areas after the monsoon.

3.5 Detailed information about the Site is given in Annexure 1.

4 CAMPUS AND BUILDING REQUIREMENTS

4.1 As a Smart Eco-campus, sustainability and environmental sensitivity shall be emphasized at all levels. Its pattern shall be driven by stewarding natural resources and based on renewable energy. This campus shall function 24x7, for 365 days of the year. All proposed zone-level activities within the campus (including individual buildings and their related services and open spaces) shall be required to:

(a) Meet the best practices/standards provisions as applicable to ecologically-sustainable design in arid and semi-arid geo-climatic conditions, which result in efficient use of energy, water and other natural resources;

(b) Promote water-sensitive design that uses the complete water cycle;

(c) Promote the use of waste products to satisfy energy and material resource needs;

(d) Promote the use of building-integrated and other active and passive solar, wind and like alternate energy production/recovery systems;

(e) Promote the application of technological advances and state-of-the–art technology in conjunction with local materials and traditional construction practices, knowledge and wisdom for greater efficiency and sustainability in

accordance with the CMP guidelines and requirements; and

(f) Promote integration with the larger campus level greens, community spaces, farms and the community living pattern as per the CMP guidelines and requirements.

4.2 The final goal is to have a campus that is net zero waste, net zero energy and net zero water, reaching full range self-sufficiency at the end of the project period.

4.3 Sustainability initiatives shall need to be performance-based and shall be continuously monitored in accordance with the CMP guidelines and requirements to ensure that they provide good value for investments that the Institute makes.

4.4 The Comprehensive Architectural Design services addressed in this RFP are for design and supervision of construction of any building(s) on the sub-site(s) or zone(s) as specified in the CMP, with scope as per Para 5 of this document, and shall include but not be limited to civil, structural, electrical, air-conditioning and ventilation, fire fighting, landscape within the sub-site(s) or zone(s), interior furnishing, all necessary low voltage systems and networks, appropriate circulation and parking, plumbing and sanitary, water supply (various qualities if required), water harvesting systems, waste water and recycling, drainage and conjoint surface and ground water management, solid waste management and recycling, soil conservation and improvement, climate control using passive and active systems, energy systems, waste to energy systems, intelligent building management and automation systems, performance and other monitoring systems as required for the functioning of such buildings and services and as per CMP requirements from time to time. They shall include provisions for integration of all proposed zone-level activities including individual buildings and their related services with the larger campus level infrastructure and services as per the CMP guidelines and requirements from time to time.

4.5 The Architect selected for providing Comprehensive Services for design and supervision of construction of any building(s) shall be responsible for obtaining all corresponding statutory approvals from the concerned competent authorities/agencies/offices for the particular building(s) and their related services.

4.6 The buildings and functional requirements along with the projected area requirements of various spaces are given in Annexure 2. This information is liable to be refined and altered from time to time, and shall be taken as an indicative guideline to assist Applicants to provide competitive bids, and any change in area shall not be taken to be a reason to invalidate such bids.

4.7 In addition to variations projected by the Institute from time to time, an overall variation of upto 15% in the areas designed by the Architect from those projected by IITJ in this document shall be acceptable for the purposes of design if felt necessary for design simplification, standardization of spaces, and architectural considerations.

5 SCOPE OF SERVICES

5.1. The Scope of Services for the selected Architect shall comprise of the following:

(a) General Services

(b) Comprehensive Architectural Design on the sub-site(s) or zone(s) within the CMP guidelines, including structural and services design of the buildings and structure involved therein.

5.2. General Services

5.2.1. All reports, drawings, 3D visual renderings, presentations and other documents to be submitted in fulfilment of the scope of services, shall be in soft copies and six sets of printed copies, in the formats and scales as directed from time to time by the Institute or its authorized representative. One set of handmade model and soft copy of walk through shall be submitted where required.

5.2.2. All documents, drawings, reports and any other documents submitted in fulfilment of the scope of services shall be prepared strictly as per statutory provisions and guidelines issued by the Central/State Government/local authorities, and also in accordance with the best international practices and codes as applicable to such development.

5.2.3. The Architect shall obtain all statutory approvals from the concerned competent authorities/agencies/offices. For obtaining statutory approvals, the Architect shall prepare and submit all the necessary documents and drawings; undertake associated liaison; and incorporate necessary changes or make modifications in the designs based on inputs received from the statutory authorities.

5.2.4. The Architect shall provide to the Institute sufficient drawings and documents, as required, to assist in obtaining Environmental Clearances (EC), Consent to Establish and all environment related clearances, provide assistance in such clearances by creating suitable presentations about the building design, shall be available for presentations to various environmental clearance bodies, and shall incorporate necessary changes or make modifications in the designs based on inputs received from these bodies.

5.2.5. The Architect shall obtain GRIHA accreditation for all buildings as required by the Institute (normally Four Star, with Five Star for select buildings selected by the Institute) and/or equivalent green rating from any other agency (in the best corresponding class such as LEED Platinum) as desired by the Institute, for and on behalf of the Institute. The scope of the Architect shall include but not be limited to integrating the green features; associated liaison; preparation and submission of all reports, drawings, and all other documents as may be required; and incorporating necessary changes or making modifications in the designs based on inputs received from the concerned regulatory/ratings authorities/agencies, including requisite audit one year after completion.

5.2.6. The Institute shall provide necessary authority/power of attorney, etc., if and when required, to the Architect to apply for obtaining statutory approvals or green rating. If required, the Institute shall

provide/authenticate the necessary documents to be submitted by the Architect to the statutory authorities and other regulatory/ratings authorities/agencies.

5.2.7. All fees/charges relating to statutory approvals (including accreditations/green rating), payable to local bodies and other authorities and agencies, shall be paid initially by the Architect and subsequently the same shall be reimbursed by the Institute upon production of original official receipts of payment as issued by the concerned authorities/agencies. In case the said bodies demand payment directly from the Institute, it shall be the duty of the Architect to bring it to the notice of the Institute for doing the needful.

5.2.8. All additional surveys or tests beyond those conducted as part of CMP or as a normal course of the contractors’ duties, that may be required to be conducted for the exercise of due diligence in the fulfilment of the scope of services as defined in this RFP, shall be the responsibility of the Architect.

5.2.9. The Architect shall be responsible for getting the detailed structural analysis and designs of select buildings/structures, as selected by the Institute, vetted by structural engineers from reputed companies/agencies/institutes as decided by the Institute. The actual expenses on such vetting shall be borne by the Institute.

5.2.10. The Architect shall be responsible for submitting the performance (thermal or lighting simulations) of select buildings/structures, as selected by the Institute, and the Institute may like to get the same vetted by experts from reputed companies/agencies/institutes as decided by the Institute. The actual expenses on such vetting shall be borne by the Institute.

5.2.11. The Architect shall provide, without question or fail, all information within the purview of the scope of services as sought by all committees and other agencies appointed by the Institute for the purpose. Support and assistance, if any, to the extent required by such committees and other agencies, shall also be provided by the Architect as and when desired by the Institute.

5.2.12. The Architect shall provide for scrutiny, without question or fail, all information, drawings, details and all requisite support to the Institute, the CMP Consultant and the Project Management Group (PMG) and other consultants, advisors or individuals engaged or to be engaged by the Institute from time to time.

5.2.13. The Architect shall, without question or fail, provide knowledge transfer and handover of all aspects of the scope of services to the Institute and/or implementing and management agencies appointed by the Institute, as and when required.

5.2.14. The Architect may, at the Institute’s discretion, aid and advise in matters relating to all aspects covered under the scope of services, as and when

required.

5.2.15. The Architect shall provide a complete Project Management Plan in the desired format, for all the initiatives and milestones identified for the fulfilment of their respective scope of services.

5.2.16. The Architect shall maintain organizational/governance structure to the satisfaction of the Institute to ensure effective rendering of the scope of services.

5.2.17. The Institute will provide to the Architect, free of cost, skeletal bare shell office space of up to a maximum of 30 square meters for establishing an office at the temporary campus/site for the period of this contract and only for the purpose of discharging their duties under this contract.

5.2.18. The Architect shall depute, to this office, at least one (1) full-time competent, qualified architect for the entire duration of the project, to ensure that clarifications on the design and performance intent are being efficiently met. Besides the regular visits by the architect posted at Jodhpur, periodic supervision shall be done by qualified and experienced (with minimum ten years experience) professionals from different disciplines, as and when directed by the Institute. If such personnel, appointed for the entire duration of the project or sent for occasional supervision, are found to be not performing to expectations, then the Architect shall replace them as and when directed by the Institute.

5.2.19. The Architect shall be required to participate in all meetings as and when sought by the Institute. During work stages as listed in the scope of services, the Institute expects to hold periodic meetings (at least every two weeks) at IITJ or any other place for the Architect to demonstrate the work progress and take inputs from the Institute.

5.2.20. The status, designation and qualifications of the representative(s) of the Architect, who will be allowed to deal/interact with the Institute, PMG, the CMP Consultant and other designated committees, groups or individuals, shall be the matter of discretion of the Institute. The decision of the Institute in this regard shall be final and binding on the Architect.

5.2.21. All Intellectual Property Rights of the schemes and proposals submitted in fulfilment of the scope of services shall rest with IITJ and no claim whatsoever shall be admissible on the Institute in respect of any proprietary rights or copyrights of the same on the part of the Architect. The Architect shall indemnify IITJ from any claims including but not limited to third party claims relating to violation of any copyright or Intellectual Property Rights. But the Architect shall reserve their right to be acknowledged as an Author of the schemes and proposals.

5.2.22. Up to five years after the expiry of the contract, if IITJ chooses to repeat the designs, drawings and documents for any building designed by the Architect, the Architect will be entitled to a royalty equivalent to 10% of the fee that would have been payable had the contract remained in operation. But after five years of the expiry of the contract, IITJ shall not

pay any such amount to the Architect. During the operation of the contract, the fee shall remain full and fixed and payable for all the work undertaken under the scope of the Architect’s services.

5.2.23. The Architect shall be required to work in close coordination, provide requisite information, and be available for meetings with the PMG, the CMP Consultant and all other persons and organisations associated with the development of the campus, in all such matters as directed by the Institute.

5.2.24. The decision of the Institute shall be final in all matters relating to the interpretation of architectural design and related architectural details; and the Architect shall be bound to execute such decisions to the satisfaction of the Institute.

5.2.25. The Institute, at its sole discretion and without assigning any reasons whatsoever, reserves the right to appoint any individual and/or organization as it may deem fit to render the whole or part of services covered in this RFP in the interest of timely and qualitative completion of campus development works.

5.3. Comprehensive Architectural Design on the Sub-site(s) or Zone(s)

within the CMP Guidelines

5.3.1. Comprehensive Residential Architectural design including all

services and allied fields for various buildings: This shall include but not be limited to architectural design, structural design, sanitary, plumbing, drainage, water supply and sewage design, electrical, electronic, and communication systems design, heating, ventilation and air conditioning design (HVAC) and other mechanical systems, elevators, escalators, fire fighting, besides allied fields (such as landscape design including circulation and parking, interior design, graphic design and signage) as also defined in Para 4.4 of this document.

5.3.2. Preparation and submission of preliminary and detailed Cost

Estimates, Bill of Quantities and Tender documents: These shall conform to CPWD norms. Reference of Market Rate for non-schedule items shall be furnished with detailed specifications as per CPWD norms, for all scope as defined in Paras 4.9 and 5.3.1 of this document.

5.3.3. Structural Systems

(a) Preparation of DBRs (Design Basis Reports), detailed structural analyses and structural design of individual building; and submitting the same to IITJ for review and approval.

(b) Detailed structural designs shall be performed by the Architect as per the latest revisions of the National Building Code and relevant IS code provisions and other applicable standards including the local statutory authorities’ requirements. In case of conflicting requirements in these documents, IITJ shall provide guidance.

(c) Detailed structural design calculations shall be submitted for all or

select buildings/structures, as selected by the Institute, to be vetted by structural engineers from reputed companies/agencies/institutes as decided by the Institute. The actual expenses on such vetting shall be borne by the Institute.

(d) On approval of the above, the design details and detailed construction drawings shall be prepared by the Architect and submitted for final review.

(e) Subsequent to incorporation of all comments as received from IITJ after final review, the design details and detailed construction drawings shall be submitted by the Architect for final approval.

5.3.4. Plumbing, Drainage, Sewage and Solid Waste Management

Systems

(a) Preparation of DBRs (Design Basis Reports) for providing:

i. Water supply, water collection, water harvesting, water reuse

ii. Sewage segregation, transportation and treatment, and solid waste collection, segregation, transportation, storage and treatment

(b) These DBRs shall be prepared as per the intentions of CMP and IITJ’s requirement; and submitting the same to IITJ for review and approval.

(c) On approval of the above, the design details and detailed construction drawings shall be prepared and submitted for final review.

(d) Subsequent to incorporation of all comments as received from IITJ after final review, the design details and detailed construction drawings shall be submitted for final approval.

(e) Detailed plumbing, drainage, sewage and solid waste management systems design shall be as per the latest revisions of relevant National Building Code and IS code provisions and other applicable standards including the local statutory authorities’ requirements. In case of conflicting requirements in these documents, IITJ shall provide guidance.

5.3.5. Electrical System

a) Scheme includes preparation of DBRs (Design Basis Reports) for all high voltage and low voltage electrical systems as per the intentions of the CMP and IITJ’s requirement including renewable energy sources planning, optimization and implementation. This includes providing internal and external (plot level) electrification system with necessary electrical rooms, cablings, power supply network including sub-station (building-specific), external (plot level) lighting, alternate electrical energy systems, telephone, computer cable, LAN, TV and all other systems. Detailed DBRs shall be submitted to IITJ for review and approval.

b) If IITJ so directs, daylighting and artificial lighting simulations shall be

undertaken and submitted to prove the performance of select buildings/structures, as selected by the Institute, which shall be got vetted by experts from reputed companies/agencies/institutes as decided by the Institute. The actual expenses on such vetting shall be borne by the Institute.

c) On approval of the above, the design details and detailed construction drawings shall be prepared and submitted for final review.

d) Subsequent to incorporation of all comments as received from IITJ after final review, the design details and detailed construction drawings shall be submitted for final approval.

e) Detailed high voltage and low voltage electrical systems designs shall be as per the latest revisions of National Building Code and relevant IS code provisions and other applicable standards including the local statutory authorities’ requirements. In case of conflicting requirements in these documents, IITJ shall provide guidance.

5.3.6. Fire Fighting System

f) Scheme for firefighting system as per the intentions of the CMP and IITJ’s requirement. Detailed DBRs (Design Basis Reports) and scheme shall be submitted to IITJ for review and approval.

g) On approval of the above, the design details and detailed construction drawings shall be prepared and submitted for final review.

h) Subsequent to incorporation of all comments as received from IITJ after final review, the design details and detailed construction drawings shall be submitted for final approval.

i) Detailed firefighting system design shall be as per the latest revisions of National Building Code and relevant IS code provisions and other applicable standards including the local statutory authorities’ requirements. In case of conflicting requirements in these documents, IITJ shall provide guidance.

5.3.7. HVAC and other mechanical works

a) Scheme for the same shall be as per the intentions of the CMP and IITJ’s requirement including active and passive climate control systems. Detailed DBRs (Design Basis Reports) and scheme shall be submitted to IITJ for review and approval.

b) If IITJ so directs, thermal simulations may have to be undertaken and submitted to prove the performance relating to select buildings/structures, as selected by the Institute, which shall be got vetted by experts from reputed companies/agencies/institutes as decided by the Institute. The actual expenses on such vetting shall be borne by the Institute.

c) On approval of the above, the design details and detailed construction drawings shall be prepared and submitted for final review.

5.3.8. Landscape Architecture

a) The Architect is required to provide services in respect of the following (for sub site(s) or zone(s) designated in their scope for the respective buildings in the CMP)

i. Site appraisal and suitability

ii. Site planning

iii. Land form and grading

iv. Surface drainage design and water management

v. Irrigation design

vi. Open space design - hard and soft areas including plot level roads and pathways, plain or geometric

vii. Planting design

viii. Landscape structures and features

ix. Street and garden furniture design

x. Illumination design

xi. Site and building level graphic design and signage

xii. Co-ordination of external services

b) Schemes including detailed analysis and design for each of the above services shall be prepared by the Architect as per the intentions of the CMP and IITJ’s requirement. Detailed DBRs (wherever applicable or sought) and schemes for each shall be submitted to IITJ for review and approval.

c) On approval of the above, design details and detailed construction drawings shall be prepared by the Architect and submitted to IITJ for final review.

d) Subsequent to incorporation of all comments as received from IITJ after final review, the design details and detailed construction drawings shall be submitted by the Architect for final approval of IITJ.

e) Detailed schemes and designs shall be as per the latest revisions of relevant IS code provisions and other applicable standards including the local statutory authorities’ requirements.

5.3.9. Interior Design

a) The Architect is required to provide services for the following:

i. Interior design: space planning/development and volumetric study

ii. Design of fixed items of work and interior related civil works

iii. Illumination design

iv. Sound and acoustic design

v. Graphic design and signage

vi. Indoor plantscape

vii. Selection of furniture, materials, equipment, other interior related elements

viii. Integration of all building engineering services

b) Schemes including detailed analysis and design for each of the above services shall be prepared as per the intentions of the CMP and IITJ’s requirement. Detailed DBRs (Design Basis Reports) (wherever applicable or sought by the Institute) and schemes for each shall be submitted to IITJ for review and approval.

c) On approval of the above, the design details and detailed construction drawings shall be prepared and submitted for final review.

d) Subsequent to incorporation of all comments as received from IITJ after final review, the design details and detailed construction drawings shall be submitted for final approval.

e) Detailed designs shall be as per the latest revisions of relevant IS code provisions and other applicable standards including the local statutory authorities’ requirements.

5.3.10. Stages of Work and Deliverables

The Comprehensive Residential Architectural and allied services will be provided by the Architect in the following stages:

a) Concept design

b) Final design

c) Statutory approvals

d) Detailed drawings and documents for Tender including detailed Structural Design Calculations

e) Good for Constructions drawings

f) Execution

g) Post-execution: As-built construction Drawings and associated Structural Designs

5.3.11. Concept Design Stage

a) Ascertain the detailed requirements, examine CMP, site constraints and potential; and prepare Architectural programme brief for IITJ's approval.

b) Furnish report on measures required to be taken to mitigate adverse impact, if any, of existing and/or proposed development on its immediate environs.

c) Prepare conceptual general arrangement drawings and alternate conceptual designs

d) As per inputs from IITJ, modify the design alternatives

e) Prepare rough estimate of project cost (based on Plinth Area Rates)

5.3.12. Final Design Stage

a) Prepare and submit designs for final approvals

b) Prepare and submit Design Basis Reports for various components

c) Prepare preliminary cost estimates (based on Plinth Area Rates)

5.3.13. Statutory Approvals Stage

a) Prepare and submit reports, drawings and submissions necessary for statutory approvals and ensure compliance with codes, standards and legislation, as applicable.

b) Obtain all statutory approvals from the concerned competent authorities/agencies/offices including associated liaison.

c) Incorporate necessary changes or making modifications in the designs based on inputs received from the statutory authorities.

d) Obtain clearance certificates from the proof checking agencies and/or PMG or their assigned agency, if any, appointed by IITJ.

5.3.14. Detailed Drawings and Documents for Tender Stage

a) Prepare detailed drawings, specifications and schedule of quantities sufficient to prepare detailed estimate of cost and tender documents including code of practice covering aspects (like mode of measurement, mode of payment, quality control procedures on materials and works and other conditions of contract).

b) Prepare detailed structural design calculations sufficient for vetting

c) Prepare all draft detailed estimates of cost as per CPWD guidelines

d) Prepare all draft tender documents as per approved guidelines in consultation with the Institute/executing agency, e.g., CPWD

e) Assist the Institute/executing agency to invite, receive and analyze tenders, be present to clarify issues in the pre-bid meetings, to the extent desired by the Institute/executing agency.

f) Advise the Institute/executing agency on pre-qualification of agencies,

and award of work to contractors, to the extent desired by the Institute/executing agency.

g) Assist the Institute/executing agency in preparing and finalizing the schedule of work along with the Contractor, to the extent desired by the Institute/executing agency.

5.3.15. Good for Construction Drawings Stage

a) Prepare and submit complete sets of Good for Construction drawings including but not limited to detailed structural drawings with all details and specifications for each building/construction item as per work schedule for approval of IITJ.

b) Issue complete set of final Good for Construction drawings for each building/item at least a month before the actual construction schedule.

c) Make revisions, if any, in the final Good for Construction drawings as per IITJ’s instructions.

5.3.16. Execution Stage

a) Make revisions and issue drawings for proper execution of works during construction.

b) Assist the Institute/executing agency to approve samples of various materials, items and components.

c) Check and approve shop drawings submitted by the contractor/vendors.

d) Provide periodic supervision by competent Architect/Engineer for project supervision/quality control.

e) Evaluate the Construction Works whenever sought by the Institute, and where necessary clarify any decision, offer interpretation of the drawings/specifications, attend meetings to ensure that the project proceeds generally in accordance with the conditions of contract and keep the Institute/executing agency informed and render advice on actions, to the extent desired by the Institute/executing agency.

f) Assist the Institute/executing agency in the issue of Certificate of Completion of works, whenever required by the Institute/executing agency.

5.3.17. Post-execution Stage

a) Prepare and submit completion reports and as built architectural drawings and structural designs and drawings for the project as required and obtain "Completion/Occupancy Certificate" from statutory authorities, and wherever required by the Institute/ executing agency.

b) Share soft copies of as built drawings and documents to facilitate contractor(s) and executing agency to furnish as built drawings of

entire project to the Institute.

c) Conduct audit after one year of completion, if required for green certification.

6 SERVICES DELIVERY TIME SCHEDULE

6.1 The Architect shall complete the services for Comprehensive Residential Architectural design according to the time schedule listed below excluding the time taken by the Institute to review, comment and give feedback.

6.2 The time schedule applicable to each building or group of buildings taken up from time to time as commissioned and approved to be started by the Institute (hereinafter called Project Approval), shall be:

6.2.1 Concept Design (including general arrangement drawings): Within four weeks from the date of Project Approval

6.2.2 Final Design: Within four weeks after concept design approval.

6.2.3 Drawings for Statutory Approval: Within four weeks after final design approval.

6.2.4 Detailed Drawings for Tender Document: Within four weeks after request for the same by the Institute subject to completion of both (a) final design approval stage and (b) submission for statutory approvals.

6.2.5 Good for Construction Drawings: Within twelve weeks after the date of issue of notice inviting tenders (NIT).

6.3 At different stages of design, the Institute shall endeavour to provide comments, feedback, observations and/or recommendations in part or whole within 21 days from the date of receipt of the designs and drawings.

6.4 In case of delay in providing the deliverables by the Architect at any stage due to any cause outside the control of the Architect, the Architects may apply for written permission of the Institute for extension of time and this may be granted from time to time at the discretion of the Institute.

6.5 If an extension of time is not granted by the Institute then the Architect shall be deemed to be in default and a pro-rata compensation of 1% of the fee per week (subject to a maximum of 10% of the fee) due at that stage shall be deducted from the amount payable to the Architect at the corresponding next stage of payment (as per Para 7.13 of this document).

7 SCHEDULE OF FEES

7.1. The total fees payable to the Architect at the stage 10 of Para 7.13 of this document for services rendered in accordance with the Scope of Services for Comprehensive Residential Architectural Design for Permanent Campus as enunciated in this RFP shall consist of fixed percentages of ‘Development Cost’ as applicable, which shall be taken to mean the cost of construction of buildings and

all related works and/or infrastructure for which design services have been rendered by the Architect, taken as the least of the following less exclusions mentioned in Para 7.2 below:

7.1.1 Cost as per preliminary estimate forming the basis of Administrative Approval and Expenditure Sanction (A/A&E/S) for the works designed by the Architect and approved by the Institute.

7.1.2 Cost as per detailed estimates of the works designed by the Architect and approved or sanctioned by the Institute

7.1.3 Tendered Costs of the works designed by the Architect, and

7.1.4 Actual Costs of the works executed on the site as per design of the Architect

Note: For the purpose of stage payments excluding final stage(No.10), ‘Development Cost’ shall be taken to be as defied in Para 7.12 of this document

7.2. The following shall not be included in calculating the Development Cost above for the purpose of computing the total fees payable:

7.2.1 The cost of land,

7.2.2 Statutory payments (such as fees, development charges, service connection deposits/charges, and premiums) with any local authority, statutory body or Government,

7.2.3 Cost of bought out items (such as loose furniture and furnishings, elevators, escalators, kitchen equipment, laboratory equipment, UPS, diesel generator sets, for which only layouts, schematics, capacities, connectivity and basic specifications shall be provided by the Architect), and cost of all development covered under any services for preparation of CMP.

7.2.4 Payment on account of arbitration award, if any

7.2.5 Institute’s administrative expenses

7.2.6 Fees paid/payable by the Institute in terms of this Contract

Note: In case of any doubt regarding the inclusion or exclusion of any item of work from the Development Cost forming the basis of the fee calculation, the decision of the Institute shall be final and binding, and based on the principle of avoidance of double payment of fee to the CMP Consultant and the Architect. Applicants are advised to carefully peruse Annexure 20 which provides the Operative Guidelines of CMP extracted from the RFP of CMP Consultant.

7.3. The percentage fees as agreed under Contract shall remain fixed and valid for the entire Phase1 of Development with no condition for escalation whatsoever (excluding service tax and cess thereon, if any).

7.4. The fees shall be inclusive of all expenses (both direct and indirect) relating to the performance of the Contract for the entire period of Contract except the

fees/charges relating to statutory approvals, payable to local bodies and other authorities, which shall be dealt with as per Para 5.2.7 of this document, and also excluding service tax and cess thereon, if any, which shall be payable extra as applicable as reimbursement.

7.5. The Architect shall not be entitled to any payment or remuneration, over and above the fees stipulated hereinbefore, on account of any delay caused by any reason, whatsoever.

7.6. Deductions on account of Income tax and other statutory provisions shall be made by IITJ on payment of fees or any other payments whatsoever to the Architect, as per prevalent rules and provisions.

7.7. The stage-wise fees as prescribed in Para 7.13 of this document shall be payable within 30 days of completion of the specified component of the work to the entire satisfaction of the Institute (taken as per bill approved by the PMG) and in accordance with the terms of Contract and the Scope of Services as enunciated in this document.

7.8. The advance payable as per Para 7.13.1 of this document will also include the reward money due to the selected Architect as part of the selection process. The entire amount of advance shall be adjusted against payment of fees at the next stage as per Para 7.13.2 of this document.

7.9. The Bank Guarantee required as per Para 7.13.1 of this document shall be obtained from any scheduled bank and shall be valid up to one year from date of issue. In case the next stage milestone is extended by the Institute, the Architect shall get the validity of Bank Guarantee extended to cover such enlarged time for completion of work up to the next stage of payment. After the payment of next stage of fees (as per Para 7.13.2 of this document) with adjustment for advance by the Institute, the bank guarantee shall be returned to the Architect, without any interest.

7.10. Out of pocket expenses: No out of pocket expenses shall be admissible. For short stay of professionals/staff of the Architects visiting Jodhpur in connection with the performance of the Contract, the Institute may, subject to availability, provide accommodation in its Visitors’ Hostel/Guest House. Room rents and board, as applicable to outside visitors/faculty on Institute work, shall be payable by the Architect in such a case. Similarly, all travel and touring, international, domestic, local, to site or for meetings, etc. by any means of transport are all deemed to be included in the fee and shall accordingly be borne by the Architect and their representatives directly.

7.11. All payments made by the Institute to the Applicant/Architect for any purpose whatsoever shall be in Indian Rupees only. Compliance with the foreign exchange regulation of India or any other country shall be the sole responsibility of the Applicant/Architect; and IITJ shall in no way be involved directly or indirectly.

7.12. The estimated fee computed for the purpose of payment in stages mentioned in Para 7.13 of this document shall be subject to change and shall be computed as a fixed percentage of ‘Development Cost’ as per Para 7.1 of this document and exclusions thereof as per Para 7.2 of this document, and ‘Development Cost’ shall

be taken to be as described herein at all stages:

7.12.1 For payment of fee at stages 1, 2, and 3 in Para 7.13 of this document, the Development Cost shall be taken as the cost as described in 7.1.1 of this document, less all exclusions as per Para 7.2 of this document.

7.12.2 For payment of fee at stages 4 and 5 in Para 7.13 of this document, the Development Cost shall be taken as lower of the cost as defined in Paras 7.1.1 and 7.1.2 of this document, less all exclusions as per Para 7.2 of this document.

7.12.3 For payment of fee at stages 6, 7, 8 and 9 in Para 7.13 of this document, the Development Cost shall be taken as least of the cost as defined in Paras 7.1.1, 7.1.2 and 7.1.3 of this document, less all exclusions as per Para 7.2 of this document.

7.12.4 For payment of fee at stage 10 in Para 7.13 of this document, the Development Cost shall be taken as described in Para 7.1 of this document.

7.12.5 In case the works designed by the Architect are reduced or abandoned by the Institute after approval of the final designs (stage 7.13.3 of this document) the Architect will be paid a fee for the works designed up to the stage completed based on the above Paras 7.12.1 through 7.12.4 of this document.

8 THE SELECTION PROCESS

The process of selection of the Architect shall comprise of stages and sub-stages as chronologically described in Paras 8.1 to 8.4 of this document.

8.1 Pre-Bid Meeting (Stage 1A)

8.1.1 All queries and clarifications regarding this RFP and its contents must reach the Institute on or before 6:00 P.M. on 29 November, 2013. Queries and clarifications sought may also be submitted by email, sent to [email protected], on or before 6:00 P.M. on 29 November 2013. The Institute reserves the right not to entertain and/or answer any queries, clarifications and the like that are received after the said date and time.

8.1.2 The Institute shall organize a pre-bid conference on 29 November, 2013 at its offices at Old Residency Road, Ratanada, Jodhpur at 4:00 P.M. in a room that shall be marked at the entrance to the building or can be confirmed from the office of the Assistant Registrar of the Institute. All prospective Applicants are advised to attend this conference at their own cost. After this pre-bid conference, answers to all queries, clarifications and the like shall be posted on the Institute website by 6 December, 2013. Applicants shall submit their RFP, technical and financial proposals in a once-through process by 30 December, 2013

8.2 Pre-qualification and Evaluation of Technical Capability (Stage 1B)

8.2.1 The purpose of pre-qualification is to prepare a list of all eligible Applicants.

8.2.2 The pre-qualification shall be decided on the basis of evaluation of documentary evidence provided by the Applicants in support of their eligibility according to the Primary Eligibility Criteria as listed in Annexure 3.

8.2.3 Technical capability of all the Applicants pre-qualified after completion of the processes described in Para 8.2.2 of this document shall be evaluated according to the prescribed Evaluation Criteria listed at Annexure 4.

8.2.4 The purpose of evaluation of technical capability at Stage IB is to shortlist a set of up to ten Applicants for the Residential Category. Only the shortlisted Applicants’ shall be eligible for participation in the next Stage1C of Technical Evaluation.

8.2.5 The Institute will constitute a Committee to award marks, i.e., Technical Score 1 (TS1) out of maximum 100 marks to the pre-qualified Applicants on the basis of the documents and details submitted in support of the prescribed Evaluation Criteria.

8.2.6 A proposal will be considered unsuitable and shall be rejected, if it does not respond to the RFP document.

8.2.7 The Committee shall prepare a list in order of merit for shortlisting a maximum of ten and a minimum of three Applicants on the basis of marks awarded as per the prescribed Evaluation Criteria for the Residential Category.

8.2.8 Merit list shall include only those Applicants who secure the following minimum marks according to both of the Evaluation Criteria below (see Annexure 4):

(a) 55% in aggregate.

(b) 50% in each of the sections A, B and C.

8.2.9 In case of a tie in marks between any number of applicants at any rank, preference shall be applied in the following order:

(a) First preference to the Applicant with highest marks in section B of evaluation criteria;

(b) Next preference to the Applicant with highest marks in section A of evaluation criteria;

(c) Next preference to the Applicant with highest marks in section C of evaluation criteria; and

(d) The marks allotted to various Applicants shall be the sole prerogative of the Committee. The decision of the Committee shall be final and binding on all.

8.2.10 Only the shortlist of Applicants shall be considered for proceeding to Stage 1C. The intimation of the date for presentation to the Jury for Stage 1C shall be given on the website of the Institute after the submission of all proposals by the Applicants.

8.3 Evaluation of Technical Proposals (Stage 1C)

8.3.1 For the Residential Category, the Institute will constitute a Jury to review and evaluate the technical proposals of the qualified Applicants shortlisted as described in Para 8.2.3 through 8.2.10 of this document. The Jury shall consist of 5 to 7 persons with expertise in architecture, engineering, technical education, and different perspectives.

8.3.2 The purpose of evaluation of technical proposals at Stage 1C is to finalise the top three Applicants for opening of financial bids.

8.3.3 The broad parameters for evaluation of Technical Proposals shall be as follows:

8.3.4 Based on the broad evaluation parameters as given in the previous Para 8.3.3 of this document, the Jury shall decide the detailed parameters for award of marks, with 100 maximum marks, for Stage 1B.

8.3.5 Each of the qualified Applicants shortlisted after Stage 1A shall be evaluated by the Jury and awarded marks, i.e., Technical Score (TS) out of maximum 100 marks.

8.3.6 The Jury shall select three top ranking technical proposals from the shortlist of Applicants. Only these three Applicants for the Residential Category shall be called for opening of their financial bids.

8.3.7 The discretion and decision of the Jury in respect of the award of marks for the Technical Proposals shall be final and binding on all Applicants without any right of appeal.

8.3.8 The Technical score (TS) of all three Applicants shall be announced before opening of the financial bids.

8.4 Opening Financial Bids, Final Selection, and Award of Work (Stage 2)

8.4.1 Financial proposals shall be opened in the presence of Applicants or their representatives who choose to attend.

8.4.2 After opening of the financial proposals of the top three Applicants, the Lowest Financial proposal amongst all opened Financial proposals shall be given a financial score of 100 marks. The financial score of other proposals will be determined using the following formula:

FS = 100 x FL/ F

Here FS is the financial score, FL the Lowest Financial proposal among all, and F the Financial proposal of the particular Applicant.

8.4.3 For the purpose of calculation of composite score (S) for each proposal, the weightage shall be 70% for Technical Score (TS) and 30% for Financial Score (FS) of the respective Applicants. The Composite Score shall be calculated using the following formula:

S = TS x 0.7 + FS x 0.3

8.4.4 Proposals will be ranked according to their composite scores and will be listed in the order of merit as H1, H2, and H3.

8.4.5 The top scorer H1 may be eligible for award of work or part thereof, at the discretion of the Institute.

8.4.6 In case of a tie at the top position between two or more Applicants, preference shall be given to the Applicant who has a higher Technical Score (TS), and this Applicant will be required to match the lowest price bid amongst those in the tie.

8.4.7 In case the Applicant selected in a tie, as referred above, refuses to accept the lowest price bid, the next Applicant (in the order of merit list for technical proposals) shall be invited for the acceptance of the lowest price bid; and so on, till the lowest price bid is matched and an Architect gets selected.

8.4.8 The selection above does not automatically confer any right whatsoever on any Applicant for award of whole of the work as described in the scope of services or part thereof.

8.4.9 The Institute reserves the right to award whole of the work or part thereof to any other shortlisted Applicant(s) or its constituents, consultants or sub-consultants, or any individual or agency other than those shortlisted, as it may deem fit.

8.4.10 The Architect selected as per Paras 8.3 and 8.4.1 through 8.4.8. of this document may be called for negotiations, if any, by the Institute, regarding all aspects of the financial as well as technical proposals submitted by it in response to the RFP, before the award of work or part thereof.

8.4.11 In case of successful conclusion of the negotiations, the Institute will

confirm to the selected organization its selection as the Architect for the Residential Category (Phase 1), through a “Letter of Intent” by email/letter clearly stating the extent and the price agreed upon at the time of negotiations.

8.4.12 The Architect shall, thereafter, sign the Contract agreement within 15 days of the issue of such letter. The format of the Agreement is attached at Annexure 16. The RFP shall be deemed to form a part of the Contract.

8.4.13 The technical proposal as submitted by the successful Applicant shall not be deemed to be the final architectural design proposal. As per mandate of this RFP, the successful Applicant(s), appointed as Architect, shall have to comply with the Scope of Services as outlined in Para 5 of this document and develop and arrive at proposals for all contracted components of the Scope of Services, to the satisfaction of the Institute and its approval thereof.

8.4.14 Applicants are advised that since the design presented must show the approach towards design that the Applicant is proposing, and since the design shall further develop in consultation of the selected Architect(s) with the Institute, their drawings, presentation and other material must reflect this. The intent is to explain the method and approach, not arrive at a final design.

8.4.15 The ownership of the proposals of all the Applicants shall lie with the Institute.

8.5 Honorarium

8.5.1 The top three technical proposals listed in the order of merit as T1, T2 and T3 after the Stage 2 technical evaluation shall be eligible for reward money of Rs. 4 Lac, Rs. 3 Lac and Rs. 2 Lac, respectively.

8.5.2 After presentation of Stage-3 proposals, each of the Applicants, who have satisfied the requirements outlined in this RFP document, other than the top three technical proposals listed in the order of merit as T1, T2 and T3, shall be eligible for receiving an honorarium of Rs. 1,00,000 (Rupees One Lac only) for their effort and time.

8.5.3 The above sums shall be payable in Indian Rupees and are inclusive of all taxes, including service tax, and are subject to income tax deductions/ any other tax deductions at source, as applicable at the time of payment.

8.5.4 Compliance with the foreign exchange regulation of India or any other country shall be the sole responsibility of the Applicant; IITJ shall in no way be involved directly or indirectly.

8.5.5 No other payment will be made to meet travel or any other incidental expenses.

8.5.6 The honorarium shall be disbursed after the final award of work.

8.5.7 The reward money due to the Applicant, who is awarded the work, will

be adjusted as part of the total fee for professional services payable.

8.5.8 In the event that the selected Applicant refuses to take up the work, for any reason whatsoever, the Applicant shall forfeit the right to the monetary reward due to him as a winner.

9 SUBMISSION OF PROPOSALS

9.1 Applicants shall submit their Expression of Interest for the Residential Category, subject to eligibility as per the primary eligibility criteria.

9.2. Applicants shall be required to submit their proposals in three separate closed envelopes, namely:

9.2.1. Part A: Submission of Statement of Pre-qualification and Technical Capability

9.2.2. Part B: Technical Proposal

9.2.3. Part C: Financial Proposal

9.3. Applicants shall submit their proposals in three parts on or before 4.00 PM of 30 December, 2013 at the following address:

9.4. Part A Submission shall include: 9.4.1. Documents in two (2) copies, in support of Pre-qualification as per

Primary Eligibility Criteria at Annexure 3.

9.4.2. Documents in two (2) copies, in support of Technical Capability as per Evaluation Criteria at Annexure 4.

9.4.3. Processing Fees in one (1) copy, a separate sealed cover marked “Processing Fees for Residential Category”.

9.4.4. All the various envelopes and other documents for Part-A shall be placed in one single sealed cover clearly marked as “Request for Proposal for Comprehensive Residential Architectural Design for IIT Jodhpur” with name of the Applicant and contact details written thereon.

9.5. Part B Technical Proposal shall include:

9.5.1. Two (2) copies of the submission below as per the detailed brief of areas and requirements of buildings.

9.5.2. Sufficient drawings (plans, sections, elevations, views, details) on A1 size sheets as well as a PowerPoint Presentation in soft copy to communicate the design intent, features of the design, reference images, including references from Applicants’ previous work, etc. at a scale and format of the Applicant’s choice limited to the volume that will be prescribed in the detailed brief of areas and requirements of buildings. The selection of the

material to be submitted is left to the Applicants with the caveat that the material must be selected such that it conveys to the Jury what the Applicants wish to drive home. Too little information or too much volume of submissions shall both be counterproductive. Lack of legibility, orientation, scale and clarity shall go against the Applicant in not being able to influence the Jury. Construction technologies, structural methods, materials and finishes, systems for building services, crafts inputs, and ecological benefits that the Applicants may like to highlight shall be included.

9.5.3. Sufficient report on A3 size sheets as well as soft copy describing the design approach and achievements as well as the preliminary area and cost estimates of the proposed development as per the design and technologies proposed, giving breakups for net usable carpet area, circulation, services’ areas and their respective costs for all the buildings, with cost-benefit analysis of the systems and including reference to CMP provisions and the proposed work plan and time schedule.

9.5.4. At least one handmade block model (scale 1:500) of the proposed building layout in one (1) copy. The presentation of additional physical 3D model or additional explanatory report is not required by the Institute, but not prohibited.

9.5.5. Additional notes to assist Applicants in choosing what to include in their presentation are as follows:

(a) Sheets: Please provide sufficient drawings (plans, sections, elevations, views, details) on A-1 size sheets as well as in soft copy. The intent is to show the overall form of all or most of the buildings and at least one building in detail sufficient to explain the architectural features and expression conceived. Your drawings will be displayed to the Jury, so if you would like your work to be displayed well please restrict the sheets to 8 nos., otherwise they will be stacked overlapped on the pin board for display.

(b) Presentation: A PowerPoint Presentation in soft copy to communicate the design intent, features of the design, reference images, simulation or calculations, etc. at a scale and format of the Applicant’s choice for the areas described in the area chart, including references from Applicants’ previous work, etc. You will use this material to present to the Jury so please make sure that you will not need to add or alter material (which shall not be allowed) as you present your case.

(c) Other: The choice of the material to be presented is left to the Applicants with the caveat that the material must be selected such that it conveys to the Jury what the Applicants wish to drive home. Too little information or too much volume of submissions shall both be counterproductive. Lack of legibility, scale and clarity shall go against the Applicant in not being able to positively influence the Jury.

Construction technologies, structural methods, materials and finishes, systems for building services, crafts inputs, climatic, local resource, and ecological benefits that the Applicants may like to highlight shall be included. The Jury would also expect to understand the capacity and capability of your firm to deliver the demands of the project with sensitivity and quality, in the prescribed time and costs.

(d) Precedence: The order of precedence in case of discrepancy between any of the documents is:

(i) RFP for Selection of Architect(s) for Comprehensive Architectural Design of Phase 1 Development of Permanent Campus of IIT Jodhpur for Residential Category

(ii) Areas (Annexure 2)

(iii) AutoCAD drawing (separately provided)

(iv) Extract of latest CMP (separately provided)

Note: Being a dynamic document, the extract of the CMP may undergo improvements as it is finalized in parallel to the Architect Selection process. The final CMP document shall be given to the selected Architect as a brief at the time of their appointment.

9.5.6. Applicants shall submit a sealed envelope for submission of Technical Proposal, with the words “Technical Proposal for Comprehensive Residential Architectural Design for IIT Jodhpur” clearly superscribed over the envelope.

9.6. Part C Financial Proposal shall include:

9.6.1. Financial Proposal in one (1) copy, in a separate sealed cover marked “Financial Proposal for Comprehensive Residential Architectural Design for IIT Jodhpur”. Details regarding requirements for financial proposal are given in Para 9.8 of this document.

9.7. Presentation

9.7.1. After the submission of the proposals, IITJ shall conduct Stage 1B of the process above and call all of the shortlisted Applicants to make a presentation as part of Stage1C of the process above.

9.7.2. Each invited Applicant will be allowed maximum 35 minutes for the presentation followed by up to 25 minutes for questions/viva-voce by the Jury.

9.7.3. The presentation shall include:

(a) A brief Introduction about the firm, similar projects undertaken, etc.

(b) The proposal as in Part B above

(c) Qualification and competence of the key personnel for the assignment

(d) Proposed work plan and time schedule

9.7.4. Applicants are advised to make themselves available for the presentation and viva-voce before the Jury at the time and date given by IITJ.

9.8. Format for Financial Proposal

9.8.1. The financial proposal shall be submitted on the letterhead of the Architect and follow the format as specified in Annexure 17

9.8.2. The financial proposal shall be complete, unconditional and free from any computational errors.

9.8.3. The total fees quoted for preparation of Comprehensive Architectural Design as enunciated in this RFP shall consist of a Fixed percentage for Residential Category payable in stages as per Para 7.13 of this document.

9.8.4. The quoted fees percentage shall remain fixed for the entire period of Contract with no condition for escalation whatsoever, excluding service tax and cess thereon, if any (refer Para 10.4.6 of this document).

9.8.5. The quoted fees shall be inclusive of all expenses (both direct and indirect) relating to the performance of the Contract for the entire period of Contract except the fees/charges referred to in Paras 9.8.7 and 9.8.8 of this document and also excluding service tax and cess thereon, if any, which shall be payable extra as applicable.

9.8.6. Omissions if any, shall not entitle the Architect to be compensated. The liability to fulfill obligations as per scope of work within the total quoted fees shall rest solely with the Architect.

9.8.7. All fees/charges relating to statutory approvals, payable to local bodies and other authorities/agencies, shall be dealt with as per the provisions of Para 5.2.7 of this document.

9.8.8. All fees/charges payable as per the terms of appointment of agencies approved and appointed by IITJ for vetting of structural designs and related calculations and drawings, thermal, daylight or artificial light simulations, etc. shall be paid directly by the Institute.

9.8.9. Compliance with the foreign exchange regulation of India or any other country while making this proposal shall be the sole responsibility of the Applicant; and IITJ shall in no way be involved directly or indirectly.

9.9. General Conditions and Important Instructions

9.9.1. The organization selected for Comprehensive Architectural Design SHALL NOT be eligible for being selected as contractors, vendors or suppliers for any of the components of the building construction works for the campus, or for any of the infrastructure works under the scope of CMP Consultant, either directly or through any subsidiaries, joint ventures, consortiums or other organizations of their own or their successors and legal heirs.

9.9.2. The Applicant shall bear all costs relating to the preparation and submission of proposals at all stages as sought in the RFP.

9.9.3. Each proposal whether layouts or services systems or policy or any other, must be duly supported by clearly referenced data presented in a logical and quantifiable format.

9.9.4. All proposals must be based on clearly referenced global best-practices and technologies, and must respect clearly identified and listed local constraints, resources and skills.

9.9.5. The Institute reserves the right to seek more details regarding the proof of qualifications, experience and capabilities of the key personnel.

9.9.6. The Institute reserves the right to issue corrigenda and addenda to this RFP document which shall be binding on all Applicants.

9.9.7. The Institute reserves the right to amend, alter, modify, add and/or delete in part or full any requirements or terms and conditions contained in the RFP document at any time up to the stage of submission of Proposal Parts A, B and C, which shall be binding on all Applicants.

9.9.8. All dates, place and time are subject to change and and participants should regularly check for updated schedules on the Institute’s website.

9.9.9. All latest information and clarifications, if any, shall be posted on the Institute’s website. Applicants are advised to visit the website www.iitj.ac.in at regular intervals for any update with respect to the selection process.

9.9.10. The documents, and other information provided by IITJ or submitted by the Applicants to IITJ, shall become and remain the property of the Institute.

9.9.11. All Intellectual Property Rights of the schemes and proposals submitted during the process of selection; and for which any prize money/award/reward has been accepted by any Applicant, shall rest with IITJ.

9.9.12. No explanation and/or justification in any aspect relating to the selection process shall be given, and the decision of the Institute shall be final and binding on all without any right of appeal.

9.9.13. All provisions in this document are supplementary and complementary to each other and are not to be read in isolation.

10 DISQUALIFICATION

10.1 In the case where the constitution of the consortium, that has entered into contract with the Institute, is changed in any manner whatsoever at any stage, the Institute reserves the right to take appropriate decision regarding the termination of contract or modification in the scope of services, in full or part thereof.

10.2 The Institute reserves the right to debar the Applicant/terminate the agreement with the final Applicant selected for award of work, at any point of time, should

any of the document/certificates as submitted be found to be fabricated or false, or a material misrepresentation is made or discovered, or the Applicant does not provide the requisite information as required by the Institute within the stipulated period.

10.3 The Institute reserves the right to take appropriate decision in case where any contract of the Applicant (of any constituent member – in case of consortium) is found to be in arbitration with any state or central government.

10.4 Disqualifications: IITJ may, at its sole discretion and at any time during the process of selection, disqualify any Applicant, if:

10.4.1 The Applicant has made misleading statements and/or has submitted false documents as part of this RFP submission at any stage of the selection process.

10.4.2 The Applicant submits a proposal that is incomplete and/or not accompanied by such documents as are required by the Institute.

10.4.3 The Applicant fails to provide clarifications related thereto, when sought.

10.4.4 The Applicant fails to submit document(s) that are sought as a part of this RFP, strictly in the form and manner specified by the Institute.

10.4.5 The Applicant has been declared ineligible by the Government of India/State/UT Government for corrupt and fraudulent practices, or blacklisted.

10.4.6 The Applicant submits a proposal with price or percentage escalation provision or offers conditional financial bid.

10.4.7 The Applicant is found to be indulging in activities that may directly or indirectly attempt to influence the process of selection either in their own favour or against any other participants.

10.4.8 The constitution of the consortium invited to submit proposals according to this RFP or that is selected to be the Architect, is changed in any manner whatsoever.

ANNEXURE 3. PRIMARY ELIGIBILITY CRITERIA

(A) General:

1. The proprietor/all partners of the Architects/Architectural Firms (whether applying

individually or as part of a consortium) shall be registered with the Council of

Architecture, India. Companies registered as Limited Liability Partnerships (LLP) OR

Private or Public Limited Companies shall not be eligible to participate.

2. The Lead consultants (in the case of consortiums) shall be Architects/Architectural

firm with its registered office in India with minimum five (5) years of continuous

operation up to the date of publication of this RFP.

3. The Architects/Architectural Firms/Lead consultants (in the case of consortiums)

shall have an aggregate turnover of at least Rupees One and Half Crore (Rs. 1.5

Crore) in any three (3) of the last five (5) Financial Years and with a positive net

profit for each of the three years considered. Turnover shall mean consultancy fee

received during each year.

4. The Architects/Architectural Firms/any constituent of the consortium (in the case of

consortiums) shall not have been barred or blacklisted by any Central and/or State

Government in India.

5. The Architects/Architectural Firms/any constituent of the consortium (in the case of

consortiums) shall not have, during the last five (5) years, either failed to perform on

any agreement, or been expelled from any project or have any agreement

terminated for breach on their part.

(B) Special:

1. The Architects/Architectural Firms or one of the members of the consortium (in the

case of consortiums) shall, in the last five (5) years, have successfully rendered

Comprehensive Architectural and engineering consultancy services to Government /

Semi Government / Public sector undertakings or reputed private organizations for:

1.1. Townships/residential complexes and/or hostels complexes of the following

magnitude:

1.1.1. At least three similar works of minimum gross built-up area of 30,000 sqm each; or

1.1.2. At least two similar works of minimum gross built-up area of 45,000 sqm each; or

1.1.3. One similar work of minimum gross built-up area of 60,000 sqm.

Note: Applicants shall provide sufficient information and valid proof for each project listed for

meeting the primary eligibility criteria including sufficient updated contact numbers of

employers, owners or promoters of the projects. If in the opinion of the Committee, sufficient

information and valid proof is not available about some project during evaluation, the Applicant

may be declared ineligible under the primary eligibility criteria.

contiguous 5 acres plot area or more shall only be considered.

• Documents clearly substantiating relevant built-up and site area

of projects to be attached.

(ii) Experience of design of complex residential building types (in

an academic campus) as follows:

(a) Students hostels with ancillaries

(b) Faculty (teaching staff) housing

(c) Staff (non-teaching) housing

be considered as experience include all building orientation,

design, envelope performance, passive features, energy

conservation features, daylighting, etc. that could be in

ANNEXURE 15

1. SPECIAL CONDITIONS OF CONTRACT

1.1. GENERAL PROVISIONS

1.1.1. Contract: The contract to be executed between the successful Applicant and the

Institute and the documents as mentioned at (a) to (d) hereunder, shall collectively

be referred to as the “Contract”. The successful Applicant, on acceptance of their

offer by the Institute, shall, within fifteen (15) days from the issue of the Letter of

Intent, execute the Contract. The documents as mentioned below shall be treated as

forming part of the Contract, in order of preference in case of inconsistencies:

(a) The RFP document and Submissions made by the Applicant, that is, Technical

Proposals and Financial Proposals.

(b) All correspondence made between the Applicant and the Institute from RFP

stage up to and including the Letter of Acceptance of Offer.

(c) All directions and instructions issued to the Architect from time to time by the

Project Management Group constituted by the Institute throughout the entire

duration of the Contract.

1.1.2. Relation between the Parties: Nothing contained herein shall be construed as

establishing a relation of master and servant or of the Principal and Agent as

between the Institute and the Architect or their personnel or employees or agents

or sub-contractors or any person(s) appointed or engaged by the Architect. The

Architect, subject to this Contract, shall have complete charge of the personnel or

employees or agents or sub-contractors or any person(s) appointed or engaged by

the Architect, performing the Services and shall be solely responsible for any and all

acts undertaken or the Services performed by them on behalf of the Architect.

1.1.3. Law Governing the Contract: This Contract, its meaning and interpretation, and

the relation between the Parties shall be governed by the laws applicable in India.

1.1.4. Language: This Contract has been executed in English language, which shall be the

binding and controlling language for all matters relating to the meaning or

interpretation of this Contract.

1.1.5. Heading: The headings shall not limit, alter or affect the meaning and interpretation

of this Contract.

1.1.6. Notices:

1.1.6.1. Any notice, request or consent required or permitted to be given or made

pursuant to this Contract shall be in writing. Any such notice, request or consent

shall be deemed to have been given or made when delivered in person to an

authorized representative of the Party to whom the communication is addressed,

or when sent by registered post acknowledgement due, email, telex, telegram or

facsimile to such Party at the last known address of the addressee party/person.

1.1.6.2. A party may change its address for notice hereunder by giving the other Party

notice of such change.

1.2. COMMENCEMENT, COMPLETION, MODIFICATION AND

TERMINATION OF CONTRACT

1.2.1. Effectiveness of Contract: This Contract shall come into force and effect on the

date of execution of the Contract by the successful Applicant as required under Para

1.1.1 of this contract subject to the Architect furnishing the Performance Guarantee

as laid down in Para 1.2.2 of this contract below.

1.2.2. Performance Guarantee:

1.2.2.1. The Architect shall initially submit an irrevocable Performance Guarantee of Rs.

Ninety (90) Lac only in addition to any other deposits required to be made

under the Contract for his proper performance of the Contract, notwithstanding

and/or without prejudice to any other provisions of the Contract, on or before

the execution of the Contract under Para 1.1.1.

1.2.2.2. This guarantee shall be in the form of Bank Guarantee of State Bank of India or

any scheduled bank in accordance with the proforma prescribed by the Institute.

1.2.2.3. The Performance Guarantee shall be initially valid upto the stipulated date of

completion plus sixty (60) days beyond that. In case the time for completion of

work gets enlarged, the Architect shall get the validity of Performance Guarantee

extended to cover such enlarged time for completion of work, before the expiry

of the Performance Guarantee. After recording of the completion certificate for

the work by the Institute, the Performance Guarantee shall be returned to the

Architect, without any interest.

1.2.2.4. The Institute shall not make a claim under the Performance Guarantee except

for amounts to which the Institute is entitled under the Contract (not

withstanding and/or without prejudice to any other provisions in the Contract

agreement) in the event of:

a) Failure by the Architect to extend the validity of the Performance Guarantee

as described herein above, in which event the Institute may claim the full

amount of the Performance Guarantee.

b) Failure by the Architect to pay Institute any amount due, either as agreed by

the Architect or determined under any of the Clauses/conditions of the

agreement, within thirty (30) days of the service of notice to this effect by the

Institute.

1.2.2.5. In the event of the Contract being terminated by the Institute under provision of

Para 1.2.8 of this contract, the Performance Guarantee shall stand forfeited in full

and shall be absolutely at the disposal of the Institute.

1.2.2.6. In the event of the Contract being terminated under the provision of Para 1.2.4

of this contract, 10% of the Performance guarantee shall stand forfeited and shall

be absolutely at the disposal of the Institute.

1.2.2.7. The Performance Guarantee may also be forfeited by the Institute in full or part,

as the case may be, as stipulated in Para 1.3.2 of this contract.

1.2.2.8. If the Performance Guarantee is not submitted for the amount and within the

time as specified above or within the extended time as the Institute may grant,

on specific request of the Architect, it will be treated as withdrawal of offer and

the Contract having not become effective.

1.2.3. Commencement of Services: The Architect shall begin carrying out the Services

at the end of such time period after the Effective Date as shall be specified in the

letter of acceptance of offer.

1.2.4. Termination of the Contract in the event of non-commencement: If the

Architect for any reason, other than Force Majeure, is unable to start the work

within one month of the date of Commencement of Services as mentioned in Para

1.2.3 of this contract, the Institute may, by a written notice of not less than four (4)

weeks to the other party, referred to as “Notice Period”, declare the Contract as

null and void, if the work is not commenced on or before the expiry of the Notice

Period. Neither party shall have any claim against the other party in case the work is

not commenced on or before the expiry of the Notice Period and the Contract is

declared null and void , except that:

1.2.4.1. The advance, if any, paid to the Architect as per Para 7.13.1 of the RFP shall be

returned by the Architect to the Institute within fifteen (15) days of the expiry of

the Notice Period, failing which the Bank Guarantee submitted by the Architect

for the same shall be encashed by the Institute

1.2.4.2. The Performance Guarantee referred to in Para 1.2.2 of this contract shall be

encashed by the Institute for Ten (10) percent of the amount thereof (refer Para

1.2.2.6 of this contract).

1.2.5. Expiration of Contract: Unless terminated pursuant to provisions of the

Contract, the Contract shall expire when Services have been completed as per

specified scope of Services to the satisfaction of the Institute or the agreed/specified

Contract period including extended period, if any, is over, whichever is earlier.

1.2.6. Modification: If at any time after the award of work, the Institute decides to

enlarge or reduce the scope of Services for any reason and hence require the

Services to be performed in accordance with the enlarged or reduced scope, the

Institute shall give notice in writing to that effect to the Architect and the Architect

shall act accordingly in the matter. In the event of reduction in the scope of Services,

the Architect shall have no claim to any payment of compensation or otherwise, on

account of any profit or advantage which could be derived from the rendering of the

Services in full but which cannot be derived in consequence of the reduction in the

scope of Services.

1.2.7. Force Majeure

1.2.7.1. Definition

(a) For the purposes of this Contract, “Force Majeure” means an event which is

beyond the reasonable control of a Party, and which makes a Party’s

performance of its obligations hereunder impossible or so impractical as

reasonably to be considered impossible in the circumstances, and includes,

but is not limited to, war, riots, civil disorder, earthquake, fire, explosion,

storm, flood or other adverse weather conditions, strikes, lockouts or other

industrial action (except where such strikes, lockouts other industrial action

are within the power of the Party invoking Force Majeure to prevent),

confiscation or any other action by Government agencies.

(b) Force Majeure shall not include (i) any event which is caused by the

negligence or intentional action of a Party or such Party’s Sub Consultants or

agents or employees, nor (ii) any event which a diligent Party could

reasonably have been expected to both (A) take into account at the time of

the conclusion of the Contract and (B) avoid or overcome in the carrying out

of its obligations hereunder.

(c) Force Majeure shall not include insufficiency of funds or personnel or failure

to make any payment required hereunder.

1.2.7.2. Failure to perform due to Force Majeure Not a Breach of Contract:

The failure of the Architect to perform due to Force Majeure shall not be

considered to be a breach of, or default under the Contract, provided that in the

opinion of the Institute which shall be final and binding, such an inability arises

directly from an event of Force Majeure, and provided further that the Architect

has taken, to the entire satisfaction of the Institute, all reasonable precautions,

due care and alternative measures, all with the objective of carrying out the work

as per the terms and conditions of this Contract.

1.2.7.3. Measures to be Taken

(a) In the event of Force Majeure, the Architect shall take all reasonable

measures to minimize its inability to fulfill its obligations under the Contract

with a minimum of delay.

(b) In the event of Force Majeure, the Architect shall notify the Institute of such

event as soon as possible, and in any case not later than fifteen (15) days

following the occurrence of such event, providing evidence of the nature and

cause of such event, and shall similarly give notice of the restoration of

normal conditions as soon as possible.

(c) The Architect shall take all reasonable measures to minimize the

consequences of any event of Force Majeure.

1.2.7.4. Extension of Time: The time period within which the Architect, pursuant to

this Contract, is required to complete any action or task, but could not complete

the same due to Force Majeure shall be considered by the Institute for Extension

of Time, taking in to account the net effect of the event of Force Majeure and the

measures taken by the Architect pursuant to Para 1.2.7.3 of this contract, if any,

on the said time period.

1.2.7.5. Consultation: Not later than thirty (30) days after the Architect, as the result

of an event of Force Majeure, have become unable to perform a material portion

of the Services or in case the Institute is not able to perform any of its

obligations for similar reason, the Parties shall consult each other with a view to

agreeing on appropriate measures to be taken in the circumstances.

1.2.8. Termination of the Contract

1.2.8.1. The Institute, on occurrence of any of the events specified in Paragraphs (a)

through (j) of this Para 1.2.8.1 of this contract, may, by not less than thirty (30)

days’ written notice to the Architect, , terminate this Contract:

a) if the Architect fails to remedy a failure in the performance of their

obligations , as specified in the notice given by the Institute, within fifteen (15)

days of receipt of such notice or within such further period as the Institute

may have subsequently approved in writing;

b) if the Architect becomes (or, if the Architect consists of more than one

entity, if any of their Members becomes) insolvent or bankrupt or enter into

any agreements with their creditors for relief of debt or take advantage of

any law for the benefit of debtors or go into liquidation or receivership

whether compulsorily or voluntarily;

c) if the Architect fails to comply with any final decision reached as a result of

proceedings pursuant to Para 1.3 of this contract, within thirty (30) days of

receipt of the said final decision;

d) if the Architect submits to the Institute a statement or notice which has a

material effect on the rights, obligations or interests of the Institute and

which the Architect knew to be false;

e) if after removal of the Force Majeure event, the Architect is unable to

resume the work and perform a material portion of the Services during a

period of not more than sixty (60) days after the date of removal of Force

Majeure event;

f) if the Architect suspends his activities for reasons which, in the opinion of the

Institute, are not genuine and bonafide.

g) if the Architect including any of its subsidiary or personnel is found to have

committed or is involved in any act or have failed to act and such action or

inaction has a material adverse effect on the rights and interests of the

Institute;

h) if any statement, declaration or information or details submitted by the

Architect during the course of this Contract is found to be misleading, false

or vexatious;

i) if the Architect including any of its subsidiary or personnel is found to be in

violation of any of the terms and condition of this contract;

j) if the Institute, in its sole discretion and for any reason whatsoever, decides

to terminate this Contract.

1.2.8.2. Cessation of Rights and Obligations: Upon termination of this Contract

pursuant to Para 1.2.8.1 of this contract, or upon expiration of this Contract

pursuant to Clause 1.2.5 of this contract, all rights and obligations of the Parties

hereunder shall cease, except such rights and obligations as may have accrued on

the date of termination or expiration.

1.2.8.3. Cessation of Services: Upon termination of this Contract by notice pursuant

to Para 1.2.8.1 of this contract, the Architect shall, immediately upon dispatch or

receipt of such notice, take all necessary steps to bring the Services to a close in

a prompt and orderly manner and shall make every reasonable effort to keep

expenditures for this purpose to a minimum.

1.2.8.4. Payment upon Termination: Upon termination of this Contract pursuant to

Para 1.2.8.1 of this contract, the Institute shall make the following payments to

the Architect (after offsetting against these payments any amount that may be

due from the Architect to the Institute):

a) Fee for the Services satisfactorily performed prior to the effective date of

termination.

b) Reimbursable expenditures actually incurred in satisfactory performance of

Services prior to the effective date of termination.

1.2.8.5. Disputes relating to Termination: If the Architect disputes the notice of

termination given by the Institute the Architect may, within fifteen (15) days after

receipt of notice of termination, refer the matter for settlement of dispute

pursuant to Para 1.3 of this contract.

1.3. SETTLEMENT OF DISPUTES AND ARBITRATION

1.3.1. Except where otherwise provided in the Contract, all questions and disputes in

relation to the Contract shall be dealt with as mentioned hereinafter:

1.3.1.1. If the Architect considers any work demanded of him or any decision conveyed

by the Institute in writing, or any action of the Institute to be in contravention of

the terms and conditions of the Contract, the Architect shall promptly within

fifteen (15) days request the Institute for settlement of dispute, failing which, the

decision of the Institute shall be final, binding and conclusive and not referable to

settlement committee or adjudication by the arbitrator.

1.3.1.2. In case of any dispute or difference in relation to any terms and condition under

this contract, either party at the first instance shall submit its case before the

three member settlement committee as notified by the Institute for settlement of

dispute. After submission of their written statements by the parties, within 7 days

from the date the dispute has been raised, the settlement committee will make

effort to get the dispute settled between the parties through open negotiation

for next 15 days. After completion of such period of 15 days, the settlement

committee shall issue its report declaring the outcome of the settlement

proceedings.

1.3.1.3. In the event, the parties fail to resolve the dispute through the settlement

proceedings under Para 1.3.1.2 of this contract, the parties will be at liberty to

refer all such disputes or difference for adjudication through arbitration by a sole

arbitrator appointed by the Institute. If the appointed sole arbitrator resigns his

appointment or vacates his office due to any reason whatsoever, another sole

arbitrator shall be appointed in the manner aforesaid and he shall proceed with

the reference from the stage at which it was left by his predecessor. The party

invoking arbitration shall give a list of disputes including the details of the

amounts claimed – if any in respect of each such dispute. It is also a term of this

Contract that if the Architect does not make any demand for appointment of

arbitrator in respect of any claims in writing as aforesaid within fifteen (15) days

of the cause of action, the claim of the Architect shall be deemed to have been

waived and absolutely barred and the Institute shall be discharged and released of

all liabilities under the Contract in respect of these claims.

1.3.1.4. The arbitration shall be conducted in accordance with the provisions of the

Arbitration and Conciliation Act, 1996 or any statutory modifications or re-

enactment thereof and the rules made there under and for the time being in

force shall apply to the arbitration proceeding under this clause. It is also a term

of this Contract that the arbitrator shall adjudicate on only such disputes as are

referred to him by the appointing authority and give separate award against each

dispute and claim referred to him. It is also a term of the Contract that fees, if

required to be paid to the arbitrator shall be as laid down by the Indian Council

of Arbitration and shall be shared equally by each of the parties.

1.3.1.5. It is also a term of the Contract that the arbitrator shall be deemed to have

entered on the reference on the date he issues notice to both the parties calling

them to submit their statement of claims and counter statement of claims. The

venue of the arbitration shall be Jodhpur (Rajasthan) or such place as may be

fixed by the arbitrator in his sole discretion.

1.3.2. The Institute may in its discretion, require the Architect to continue the work under

Contract pending decision of the Arbitrator on the dispute(s) and if the Architect

stops or suspends the work, it shall be treated as breach on its part and in such

event, The Institute will be entitled to stop any payment as may be due to the

Architect and appropriate as much part of the said Performance Guarantee as the

Institute considers reasonable to set off the loss caused to it due to the said

stoppage/suspension of work.

wherein, the fees or such other sum as may become payable under the

Operative Guidelines of CMP (Extracted from RFP of CMP)

Note: This annexure is provided to give a background to Applicants about the vision and

scope of the CMP work. The same vision shall also inform the Architect’s work, and their

scope shall be complementary. In case of conflict or overlap in regard to the services, the

RFP for Comprehensive Architectural Design shall override these conditions of the RFP of

the CMP. Applicants may please note that the specific brief of the Institute is an evolving

process and the brief embedded in Annexure 20 of this document has been amended by the

Institute, such as data given in Table 2 of Annexure 20 against Annexure 2 of this document

(but not limited thereto). Being an extract, the Para numbering of this Annexure may not be

continuous.

6. THE PROPOSED CAMPUS REQUIREMENTS:

6.1. In order to realize the vision of a sustainable eco-campus development, IITJ

intends to develop a Campus Master Plan, hereinafter referred to as CMP/ the

Master Plan, after examining the carrying capacity of the land available and

ecological analysis. The CMP shall provide appropriate methods, designs, details,

policies, guidelines, development models, systems and strategies to:

a) Provide sustainability policies to promote sustainable design and

operation of campus functions;

b) Maximize the utilization of ecological potential of the site in land use,

energy, food and other resource generation;

c) Minimize the energy and resource consumption;

d) Protect, harvest and conserve water;

e) Minimise waste;

f) Use environmentally-friendly products and materials ;

g) Enhance indoor environmental quality;

h) Optimize operational and maintenance practices;

i) Suggest a strategy wherein the performance of all of the above (and,

perhaps, any others) can be continuously monitored and evaluated

6.2. The CMP must meet best practices / standards provisions as applicable to

ecologically-sustainable design in arid and semi-arid geo-climatic conditions, and

that result in efficient use of energy, water and other natural resources.

6.3. The CMP shall be a comprehensive referral document for sustainable

development of infrastructure and buildings as are required to fulfil the aims of

The Institute as outlined in Para 4.5 above. The CMP must provide orientation,

guidance and inspiration, to all stakeholders for all time to come.

6.4. The CMP shall include, but not be limited to:

6.4.1. Campus-level urban design, architectural, landscape and services OBJECTIVES;

6.4.2. STRATEGIC FRAMEWORK to ensure integrated sustainability throughout the

process of design, development and operation for: Phased development,

alternative energy, materials and finishes, site elements and site furniture, campus

art, exterior lighting, signage & way-finding, engineering and allied services, future

land use policy and campus management procedures.

6.4.3. Campus-level and zone-wise urban design, architectural, landscape and services

GUIDELINES;

Sustainability and Environmental sensitivity

6.5. IITJ intends to carry all campus development works forward by taking an

Ecosystem Services approach that explores development methods which depend

on ecosystems, and not merely those that affect ecosystems.

6.6. The CMP must allow the identification and exploitation of eco-potentials. It must

enhance the flow and benefits of ecosystem services by influencing modes of

production, procurement and creating incentives. It must promote participatory

systems that localize energy, food, materials and local product

6.7. The ecosystems, and the scales on which they deliver services, shall be

mandated, at the Master Plan level, as the key building blocks for spatial analysis,

planning and design, instead of archaic unit area norms.

6.8. As an eco-campus, sustainability and environmental sensitivity shall be

emphasized at all levels. Its pattern shall be driven by stewarding natural

resources and based on renewable energy. This eco-campus shall function 24x7,

for 365 days of the year.

6.9. The CMP must propose water-sensitive design that uses the complete water

cycle. The eco-campus shall possess systematically recharged subsurface water

wells and tanks providing safe, sufficient and pure drinking water.

6.10. A well-planned, environment-friendly reed-bed zone wastewater system and

other, new biological technologies shall help in reducing dependence on public

utilities, while providing nutrient-rich additives for soil regeneration. It must

also promote the use of waste products to satisfy energy and material resource

needs.

6.11. Wherever required and possible/practical, solar panels, micro wind turbines and

other such renewable energy sources shall be used to cater to the basic needs of

the community not only taking it "off the grid" but, perhaps, reversing the

direction of resource flow.

6.12. The final goal is to have a campus that is net zero waste, net zero energy

and net zero water, reaching full range self-sufficiency at the end of the project

period. This goal will be attained through global best-practices and technologies,

including respect for local constraints, resources and skills, and the requirements

of the Government of India’s procurement systems.

6.13. Sustainability initiatives shall need to be performance-based and shall be

continuously monitored to ensure that they provide good value for investments

that The Institute makes.

Integrated Farming

6.14. Given the draft MNRE guidelines, the physical capacities available at the site, and

IITJ’s desire to function as a ”Living laboratory”, it is planned to develop a long-

term integrated farming operations program including agriculture, floriculture,

horticulture and other agro-forestry systems that will address self-reliance,

sustainability, education, action-research and community living goals.

6.15. On-campus agricultural production shall be organic and sustainable, with the

aim to supplement the agricultural produce procured from the market for

campus consumption.

6.16. Another component of the integrated farming operation includes waste

treatment. As is known, bio-waste can be used for energy and agricultural needs.

Human solid waste can also be treated via natural systems. An integrated waste

treatment system will also serve educational, research, and outreach objectives,

and form a part of the overall resource management system for the campus.

Smart, Intelligent and Converged Campus Network :

6.17. ICT convergence plays a huge role in reducing the overall energy impact – from

dematerialization due to converged infrastructure, enhanced energy

management via intelligent networks and policies to greenhouse gas savings via

the use of collaborative technologies.

6.18. IITJ’s vision of a “Smart and Intelligent Eco-Campus” is one in which the

foundation will be converged digital infrastructure and the information it carries,

enabling the delivery of vital services from integrated facility operations

management, utilities management to seamless connectivity, and access to

education, healthcare and infotainment services – thereby transforming the

community and the lives of the people who will work and learn there.

6.19. The network will be THE platform to plan, build, monitor and manage daily

operations and systems in the campus with expected gains in the operational

excellence of campus community life, enhanced productivity among faculty,

students, employees and improved access to sustainable smart ICT services.

6.20. The CMP shall focus on creating a converged digital infrastructure for the

campus and shall be integrated and tightly coupled with the physical

infrastructure and ecological design created by the identified campus master

planner(s).

6.21. The CMP shall assess any current plan(s), identified systems and services and

benchmark against converged designs, systems and services in developed

nations. It shall propose key services; feasible operating and business models for

all relevant ICT stakeholders and project master planners and propose a

coordinated implementation plan.

6.22. The CMP framework must not simply identify constraints but actively identify

and uncover potential for converged and sustainable services and ICT best

practices in achieving the overall project vision and ecological performance

indicators such as net zero waste, net zero energy, smart micro-grid usage of

renewable/non-renewable sources and overall self-sufficiency in resource

management.

6.23. The CMP shall provide orientation and guidance for all key stakeholders and

campus managers to include the proposed design guidelines and ICT services in

policies in order to assist in the creation of a sustainable future for the IIT

resident communities both present, and in times to come.

Campus Development

6.24. The fully-residential campus shall have development phases for the years 2013,

2015, 2020 and 2025 in accordance with the student strength for those years,

alongside a long term development horizon of at least 30-35 years.

6.25. It is expected to cater to about 770 students in different academic streams by the

year 2013. By 2015, student strength at the campus will be about 990. In the

long-term, the campus will cater to 3520 students by 2020, and 5760 by 2025.

6.26. As per approved norms, the ratio of faculty to students will be 1:10. The ratio of

faculty to non-faculty staff is 1:1.1. Besides this, the strength of visiting faculty

may be around 25% of the regular faculty.

6.27. The growth and development of the campus is envisioned to:

6.27.1. Be flexible, modular, compact and climatically-suitable

6.27.2. Strengthen the overall spatial organization, functionality and appearance of the

campus at all times

6.27.3. Continuously maintain IITJ’s commitment to integrated sustainability

throughout the process of design, development and operation.

6.28. The campus seeks to offer students and staff myriad opportunities for studying,

socialising and recreation. Multiple parks, plazas, and open spaces, planned at

varying scales, each with its own unique features, will punctuate the campus.

These will be designed as beautiful interludes that exploit and accentuate the

natural beauty of the surroundings and enhance the buildings that frame them.

6.29. Modularity of built spaces shall be emphasised to help multiply the built areas

for various zones/departments etc. as per future needs without relocation or

scatter.

6.30. Campus planning shall address the interactive aspects of various buildings and

departments so as to provide flexibility of space integration for both, emerging

as well as unforeseen, multi-disciplinary futuristic academic and research fields.

6.31. In order to mitigate the effects of the hot and dusty local climatic conditions, the

possibility of planning of underground facilities/built spaces should also be

explored.

6.32. It is intended that most built spaces within the campus shall be naturally lit

during daylight hours.

6.33. Further, there shall have to be substantial and well-articulated, airy and

naturally lit internal circulation/mobility systems in view of the adverse open-air

climatic scenario for most part of the year.

6.34. There shall be clear and unambiguous campus-level visual cohesion, legibility

and way-finding by defining guidelines governing the treatment of campus

perimeters, entranceways, gateways, circulation corridors, and outdoor spaces

through appealing, efficient and sustainable use of materials and finishes,

campus art, site elements, site furniture, exterior lighting, and signages.

6.35. The campus must present itself as ‘complete’ in appearance and function, during

all the phases of its development. Spatial planning must ensure compact and

cohesive development that minimizes walking distances between various

functional zones while providing for the phased development of such zones.

6.36. The campus would primarily consist of the following ‘ZONES’ and their

interconnections, as the planned-space components:

6.36.1. Academic Zone-Instructional Area: comprising of classrooms, lecture halls,

tutorial rooms, core labs, undergraduate engineering laboratories,

research/project labs, workshops, drawing halls, central facilities (workshop,

liquid nitrogen plant, glass-blowing etc.), specialized industrial labs, computer

centres and libraries.

6.36.2. Academic Zone-Faculty Offices: comprising of faculty office area, technical

staff office area, work stations area for project staff.

6.36.3. Academic Zone-Administrative Buildings: comprising of the Director’s and

Deputy Director’s offices (including their staff), lounge, Deans’ offices,

Conference Room, Registrar’s office, students’ and office records, Central

Stores, administrative staff office areas, GATE/ JEE Offices.

6.36.4. Residential Zone: Faculty and staff housing, studio apartments for visiting

faculty and others, housing for married students, club complexes, tot-lots and

neighbourhood greens.

6.36.5. Hostels Zone: Hostel area, including Dining Halls and Common Rooms,

Students’ Activity Centre, Placement Centre, and support facilities such as

stores and kitchens. These areas may be active throughout the night.

6.36.6. Sports Zone: comprising of indoor sports facilities for basketball, badminton,

squash, table tennis, weightlifting, a swimming pool and SPA Complex,

multipurpose open-air sports fields (football, cricket and hockey), athletics

arena with seating for 15000 persons.

6.36.7. Outreach Zone-Convention Centre Complex: may consist of open-air

theatres of 1500 and 5000 person capacities, auditoria of 1600 and 3000

person capacities, seminar theatres of 500 persons capacity, conference rooms

of 45 persons capacity, meeting rooms of different sizes, a lobby/lounge area,

dining rooms, support facilities and utilities, Visitors’ Hostel/Guest House, and

parking etc.

6.36.8. Outreach Zone-Collaborative Centres: comprising collaborative

centres/specialised centres funded by industrial houses/donors, industrial

park for incubation, companies, and industry projects. Science city/park that

would expose the common man to renewable energy and other technologies of

interest

6.36.9. Transportation Zone: comprising public transport systems, movement

corridors, and subways, underground tunnels, overbridges, covered and open

parking for cars and bicycles, fuel stations, charging stations, service centres,

workshops etc.

6.36.10. Supportive Facilities Zone: comprising shopping centres with banks,

cafeteria etc., domestic gas godowns, tuck shops/ kiosks spread around the

campus in strategic locations, Health Centre and hospital, play schools, campus

primary school, a Kendriya Vidyalaya, Art and Crafts village and cultural centre,

yoga hall, Community Centre, Railway Reservation counter, security barracks,

maintenance offices and maintenance stores etc.

6.36.11. Utilities and Services Zone: comprising network of electric substations,

localized generation systems, grids, panels, charging stations, renewable

energy generation systems (solar, bio-fuel, etc.), HVAC systems, fire safety

measures and systems, conventional and renewable resources such as water

supply networks, tanks, pumping stations, rainwater harvesting and recharge

systems including tanks and ponds etc., sewerage systems and treatment

plants, solid waste management systems, solar water-heating systems, weather

monitoring stations and security systems, recycling facilities etc.

6.36.12. Green Zone: comprising of the following systems and spaces based on

sustainable models:

− Informal and formal gathering spaces, open air theatres etc.

− Nursery

− Formal Parks (lawns to be avoided; alternatives to be explored)

− Walking trails

− Jogging tracks

− Biodiversity Parks

− Woodlands and Urban Forests

− Agriculture Fields

− Floriculture

− Fruit Orchards

− Medicinal Plantation

− Water Bodies connected to Watershed management systems

− Zone for Reed Bed, vermicomposting etc.

− Godowns / Cold storage / silos/ storage yards for food produce

− Eco-Retreat - This will be special mini retreat with about 20 persons’

accommodation in traditional village huts or the like.

6.36.13. Solar Park Zone:

6.36.13.1. The solar park zone would include the present Centres of Excellence for

Energy, ICT and Systems Science; alongwith the proposed CoEs for,

Biologically-Inspired System Science and Design & Innovation. Newer CoEs, if

any, would also be developed within this zone.

6.36.13.2. Besides this, the zone shall contain:

− various technology demonstration units,

− testing and benchmarking units and laboratories,

− research and development facilities,

− outreach centre for industry interactions,

− residential accommodation for various plant & utilities personnel and

married project staff

− hostel accommodation for project employees

− water bodies created for rain water harvesting and storage for use by the

power plant and the like.

6.36.13.3. The main aim is to create infrastructure that is compact, maximizes the open

areas, and minimizes the building foot print so that space may also be

provisioned for future expansion of different units.

6.37. The expected requirements of areas of various zones of the The Institute as listed

in Para 6.36, are provided in the following Table 2.

6.37.1.1. These areas are indicative only; and are solely for the purpose of proposals to

be submitted in response to this RFP.

6.37.1.2. The applicants must broadly adhere to these areas in their technical

proposals. This will help the Jury to evaluate proposals on parity.

6.37.1.3. For the present, these areas may be seen as built-up area requirements. All

the figures in the Table 2 below are in square metres.

6.38. As already stated in Para 5.3, the permanent campus of The Institute is proposed

to be developed in Block A of the site. Block B is proposed to be utilised for

development of Centre of Excellence. It is, thereby, expected that the academic

zone and its related hostel and residential zone, substantial portions of the green

zone and the proportional components of the transportation functions, support

facilities, utilities & services may be located within the Block-A of the site. And,

the Centres of Excellence alongwith their other facilities, functions and buildings

are envisaged to be located in the Block-B of the site.

6.39. The Campus Master Plan is expected to provide for possible segregation and

access delineation of the residential zone, outreach zone, solar park etc.

whenever needed in the future.

6.40. It may be noted that within the Block-B of the site, a 33kV electric sub-station is

being built for The Institute.

6.41. Further, two overhead water tanks, each with a capacity of 15 lakh litres are

already sanctioned to be built on each of the two blocks A and B of the site. The

locations of these are expected to be outlined by the master plan proposals. In

addition to these tanks, the augmentation of water storage capacity, as per

master plan proposals, may also be planned.

6.42. Since the two parts of the site are segregated by the National Highway 65 , it is

necessary for the campus master plan to ensure well planned and suitably

located interconnects, entry/exit points, interface for the in-bound and out-

bound campus traffic for the two separate blocks keeping in mind the expected

growth in traffic on the highway.

6.43. The necessary departmental action is already underway for seeking suitable

interconnects under the existing NH-65 that divides the site. These provisions

and/or new and innovative ideas shall be finally implemented only to be in

consonance with the master plan proposals as provided by the selected

Consultant.

6.44. All the above requirements shall need to be taken into account and factored in

the CMP provisions.

6.45. The Institute expects and strongly encourages the Consultant to explore

innovation in all spheres of the campus master plan design, development,

implementation and monitoring; and present pathbreaking solutions,

creative inputs, fresh ideas and new idioms for the expression of spatial

needs, sustainability issues and other requirements as mentioned in the

RFP document. Due credit shall be given to such ideas and innovations.

7. CAMPUS MASTER PLAN MANAGEMENT:

7.1. The Institute shall constitute a Project Management Group to oversee, monitor,

review and assess the development of the CMP, its various components, and the

details of all proposals therefor, at various stages.

7.2. The Consultant selected for preparation of CMP, hereinafter referred to as the

Consultant, shall work under the directions of the Project Management Group;

and shall make changes and modifications in the CMP including all its

components, as and when directed by the Project Management Group.

7.3. The directions and instructions issued from time to time by the Project

Management Group, shall be deemed to form a part of the Contract between The

Institute and the Consultant.

7.4. The decision of the Project Management Group shall be final and binding on the

Consultant.

7.5. The Consultant shall hold meetings, briefings and discussions regarding the

provisions and proposals of the CMP with various user groups and stake holders,

other individuals or agencies, as per the directions of the Project Management

Group.

7.6. Based on an iterative and consultative process of discussions and feedback,

under the overall directions of the Project Management Group, the Consultant

shall arrive at the detailed proposals of the CMP at different stages to achieve the

goals of sustainable development as envisaged in Institute’s, vision of a “smart

and Intelligent Eco-Campus”.

8. SCOPE OF SERVICES FOR CAMPUS MASTER PLAN CONSULTANT:

8.1. The scope of Services for the Consultant shall basically comprise of all actions

and activities as are needed to meet the vision of The Institute as briefly outlined

under Para 6 (including its sub-Paragraphs) of this RFP document. An abstract of

the Services which is illustrative and not exhaustive is given in the following Para

8.2 and beyond.

8.2. The CMP shall provide appropriate methods, designs, details, policies, guidelines,

development models, systems and strategies for management of:

8.2.1. Campus level infrastructure including built mass for various zones,

transportation system, ICT facilities, support facilities and utilities.

8.2.2. Water use, segregation, treatment, reuse and recycling of various kinds of

waters and water cycles including recharge of water, watersheds, subsurface

aquifers and freshwater flow systems at site, including the liquid water/blue

water flows (ground water and surface run-off) and the water vapour/green

water flow (evapo-transpiration) hydrological cycles.

8.2.3. Waste generated at site due to the various project-stage development and post-

project campus activities including waste collection, segregation, recycling or

utilization for waste-to-energy systems.

8.2.4. Energy production through solar/biomass/waste-to-energy/other potentials at

site, energy consumption models, systems and services including efficiency at all

stages of production, transmission, consumption and recovery.

8.2.5. Agriculture & agro-based vegetation and forestry systems, horticulture and

floriculture in light of the eco-potential of the site including production,

processing, storage, consumption and marketing of the produce.

8.2.6. Ecology and biodiversity to achieve zero net loss and preferably a net gain of

ecosystem services and biodiversity with respect to species composition, habitat

structure, ecosystem functions and land use practices.

8.2.7. De-desertification interventions in and around the site; and to augment and

strengthen the native eco-system, biodiversity and hydrological cycles to ensure

de-desertification.

8.3. The Consultant shall design Financial Models for all the proposed services,

including agricultural practices and agro-based functions keeping in mind the

guidelines of the Government of India / Rajasthan state government. The CMP

shall propose feasible usage scenarios and consumption models for various

services. Any proposed services and models shall be based on prevailing market

assessment and validation findings for the region, specifically considering The

Institute’s inclination to invest in revenue-generating/revenue-neutral, self-

sustaining services, which are to be benchmarked against both national and

international quality and cost standards.

8.4. The CMP shall identify and leverage any key regulatory provisions and incentives

of the Government of India / Rajasthan state government to ensure that the

proposed services identified are economically viable.

8.5. The CMP shall propose the most applicable Operating Models, for all the

proposed services, including agricultural practices and agro-based functions in

IITJ, that factors in all the integration elements between the various campus

infrastructure and systems and the provisioning of the proposed eco-services.

8.6. The CMP shall provide designs, policies, guidelines and all details as may be

required for the development of the campus through reports, drawings, models,

sketches etc. at suitable scale and medium.

8.7. All documents, drawings, reports shall be submitted in hard as well as soft

copies, in the formats and scale as directed from time to time by The Institute or

its authorized representative.

8.8. The CMP shall be prepared strictly as per statutory provisions and guidelines

issued by the Central / State Government, and also in accordance with the best

international practices and codes as applicable to such development.

8.9. The Consultant shall provide, without question or fail, all information within the

purview of the CMP as sought by all committees and other agencies appointed by

The Institute for any purpose. Support and assistance, if any, to the extent

required by such committees and other agencies, shall also be provided by the

Consultant as and when desired by The Institute.

8.9.1.1. The Consultant shall give brief to the architects and various others to ensure

that developmental regulations, guidelines and other proposals of the CMP are

incorporated at the buildings level.

8.10. The Consultant shall provide knowledge transfer and handover of all aspects of

each CMP component to the selected implementing & management agencies.

8.11. The Consultant shall provide a complete Project Management Plan in the desired

format, for all the initiatives and milestones in the CMP.

8.12. The Consultant shall maintain a organizational/governance structure, to the

satisfaction of The Institute, in order to ensure effective monitoring of stated

milestones and initiatives of the CMP.

8.13. The Institute will provide to the Consultant, free of cost, skeletal bare shell office

space of up to a maximum of 70 square meters for establishing an office at the

temporary campus/site, for a maximum period of five years, or as decided by

The Institute.

8.14. The Consultant may, at The Institute’s discretion, aid and advise in the matter

relating to the CMP, as and when required.

8.15. The Consultant shall be required to participate in the meetings as and when

required by The Institute.

8.16. The status/designation/qualifications of the representative(s) of the Consultant

who will be allowed to deal/interact with The Institute and/or its

representatives, Project Management Group and other designated

committees/groups etc. shall be the matter of discretion of The Institute and the

decision of The Institute in this regard shall be final and binding on the

Consultant.

8.17. All Intellectual Property Rights of the schemes and proposals submitted as a part

of the process of CMP design, development, implementation and monitoring shall

rest with IITJ.

8.18. The major milestones in the planning and execution of CMP, details of which are

given in later Paragraphs, have been identified as the following:

a) Campus Master Plan - Design Stage (refer Para 8.22)

b) Campus Master Plan - Approval stage (refer Para 8.23)

c) Campus Master Plan - Implementation Stage (refer Para 8.24)

d) Campus Master Plan - Monitoring and Evaluation Stage (refer Para 8.25)

8.19. To ensure sustainable eco-campus development, the Consultant shall assess the

existing eco-system and natural resources at site including land, soil, ground

water aquifers, freshwater flows and ecosystem services, through an ecological

analysis (refer Para 8.26 for detailed scope of Services regarding environmental

assessment and management plan).

8.20. The Consultant shall ensure that the CMP and subsequent development

activities, including but not limited to those referred to in Para 8.18 above, while

adhering to the norms and mandatory requirements prescribed by the

Government of India, are clearly traceable and quantifiable derivatives of the

environmental studies and ecological analysis as referred to in Para 8.26 of this

RFP document.

8.21. In order to realize the vision of a sustainable ‘Smart and Intelligent Eco-campus’

development that demonstrates the seamless fusion, enhanced benefits of

technology convergence, and sustainable ecological best practices, the

Consultant shall need to develop an Information and Communications

Technology (ICT) Plan to augment and supplement the ecologically focused CMP

(refer Para 8.27 for detailed scope of Services regarding Information and

Communications Technology (ICT) Plan).

8.22. Campus Master Plan – Design Stage

8.22.1. Space Management Programme: The Consultant shall, in consultation with The

Institute, prepare a detailed space management programme (architectural

programme) for the years 2013, 2015, 2020 and 2025. This shall form the basis

of the phasing plan.

8.22.2. Phasing Plan: of the various buildings, facilities and infrastructure of the

campus, including specifying plots for development of various generic buildings

of a repetitive nature. Provisions are to be kept for future developments, even

beyond the stipulated horizon year 2025 of the present CMP.

8.22.3. Documentation for appointment of architects and other Consultants: The

Consultant shall provide the EOI, RFP and other documents and details, sufficient

to allow IITJ to appoint architects and other Consultants for building complexes

in different zones and phases.

8.22.4. Land-use zoning: indicating allocation for The Institute’s functional areas –

academic, research, residential, administrative and community amenities and

support buildings; transport and parking systems, services and utilities; formal

green zones, agricultural, horticulture, floriculture fields, campus woodlands,

playing fields; water management systems, solar park and Science Centre as

required for development of a world class eco-campus.

8.22.5. Urban Design, Development Guidelines and Passive and Active Design

Strategies for “Sustainable Architecture” in various zones including, but not

limited to, permitted footprints, form, size, shape and height and visual character

of buildings, materials and methods of construction, monitoring and evaluation

systems etc.

8.22.6. Traffic and Transportation Plan of the campus, including different hierarchies

of roads, tracks for cycles and ‘green vehicles’, pedestrian pathways, parking

systems, public transportation systems, possible linkages to future City Metro,

subways and overbridges, entrances, exits, universal access/barrier-free access

throughout the campus etc.

8.22.7. Services and Utilities Plan giving capacity, layout and technology for various

utilities and services, campus network and other ICT infrastructure, in different

phases of development. This plan will include provisions for future development

and expansion in different phases, and provide details and clear guidelines to

ensure that expansion takes place without disruption to existing road networks

and other infrastructure.

8.22.8. Landscape Plan for open spaces, recreational areas, playing fields and sports

grounds, parks and gardens, forests, woodlands, street-side plantations,

“protective” plantation and vegetation to act as noise barriers and facilitate

passive thermal comfort, boundary wall plantation. Landscaping guidelines shall

be provided, supported by plans, sections and sketches. A list of different species

of vegetation for various zones in the campus will form an integral part of the

guidelines. This list must contain but not be limited to, plant species native to the

Marwar region of Rajasthan.

8.22.9. Agriculture Plan for all zones for agro farms and fruit orchards. Long-term

integrated farming operations program including agriculture, floriculture,

horticulture and other agro-forestry systems shall be proposed according to the

eco-potential of the site including suitable plant, vegetables, fruits and flowers

species, their production, processing, storage, consumption and marketing of the

produce. Emphasis will be on organic, sustainable agriculture schemes that have

the capacity to supply food for campus consumption; and integrated farming

operations that include waste treatment and bio-waste consumption for

agricultural needs.

8.22.10. Ecological Plan identifying ecologically fragile areas and natural assets that

should be created and/or protected to achieve zero net loss and, preferably, a net

gain of ecosystem services and biodiversity with respect to species composition,

habitat structure, ecosystem functions and land-use practices related to

developmental guidelines/measures; proposals and policies for de-

desertification interventions in and around the site to augment and strengthen

the native eco-system, biodiversity and hydrological cycles to ensure de-

desertification.

8.22.11. Energy Management Plan giving policy framework and guidelines for

effective and efficient energy production, transmission, consumption and

recovery in the Campus including, but not restricted to, conservation by building

and lifestyle methods, smart grid within campus, and renewable energy

generation through solar/biomass/waste-to-energy/other potentials at site.

8.22.12. Waste Management Plan giving details of collection, transportation,

treatment and disposal systems including recycling and reuse. This will include

solid and liquid waste. The Plan will also suggest technologies and measures to

deal with hazardous, toxic and e-waste, besides waste from laboratories, offices,

households, hostels, dining hall and kitchen, gardens and agro-farms, and other

areas of the campus. Human solid waste can be treated via natural systems. The

plan may suggest various bio-digestors and/or other systems that will serve the

campus' long-term waste management needs. An integrated waste treatment

system will serve educational, research, and outreach objectives, and form a part

of the overall resource management system for the campus.

8.22.13. Water Management Plan for the whole campus and peripheral collection

zones outside the campus, including surface and underground drainage systems,

rain water harvesting, underground aquifer recharge, water use, segregation,

treatment, reuse and recycling of various kinds of waters and water cycles etc.

(much of this development may be non-engineered, for example, through natural

systems of drainage and water management.)

8.22.14. ICT Plan giving details of High Speed Campus LAN (wired and wireless),

Unified Communication system for providing VoIP, IP TV and IP based Video

Conferencing, Security and Access Control system, Surveillance system and

Smart Building Management system. The complete monitoring of the ICT

enabled services will be done from an Integrated Operations Centre (IOC). The

Master Plan should detail the designated service corridors for external OFC and

Cable routes and building entry/exit points. It should also detail the

requirements for the Central Computer Centre which will house Application

servers, HPC and Cloud Computing, IOC and support systems such as UPC,

Precision Air Conditioning and DG set for power backup. (refer Para 8.27 for

details)

8.22.15. Financial Models for all the proposed services and agro-based functions

keeping in mind any key regulatory provisions and incentives of the Government

of India / Rajasthan state government to ensure that the proposed services

identified are economically viable (refer Para 8.3).

8.22.16. Operating Models for all the proposed services and agro-based functions of

IITJ, that factor in all the integration elements between the various campus

infrastructure and systems and the provisioning of the proposed eco-services

(refer Para 8.5).

8.23. Campus Master Plan - Approval Stage

8.23.1. The Consultant shall ensure the successful grant of Environmental Clearances

(EC), Consent to Establish and all related clearances as may be needed from the

competent authority, in no more than 6 (six) months from the date of signing of

Contract. (refer Para 8.26.3.5)

8.23.2. After the CMP is approved by The Institute, the Consultant shall obtain all

statutory approvals, other than those referred to in Para 8.23.1, as may be

required for campus development from the Government of India / Rajasthan

State Government / local authorities and all such agencies as applicable.

8.23.3. The Consultant shall prepare and submit all drawings, reports and other details,

to the local bodies and other authorities, as required for obtaining statutory

approvals, including those referred to in Para 8.23.1.

8.23.4. The Consultant shall also make revisions, corrections and modifications, provide

all requisite information, make presentations, attend meetings for approvals and

undertake all liaisons and all associated requisite follow-up for timely clearances

and approvals from the concerned authorities.

8.23.5. The Institute shall provide necessary authority/power of attorney etc., if and

when required, to the Consultant; and provide signatures and seal of The

Institute on the documents to be submitted to the statutory authorities by the

Consultant.

8.23.6. All fees/charges relating to statutory approvals, payable to local bodies and

other authorities, shall be paid by the Consultant and subsequently the same

shall be reimbursed by The Institute upon production of proof of actual payment.

In case, the local authorities demand payment directly from The Institute, it shall

be the duty of the Consultant to bring it to the notice of The Institute for doing

the needful.

8.24. Campus Master Plan - Implementation Stage

8.24.1. The Consultant shall update the proposed financial models and operating models

for different campus services and functions, according to the final services and

systems proposals approved for various components of the CMP.

8.24.2. The Consultant shall review and provide the necessary input on tender packages

and documentation previously provided for all components.

8.24.3. The Consultant shall provide implementation support for the overall plan which

would include but not be limited to the following:

8.24.3.1. Finalization of tender packages and preparation of RFP document(s) for

selection of the Consultants/architects for construction of buildings (including

their internal services) as per the suggested tender packages, including

providing expertise to The Institute in the process for the selection of the

Consultants/architects for various packages.

8.24.3.2. Preparation of detailed design drawings, specifications, preliminary and

detailed estimates and tender documents for all the external/peripheral

services and infrastructure works (including their related

buildings/structures) other than the buildings as outlined in Para 8.24.3.1

above, including providing expertise to The Institute in the process for the

selection of Contractors for execution of various packages.

8.24.3.3. Aid and advise, at The Institute’s discretion, in the matter relating to the CMP.

8.24.3.4. Giving support to the institute, as and when required, to brief the architects

and various others to ensure that the developmental regulations, guidelines

and other proposals of the CMP are incorporated at the buildings level.

8.24.3.5. Participation in the meetings as and when required by The Institute.

8.24.4. Apart from the scope of Services as outlined above, the Consultant’s role would

also include but not be limited to preparing all engineering designs, technical

drawings, preliminary and detailed estimates and all related aid and advice as

required, for the following:

8.24.5. Traffic and Transportation Systems:

8.24.5.1. All hierarchy of roads, streets, pathways, pavements, road dividers and

movement corridors, underpass, over-bridges, tunnels, etc., for movement of

people, goods and services.

8.24.5.2. Transportation terminals, stops, ticketing counters and all related buildings

and structures.

8.24.5.3. Campus level parking lots (open as well as covered), for different modes of

transport. This will include underground, surface or multi-storied parking lots.

8.24.5.4. Interconnects between the two blocks A and B of the site

8.24.5.5. Interface of the in-bound and out-bound campus traffic with the National

Highway-65

8.24.5.6. Universal access/barrier-free access throughout the campus including definite

design and construction proposals throughout the campus across all zones, in

line with GOI regulations and India’s international commitments.

8.24.6. Services and Utilities Systems:

8.24.6.1. Storm water drainage systems

8.24.6.2. Water harvesting systems for the whole campus and peripheral collection

zones outside the campus, including surface and underground drainage

systems, rain water harvesting, underground aquifer recharge.

8.24.6.3. Electrical systems for street lights, open-areas etc.; renewable energy

generation and supply systems

8.24.6.4. Campus networking systems including ICT

8.24.6.5. Integrated building services and campus infrastructure & services

management systems including need-based automation, duty cycling, O&M

cycling, manpower and other resource planning & management etc.

8.24.6.6. Waste Management systems including, collection depots, transfer stations,

disposal grounds, vermi-composting and other disposal / recycling

mechanisms (excluding designs of plant and equipment and technological

systems and other specialized designs).

8.24.6.7. Water supply, water use, water segregation, treatment, reuse and recycling,

sanitary, sewerage and drainage systems for the campus (excluding design of

overhead tanks, surface or underground reservoirs, plant and equipment).

8.24.6.8. Towers, tunnels, channels, ducts, carriageways, corridors, reservoirs, tanks etc.

(underground, surface or above ground) for all service lines like water supply

and sewage systems, electricity, telephone, information network, fire detection

& fighting systems etc., including those for which detailed engineering designs

are being provided by other specialized agencies, as the case may be.

8.24.7. Landscape:

8.24.7.1. Landscape details of campus level greens including, plantation, vegetation,

woodlands, piazzas, public squares, hierarchy of parks and formal greens etc.

(excluding detailed internal and external landscaping adjacent to buildings and

within plots carved out for different functional uses like lecture halls,

laboratory complexes, offices, shopping centers, hostels, individual houses and

apartments etc.)

8.24.7.2. All measures related to ecological restoration, de-desertification, bio-

remediation etc.

8.24.7.3. Campus level signage systems, directional boards, way-finding systems etc.

8.24.7.4. All street furniture like benches, posts, emergency phone booths etc.

8.24.7.5. External and internal boundary wall, barriers, including entrance gates,

security rooms etc.

8.24.8. Agriculture:

8.24.8.1. Long-term integrated farming operations program including agriculture,

floriculture, horticulture and other agro-forestry systems

8.24.8.2. Organic, sustainable agriculture schemes that have the capacity to supply food

for campus consumption.

8.24.8.3. Integrated farming operations that include waste treatment and bio-waste

consumption for agricultural needs.

8.24.8.4. Farms Layouts, bio-fertilizers production and irrigation systems details.

8.24.8.5. Farm tools depots, foodstock and other storage godowns, processing and

packaging units etc.

8.24.8.6. Access routes, barriers, security posts, research labs, green houses etc.

8.25. Campus Master Plan - Monitoring and Evaluation Stage

8.25.1. Supervision of all the CMP level developmental works, including periodic site

inspections by qualified and experienced professionals, to the extent desired by

The Institute.

8.25.2. Advising, participating in meetings, and giving design and other briefs to the

architects and others, as and when required by The Institute, so as to ensure that

developmental regulations, guidelines and other proposals of the CMP are

incorporated at the building level.

8.25.3. Developing and installing systems for supervision, performance monitoring and

evaluation of the CMP proposals, and overseeing the campus development, to the

extent desired by The Institute, for at least up to five years from the date of

approval of the CMP.

8.25.4. Providing designs, details, specifications, estimates and related support for

establishment of various labs, plant and equipment required for such monitoring

and evaluation as mentioned in Para 8.25.3.

8.25.5. The Consultant shall, whenever sought by The Institute, provide all necessary

information to The Institute, or to any third party/agency appointed by The

Institute, to monitor performance.

8.25.6. The Consultant shall ensure proper implementation, performance monitoring

and evaluation of the CMP proposals. For this purpose, the Consultant shall

establish an office at site and/or temporary campus of The Institute for at least five

years from the date of approval of the CMP. The Consultant shall depute, to this

office, competent, qualified and experienced (minimum five years) professional

staff led by a competent, qualified and experienced (minimum fifteen years)

professional. Besides the regular visits by staff posted at Jodhpur, periodic site

inspection shall be done by qualified and experienced (minimum ten years)

professionals from different disciplines, as and when directed by The Institute.

After this initial period of five years, the Consultant’s periodic presence may be

required for spot surveys, and other studies, to monitor performance and provide

support to different agencies, as and when directed by The Institute.

8.25.7. The Consultant shall not have the right to refusal for offering such Services, as

and when directed by The Institute.

8.26. Environmental Assessment & Management Plan

8.26.1. The Consultant shall need to undertake a comprehensive and detailed Strategic

Environmental Assessment, hereinafter referred to as SEA, including Environment

Impact Assessment (EIA); Rapid EIA studies, and preparation of EIA Report and

Environmental Management Plan (EMP) for the proposed ‘eco-campus’

development project.

8.26.2. The POLICY OBJECTIVES of the proposed SEA shall be:

8.26.2.1. To define the information needs, and select appropriate methods, for the

proposed Strategic Environmental Assessment, in consultation with IITJ.

8.26.2.2. To identify, appraise and suggest appropriate policy options, based on the

assessment in consultation with IITJ.

8.26.2.3. To plan, design and propose policies, systems (including equipment), processes

and indicators (Input/Output/Outcome/Impact/other) for continued

monitoring, record and evaluation of a minimum range of key variables and

parameters for sustainable campus development and environmental

management in consultation with IITJ.

8.26.2.4. To provide periodic appraisals of such monitoring, record and evaluation

policies, systems, processes and indicators in association with IITJ.

8.26.2.5. To provide data, information, and technological expertise that adheres to

international data standards; quality assurance and quality control standards.

8.26.2.6. To provide knowledge transfer and handover of the environment assessment

and management Master Plan to the selected implementing & management

agencies.

8.26.2.7. To provide a complete Project Management Plan in the desired format for all

the initiatives and milestones in the environment assessment and management

Master Plan.

8.26.2.8. To outline a governance structure that ensures effective monitoring against

stated milestones and initiatives of the environment assessment and

management Master Plan.

8.26.3. The DEVELOPMENT OBJECTIVES of the proposed SEA shall be:

8.26.3.1. To identify and appraise the nature and potential of the existing land, soil, sub-

surface aquifers, freshwater flows and ecosystem services available at site, and

suggest methods of enhancing their flow-cycle and benefits.

8.26.3.2. To identify ecosystem services that would be most relevant to the sustainable

campus development policy, and suggest options for integrating these with the

sustainable campus development policy options.

8.26.3.3. To assess ecosystem services for expected changes in quantity, quality, timing,

distribution and variability due to the proposed development activities; and to

suggest appropriate methods for investing in managing the ecosystem at site in

order to influence such changes, for an ecological development of the campus.

8.26.3.4. To suggest appropriate measures to reduce or eliminate adverse impact, if any,

on the ecosystem at the site, due to the proposed development activities as per

norms and mandatory requirements/limitations prescribed by the competent

authority, and notifications/orders of the competent authority as amended

from time to time;

8.26.3.5. To obtain Environmental Clearances (EC), Consent to Establish and any other

clearance/consent as required from the concerned competent

authority/Ministry of Environment and Forests (MoEF)/Rajasthan State

Environmental Impact Assessment Authority (SEIAA)/ Rajasthan State

Pollution Control Board etc., as per the EIA notification dated 14.09.2006 and

later amendments, as applicable.

8.26.3.6. To identify, assess and suggest geographic land-use patterns at the site

including but not limited to biodiversity/reserved zones and agricultural and

agro-forestry zones on a scientific, geological and ecological basis, and the

appropriate methods for managing these.

8.26.3.7. To identify, appraise and suggest appropriate methods for managing the use,

segregation, treatment, reuse and recycling of various kinds of waters and

water cycles including recharge of watersheds, subsurface aquifers and

freshwater flow systems at site, including the liquid water/blue water flows

(ground water and surface run-off) and the water vapour/green water flow

(evapo-transpiration) hydrological cycles.

8.26.3.8. To identify, appraise and suggest appropriate methods and community-based

approaches for implementing and managing the agricultural and agro-forestry

systems, horticulture and floriculture in light of the eco-potential of the site

including production, processing, storage, consumption and marketing of the

produce.

8.26.3.9. To identify, appraise and suggest appropriate methods for managing the

energy production through solar/biomass/waste-to-energy/other potentials at

site, energy consumption models, systems and services including efficiency at

all stages of production, transmission, consumption and recovery.

8.26.3.10. To identify and assess the requirement of biodiversity offsets at site; and

if offsetting has to be done, then to identify and suggest appropriate methods

for value generation from within the campus, thereby ensuring true

sustainability at the campus level.

8.26.3.11. To suggest appropriate methods to achieve zero net loss and preferably a

net gain of biodiversity with respect to species composition, habitat structure,

ecosystem functions and land use practices.

8.26.3.12. To state qualitatively and quantitatively, the benefits and savings for any:

a) Energy and carbon savings, and the overall net green impact to IITJ’s

sustainability goals to be gained from the provisioning of the proposed

services;

b) Capital and operating expense savings from streamlined sustainable

campus operations;

8.26.3.13. Update financial models based on design packages, prepared as part of

CMP, for stated sustainability components.

8.26.3.14. Review and provide the necessary input on tender packages and

documentation for all non-eco services components to ensure environmental

standards compliance.

8.26.3.15. Provide implementation support for an overall plan that covers all the key

development milestones.

8.26.3.16. Provide tender packages and documentation for the selection of one or

more implementing agencies for environment-specific and green zone

functions for the project.

8.26.4. For the purpose of the Rapid Environmental Impact Assessment (REIA) studies,

the study area shall be the area in a 10 (ten) km radius from the centre of the

project site, or as specified in the Terms of Reference given by SEIAA / MoEF for

Category A and B1 projects as per EIA notification, dated 14th September 2006, as

amended on 3rd December, 2009 or as specified in Guidelines / requirement of

SEIAA / MoEF.

8.26.5. The REIA study shall need to gather on-site primary data for at least one season,

other than the monsoon season. The monitoring program, once finalized, may be

discussed with authorized representative(s) of IITJ.

8.26.6. As already stated in Para 8.23.1, the Consultant shall have to ensure the

successful fulfillment of services under Para 8.26.3.5 in no more than 6 (six)

months from the date of signing of Contract.

8.27. Information and Communications Technology (ICT) Plan

8.27.1. Business Analysis and Services Design:

8.27.1.1. Review all relevant ICT infrastructure provisions for their possible application

at IITJ campus; provide benchmarked analysis against cities and similar

campus developments (in the world) with strong technological and ecological

fusion elements (preferred). Analysis shall ensure baseline alignment with

relevant ICT standards, both nationally and regionally.

8.27.1.2. The Consultant shall:

b) Identify key business requirements from IIT and key stakeholders based

c) Propose, and qualify, a Services Catalogue for students, faculty,

management and operational staff.

8.27.1.3. The Services Catalogue shall encompass (but not be limited to) the following

converged concepts:

a) Campus Operations – smart building management, integrated facilities

management, smart micro-grid network optimization, integrated

operations center (IOC);

b) Energy Management – services to reduce plug loads, intelligent policies to

8.27.1.4. State qualitatively and quantitatively, the benefits and savings for any:

a) Energy and carbon savings, and the overall net green impact to IIT

Rajasthan’s sustainability goals to be gained from ICT infrastructure

convergence, smart micro-grid optimization and the provisioning of the

proposed services;

b) Capital and operating expense savings from ICT infrastructure

8.27.1.5. Design Financial Models for the proposed services keeping in mind the

guidelines of the Government of India / Rajasthan state government. Propose

feasible usage scenarios and consumption models. Any proposed services and

models shall be based on prevailing market assessment and validation findings

for the region, specifically considering the user’s propensity to pay for revenue

generating services, which is to be benchmarked against both national and

international pricing standards.

8.27.1.6. Identify and leverage any key regulatory provisions and incentives of the

Government of India / Rajasthan state government to ensure that the proposed

services identified are economically viable.

8.27.1.7. Propose the most applicable Operating Model, for all the key stakeholders in

consisting of campus-wide (outside plant passive and active networking

infrastructure) and In-building (passive and active networking Infrastructure)

designs.

8.27.2.3. Provide reference ICT architectures and recommended ICT design guidelines

to ensure compliance with the overall IITJ vision.

About the payments for the travel costs, we have two suggestions, first: the travel cost be made reimbursable as per actual; or a fixed number of man visits may be defined (say 10 man visits) beyond which the travel cost should be reimbursed as per actuals.

(a) Grid Voltage shall be supplied to the individual site or cluster at 415V TP

(b) The roof mounted RE systems shall be SPV or solar hot water while the ground mounted ones, not in the scope of the Architect(s), shall be various,

including SPV, Solar Thermal, and Wind.

(c) The entire system will be net-zero and grid interactive. There will be both an outflow and inflow of electricity at different times: therefore it will

be an intelligent integrated system and it cannot be said what loads would be

provided by grid and what would be off grid. (d) The load requirement is to be worked out by the Architect(s).

Currently the CMP envisages a peak RE input of 27 MW from all RE systems

on campus at end of phase 3.

27 Clause-5.3.6 / 11: Fire Fighting System

Whether Fire Fighting system envisaged for township shall be a pressurized Fire Hydrant Network with provision of Fire Pumps. Please clarify the same.

(a) The Applicants have to submit a level of detail sufficient to explain their

design approach and intent to a Jury. This judgment is left to the Applicants. (b) The materials used shall be based on the CMP guidelines and will include

conventional materials such as stone and concrete, with limited use of

brickwork, but also as the creativity of the architect deems appropriate.

The local constraints in resources and skills are for the Applicants to judge and find out.

This data has to be based on norms and best practices and researched by

the Applicants themselves. This degree of detail is not relevant to the RFP as

far as the rate of fee is concerned.

36 Clause-5.2.3 & 5.2.4 / 6: GENERAL SERVICES " The Architect(s) shall obtain all statutory ………on inputs received from the statutory authorities" For the approval/NOC from statutory bodies, fee/ charges to be incurred and signatory of application by M/s IIT Jodhpur for the same is to be paid and borne by IIT. However, technical help may be provided by consultant. Please confirm. Also, it may please be clarified that EC, consent to establish and any other clearances are included or excluded from the scope of the consultant.

The said Paras are amply clear on this. Except for reimbursing the Architect

for statutory payments, signing the requisite forms, and occasionally for

providing the statutory fees in advance by draft in case there is no other option, the Institute shall not provide any other resources for the approvals.

While consent to establish and EC are being obtained for the entire project, Architect(s) may be required to assist CMP and provide them information

and presence for specific building EC if demanded by the SEAC.

37 Clause-5.3.4 / 10: Plumbing, Drainage, Sewerage and Solid Waste

Management Systems In view to have a campus with net zero water, reaching full range self-sufficiency at the end of the project period; at least one number of Sewage Treatment Plant with tertiary treatment is to be envisaged by the consultant. Please confirm the same. If yes, for evaluation/ consideration of capacity of the Sewage Treatment Plant, the total population of campus to be considered may please be indicated. Further, Degree of sewage treatment required for reuse after treatment and points of reuse may please be indicated

The population is indicated in Annexure 2. The final population shall be

confirmed in the CMP, but will be about 15,000 people at the end of phase 3. Some grey water recycling shall be cluster based and may come under the

scope of the Architect(s) while other water recycling shall be part of the

CMP. The questions are of a leading nature and unnecessary to reply for the purpose of assessing rate of fee. The technical details will be the

responsibility of the appointed Architect(s).

38 Clause-5.3.14 / 14: Detailed drawings and documents for Tender Stage We understand that detail engineering means scheme , P &I , Layout drawing will be prepared by the consultant during tendering stage. However, final detail drawing shall be developed by the turnkey contractor based on turnkey specification prepared by the consultant for the STP, Solid Waste Management and Rain water harvesting.

It is admissible that, with the approval of the Institute, for high-side items shop drawings or catalogues from manufacturers and installers may be

required and the Architects' specifications in such a case shall be performance specifications. This applies to works with established industrial

suppliers or turkey providers, but not rain water harvesting, or biological

sewage treatment using reed beds, etc.

39 Would the campus apply for Blanket Sanction from the municipal Authorities or would Individual Building Architects be required to get building wise approval.

1 In General The Campus Master Plan contains very specific and

sometimes restrictive controls on detail Architectural Design with regard to location, layout, height etc. Please

indicate how much flexibility is available and in which areas/issues? Alternatively is the brief limited to providing

'type' designs?

Some creative leeway is expected within the spirit of the

CMP. Type designs are not demanded nor prohibited. See Note 1 below separately for detailed explanation.

2 Area Programme As per the programme requirement brief, there is a

requirement of double bedded rooms for 1st year students. However it is not clear how many students will be in the

first year. No. of students has been divided M. Tech, UG, PHD, etc. wise.

In phase 1, out of the total UG students of 2000, I in 4 (i.e.,

500) may be presumed to be in first year. At this stage, however, your design cannot be so tight and inflexible such

that any change in this number makes it fail in terms of space provisions.

Is the built up area for the director's bungalow 160 sqm? The covered area of the director’s bungalow (Bii) shall be about 290 sqm (60% of the plot of 22 x 22 m). The average

of all bungalows is expected to be about 160 sqm, it may be

a few sqm less due to ground coverage or FAR constraints. Applicants may make their own variations using the

guidelines

Are bridges permitted to connect two student hostel buildings at terrace level?

Yes, they are permitted, but the area should be counted in FAR and in the interest of economy should not make the

The plot has been mentioned as ‘F’ type in the CAD

are no specific Urban Design guidelines for it, kindly adapt the other guidelines creatively.

Note: The exact numbers of each type has not been given in

the Urban Design Guidelines in order to allow for latitude in designing and creativity for interesting possibilities of

different combinations of the types if the designers want.

Note 1 (explaining response to query 1 above) Applicants have got (Annexure 2) a brief of areas and requirements of buildings. As mentioned in Annexure 2. of the RFP, the “CMP is a dynamic document: it will

undergo revisions from time to time, and should be taken as such by all Applicants”. Further, quoting Para 8.4.13. the “technical proposal as submitted by the successful Applicant shall not be deemed to be the final architectural design proposal. As per mandate of this RFP, the successful Applicant(s), appointed as

Architect(s), shall have to … develop and arrive at proposals … to the satisfaction of the Institute.”

Further, please note and re-read the following Paras of the RFP carefully:

9.5.5.(d)(iv) Note: Being a dynamic document, the extract of the CMP may undergo improvements as it is finalized in parallel to the Architect selection process.

The final CMP document shall be given to the selected Architect as a brief at the time of their appointment.

8.4.14. Applicants are advised that since the design presented must show the approach towards design that the Applicant is proposing, and since the design shall further develop in consultation of the selected Architect(s) with the Institute, their drawings, presentation and other material must reflect this. The intent is to

explain the method and approach, not arrive at a final design.

Therefore, the controls on detail Architectural Design (i.e., the Urban Design Guidelines) shall be taken as a guideline, and the Applicants are encouraged to

creatively interpret the same while getting into the spirit of the overall CMP. Generally, there should not be much liberty taken in terms of site areas and setbacks,

while liberties in height may be assumed (without going above a notional overall height limit of 12 m), for instance, by exploring subterranean architecture. All this

Para 9.5.5.(a) “the intent is to show the overall form of all or most of the buildings and at least one building in detail sufficient to explain the architectural features

and expression conceived.” The presentation should highlight in what way the designs shall meet the needs and aspirations of the Institute.
