1. Bidder can download the tender documents from IndianOil etender website.

(https://iocletenders.gov.in) from the date of publishing to the date of submission.

2. The Tenderers are required to visit the site and go through technical specifications, description

in bill of quantities, scope of work, drawings & logistic of the areas very carefully while quoting

rates uniformly applicable to all the items detailed in bill of quantities.

3. The rates must be quoted in Figures in attached BOQ file in .xls format only and same need to

be uploaded on portal.

4. Non-submission of all documents or incomplete submission of any documents may result in

rejection of tender.

5. Tenderers are requested to note that they should enclose the requisite EMD and should submit

the same before the scheduled date of submission of tenders as mentioned in the tender

documents. EMD can be paid online also in e-Tendering portal, if it is paid online no need to

submit the original paper copy.

6. Before downloading the tender documents from the website, the tenderer should register at the

website https://iocletenders.gov.in giving their correct name, address and other details as

required. It shall be the responsibility of the tenderer to ensure that they register with the

website well in advance and download the documents before the date and time of close of sale.

In case the name and address in which they have downloaded from the website does not match

with the name and address in which they have quoted, their tender shall be rejected outright.

7. Tender documents have to be digitally signed using DSC on all pages and to be uploaded.

8. Pre-Bid Conference: Tenderers to please note that Pre Bid conference will be held at Karnataka

State Office, IOCL, Bengaluru on 11:00 hrs on 17.06.2016 wherein all the clarifications with

regard to Technical/ Commercial conditions shall be given. Tenderers to also note that after the

clarifications given in Pre-Bid conference, no further deviation shall be permitted. All are

BIDDER’S QUALIFYING PARAMETERS (BQP)

The vendors who have done similar nature of works related will be considered for the

tender. They should also fulfil the additional qualifying criteria as per the following

1 The bidder should be empanelled as Channel Partner, New Entrepreneurs or Government Agencies by Ministry of New and Renewable Energy (MNRE), Grid Connected Rooftop Solar Power Division – Relevant proof to be uploaded for the same.

2 The bidder must have successfully completed similar works during last 5 (FIVE) years (i.e., 60 months) up to 31.05.2016 with the value of completed works as described below:

(a) Three similar completed works each costing not less than the amount equal to Rs. 12,97,875/-

OR

(b) Two similar completed works each costing not less than the amount equal to Rs. 17,30,500/-

OR

(c) One similar completed work costing not less than the amount equal to Rs. 21,63,125/-

3 Annual Financial Turnover during any of the last 3 financial years, ending 31st March 2016 should be at least Rs. 25,95,750/- Note: Audited Financial Statements including Balance Sheet & Profit and Loss Account to be uploaded along with the Technical Bid to establish qualification under this Annual Financial Turnover criteria.

4 As on date of closure of tender, Tenderer should not be placed on black list or holiday list declared by Indian Oil Corporation Limited or its Administrative Ministry (the Ministry of Petroleum & Natural Gas) or by any department/s of the State or Central Government/s or by any other Public Sector Undertaking/s and that there is no inquiry in respect of any corrupt or fraudulent practice pending against him / them. Declaration of Holiday List / Black List to be prepared and uploaded in the prescribed format on non-judicial stamp paper.

5 Tender without Earnest Money Deposit will be rejected. Exemptions from EMD :

(i) Public Sector Enterprises are exempted from payment of EMD. (The proof that the Bidder is PSE must be submitted).

(ii) (a) Units registered with National Small Industries Corporation i.e. NSIC/MSME (Micro / small enterprises orders 2012) are exempted from payment of EMD, subject to the unit being registered with NSIC / MSE for the item/service tendered.

S. # TENDER EVALUATION CRITERIA (TECHNICAL & COMMERCIAL)

(b) These Registration certificates should be valid as on closing date of tender. (c) Scanned copy of Valid NSIC / MSE (EM II) certificate to be uploaded on e-tendering platform. (d) Application for registration/renewal as NSIC / MSE will not be acceptable for considering exemption of EMD. Such offers will be treated as offers received without EMD and will be summarily rejected.

(iii) JVs of IOCL are exempted from paying EMD

EMD should be paid online only. Submission of EMD in the form of DD / Cheque will be rejected. Since, the value of EMD is less than one lakhs, EMD by BG will not be accepted for this tender. The bidder should meet all the above mentioned Tender Evaluation Criteria (technical & commercial) The Tender will be evaluated with due consideration for input credit / ITC available as per provisions of VAT laws and Service Tax / Central Excise law.

Definition of Similar completed Works: Similar work means “completing the work of installing on-grid solar power plants“. The Bidder shall furnish documentary evidence i.e., Work Order & Work Completion Certificate. Bidders will be called for original verification of documents.

Parties registered as per MSME act 2006 (or Erstwhile NSIC registered parties) are exempted

from submitting tender fee and EMD, provided they are registered for the tendered items.

The relevant certificate should be valid on the date of opening of the tender.

Central / State PSUs, and JVs of IOC are exempted categories from paying the tender fee and

EMD. However, proof to be produced along with tender documents in case of exemption.

SPECIAL INSTRUCTIONS TO BIDDERS FOR PARTICIPATING IN E- TENDERING:

Indian Oil Corporation Ltd. has developed a secured and user friendly system through National Informatics Center, which enables Vendors/ Bidders to Search, View, Download tenders directly and also, enables them to participate & submit Online Bids on the e-tendering site https://iocletenders.gov.in in a secured and transparent manner maintaining confidentiality and security throughout the tender evaluation process. All interested bidders are requested to register themselves with the portal indicated above and enroll their digital certificate with the user id for participation in the tender. Bidders are requested to read following conditions in conjunction with various conditions, wherever applicable appearing with this bid invitation for e-Tendering. The bidders should note the following:

Late and delayed Bids / Offers after due date / time shall not be permitted in e-tendering system. No bid can be submitted after the last date and time of submission has reached. Authorities of India (CCA) has authorized certain trusted Certifying Authorities (CA) who in turn allot on a regular basis Digital Certificates, Documents which are signed digitally are legally valid documents as per the Indian IT Act (2000).

In order to bid for Indian Oil e-tenders all the vendors are required to obtain a legally valid Digital Certificate as per Indian IT Act from the licensed Certifying Authorities (CA) operating under the Root Certifying Authority of India (RCAI), Controller of Certifying Authorities (CCA) of India. The Digital Certificate is issued by CA in the name of a person authorized for filing Bids / Offers on behalf of his Company. A Vendor / Bidder can submit their Bids / Offers On-line only after digitally signing the bid / documents with the above allotted Digital Signatures.

Bidders have to procure Digital Certificate (Class II/III) on their own from any of the Certifying Authorities in India.

Submission of Documents

The tender documents including quoted Price Bid have to be submitted online only. However, documents which necessarily have to be submitted in originals like EMD and any other documents mentioned in the tender documents have to be submitted offline. Indian Oil shall not be responsible in any way for failure on the part of the bidder to follow the instructions.

It is advised that the bidder uploads small sized documents (preferably up to 10 MB) at a time to facilitate easy uploading into e-tendering site. Indian Oil does not take any responsibility in case of failure of the bidder to upload the documents within specified time of tender submission. Indian Oil will not be responsible for any delay under any circumstances for non-receipt of Tenders/submission of filled in tender document by due date & time.

Submission and Opening of Bids

Bid along with all the copies of documents should be submitted in the electronic form only through Indian Oil e-tendering system. Before the bid is uploaded, the bid comprising of all attached documents should be digitally signed using digital signatures issued by an approved Certifying Authority (CA) in accordance with the Indian IT Act 2000. The bidder should go through the detailed instructions available in the homepage of the portal for enrolment and online bid submission process. Bidder has to ensure that their bid is complete in all respect before pressing on the “FREEZE BID” button. Any revision or amendment in bid shall be possible after the “FREEZE BID” button is pressed only till the due date and time of submission of tender.

PARTICULAR CONDITIONS OF CONTRACT

1) Incomplete tenders or tenders received late or tenders not conforming to terms and

conditions prescribed into the tender documents are liable to be rejected. The

Corporation will not be responsible for postal delays in receipt of tender documents.

2) Tenderers to please note that Pre Bid conference will be held in our office at

BANGALORE on the scheduled date as mentioned in the Tender Schedule wherein all

the clarifications with regard to Technical / Commercial conditions shall be given.

Tenderers are advised to ensure that the queries must reach office of the

Corporation at least two working days before the date of Pre Bid Meeting and

before 17:30 hours. Tenderers also to note that after the clarifications are given in

Pre Bid conference, no further deviation shall be permitted and all decisions taken

by IOCL in the pre-bid conference shall be binding on all bidders. All are requested to

attend the Pre-Bid conference. The MOM shall be part of the tender documents and

will therefore be applicable to all the bidders irrespective whether they have

obtained the pre-bid MOM or not. A copy of minutes of Pre Bid Meeting duly signed

by the tenderer is required to be uploaded along with the tender. 3) The corporation reserves the right to accept any tender in whole or part and reject any

tender without assigning any reason. The corporation is not bound to accept one or more tenders in part. The decision of the corporation in this regards shall be final.

4) After the placement of the order the successful tenderer shall not be allowed to sublet

or assign any part of the work order without our prior written consent. 5) The successful bidder should give in writing to the corporation, the name of his

authorized person who will supervise the work and shall remain at the site during execution of the job.

6) CONTRACTOR’S SCOPE OF SUPPLY: Scope of supply includes all the required material

specifically mentioned in either bill of quantities, price bid or special terms and conditions or technical specification / drawing. It will be the responsibility of the contractor to provide at their cost all required workers/labour, equipments, machinery and all material so as to complete the job as per drawing and specification.

7) If contractor brings defective / sub standard material at site, it shall be the

responsibility of the contractor for the removal and disposal of the same at his cost. The corporation shall not entertain any claim from the contractor on this account. In case, contractor fails to remove such material within 15 days after issue of notice in writing to the contractor, the corporation reserves the right to dispose of such material at the entire risk and cost of the contractor.

8) TESTING OF WORKS / MATERIAL: The contractor if so desired by the corporation shall

arrange to test the material used for the works as per instructions from the corporation / consultants and of the material used in the works to meet its

specifications as per prevailing codes of the Bureau of Indian Standards / International Standards at no extra cost to the corporation (IOC).

8) Work Order quantities are approximate and payment shall be made as per actual measurement

9) SAFETY: All safety precautions and regulations should be strictly adhered to at no extra

cost to the corporation. 10) ELECTRICAL WORKS: All electrical works should be carried out through licensed

electricians only. 11) LABOUR LAWS-IDEMNITY BOND / UNDERTAKING: The successful contractor shall give

an Indemnity Bond / Undertaking to the Corporation in the prescribed form for covering the provisions of the following statutes upto the latest amendments as applicable.

a. Minimum Wages Act, 1984 b. Equal Remuneration Act, 1978 c. Inter-state Migrant Workman (Regulation of Employment & Conditions of

Services) Act, 1979. d. Contract Labour (Regulation & Abolition) Act, 1970 e. Workmen‟s Compensation Act, 1923. f. Employees State Insurance Act. g. Provident Fund Act. h. Non-employment of child labour.

12) Particulars of Registration with appropriate Government Authorities / Statutory

Bodies as mentioned above applicable should be furnished to the corporation on receipt of the work order.

13) MINIMUM WAGES: Contractor will pay his labourers working on the job undertaken

by them for IOC, at least minimum wages statutory payable to the contract labourer. Contractor will have to show proof of having actually paid minimum wages to the labourers.

14) Provision of Safety Belts, Safety Shoes, Safety Helmets, and Safety Goggles etc. for

Workmen working on the scaffolding (only steel scaffolding is allowed) is compulsory.

15) Traffic Jacket should be provided at contractors‟ cost for all the workers. 16) Proper barricading of the work area to be ensured by the contractor .

INSTRUCTIONS TO TENDERERS (Instructions for Filling / submitting tenders)

1. Submission of tender:

Tender documents must be submitted / uploaded only in the prescribed tender schedule form supplied by the Corporation. The tender and subsequent communications if any, should be submitted / uploaded in the bid supplied by the Corporation by the closing date and time. The tender should reach the concerned authority as laid down in the tender form, before the closing date and time. The tender documents are not transferable.

2. Tender fee: Nil. 3. Study of tender documents and visits to site:

Tenderers should study the tender documents carefully before quoting. The tenderers should also visit the site and acquaint themselves with site conditions. The tenderers are also expected to know about the availability of water, power, approach road cum- construction material, as per our specifications and any/ all other ancillary facilities since these are to be provided / arranged by the tenderers (unless otherwise specified) at their cost to execute the works. All these factors must be taken into account.

4. Filling of tender documents: 4.1 Tenderers must distinctly understand that they are required to conform to the

conditions of this contract as contained in each of the clauses and that the plea of “custom prevailing” will not on any account be admitted as an excuse on their part for infringement of any of the conditions.

4.2 Contractor should pay all taxes as per the prevailing rates and as revised from time

to time. 4.3 The rates quoted must be inclusive of all material, labour, equipment, taxes and

duties, loading, unloading, lead and lift for material etc. required in connection with completion of work to the entire satisfaction of the Corporation. All material are to be supplied by the contractor unless otherwise specified.

4.4 The rates quoted shall be valid for duration of 6 months from the date of opening of

tender. If the contractor fails to accept the work order if placed at his originally quoted rates or subsequently negotiated rates as the case may be, the earnest money deposit will be forfeited. Once the quotation is accepted and the work order is placed on the successful tenderer, the rates will be valid till the work is 100% completed.

5. Clarifications / Negotiations:

Negotiations are not carried out as a matter of routine. However, Corporation reserves the right to conduct negotiations and Tenderers will have to attend to the office of the Corporation for negotiations / clarifications required in respect of their quotations without any commitment on the part of the Corporation

6. Acceptance of tender by Corporation:

a. Incomplete tenders, conditional offer, tenders received late (i.e. after due date and time for opening) and tenders not conforming to the terms and conditions prescribed in the tender documents or not accompanied by the requisite EMD will be rejected. Requests for adjustment of pending bills or any other amount towards earnest money deposit will not be accepted. The Corporation is not bound to accept the lowest tender and reserves the right to reject any or all tenders without assigning any reason whatsoever and or to carry out negotiations with the tenderers in the manner considered suitable to the Corporation.

b. The tenderers may have to attend to the office of the Corporation for negotiations/ clarifications required by them in respect of their quotations without any commitment on the part of the Corporation.

c. In case of negotiation, the tenderer should send the confirmation of such negotiation so as to reach the office of the Corporation within 7 days from the date of negotiations failing which the Corporation reserves the right to ignore the quotation.

7. Acceptance of Work Order by Tenderer:

After communication of the Corporation‟s acceptance of the contractor’s tender, if the contractor fails to return the duplicate copy of the work order and agreement duly signed in token of their acceptance within 15 days, the EMD may be forfeited by the Corporation, without any further reference to the contractor.

8. Execution of agreement:

On acceptance of the quotation, the successful contractor will have to execute an agreement with the corporation covering all aspects of the contract in standard form, immediately before commencement of the works. The intending tenderers should acquaint themselves with the provisions of standard agreement prior to quoting.

9. Power of attorney:

When the party signing the agreement is not the sole proprietor, the necessary power of attorney authorising the person who is acting on behalf of the firm should be produced before execution of the agreement.

10. Execution of works:

The contractor on receipt of the work order and before starting the work, shall submit a detailed construction program (PERT / MS PROJECT) chart adhering to the completion time quoted in the work order. The program thus submitted shall form a part of the contract and shall be binding on the contractor. However, the corporation reserves the right to alter the programme if necessary. No claim whatsoever of the contractor on this account will be entertained.

11. Material / Equipment:

All material required for execution of work must be got approved by our site representative before they are brought to the site and also before being actually put to use. All facilities for prior inspection of material and subsequent inspection of work by our site engineer must be made available.

11.1 Material without approval: a. Any material brought without prior approval will be entirely at the risk and cost

of the contractor.

b. If contractor brings defective / sub standard material to site, it shall be the responsibility of the contractor for the removal and disposal of the same at his cost. The corporation shall not entertain any claim from the contractor in this account in case the contractor fails to remove such material within 15 days after issuing notice in writing to the contractor. Corporation reserves the right to dispose such material at the entire risk and cost of the contractor.

c. Work order quantities are approximate and payment shall be made as per actual

measurements. The contractor is not entitled to for any sort of compensation towards material procured/ stored in excess of the measured quantity if any.

d. Excess quantities over and above that mentioned in the work order or extra

items or deviation in work order should not be carried out by the contractor unless he has been asked to do so in writing and if carried out without such written approval, the same will be at risk and cost of the contractor.

e. Detailed measurement of works carried out shall be jointly taken by the

contractor and our site engineer at every stage of work before proceeding to the next stage as per relevant clauses of GCC.

f. Entire works shall be carried out under the supervision of the authorized

representative of the corporation.

12. Procurement of material:

It shall be contractor’s responsibility for procurement of all material / equipment etc and no delay due to non- availability of any material/ equipment will be entertained by the corporation.

13. Safety and security of material:

The responsibility of the material and equipment brought or installed by the contractors (till they are handed over to IOCL) will remain with the contractor and any claim of whatsoever nature due to any loss or otherwise will not be entertained. The contractor will have to handover completed job in its entirety as per work order.

14. Method of work:

As stated in the general conditions of contract, the contractor shall carry out works as per directions in the work order. The contractor shall not undertake on his own any change in the specifications mentioned in the tender documents and work order. In case of doubt, the contractor will refer the matter in writing and the contractor shall carry out the item of work as per clarifications given. In case of delay in getting such clarifications, the contractor will not be entitled for any claim on any account of idling of their labourers, machinery etc. In case the contractor carries out the work as per his own specifications not acceptable to the corporation in such cases, the same will be required to be redone as per the specifications given by the corporation at the contractor’s risk and cost. In case of failure to re-do the work by the contractor, the corporation reserves the right to get it done through any other agency entirely at the risk and cost of the contractor.

15. Corporation’s right: The corporation reserves the right to increase/ decrease the tendered quantity of any or every item and delete any item at any stage of work at the accepted rates. The contractor’s claim for compensation or damages on account of these shall not be entertained.

16. Revisions: The Corporation reserves the right to revise the specifications, drawings and designs at any stage of work. Such deviations shall be adjusted at the rates already contained in the work order or at the prevailing market rates, if the rates are not available in the work order.

17. Measurements: All works shall be measured as per the procedure laid down in relevant BIS standards (latest edition) / International Standards / GCC and final payment shall be as per the measured quantities and not as per work order quantities.

18. Progress report of work:

Contractor shall report and submit progress report of the work fortnightly to the concerned office, which has awarded the contract.

19. Maintenance of instruction book: The contractor at site will maintain an instruction book serially numbered having one original and two copies of each page so that our visiting officers / site engineers can issue instructions regarding progress and quality of work to the contractor. The contractor or the contractor’s representative will sign in the instruction book in token of receipt of and understanding of such instruction. The original copy of the instruction page shall be sent too the concerned engineer and second copy will be retained by the issuing person and the third copy shall be retained by the contractor.

20. Submission of bills: The bills will be submitted in corporation’s measurement / bills proforma only.

21. Cancellation of order: If the performance of the successful contractor is found to be unsatisfactory, the corporations reserves the right to cancel in part or whole of the contract and get the work executed through alternate means at the entire risk and cost of the contractor on whom the order was first placed. In such cases, the contractor should make good all losses that the corporation may suffer due to this.

22. Abandonment of work: In case the contractor abandons the work, the corporation shall issue a notice to the contractor to remain present at site for taking final measurements and in case the contractor does not report at site on due date and time as per the Corporation’s notice, the corporation’s representative will take unilateral measurements of abandoned work which will be binding on the contractor and the balance work will be carried out by any agency appointed by the corporation at the entire risk and cost of the contractor.

23. Price adjustment for delay in completion: If the contractor does not complete the work within prescribed time limit given in the work order, price adjustment for delay in completion shall be made as per clause 4.4.0.0, section 4 of GCC. This will be in addition to and without prejudice to the other rights available to the Corporation under the said GCC.

24. Disposal of surplus material:

Contractor shall dispose of all surplus excavated material/ earth available or any other item involving excavation in the following manner and as per the instruction of the site engineer.

a. Uniformly spreading the excavated material/ earth within the premises, wherever required and rolling with light roller.

b. Dispose off the surplus earth from the premises to outside the municipal limits or

as permitted by the local authorities irrespective of load and mode of transportation involved.

c. Written instruction should be obtained from site engineer about disposal of

excavated material/ earth before commencement of excavation at site. No extra cost shall be payable for re handling of the same. If the earth is disposed off outside our site, the contractor shall be responsible to obtain permission from the concerned authority, if any.

d. Clear the site by removing debris/ plants/ roots etc as per the instructions of the

site engineer. 25. Certification of works:

It will be the responsibility of the contractor to get the works approved and obtain certificate for all work procedures / works/ QAP/ materials by IOCL or TPIA appointed by IOCL and other relevant authorities.

26. Corporation supplied material:

Any other material to be supplied by the corporation will be supplied anywhere within the premises. The transporting and handling of the same to actual location of installation will be contractor’s responsibility for which no extra payment will be made. Any damage caused to our equipment/ property while handling and installing the will have to be made good by the contractor at his risk and cost.

27. Works in operating Bottling Plant :

The work is required to be performed in the working Bottling Plant . Under such circumstances, the progress of work is likely to be interrupted on account of the operations of the Plant The work may at certain times have to be stopped on the instructions of our site representative. Under such circumstances, the contractor should co- operate with the Corporation to avoid hindrance to the operations of the depot / terminal. The working hours will be adjusted as per the Corporation‟s representative, from time to time. Rules and regulations of the depot / terminal shall be strictly followed by the contractor.

The stoppage of work due to any reasons mentioned above shall not entitle the contractor for any claim of compensation whatsoever for idling of his labour / machinery etc. during such interruptions.

28. Completion of contract: Acceptance of a facility(s) by the corporation does not constitute final completion of the contract. The contract shall be deemed to be executed in full and final measurement certified only when the contractor has fully discharged all obligations in terms of all contract documents.

29. Security of contractor’s material: Corporation shall not be responsible for security of contractor’s material/

equipment. 36. Storage space:

No covered space shall be released for storage/ stacking of contractor’s material. The contractor shall make his own arrangement for the same.

37. Submission of declaration:

The contractor shall submit declarations A, B, C and D as applicable (attached herewith) while submitting the quotation, duly completed in all respects.

38. The tenderer is required to state whether he is a relative of any director of our

corporation or the tenderer is a firm in which Director of our corporation or his relative is a partner or is any other partner of such a firm or alternatively the tenderer is a private company in which Director of our corporation is a member of director.

SPECIAL TERMS AND CONDITIONS OF CONTRACT 1.0 Earnest money deposit: 1.1 Tenderers are requested to submit earnest money deposit of an amount mentioned

in the tender schedule in the form of Online payment via e-tendering portal/ Bank Guarantee issued by scheduled banks (as per the format furnished in the tender) in favour of INDIAN OIL CORPORATION LIMITED payable at Bangalore

a) Online payment via e-tendering portal b) Banker’s guarantee as per Corporation’s prescribed format in addition to the

above indicated modes only when the EMD is not less than Rs. 1,00,000/-. This BG will be submitted by the bankers of the tenderer to the office of the Corporation under their covering letter.

1.2 The BG for EMD (when the EMD is not less than Rs. 1,00,000/-) shall be dropped in

the tender box of LPG Engineering Dept. 1.3 Tenders received without EMD shall be rejected out-rightly. Parties as per MSME act,

2006 (erstwhile NSIC registered parties), PSUs (Central & State) and JVs of IOCL are exempted from the submission of the EMD. In such cases, the certificate to be submitted by the MSME parties shall be valid on the date of tender opening and must cover the items tendered.

1.4 The BG shall be valid till SIX MONTHS from date of opening of tender. If required, the

same shall be extended accordingly as per the request by the Corporation. 1.5 If the Bank guarantee submitted towards Earnest Money Deposit by the tenderer is

found to be invalid, suitable action will be initiated by the Corporation which may include debarring / holiday listing/ black listing etc as deemed fit by the corporation.

1.6 Demand Drafts / Cheques will not be accepted towards payment of EMD. 1.7 If the earnest money is not paid online before closing time and date of tender, the

tender shall not be considered. 1.8 Requests for adjustment of pending bills or credit towards EMD will not be

considered. 1.9 The EMD of unsuccessful tenderers shall be returned after finalisation of tender. 1.10 EMD will not carry any interest.

2.0 Time schedule : 2.1 Entire work should be completed in THREE MONTHS.

The Zero date will be taken as 15th day from the date of issue of letter of Acceptance / Work Order or from the date of handing over the site, whichever is earlier, unless communicated otherwise. In case of not complying with the completion schedule price adjustment for delay in completion shall be made as per clause 4.4.0.0, section 4 of GCC. This will be in addition to and without prejudice to the other rights available to the Corporation under the said GCC. Time for all the facilities covered in the schedule of works will commence concurrently.

2.2 In case the contractor fails to adhere to the time limit specified above or if the rate of progress is considered not satisfactory, the Corporation will be at liberty to terminate the contract and get the same executed by any other agency entirely at the cost and risk of the original contractor and in line with provisions available under the GCC.

3.0 These special terms and conditions shall be read in conjunction with the technical

specifications, drawings, instructions to tenderers and particular conditions of contract and any other document forming a part of the tender, wherever the tender so requires.

4.0 VALIDITY OF TENDER: The tender will be valid for a period of 06 (Six) months as per

clause 4.10 of Instructions to tenderers of GCC from the date of opening the tender which will be taken as the date of opening of techno-commercial bid in case of two bid system of tenders.

5.0 The vendor is required to prepare detailed Bar chart for entire job within the

stipulated time period. The same shall be discussed and approved by IOCL Site Engineer / Engineer-in-charge before commencement of work during first Kick off Meeting after Award of LOA. If the vendor fails on the proformance of the contract within stipulated time period, the Corporation shall be entitled to recover and the vendor agrees to pay to the Corporation as and by way of compensation/ liquidated damages.

6.0 Security Deposit: (clause 2.1.0.0 of GCC): As per Section 2, clause 2.1.1.0 of the GCC,

the successful tenderer shall pay security deposit up on placement of work order equivalent to 10% of the work order value in any of the following modes.

A. Demand Draft /Pay Order :

Initial security deposit: The successful tenderer within 10 days from the date of LOI issued by owner shall deposit initial security deposit in an amount equal to 2.5% (Two and a half percent) of the total work order value in any of the following modes.

a. Demand draft / Pay order drawn on a nationalized / scheduled bank drawn in favour of Indian Oil Corporation Limited payable at Bangalore (Cheques shall not be accepted). If the EMD has been made in DD, the contractor may be permitted to adjust the same towards the initial security deposit and pay balance in the manner stipulated in (a) above.

b. Balance security deposit will be recovered at the rate of 10% of gross

certified value of work from incoming running bills till such time entire security deposit is recovered.

B. BANK GUARANTEE (Only if the quantum of security deposit is in excess of Rs.

1,00,000/- Entire amount of security deposit (worked out on the basis of work order value) should be covered by BG as per the format issued by the Corporation and should be submitted prior to commencement of work. The BG shall be valid for a period of 3 months beyond the end of defects liability period (24 months from the date of successful completion of works as per contract). So BG shall be valid for a minimum period of 27 months from the date of successful completion of works as per contract . This BG shall be submitted directly by the bankers under their covering letter to the office of the Corporation in a sealed cover. If EMD has been made in BG , contractor may be permitted to adjust the same towards the initial security deposit and balance SD will be recovered in the running bills.

6.1 The SD will be held for a period of 24 months from the date of successful completion

of works as per contract.

6.2 10% of the total work order value shall be retained as security deposit for the entire warranty period, so as to secure IOCL against any defect/ liabilities arising out of this work. For mode of payment, release & forfeiture of SD the terms and conditions as stipulated in the General Terms & Conditions of the contract shall apply. However, the above retention money i.e., Security Deposit will be released only after the submission of DD for an amount of 10% of total comprehensive AMC charges for three years.

6.3 The SD shall not carry any interest. 7.0 RATES 7.1 The rates shall be inclusive of all taxes, duties, service tax, packing & forwarding

charges, octroi, freight, transportation charges, insurance coverage, erection, labour, consumables, TPIA etc. wherever as applicable. No additional payment on any other account will be entertained.

7.2 Rates should be firm for total period of execution of project. No escalation shall be admissible on any account during the currency of project.

7.3 Rates shall include cost towards documentation for the entire system, detailed

drawings, etc., 7.4 The tenderers must note that the rates and amount indicated in the schedule of

works shall be applicable for all leads and lifts and reach involved. The Corporation also reserves the right to operate or not operate or partly operate any item mentioned in the schedule. The rates quoted for all items below the ground level shall be inclusive of adequate shoring, shuttering, bailing out sub soil water (if found necessary) etc complete. The successful tenderer shall be responsible for implementation of all precautionary measures for ensuring safety for all material and labour till such time the work is completed in all respects and handed over to the Corporation.

8.0 SPV Modules:

9.0 Consortium: Consortium of Companies will not be allowed.

10.0 COMPREHENSIVE WARRANTY

10.1 The entire system shall be covered under Comprehensive Warranty for a period of twenty four months from the date of successful completion of the integrated SAT & handing over of the complete system by the vendor to IOCL. During the defect liability / warranty period, vendor will take complete responsibility for any defect observed in the system (i.e. in all supplied items such as video devices, software, hardware, communication, networking equipment, power supplies etc. inclusive of all costs including travel, stay, incidental expenses etc. complete. Vendor’s obligation during warranty period scope shall be as below at no extra cost.

10.2 Replacement of spares in case of break down for all the equipments,

instruments as supplied under referred contract. 10.3 Attending break down calls and making the system operational within

24 hours from the time of call.

10.4 Arranging visit of OEM vendor’s representative for all bought out items supplied, if required.

10.5 Quarterly visit of the vendor’s System Engineer for system cleanup

and performance checking. The contractor will ensure that the modules are cleaned and maintained so that the generation is maximized and does not fall below the performance guarantee.

10.6 Calibration/ tuning of all devices and systems in case performance i s

found unsatisfactory. 10.7 10% of the T o t a l work order value shall be retained as security

deposit for the entire warranty period, so as to secure IOCL against any defect/ liabilities arising out of this work. For mode of payment, release & forfeiture of SD the terms and conditions as stipulated in the General Terms & Conditions of the contract shall apply. However, the above retention money will be released only after the submission of DD for an amount of 10% of total comprehensive AMC charges for three years.

10.8 Supply of equipment and warranty: W arranty, spares / service support,

statutory approvals/ Test reports/ certificate of compliance etc. shall be made available from the equipment manufacturer .

10.9 Copies of warranty certificate issued by the original manufacturers

to the tenderers name shall be submitted along with equipment. 10.10 All the materials/ equipment for works proposed shall be new and

bought fresh for the works. Necessary documents shall also be submitted. 10.11 Additional warranty clauses are given below –

Material Warranty: The manufacturer of PV modules should warrant the Solar modules to be free from the defects or failures specified below for a period not less than five years from the date of sale to IOCL. • Defects or failures due to manufacturing • Defects or failures due to quality of material • Non conformity to specifications due to faulty manufacturing or/of

inspection processes. • The manufacturer to replace the module in the above conditions • The module mismatch losses with invertor should be less than 2%.

Each Solar PV modules used in solar power plants/ systems must be warranted for their output peak watt capacity, which shall not be less than 90% at the end of 10 years and 80% at the end of 25 years from the completion of the trial run.

Product warranty:

The module shall have a predicted electrical degeneration not exceeding 20% of the minimum rated power over the 25 years and not more than 10% after 10 years of the full rated output.

The module shall not degrade more than 1 % in a year

Invertor’s will carry a 5-year warranty

Mounting structures will carry a 10-year warranty

Performance Ratio:

The Performance Ratio of the plant shall not be less than 78%. The Contractor shall provide the projected generation data for 25 years. The data captured by the weather monitoring system & the SCADA based on the irradiation level will be used to arrive at the PR calculations.

The contractor has to ensure 78% of the base figure on the SCADA report and shall compensate for the generation loss in units for the warranty & AMC period. The difference will be deducted in the Security deposit / Performance Deposit / amount outstanding to the contractor.

11.0 COMPREHENSIVE ANNUAL MAINTENANCE CONTRACT (CAMC)

The system is to be maintained for a period of three years after expiry of warranty period . Cost of all spares, equipment, instruments & services, (Preventive & Breakdown) to take care of maintenance, has to be borne by the Vendor during the AMC period. In case of failure to attend within 2 days, these will be attended through alternate agency at vendor’s risk and cost. Vendor shall quote separately for CAMC for a period of T h r e e ( 3 ) years after the warranty period. CAMC shall be fully comprehensive including all hardware spares supply and support services as per scope. The cost for hardware spares, consumable replacement and all services to be provided in the scope of contract is inclusive in the annual price to be quoted by the bidder. Hence, no additional charges whatsoever for services / material shall be made to the party till completion of the AMC period. The CAMC shall cover all equipments supplied by the vendor under this package, the terms and conditions of CAMC are as follows: The scope of work shall cover four types of services as follows: a) Emergency Maintenance service : as and when required. b) Preventive Maintenance service : 4 visits per year - quarterly. c) Hardware replacement : as and when required.

d) Software support service:- as and when required The detailed scope of above referred maintenance is mentioned as under: a) Emergency maintenance service:

Vendor must report at site for emergency maintenance within 24 hours after reporting of problem by IOCL engineer. This shall also include providing telephonic & remote support to IOCL engineers by vendor’s technical assistance experts in case of emergencies. Non availability of the system in totality or part for its functional intent shall be treated as Emergency.

b) Preventive maintenance service:

The preventive maintenance shall be carried out on a quarterly (4 times in a year) basis. Each visit means deployment of at least 1 no. technical expert. The schedule of these services will be drawn on mutual agreement. Brief details of services to be rendered under preventive maintenance will be as follows: · Physical inspection of system. · Checking of healthiness of hardware · Configuration, communication and software performance check · Resolving of any reported or pending problems, · Detailed report on the jobs carried out and the observations to be duly

signed and submitted to engineer in –charge after each visit. c) Hardware Replacement

During preventive / emergency maintenance services, any defective / failed components identified by the service engineer are to be replaced with spare components at no extra cost. Vendor shall maintain a stock of spares for this at their service office.

d) Software Support Service as required including performance check on

application system including fault diagnostics. 4 Nos. normal visits (once in a quarter) and emergency visits as & when required are included in scope of A.M.C. (Annual Maintenance Contract). IOCL will have the right to reschedule the visits and adjust the total no. of regular and emergency visits.

IOCL can terminate the annual maintenance contract by giving three months notice in advance to the vendor in case of poor performance and regular complaints without resolution. In such case, the AMC shall be awarded to alternate party at risk and cost of the contractor and suitable action for Blacklisting / holiday listing of the party on all India basis shall be initiated.

The comprehensive annual maintenance contract shall cover maintenance of entire Solar Power System as per the scope of work. The vendor shall furnish a DD for an amount of 10% of total AMC charges for Three (3) years of AMC period to secure IOCL against any failure by the vendor to support the system during the AMC period.

Vendor should upgrade the software free of cost in case new versions are released during AMC period. Vendor should also ensure backward compatibility with all the hardware and other software at least for one generation, even if new versions of software are released.

Spares support: The vendor shall ensure availability of spares for the Solar Power System inc luding c omputer hardware for a period of Five (5) years from the date of SAT & handing over the system which includes two years warranty and three years AMC. In the event of non-availability of spares due to fast obsolescence of hardware and software, the vendor shall arrange to upgrade the equipments with equivalent or higher hardware and software at no additional cost till end of AMC period. AMC beyond t h r e e ( 3 ) years (from the date of commencement of warranty) shall be at mutually agreed terms and conditions.

Any additional work that may become necessary during course of execution of works as authorized by our site in charge shall be immediately got approved prior to taking up the work duly forwarding the details, nature of works etc as per relevant clause of the works contract agreement.

In case the contractor fails to adhere to the time limit specified above or if the rate of progress is considered not satisfactory, the Corporation will be at liberty to terminate the contract and get the same executed by any other agency entirely at the cost and risk of the original contract

12.0 DRAWINGS AND DOCUMENTS TO BE SUBMITTED BY VENDOR:

The following documents shall be submitted by Vendor in one set after installation. a) System description, architecture and functional description /

specifications including detailed write-up b) Parts list, data sheets, vendor details for all bought-out items. c) Data sheets for all equipment. d) General arrangement drawings e) Electrical / network / device wiring / connection diagrams & earthing

plan / diagrams.

f) D etailed literature/ catalogues giving full particulars. Principle of operation, range and setting whether settings adjusting at site, colour, materials of equipment enclosures, degree of protection and mounting details for all types of equipment offered.

13.0 Site Acceptance Test (SAT) 13.1 Thirty Party Inspection by IOC appointed TPIA shall be carried out at

the site for all the components of the system. H o w e v e r , the inspection by TPI does not absolve the vendor from any of his responsibility for the supply of material conforming to the specifications.

13.2 Prior to carrying out any testing, the Contractor shall prepare for the

approval by IOCL /TPI a detailed Site Acceptance Test (SAT) document which shall fully detail the scope of the tests to be carried out during the SAT.

13.3 The SAT document shall detail tests, which will provide documented

evidence that the system meets the functional, and performance requirements of the Specification, and shall provide a permanent record of these tests and their results.

13.4 The SAT shall provide the details of the installation check comprising:

a) Visual check b) Check on power supply, earthing and isolation integrity c) 100% point to point check of cable connections. d) A schedule of inspection, measuring and test equipment used. e) A detailed description of any simulation procedures to be adopted

for the SAT. f) A detailed schedule of preliminary system checks and test

procedure prerequisites. g) A detailed schedule of specific planned and unstructured tests. h) For each test the Contractor shall detail the following: i) Purpose of the test (objective). j) Scope of the test: k) Prerequisites for carrying out the test. l) Verification procedures to be adopted. m) All special software and hardware tools required to perform the

test.

13.5 The SAT shall give details of the following:

a) Format for Verification of Make and model of equipment as per approved specs.

b) Format for Verification of QTY measurement as per approved BOQ. c) Format for checking Installation of Equipment location wise as per

approved layout, cabling scheme etc. d) Format for Functional checking of System performance & software

functional checks as per Tender document. e) Any reference documents. f) Any special terms and abbreviations used. g) Any special safety procedures to be adopted during testing.

13.6 For each documented test, a space shall be provided in the SAT document

for comment a n d for the Contractor, TPI and IOCL representative to sign off the test as completed or to provide brief details of the reason for failure.

13.7 The SAT shall be divided into separate sections or volumes each relating

to separate areas of the Works. 13.8 The following requirements shall be observed for SAT:

a. Prior t o commencement of the SAT, all test documentation, reviews and verification procedures relating to the software and hardware under test shall have been satisfactorily completed.

b. The test document may be modified with the permission of the Engineer during the actual test if found to be incorrect. Any change to the test document shall be marked in red on the ‘in-use’ SAT document and the SAT record copy.

d. The tests shall be carried out in accordance with the procedures detailed in the SAT document.

13.9 The SAT shall encompass the normal modes of operation and failure modes

and shall demonstrate correct functionality of the system in accordance with the Specification.

13.10 Tests shall be carried out on the fully assembled equipment 13.11 Test Records shall be kept relating to all tests carried out. The

records shall include details of the test specification, versions of software items under test or referenced in the test, any test arrangements used, the input test parameters and the output results. Test records shall form part of the Final Documentation. a. Operations manual. b. Software documentation c. Maintenance manual for the system and each equipment.

13.12 The Operations Manual shall describe the system as installed

and provide sufficient information for users, maintainers and developers to execute their responsibilities throughout the working life of the Plant.

14.0 CEA approval:

Obtaining Safety certificate from CEA will be the responsibility of the contractor. The Contractor must prepare necessary drawings and also incorporate measures to obtain safety clearance from the concerned CEA and submit the same to IOCL before commissioning of SPV plant. All the incidental costs for obtaining CEA approval will be borne by the contractor. Final 10% bill will be paid after receipt of approval CEA. Any statutory fee will be paid by IOCL.

15.0 PPA & Net meter: Applying and obtaining PPA & Net metering connection will be in the scope of the contractor along with any incidental charges. Any statutory fee will be paid by IOCL

16.0 Payment Terms:

The payment terms is as follows: Supply: 1. No advance will be paid along with P.O 2. 70% of the supply value (A) in the price bid on receipt of the material at site 3. 20% of the supply value (A) on completion of installation Installation & Commissioning: 1. 90% of the Installation value (B) in the price bid on successful installation &

commissioning including obtaining the net meter approval from CESCOM and installation of Net Meter and CEA approval.

Successful performance: 1. 10% of the balance supply value (A) and 10% of the Installation value (B) will be

paid after 1 month of satisfactory performance of the plant from the date of commissioning.

Comprehensive AMC: 1. Comprehensive AMC charges will be paid after each quarterly visit, on pro-rata

basis.

2. Invoice can be raised every quarter on completion of the Comprehensive AMC for that period.

17.0 Taxes: All prices to be quoted inclusive of all taxes. Invoices are to be given showing separate VAT/ CST/ service tax components as given below - 1. Bidders to specify the applicable types and rate of taxes. Successful tenderer

to submit Tax invoice (under VAT as well as Service Tax provisions) in line with quote submitted in the tender. Bidders to mention the applicable taxes payable for supply of material & provisions of services separately.

2. Tax Invoice – Successful Tenderer to submit Tax invoice (under VAT as well as

Service Tax provisions) in line with quote submitted in the tender. Tax Invoice is essential for IOC to avail input credit under VAT laws or Service Tax law, wherever eligible. Payment will be made only on receipt of Tax Invoice as above.

3. The bidder to specify the fact regarding Service Tax payable by IOC under

Reverse Charge Mechanism (RCM), if applicable.

18.0 Certification: All necessary certifications (MNRE/IEC/IS/BIS) as mentioned in the Scope of supply should be enclosed as supporting documents for the following components: 1. Module 2. Invertor 3. Mounting structure 4. Cables

19.0 Inspection & Certification:

Inspection will be done at Mysuru LPG Bottling Plant site by IOCL and / or Third party inspection agency for all the components as given in the price bid & scope of work. Any deviation or poor quality of material if found will be rejected during this inspection.

20.0 The Corporation reserves the right to accept any tender in whole or in part and reject

any or all tenders without assigning any reasons. The Corporation reserves the right to accept more tenders in part. The Corporation also reserves the right to accord purchase / price preferences to the public enterprises and Joint ventures of the Corporation as per the prevailing policy. Decision of the Corporation in this regard will be final.

21.0 Any additional work that may become necessary during course of execution of works as authorized by our site in charge shall be immediately got approved prior to taking up the work duly forwarding the details, nature of works etc. as per relevant clause of the GCC.

22.0 C&A verification of labourers:

It is necessary to get Character and antedate verification of the workers working at site. Any other requirement not mentioned specifically here but required by corporations from time to time to be fulfilled. Tenderers to quote accordingly.

23.0 The Corporation reserves the right to accept any tender in whole or in part and reject

any or all tenders without assigning any reasons. The Corporation reserves the right to accept more tenders in part. The Corporation also reserves the right to accord purchase preferences to the public enterprises and Joint ventures of the Corporation as per the prevailing policy. Decision of the Corporation in this regard will be final.

24.0 In case the contractor fails to adhere to the time limit specified above or if the rate of

progress is considered not satisfactory, the Corporation will be at liberty to terminate the contract and get the same executed by any other agency entirely at the cost and risk of the original contractor.

25.0 Water Supply:

The contractor shall arrange water / procure water required for the work at his own cost for all leads and lifts. IOCL shall not be responsible for supplying water and Contractor shall ensure timely and adequate supply of water to meet the schedule.

26.0 Electrical Works/Power Supply:

The contractor shall make his own arrangement for power required for the work at his cost. DG set of suitable capacity may be installed and operated by the contractor at his cost. IOCL shall not be responsible for power supply and contractor shall ensure proper supply of electricity to meet the schedule.

The electrical works shall be carried out through Licensed Electrical personnel only.

During the execution of job temporary connections are to be provided by the

Contractor and all possible assistance shall be rendered by the Contractor for the smooth operation of the respective Retail outlet/ Depot/ Terminal. No extra payment shall be made on this account.

All temporary connections are to be spark proof/ flame proof as required and shall be got approved from Site Engineer.

Test Report (if required for this job as decided by the engineer) duly approved by the local Electricity Department shall be submitted by the Contractor after completion of the work. Any payment to Electricity Department needed shall be borne by the Contractor.

The entire electrification work shall be carried out by the Contractor under supervision of licensed Electrical supervisor to the satisfaction of local Electricity Dept./Site Engineer.

The entire electrification work shall be carried out as per I.E. Rules/ Local Electricity regulation/ IOC specification as applicable.

All metal covering which is used to protect cables and apparatus shall be efficiently earthed. The metal covering used to carry the cable must be electrically continuous and this includes the entire switchgear casing, if they are made of metal.

The number of points on any one circuit is limited and must not exceed the following:

For circuit not exceeding 6 amps 10 points

For circuit not exceeding 8 amps 6 points

For circuit not exceeding 10 amps 4 points

For circuit not exceeding 20 amps 2 points

27.0 In case of contradiction between Indian Standards, General Conditions of contract,

Special Conditions of Contract, Specifications, Drawings, Schedule of Rates, the following shall prevail in order of precedence.

27.0 Firm price:

Once the offer is accepted and agreement executed, the rates shall be valid till the completion of works in all respects and no escalation whatsoever will be entertained due to extension of time on any grounds. Similarly no variation or reimbursement shall be entertained due to revisions in statutory tax or levies imposed by the Governments of State or Centre.

The tenderers are advised to inspect the site and ascertain site conditions including all leads and lifts involved prior to submitting the rates.

28.0 Labour Agreement:

The Contractors who are working in the establishments through Contract Labour shall be fully responsible for observance of all rules and regulations as per the Contract Labour (Regulation and Abolition) Act 1971 and obtain a licence from the Assistant Labour Commissioner concerned and produce the same to IOCL. In this connection, tenderers shall abide by all the conditions of Appendix I and Appendix II enclosed with the GCC. The Principal Employer certificate shall be given on written request from contractor by IOCL.

29.0 PF Registration:

The tenderers shall indicate his / their PF code number in the Statement of Credentials enclosed with the tender along with PF registration certificate failing which the tender shall be liable to be rejected. The successful tenderers shall abide by all the requirements and submit copies of all registers / returns etc filed by them before the Corporation releases final dues.

30.0 Vendor is required to obtain all the requisite approvals from Statutory Authorities;

wherever required at no extra cost to IOCL. 31.0 PROJECT MANAGEMENT

Vendor should deploy qualified engineers having experience in similar type of jobs to supervise the entire job apart from skilled labourers.

In order to achieve Effective Supervision of work at the Project in existing location for

timely completion of work and achieving desired quality standards in construction adequate numbers of qualified & experienced Engineers / Supervisors / Managers are necessary amongst the personnel deployed by Contractor.

32.0 There shall not be common earthing for instrument ground and protective earthing

(cabinet / panel / chassis) and the same shall be independent. 33.0 GENERAL: Notwithstanding the sub divisions of the tender document into several sections

and volumes, every part of each shall be deemed to be supplementary of every other part and shall be read with and into the contract so far as it may be practicable to do so.

34.0 MEASUREMENTS FOR WORKS / RECORD MEASUREMENTS / BILLS: All the payment for quantities certified in the running account / final bill shall be as per the details recorded in the standard measurement book of the Corporation and jointly signed by the Contractor/ site engineer of IOC.

Method of measurement shall be strictly in accordance with the technical specification for this work.

The payment shall be as per the details entered in the standard Measurement Certificate bills of the Corporation.

35.0 ON ACCOUNT PAYMENTS:

On Account Bills shall be paid for the work done, measured and certified. 36.0 SPECIAL CLAUSE: The contractor is required to take necessary care to protect to the existing nearby

structure while carrying out his scope of work. Any damage caused to other property shall be rectified at his own cost.

37.0 INCOME TAX, SERVICE TAX, SALES TAX & WORKS CONTRACT TAX:

The contractor shall take note that rates quoted shall be inclusive of all taxes, duties statutory levies, Royalty, Income tax, service tax, sales tax and works contract taxes, transportation etc. IOCL shall not entertain any request for payment of any taxes / levies separately.

38.0 TESTING OF MATERIAL / WORKS:

The Contractor shall carry out the various tests as enumerated in the technical specifications of this tender document and the technical documents that will be furnished to him during the performance of the work and no separate payment shall be made unless otherwise specified in schedule of rates.

All the tests either on the field or at outside laboratories concerning the execution of

the work and supply of material by the Contractor shall be carried out by Contractor at his own cost.

The work is subject to inspection at all times by the Site Engineer / Engineer-in-

Charge / representatives nominated by IOCL. The Contractor shall carry out all instructions given during inspection and shall ensure that the work is being carried out according to the technical documents and the relevant codes of practice furnished to him during the performance of the work.

Any work not conforming to the execution drawings, specifications or codes shall be

rejected forthwith and the contractor shall carry out the rectifications at his own cost.

All results of inspection & tests will be recorded in the inspection reports, proforma,

which will be approved by the Site Engineer/ Engineer-in-Charge. These reports shall form part of the completion documents.

Inspection & acceptance of works shall not absolve the Contractor from any of his

responsibilities under this Contract.

TPI certificates should be obtained from IOC approved TPIA for all the works carried out. A list of IOC approved TPIAs are given in page number 39

39.0 QUALITY CONTROL, INSPECTION & TESTING:

a. Tenderers are required to obtain all the requisite approvals from statutory bodies as applicable wherever required as per directions of IOC at no extra cost.

b. Tenderers are required to submit its Quality assurance plan (Q.A.P.) to be observed during execution of work for Corporation’s approval. IOC reserves the right to amend the scope of QAP without any extra cost to IOC.

c. Notwithstanding any inspection carried out by the Corporation or his representative, the tenderer shall carry out its own tests to ensure consistent proformance.

d. IOCL reserves the right to appoint any additional TPI agency for the inspection.

e. The vendor / contractor shall hand over warranty / guarantee certificate along with manuals from OEM of the materials/ equipments as applicable.

40.0 COOPERATION WITH OTHER CONTRACTORS:

The contractor shall cooperate with other contractors for smooth execution of project related works.

41.0 BILL OF QUANTITIES: Bill of quantities are approximate and payment shall be made as per actual certified

measurements. The contractor is not entitled for any sort of compensation towards excess material procured / stored.

After the placement of the order the successful tenderer shall not be allowed to

sublet or assign any part of the work order without Corporation’s prior written consent.

42.0 AS-BUILT DRAWING:

42.1 Wherever required, party shall prepare and submit the tracings of “As-built drawings” of all the facilities as per the scope of work indicated at the time of conclusion of this contract in1:1000 scale or as directed by the site engineer at no extra cost to IOC

42.2 If any drawings other than the drawings provided with tender documents should be prepared by the party at no extra cost to IOC

43.0 AUTHORISED REPRESENTATIVE:

The successful tenderer within 15 days of receipt of acceptance of tender, name an

engineer responsible for the job at site on behalf of the contractor as per clause 4.0.3.0 and 4.0.3.1, Performance of work, section 4, of GCC. Bidder should give in writing to the Corporation, the name of his authorised and qualified engineer who will supervise the work and shall remain at the site during execution of the job.

44.0 SITE CLEANING: The Contractor shall take care for cleaning the working site from time to time for

easy access to work site and also from safety point of view.

Working site should be always kept cleared upto the entire satisfaction of the Engineer-in-Charge. Before handing over any work to owner, the contractor in addition to other formalities to be observed as detailed in the document, - shall clear the site to the entire satisfaction of Engineer-in-Charge.

Contractor shall arrange to dispose off debris and any other waste product created while carrying out the work, outside Corporation’s premises. The Contractor shall take due care while disposing of such waste materials and ensure that any rules/ regulations laid down by Municipal Corporation or any other statutory body are not violated. The Contractor shall be responsible and answerable to any complaint arising out of improper disposal of waste material. Quoted rate shall involve the cost of same and no extra payment shall be made towards this account.

The Contractor shall clear the site of works as per the instructions of the Site

Engineer. The site of works shall be cleaned of all men, site equipment, materials, etc and shall be delivered back to the Corporation in a clean and neat condition as required by the Site Engineer within a period of one week after the job is completed after ensuring that all surfaces spoiled during the works such as floors, walls, glass panels, etc are spotless clean.

In case of failure to do so by the Contractor, the Corporation will have the right to get the site cleared at the risk and cost of the Contractor.

45.0 MISCELLANEOUS REQUIREMENTS: It shall be contractor’s responsibility to obtain approval for any revision and / or

modifications decided by the contractor from the Owner / Engineer-in-Charge before implementation. Also such revisions and / or modification if accepted / approved by the Owner/Engineer-in-Charge shall be carried out at no extra cost to the owner.

Any changes required during and / or after approval for detailed construction drawings due to functional requirements or for efficient running of system keeping the basic parameters unchanged and which has not been indicated by the Contractor in the data / drawings furnished along with the offer, will be carried out by the contractor at no extra cost to the owner.

All expenses towards mobilisation & demobilisation including bringing in equipment,

clearing the site etc. shall be deemed to be included in the prices quoted and no separate payments on account of such expenses shall be entertained.

It shall be entirely Contractor’s responsibility to provide, operate & maintain

necessary construction equipments, scaffoldings and safety gadgets, cranes and other lifting tackles, tools and appliances to perform the work in a workman like and efficient manner & complete all jobs as per time schedules.

Preparing approaches and working area for movement and operation of the cranes,

leveling the areas for assembly and erection shall also be the responsibility of the Contractor. The Contractor shall acquaint himself with access availability, facilities such as railway siding, local labour etc. to provide suitable allowances in his quotation. The Contractor, at his own cost, may have to build temporary access roads to aid his own work which shall also be taken care while quoting for the work

The procurement and supply in sequence and at the appropriate time of all material

& consumables shall be entirely the Contractor’s responsibility. Rates for execution of work will be inclusive of supply of all these items.

Vendor is required to visit site before submitting their offer. Vendor should get himself acquainted with the site conditions such as availability of power, approach road including cable routing etc.

No covered space shall be provided by IOCL for stacking / storage of Vendors

material, Vendor has to make their own arrangement for storage. Vendor is fully responsible for the equipment / material issued by IOCL for execution

of work. In case these are mishandled or lost, the vendor has to arrange the same entirely at his own cost to the satisfaction of site engineer.

IOCL shall not be responsible for Vendor‟s material / equipment. Vendor has to arrange his own security for this purpose.

Acceptance of facility / facilities by the Corporation does not constitute final

completion of the contract. The contract shall be deemed to be executed in full and final measurement shall be certified only when the vendor has fully discharged all his obligations in terms of all the contract documents.

Vendor is required to obtain all the requisite approvals from statutory bodies

wherever required at no extra cost to IOCL. All material including Filed instruments computer processor based instruments

hardware, software etc, are to be got approved from IOCL approved TPI as 3rd party agency in different phases. However the Detailed Design & Engg., QAP approval , DATA Sheet Specification approval to be got approved from IOCL / IOCL approved Agency / TPI Agency.

46.0 SAFETY:

Since works have to be carried out in LPG storage and distribution establishment, the contractor should ensure that day to day operations, safety and security of the location are not affected in any way on account of the works being carried out. In case of any damage to our properties due to the negligence on the part of the contractor or their workmen, the contractor will be held responsible and liquidated damages as assessed by the corporation would be recover from them.

When hot works are involved, the following safety precautions have to be strictly observed before commencement of works.

46.1 All hot works operations should be carried out under the supervision of our

representative and also under the supervision of responsible representative of the contractor.

46.2 All hot work operations should be undertaken only after issue of hot work permits by the location in charge on day to day basis.

46.3 It should be ensured that the tanks, pipes, containers where the hot work is required are gas freed and properly checked to this effect with explosive meters.

46.4 It should be ensured that the surrounding area is free from oil, rags, oil spillage and other sources of ignition and the area is cleaned/ sprinkled with sand or dry earth. It should also be ensured that metallic trays filled with DCP powder are kept for collecting the welding arc/ hot metal cutting.

46.5 Hot work should commence only after positioning the portable fire extinguishers and sand / dry powder in readiness at site and hydrant system made available at the nearest point.

46.6 Match boxes, lighters etc used for hot work should be kept in the custody of the supervisor only.

46.7 If hot work has to be carried out in a place close to storage tanks or any other facility under operation, it is necessary to provide screen wall made of AC sheets to segregate the area to prevent sparks traveling to the hazardous area.

It should be ensured that no workman carries match boxes or any other source of ignition with them while entering the premises or inside the premises. After the hot work operation of the day, the following precaution should be taken.

Welding sets should be switched off and power mains disconnected. If the connection is taken from a temporary switch board the fuse carriers should be removed and handed over to the supervisor.

Gas cylinder and the cutting sets should be properly closed and the equipment removed to a safe place.

The site of work should be examined to ensure that it is free from hot splatters and any other source of ignition. In case of any fire all the work men of the contractors should be moved out of the premises.

47.0 SECRECY AGREEMENT: CONTRACTOR shall as a part of his obligation sign an agreement for secrecy of the

drawings/ documents with IOC. CONTRACTOR, hereby, expressly undertake to keep all the drawings/documents as well as other Technical information given in the CONTRACT DOCUMENT secret and shall not divulge or leak or otherwise cause to be known to the competitors or others having any interest in such process in anyway the contents in any form, shape or method. Source code secret policy to be adopted by IOCL also unless and until vendor is under verge of closing and not willing to respond.

In case any land is made available to the Contractor within the provisions of tender,

the owner shall be entitled (without prejudice to any other mode of recovery), the contractor shall pay a licence fee @ Rs.20/- (Rupees Twenty Only) per 100 (One Hundred) Sq. mtrs or part thereof, to be recovered from the running / final bills of the contractor or any other payments due to the contractor from time to time as per clause 3.6.4.0 of GCC.

48.0 Following clauses forming part of the GCC issued along with the tender are deleted:

49.0 PENALTY CLAUSE: The penalty for breach of safety during execution of works shall be levied by the

Corporation as below: 49.1 Violation of applicable safety, health and environment related norm, a

penalty of Rs. 5000/- per occasion.

49.2 Violation as above resulting in any physical injury, a penalty of 0.5% of the contract value (max. of Rs. 2 lacs) per injury in addition to Rs. 5000/- as mentioned above.

49.3 Fatal accident, a penalty of 1% of the contract value (max. of Rs. 10 lacs) per

fatality in addition to Rs. 5000/- as mentioned above. 50.0 In case sub contractors are engaged by the successful tenderer with prior

permission from IOCL on award of works, it will be mandatory on part of the main contractor to furnish a NO DUE UNDERTAKING from the sub contractor (on their letter heads) to IOCL before final payments are cleared by the Corporation.

51.0 Tenderers are advised to submit construction execution plan for completion of the

works as per completion time indicated in the tender while submitting the offer. Site organization chart for works proposed shall also be submitted.

52.0 Detailed list of equipment proposed to be deployed to site for taking up works shall

be enclosed while submitting the offer. 53.0 Tenderers may note that negotiations will not be conducted with the bidders as a

matter of routine. However, Corporation reserves the right to conduct such negotiations.

57.0 The tenderers are advised to submit their offer strictly as per the terms and conditions and specifications contained in the tender document and not put forth conditions/ counter conditions. Conditional tenders received subsequent to the pre bid meeting tenders shall render the offer liable for rejection. Tenderers must also note that documents in support of qualifying parameters are submitted along with the tender failing which tenders received will be rejected without further notice to the tenderers.

58.0 GCC. (IMPORTANT)

GCC contains provisions for arbitration and alternative dispute resolution machinery under section 9, which stands deleted. Further, the reference to arbitration and alternative dispute resolution machinery provision contained in any other term & condition in GCC, which may be general or special in nature shall also stand deleted to the extent the said contents are applicable to the arbitration provisions.

59.0 USE OF SAFETY ITEMS FOR WORKERS PROTECTION. The contractor shall also provide Safety shoes, helmets, belts, Gloves & Goggles and all other necessary safety items to all of his workmen working at site in line with the guidelines of location and contained in the GCC attached with this tender.

60.0 LIMITATION OF LIABILITY

The maximum liability shall be limited to 100 % of Contract value except in case of fraud and/or wilful negligence. The Contractor shall not be liable for consequential losses on account of production, revenue or profit.

Scope of supply & work includes the following: The contractor should have the complete solution for executing the power plant right from Design, Procurement, Installation & execution of the work.

Design & Specification of the System: The system should be designed by keeping the following points:

1. The plant will be installed in shade free areas so that maximum generation is attained 2. The system will be connected to the grid and a bi directional meter will be installed to

account the export of power to the grid approved by the CESCOM 3. The power to be evacuated at 415V level 4. The plant will be installed facing south. 5. The BOM, layout drawings and the Electrical SLD will be submitted for necessary approval

from both IOCL officials and consultant/ TPIA before commencing of the work. 6. All outdoor junction boxes will have IP65 rating and all indoor junction boxes will have IP54

rating as per IEC 529 7. The performance ratio of the plant should be a minimum of 78%. The plant should generate

a minimum of 78% on the base from weather monitoring systems in the SCADA below which the difference will be adjusted in the security deposit.

8. Plant shall be designed to confirm with CEIG/CEA standards and any modification later on specified by the department will be in the scope of the contractor

SPV Modules: The modules shall confirm to the following requirements:

1. The module should be certified by MNRE and to be made in India origin. 2. Capacity as per IEC testing condition should be greater than 300 Wp & It should be

Polycrystalline 3. Efficiency of the module should be more than 15.5% 4. It should have tolerance of +3%. No negative tolerance will be permitted. 5. The module should have the following certifications:

a. IEC 61215 – Design & quality b. IEC 61730 – Safety Class 1 & 2 c. IEC 61701 – Salt mist corrosion & severity d. IEC 62804 – PID resistance (PID) free e. IEC 62716 – PV modules – Ammonia corrosion testing coastal locations

than -0.42% / °C. 9. All photovoltaic modules shall have linear performance warranty from second year. The solar

PV modules offered shall not degrade more than 2.5% in first year and not more than 1% from second year of its rated power.

10. The module mismatch losses for modules connected to an inverter shall be less than 2%. 11. The SPV module shall be made up of impact resistant, low iron and high transmissivity

toughened glass. The front surface shall give high encapsulation gain. 12. The SPV modules shall have suitable encapsulation and sealing arrangements to protect the

silicon cells from environment. The encapsulation arrangement shall ensure complete moisture proofing for the entire life of solar modules.

13. The equipment shall be designed to give efficient and reliable performance and shall be such that the risks of accidental short-circuit due to animals, birds or vermin are obviated.

14. The data sheets of all modules shall be provided. The exact power of the module shall be indicated if the data sheet consists of a range of modules with varying output power.

15. It should perform satisfactorily in RH of 95% and between temperatures of -10 degrees to +60 deg.

16. RF ID tag - Modules deployed must use a RF identification tag. The following information must be mentioned in the RFID used on each module (This can be inside or outside the laminate, but must be able to withstand harsh environmental conditions).

18. The module junction box will conform to IP67 rating, will have 3 bypass diodes and will be made with Polycarbonate terminated with connectors adaptive to MC4 type connector directly. MC4 type connector should be certified by testing agencies like TUV competent for the purpose.

19. The typical solar PV module electrical characteristics including current-voltage (I-V) performance curves and temperature coefficients of power, voltage and current shall be provided for all the modules supplied. However, the tabulated document with all the relevant data like voltage, current, power output for each module is also required to be provided along with the supply.

20. Module frame – Anodized Alluminium Non – corrosive and electrolytically compatible with the mounting structure material. The anodizing thickness shall be 15 microns & above.

25. Testing of Solar PV Modules a. PV modules must qualify test from IEC/NABL accredited laboratory as per relevant

IEC standard and report/certification of the same must be attached. The performance of PV modules at STC conditions must be tested and approved by one of the IEC / NABL Accredited Testing Laboratories / Solar Energy Centre of MNRE/ any other MNRE authorized test laboratories/centers.

26. The PV strings and array shall be so designed that it matches the inverter/PCU input specifications.

PCU Invertor:

1. The capacity of the String invertor’s should be 30 kw - 1 no & 20 kw – 1 no. 2. Maximum power point tracker shall be integrated in the PCU/Inverter to maximize

energy drawn from the array. The MPPT charge controller should comply with IEC 62093 and IEC 60068-2. A conformance certificate for the same shall be submitted, either through datasheet of OEM or certification by the manufacturer.

3. Invertor efficiency to be greater than 98.5% 4. Overload capacity – 125% for 10min 5. Should have transformer-less design 6. Invertor’s should have anti islanding protection 7. Invertor should also be DG set interactive 8. It should have a LCD display to show all relevant parameters 9. The invertors shall have IP65(outdoor) /IP21(indoor) and protection class II 10. The invertor shall have Earth leakage fault protection 11. Warranty of the PCU will be for 5 years 12. PCU/Inverter shall be capable of complete automatic operation including wake-up,

synchronization and shut down; 13. The output of power factor of PCU inverter shall be suitable for all voltage ranges or sink

of reactive power and the inverter should have internal protection arrangement against any sustainable fault in feeder line and against the lightening on feeder;

14. Built-in meter and data logger to monitor plant performance through external computer shall be provided;

15. The PCU/Inverters should be tested from the MNRE approved test centres/NABL/BIS/IEC accredited testing-calibration laboratories. In case of imported power conditioning units, they should by IEC approved by international test houses.

PCU shall have Low Voltage Ride-Through (LVRT) feature to provide support during grid fault/ disturbance. Inverter shall continuously monitor the condition of the grid/input feeder bus, and in the event of grid/bus unavailability, the inverter shall automatically switch to off-grid supply within 20-50 milliseconds. The solar system shall be resynchronized with the grid/bus immediately after the restoration of grid. Grid/Bus voltage shall also be continuously monitored and in the event of voltage going below and above a preset value, the solar system shall be disconnected from the grid within the set time. Both over voltage and under voltage relays shall have adjustable voltage (50% to 130%) and time settings (0 to 5 seconds).

The operating voltage range of PCU and the MPPT shall be large enough so that it satisfactorily operates for PV modules exposed to the maximum ambient temperature of 600C.

DC lines shall have suitably rated isolators to allow safe start up and shut down of the system.

The PCU must have the feature to work in tandem with other similar PCUs and to be successively switched "ON" and "OFF" automatically based on solar radiation variations during the day.

Operating temperature range : (-)100C to (+)600C

Remote as well as local monitoring shall be provided. Built-in data logger (to record all the important operational parameters and all the events) to monitor plant performance through external PC shall be provided. The communication shall be in such a way that the PCU can be monitored with the help of appropriate software from the centralized server. The PCU shall have the facility to provide the analysis for reason of tripping, in cases of inadvertent tripping.

The surge rating of the inverter shall be up to 150% of the continuous rating for a minimum of 30 seconds.

PCU shall include ground lugs for equipment and PV array groundings. The DC circuit ground shall be a solid single point ground connection.

Where PCU has not been provided with galvanic isolation, a type B residual current device (RCD) according to IEC 60755 (Amendment-2) shall be installed to provide fault protection by automatic disconnection of supply. Inbuilt RCD will also be accepted.

PCU shall have the facility to export excess PV power to grid in case consumption of load is less than the generation and net/gross metering is permissible. The provision should be there to enable and disable this export feature.

PCU shall be tropicalized and design shall be compatible with conditions prevailing at site. Provision of exhaust fan with proper ducting for cooling of PCUs shall be incorporated in the PCUs.

Nuts, bolts and the PCU enclosure shall have to be adequately protected taking into consideration the atmosphere and weather prevailing in the area.

Rubber mats shall also be provided in the PCU control room.

9. Protection against lightning induced surges 10. Protection against surge voltage induced at input and output due to external source 11. Capacity to feed in reactive power faults 12. Provision for input & output isolation. 13. PCU shall have arrangement for adjusting DC input current and should trip against

sustainable fault downstream and shall not start till the fault is rectified. In addition, PCU shall ensure following protection measures: 1. The PCU shall include appropriate self- protective and self- diagnostic feature to protect

itself and the PV array from damage in the event of PCU component failure or from parameters beyond the PCUs safe operating range due to internal or external causes. The self-protective features shall not allow signals from the PCU diagnostic circuit to cause the PCU to be operated in a manner which may be unsafe or damaging. Faults due to malfunctioning within the PCU, including commutation failure, shall be cleared by the PCU protective devices.

2. The PCU shall have internal protection arrangement against any sustained fault in the feeder line and against lightning in the feeder line.

3. Automatic reset of all non-critical faults such as overloads, AC over voltage/under voltage, etc. once the fault has been cleared.

Operating modes of PCU: 1. LOW VOLTAGE MODE: The control system shall continuously monitor the output of the

solar PV plant. Once the pre-set value is exceeded, PCU shall automatically “wake up” and begin to export power provided there is sufficient solar energy and the PCU voltage and frequency are in the specified range.

2. ACTIVE Maximum Power Point Tracking (MPPT) MODE (HIGH POWER MODE): When solar radiation increases further, the PCU shall enter Maximum Power Point Tracking (MPPT) mode and adjust the voltage of the SPV array to maximize solar energy fed into the grid. When the solar radiation falls below threshold level, the PCU shall enter in low power mode.

3. SLEEP MODE: Automatic ‘sleep’ mode shall be provided so that unnecessary losses are minimized at night. The threshold DC voltage level/power level of the PCU at which it shall enter into the sleep mode and back to low power mode and MPPT mode shall be duly certified by Chartered Electrical Engineer.

DC side of each inverter shall be earthed to distinct earth pit through adequate size conductor as per IS 3043. The size of conductor shall be as per the maximum fault current on DC side.

INTEGRATION OF PV POWER WITH GRID:

1. The output power from SPV would be fed to the inverters which converts DC produced by SPV array to AC and feeds it into the main electricity grid after synchronization.

2. The AC output of the solar grid invertor shall be connected to the buildings electrical system after the CESCOM service connection meter and main switch on the load side.

3. The solar grid invertor output shall be connected to a dedicated module in the main MDB of the building and not be connected to a nearby load or socket.

4. The wiring of the solar grid invertor cannot run parallel to the diesel generator. The solar grid invertor must be connected to a distribution board on the grid side of the automatic or manual change over switch.

5. In case of grid failure or low or high voltage solar PV system shall be out of synchronization and shall be disconnected from the grid. Once the DG set comes into service PV system shall again be synchronized with DG supply and load requirement would be met to the extent of availability of power.

6. 4 pole isolation of inverter output with respect to the grid/DG power connection need to be provided.

7. The design should be such that the invertor can synchronize with 2 DG sets of different capacities. Any 1 DG set will be operated at a time.

Microprocessor based Data Logger System

1. The system shall comply with the conditions specified in IEC 61724: Photovoltaic System Performance Monitoring – Guidelines for measurement, data exchange and analysis.

2. The performance and generation data shall be recorded using a data logger or the SCADA system. The Monitoring System shall comprise of the following main components:

PCU shall log the inverter performance data and transmit the same to the Data logger. Data logger gathers information and monitors the performance of the inverter.

Data logger supports measurements from the external sensors. The data can be acquired remotely via a modem.

Remote monitoring equipment to measure following weather related parameters: o Solar radiation (in plane of array) o Module temperature o Ambient Temperature o Wind Speed

Test certificate for these instruments conforming their efficiency shall be submitted.

PC Data logging software shall enable automatic long-term storage of measured data from PV- Plant.

Communication interface - The entire system shall be capable enough to be operated and monitored via several interfaces (RS232/RS485, LAN Website/ Telephone modem) in addition to the information indicated on the operator panel. Further information can also be acquired remotely through the interfaces mentioned above.

The software interfaces for LAN and LAN cables etc. for commissioning of complete data logging /monitoring system shall also be supplied.

4. The data logger shall be able to provide following reports –

Plant Performance – uptime and efficiency 5. A graphical daily and monthly generation report as well as generation w.r.t. radiation

shall be made available through network (local or remote) which can be accessed from anywhere.

6. Data logging system/software shall enable automatic long-term storage of measured data from PV plant. It shall allow visualization, monitoring and service of the installation. The data logger shall be web enabled. It should be possible to access the data logger with any standard web browser like Internet Explorer, Google Chrome, Mozilla, Safari etc. from any PC/Mac through LAN network and for this purpose, relevant software/ hardware shall have to be supplied. In addition to the web portal, it should also be possible to retrieve the data directly from the data logger. The software for access/ visualization of data from data logger should also be provided. Necessary executable files, if any, will be required to be given on a CD/any other storage device along with lifetime license (if applicable).

7. A complete and comprehensive "Remote Monitoring System monitoring solution" report shall be made available to–

i) know what is produced in real time ii) have detailed analytics to understand if the power generated is 'as

expected/designed', and iii) know any issues with field equipment and correct, through effective O&M.

8. The UPS based AC Power supply of suitable rating to cater all the load requirements of Microprocessor based Data Logger system and its auxiliaries shall be provided. The power backup for the entire system should be at least for 02 hours.

Weather station:

1. The weather station should be capable of measuring radiation & temperature 2. U.V resistant cable should be used 3. It should have a Si sensor with a housing made of anodized aluminium 4. It should measurement range of upto 1200W/m2

Module Mounting structures:

1. Mounting structures to be designed after taking necessary measurements in the site. 2. The modules should be mounted at the necessary fixed tilt of 13 degrees 3. In case of Flat roof the minimum clearance between ground level and lowest part of

structure will be 300mm and In case of slant roofs, special rail-based beam/channel structures may be adopted to mount the modules with a minimum gap of 100 mm between modules and roof.

4. The structure should be made of Galvanized iron and should be coated with minimum of 80 microns or higher as per IS 4759 for flat roof. For slant roof it should be Aluminium.

5. Fastners should be stainless steel and of SS 304 grade 6. The structure has to with stand a wind velocity of 150kms/hr. A detailed design

calculation report, properly certified by Chartered Structural engineer, evaluating the

strength of rooftop structures and PV modules to sustain the maximum wind speed shall be submitted.

7. The necessary civil work will be done for the installation with PCC 1:2:4, M15 grade. Designing of civil foundation shall be done / certified by a govt approved valuer

8. The height of the foundation and the structure to be decided based on the site in order to avoid shading in some areas.

9. The structure will be designed based on the load bearing capacity of the roof. The total load of the structure on the roof should be less than 50kg/sqms

10. The PV array must be designed suitably with safe walk way for routine maintenance. 11. Module mounting structures will be inspected and cleared by client/ Consultant/3rd party

agency 12. The structure shall support Solar PV modules in portrait orientation, absorb and

transfer the mechanical loads to the ground/roof properly. Welding or complex fixing mechanism shall not be allowed for installation of module mounting structure to the foundation.

13. All mechanical items must be supplied as per approved drawing, BOQ and directions of EIC.

14. DG room – Mounting structures suitable for Sheet metal roof with Trapezoidal profile to be used for the DG room. The clamps and the purlins have to be in Aluminium.The DG room installation has to be leak proof.The slope of the installation in the DG room can be the same as the roof itself

15. The orientation can be decided based on the sheet metal roof. 16. In case of rooftop systems with unavailability of proper south facing roof, suitable design

proposal shall be submitted, highlighting the guaranteed solar power generation in that orientation.

17. Proper design and calculations report, properly certified by Chartered Electrical/Structural engineers shall be submitted to EIC prior to commencement of work at site.

18. In case of rooftop systems, a detailed design calculation report evaluating the strength of existing rooftop to sustain the dead weight of the system (Structure and Module) as well as the dynamic weight of the installed system shall also be submitted. The report should qualify the rooftop for installation of the Solar PV System with desired design parameters and having sufficient safety margin. In case the rooftop is not having enough strength to support the PV System installation, strengthening of the same shall also be carried out. The work shall commence only after submission of load bearing strength calculation duly certified by Chartered Engineer.

IS 875 Code of Practice for Design Loads (Other Than Earthquake) For Buildings And Structure. Part 1: Dead Loads - Unit Weights of Building Material And Stored Materials, Part 2: Imposed Loads, Part 3: Wind Loads, Part 5: Special Loads And Combinations

PROTECTIONS:

The system should be provided with all necessary protections like earthing, lightning and grid islanding as follows:

Lightning and Over Voltage protection

1. The SPV Power Plant should be provided with lightning & over voltage protection. The main aim in this protection shall be to reduce the over voltage to a tolerable value before it reaches the PV or other sub system components. Metal Oxide Varistors (MOVs) shall be provided inside the Array Junction Boxes/String Monitoring Boxes, if applicable. In addition, suitable MOVs to be provided in the Inverter/PCU as well.

2. The source of over voltage can be lightning or other atmospheric disturbance. Lightning Protection System (LPS) i.e. lightning conductors or mesh shall be provided so as to prevent direct lightning strike into the PV modules. It is to be ensured that adequate separation distance is kept between the LPS and PV modules. Main aim of over voltage protection is to reduce the overvoltage to a tolerable level before it reaches the PV or other sub-system components. Lightning protection should be provided in accordance with IEC 62305. Relevant documents to conform the same shall be submitted.

3. The Lighting Arrestor (LA) has to be designed as per applicable standards so that whole of the Solar PV Plant is protected. Design calculations for Lightning Protection System duly certified by Chartered Engineer shall be submitted.

4. Necessary concrete foundation or any other arrangement for holding the lightning conductor in position is to be made after giving due consideration to shadow on PV array, maximum wind speed and maintenance requirement at site in future.

5. The lightning conductor and structures shall be earthed through flats as per applicable standards with earth pits. Each lightning conductor shall be fitted with individual earth pit as per required standards including accessories, and providing masonry enclosure. Else, a matrix of lightning conductors is to be created which will be required to be connected to an earth.

Surge Protection:

Internal surge protection shall consist of three MOV type surge-arrestors connected from +ve and-ve terminals to earth (via Y arrangement)/SPDs

Earthing

1. The photovoltaic modules, mounting structure, Balance of system (BOS) and other components of power plant require proper grounding for protection against any serious faults as guided by IS 3043 and IEEE 80.

2. If previous soil resistivity measurement of the site is not available, a fresh measurement needs to be undertaken prior to deciding on earthing solutions required.

3. Requisite earthing for inverters, junction box, SMU etc. as per standard procedure shall be ensured.

4. All metal casing/shielding of the plant shall be thoroughly grounded in accordance with Indian Electricity Act/IE Rules.

5. An adequate number and appropriate size of IS 3043 compliant earthing pits shall be constructed, as approved by Chartered Electrical Engineer.

6. Each Lightening Arrester shall have to be earthed through suitable size earth bus with individual earth pits.

7. Earthing system design should be as per the standard practices i.e. IS standard (IS: 3043). Design calculations, duly certified by Chartered Electrical Engineer shall be submitted.

8. Overall earth resistance shall not be more than 1 ohm. Grid Islanding:

1. In the event of a power failure on the electric grid, it is required that any independent power-producing inverters attached to the grid turn off in a short period of time. This prevents the DC-to-AC inverters from continuing to feed power into small sections of the grid, known as “Islands”. Powered islands present a risk to workers who may expect the area to be unpowered, and they may also damage grid-tied equipment. The Rooftop PV system shall be equipped with islanding protection. In addition to disconnection from the grid (due to islanding protection) disconnection due to under and over voltage conditions shall also be provided;

2. A manual disconnect 4 pole isolation switch beside automatic disconnection to grid would have to be provided at utility end to isolate the grid connection by the utility personnel to carry out any maintenance. This switch shall be locked by the utility personnel.

Cables and Accessories

1. All the cables required to be installed shall be copper armored or equivalent laid properly either through cable tray or conduit as per the site requirement. These cables should conform to relevant IS standard (IS 1554 / 694 Part 1 of 1988) and shall be of 650 V/1.1 kV grade as per requirement, heavy duty, fire/flame retardant low smoke (FRLS) extruded PVC type ST-1 outer sheathed. All the installation accessories such as glands, cable ties, lugs, fasteners and various sundry materials etc. shall be ensured.

2. All the cables shall be insulated with PVC (type-A) for working voltages up to and including 1100 V and must be UV resistant for outdoor installation.

3. Cabling on DC side of the system shall be as short as possible to minimize the voltage drop in the wiring. Voltage drop on the DC side from array to the inverter should not be more than 2%. Cable sizing calculation, duly certified by Chartered Engineer, shall be submitted.

4. For the AC cabling, armoured PVC insulated cables shall be used. The sizing of cable shall be based on the maximum load flow considering the voltage drop within the permissible limit of 3%. The sizing calculation of the AC cable duly certified by Chartered Electrical Engineer shall be submitted. All the cables shall be laid through trench or tray. If required, preparation of trench or tray shall be ensured. Cables shall have proper end termination, glanding and lugging.

5. Overvoltage protection is to be provided. Design Overvoltage capacity of 125% of continuous rating for 10 sec has to be ensured. The principle aim for this protection is to reduce the over voltage to a tolerable value before it reaches the PV or other subsystem components. The source of over voltage can be lightning or any other atmospheric disturbance or internal system disturbance.

6. Cables are to be routed neatly in standard manner through GI perforated cable trays & cable marker to be placed for future identification. For array wiring, suitable cable tray or metal conduit with proper support shall be provided and fastened on the roof and wall as per instruction of IOCL.

7. Cable trays shall have standard width of 150 mm, 300 mm & 600 mm and standard lengths of 2.5 meter. Thickness of mild steel sheets used for fabrication of cable trays and fittings shall be minimum 2 mm. The thickness of side coupler plates shall be minimum 3 mm.

8. For protection of unarmored cables suitable conduits are to be provided. 9. The switches/circuit breakers/connectors required shall conform to IEC 60947 (Part-I, II &

III) or IS 60947 (Part-I, II & III) EN 50521. Relevant conformance certificates shall be submitted by the successful bidder.

CONNECTIVITY:

The connectivity for power evacuation shall be strictly as per the Guidelines of CESCOM. The power shall be evacuated at 415V – 3 phase.

JUNCTION BOXES(JBs):

1. The junction boxes are to be provided in the PV array for termination of connecting cables. The JBs shall be made of GRP/FRP/Powder coated aluminum/cast aluminum alloy with full dust, water and vermin proof arrangement. All wires/cables must be terminated through cable lugs. The JBs shall be such that input and output termination can be made through suitable cable glands

2. Copper bus bars/terminal blocks housed in the junction box with suitable termination threads conforming to IP65 standard and IEC 62208 hinged door with EPDM rubber gasket to prevent water entry. Single compression cable glands and earthing shall be provided

3. Each JB shall have high quality suitable capacity metal oxide varistors (MOVs)/surge arrestors, suitable reverse blocking diodes. The JBs shall have suitable arrangement for monitoring and disconnection of each of the groups.

4. Suitable markings shall be provided on the bus bar for easy identification and the cable ferrules must be fitted at the cable termination points for identification.

DC DISTRIBUTION BOARD:

1. DC distribution panel to receive the DC output from the array field 2. DC DPBs shall have sheet enclosure to protect against dust and vermin proof conforming

to IP 65. The bus bars shall be made of copper of desired size. Suitable capacity MCBs/MCCB shall be provided for controlling the DC power output to the PCU along with necessary surge arrestors.

AC Distribution Box (ACDB)/LT Switchgear Panel with Metering Provision

LT Switchgear Panel with metering provision has to be provided if the existing switchgear panel does not have sufficient provision for additional incomer source and outgoing feeder.

3-phase, 50 Hz, LT switchgear system shall consist of LT Switchgear boards/panels in between PCU and transformer (if required as per the system configuration or Inverter/PCU OEM) as per the requirement. The scope shall include standard load distribution boards/panels complete with cubicles, protection, metering, bus-bar system, cabling, wiring and other accessories, the quantities/ratings of which shall be finalized during detail engineering.

Standard construction philosophy shall be adopted in construction of switchgear panels, complying with national and international standards as well as Indian Electricity Grid Code and CEA/CERC guidelines.

Compartmentalization philosophy shall be adopted while constructing and segregating different components of switchgear panel, based on their functional/operational requirements.

The ACDB shall be fabricated out of minimum 16 SWG MS sheet and painted with anti-corrosive primer and two coats of grey enamel paint as per specifications.

Power bus-bars and insulators shall comply with specifications as given in standards/codes, ensuring adequate operational and safety features. Calculations establishing the adequacy of bus bar sizes for specified current ratings duly certified by Chartered Engineer shall be submitted.

Adequate protection measures shall be ensured through means of Circuit Breakers, MCCBs, Contactors, Surge Protection Devices and Fuses. The design selection of such components shall be ensured as per the system requirement and adequate design calculations/basis duly certified by Chartered Engineer shall be submitted. All the necessary test certificates shall be submitted to establish the compliance of these protection equipment(s)/components to the operational requirements outlined in the respective codes and standards.

It shall be ensured that the equipment offered will carry the required load current at site ambient conditions specified and perform the operating duties without exceeding the permissible temperature as per standards and codes. Continuous current rating at 500C ambient in no case shall be less than 90% of the normal rating specified. factors shall be clearly specified, duly considering the specified current ratings and ambient temperature of 500C.

Internal wiring shall be ensured through proper sizing wire, the design current carrying capacity of which shall be duly certified by Chartered Engineer. All the internal wiring shall be done through properly chosen color coded wires and neatly dressed for easy identification.

The protection coordination and interlocks shall be ensured. The schematics for the same duly certified by Chartered Engineer shall be submitted before final configuration.

Following drawings and manuals shall be submitted in three copies. a) General arrangement of panel showing overall dimensions with foundation plan,

terminal location, total weight, sectional views, operating mechanism, and Bill of materials

b) Schematic and wiring diagram for control logic/circuitary c) Closing and Opening timing charts of main and auxiliary contacts d) Manufacturing schedule and test schedule e) Instruction manual along O&M manual and individual components’ catalogue

There should be provision in the system for measurement and display of Solar Power being fed to the load through each inverter in case of multiple inverters. System should also have the capability to display the minimum, maximum and average solar power being fed to the system on daily/monthly/yearly basis.

The system should also be capable to measure, register and display the solar energy consumption on daily/monthly/yearly basis. The energy meter must show the exact line current, voltage, instantaneous power and energy reading (daily & cumulative).

The metering facility of the system shall comply following minimum specifications: o Solar system metering should work accurately for the complete range of energy,

voltage, current, frequency and power factor envisaged for this installation. Cumulative KWH will be indicated continuously by default & other parameters through push-button flashing LED visible from the front.

o In case the state in which the project is planned has net/gross metering facility, installation of necessary meters (bi-directional meters with accuracy class 0.5 or better) shall be ensured.

o Applicable standards for energy meters (as per the accuracy class requirement): IS 14697 – For Class 0.2 and 0.5 IS 13010 – For Class 0.5, 1 and 2

o Accuracy Class Index of energy meter: 0.5 or better. o Memory: Non volatile memory independent of battery backup, memory should be

retained up to 10 year in case of power failure. o Software and Communication Compatibility: Shall be compatible to communicate and

transfer all types of instantaneous and cumulative energy metering data with the Microprocessor based Data Logger System. All types of necessary software and hardware to connect the meter with Microprocessor based Data Logger System shall also be supplied.

o Climatic Condition: The meter should function satisfactorily in India with high end temperature as 60ºC and humidity up to 95%.

tools and tackles to be supplied by the tenderer to be submitted for approval of specifications and make from IOCL A list of requisite spares in case of PCU/Inverter comprising of a set of control logic cards, IGBT driver cards , Junction boxes, fuses, MOVs/arrestors, MCCBs etc along with spare set of PV modules shall be indicated. A minimum set of spares shall be maintained in the plant itself for the entire period of warranty and comprehensive maintenance, which upon its use shall be replenished.

DANGER BOARDS AND SIGNAGES:

Caution & Danger boards should be provided as and where necessary as per IE Act/IE Rules as amended up to date. Three signages shall be provided one each at Invertor, control room, solar array area and main entry.

FIRE EXTINGUISHERS:

The firefighting system for the proposed power plant for fire protection shall consist of: - Portable fire extinguishers in the control room for fire caused by electrical short

circuits – Chemical Dry powder Co2, mechanical foam type. - Sand buckets in the control room – 10litres – 4 nos

The installation of fire extinguishers should conform to TAC regulations and BIS standards. The fire extinguishers shall be provided in the control room housing PCUs as well as on the roof or site where the PV arrays have been installed.

DRAWINGS AND MANUALS:

Two sets of engineering, electrical drawings and installation and O&M manuals shall be maintained. Tenderers shall provide complete technical data sheets for each equipment giving details of the specifications along with make/makes in their tender along with the basic design of the power plant and power evacuation, synchronization along with protection equipment

The CONTRACTOR shall display a board at the project site mentioning the Plant name; Capacity and Location.

COMPREHENSIVE ANNUAL MAINTENANCE CONTRACT (AMC):

The plant shall be maintained for a period of 5 years (2+3) including the warranty period of 2 years and three years Comprehensive AMC.

A minimum 4 visits or more if required per year to clean the modules for better performance to be maintained at site and also check the overall condition of the plant. The contractor to ensure that the required optimum generation is maintained in the plant and plan more visits if required.

NET METERING:

The generated power is to be exported to CESCOM under the PPA arrangement. Therefore, all necessary hardware/software as per the requirement of concerned CESCOM shall be provided by the Contractor.

The bidirectional electronic Net Meter shall be installed for the measurement of import/export of energy. The contractor shall apply and obtain the PPA & the net meter. All coordination and liasoning with CESCOM for execution of agreement etc along with incidental expenses will be in the scope of the contractor.

The meter/demand charges will be paid by IOCL separately

Any change in the policy of the CESCOM at the time of installation has to be accommodated by the Contractor.

Training: Necessary training to be provided by the contractor to the IOCL staff to Operate & maintain the plant at all times. Training on safety & emergency situations to be provided. Necessary manuals to be provided for reference.
