तकनीकी प्रस्ताव (र्लफाफा-1) TECHNICAL OFFER (ENVELOPE - I)
अनुभाग SECTION - I: काया क्षेत्र SCOPE OF WORK
1.1 गोवा क्षेत्र में शाखाओां के ललए कैस वैन उपलब्ध कराने के ललए,
कैस वैन के साि एक नकिी कायाकारी, िो सशस्त्र भूतपवूा सैतनक, एक चालक
( ववशेषत: भूतपूवा सैतनक) और एक लोिर। To provide Cash Van services
for Branches in GOA region, including one Cash Executive, two
Ex-Servicemen Armed Guard’s, one Driver (preferably Ex-Servicemen)
and one Loader with cash van.
1.2 अनबुांध आरांभ होने के समय कैस वनै के ललए उपयोग में लाए जाने
वाला वाहन नया होना चादहए और अनुबांध नवीनीकरण के समय वाहन तीन वषों
से पुराना नहीां होना चादहए। The vehicles used for cash van services
should be new at the time of start of the agreement and should not
be older than three years for renewal of agreement.
1.3 वाहन आम तौर पर बैंककां ग घांटों (यानी आठ घांटे प्रतत काया
दिवस) के िौरान प्रयोग में लाए जाएांगे। हालाांकक, यदि आवश्यक हो, तो
बैंक को रवववार / छुट्टी और ववषम घांटों में वाहन को कॉल करने का
अथधकार है। अततररक्त घांटों का भगुतान बैंक और आउटसोसा एजेंसी के बीच
ककए गए समझौत ेके अनसुार ककया जाएगा। माइलेज के सांबांध में, यदि कुल
िरूी तनधााररत सीमा से अथधक है, तो अततररक्त ककमी के ललए सहमतत के
अनरुुप रालश का भगुतान ककया जाएगा। ककलोमीटर की थगनती तब शरुू होगी जब
वाहन ड्यटूी के ललए बैंक को ररपोटा करेगा और जब बैंक ड्यटूी से दिन के
ललए वाहन जारी करेगा। रात भर स्टेशन से बाहर शलु्क के ललए भगुतान
प्रतत रात सहमतत के अनसुार ककया जाएगा। The vehicle will normally be
engaged during the banking hours (i.e. eight hours per working
day). However, if required, the Bank has the right to call the
vehicle on Sunday/holiday and at odd hours. The extra hours will be
paid as per the agreement executed between the bank and the
Outsourced Agency. With respect to mileage, if the total distance
exceeds the stipulated limit, sum as agreed for extra km will be
paid. Counting of kms will start when the vehicle reports to bank
for duty and end when the Bank releases the vehicle for the day
from duties. Charges for out of station overnight duty shall be
paid as agreeable per night.
1.4 कैश वनै एक ववशषे रूप से वातानकूुललत हल्की व्यवसातयक वाहन
(LCV) तयैार और तनलमात होना चादहए : जैसे फोसा रैवलर / टाटा 407 /
समकक्ष चेलसस, ट्यबूलेस टायर, िोनों कोष्ट्ठ को कवर करत ेहुए सीसीटीवी
और वायरलेस (मोबाइल) सांचार और हूटर। The cash van should be a
specially designed and fabricated Light Air Conditioner Commercial
Vehicle (LCV) viz; Force Traveller/ TATA 407/ equivalent chassis,
tubeless tyres, CCTV covering both compartments and wireless
(mobile) communication and hooters.

1.5 कैश वनै में मदु्रा ततजोरी से शाखाओां और ववपररत क्रम में भारी
मात्रा में नकिी वहन के ललए मानक कफदटांग / सवुवधाएां होनी चादहए। कैश
वनै के ललए वधै कफटनेस प्रमाणपत्र उपलब्ध होना चादहए। तनैाती से पहले
कैश वनै की कफटनेस भी क्षेत्रीय सरुक्षा अथधकारी के परामशा से मखु्य
क्षेत्रीय प्रबांधक द्वारा अनमुोदित की जाएगी। The cash van must have
the standard fitting/ facilities for transportation of cash in bulk
quantity from Currency Chest to Branches and Vice Versa. Valid
fitness certificate must be available for the cash van. The fitness
of the cash van before deployment will also be approved by the
Chief Regional Manager in consultation with Regional Security
Officer.
1.6 कैश वनै में तनम्नललखखत ववलशष्ट्टताएां होनी चादहए।The cash
van must have
following features:
1.6.1 िोनों कोष्ट्ठकों कवर करता हुआ सीसीटीवी और वायरलेस (मोबाइल)
सांचार । CCTV covering both compartments and wireless (mobile)
communication.
1.6.2 पयााप्त लॉककां ग सवुवधा के साि पीछे की तरफ खुलने-बांि दहनी
वाली थिल गेट और धात ुके िरवाजे। Collapsible grill gate and metal
doors at the rear with adequate
locking facility.
1.6.3 ववभाजन के अांिर (यानी अलग बठैने और नकिी भांिारण) बक्से को
ठीक से सरुक्षक्षत रखने के ललए लॉककांग सवुवधा और चेन। Inside
partition (i.e. separate seating & cash storage) with chain
and locking facility to keep the boxes properly secured.
1.6.4 आवश्य िवाईयों के साि प्रािलमक उपचार बॉक्स First aid box
with required medicines.
1.6.5 सामने की ववांि स्क्रीन और बगल की खखड़की की शीशा की सुराक्षा
के ललए िांगा ढाल/ थिल Anti riot shield/ grill to protect front wind
screen & side window
glasses.
1.6.6 अण्ग्न शामक Fire extinguisher(s).
1.6.7 पैतनक बटन के साि सुरक्षा अलामा प्रणाली और मोटर यकु्त
सायरेन Security Alarm System with panic switches and Motorised
siren.
1.6.8 मुद्रा ततजोरी प्रभारी/ नोिल शाखा एवां क्षे.सु.अ. से
तनगरानी अप्लीकेसन के साि जीपीएस

रैककां ग लसस्टम GPS Tracking System with monitoring App with
Currency Chest-in-charge/nodal branch and RSO.
1.6.9 ट्यबूरदहत टायर Tubeless tyres.
1.6.10 नकिी बॉक्सों पर नजर बनाए रखने के ललए चालक केबबन में ररयर
ववय-ूस्लाइडि ांग ण्स्लट Rear view-sliding slit in the driver’s
cabin to keep watch on cash
boxes.
1.6.11 कैस वनै के पीछे और सामने वाले बठैक क्षेत्र में उपयकु्त
फैन की सुववधा Provision of suitable fan at rear and front seating
areas of the cash van.
1.6.12 प्राथधकृत आउट सोसा एजेंसी अपने खचे पर कैस वैन में पररवतान
करेगा। The Outsourced Agency will do the modification(s) in the
cash van (as
required by the Bank) at its own cost.
1.6.13 चालक, नकिी भांिारण और वपछले गारि कोष्ट्ठक में उपयुक्त
रोशनी की व्यवस्िा Suitable light arrangements in driver, cash
storage and rear guard
compartments.
1.7 अनबुांध एक वषा की अवथध के ललए होगा और इसे आपसी समझौत ेके तहत
नवीनीकृत ककया जा सकता है। हालाांकक, नवीकरण बैंक की आवश्यकता और
आउटसोसा एजेंसी के सांतोषजनक प्रिशान पर आधाररत होगा। The contract
shall be for a period of one year and may be renewed under mutual
agreement. However, the renewal will be based on the requirement of
the bank and satisfactory performance of the Outsourced Agency.
1.8 गोवा क्षते्र में सांबद्ध आिलमयों के साि-साि कैश वनै की
वतामान आवश्यकता केवल एक है। हालााँकक, बाि की तारीख में वास्तववक
आवश्यकता बैंक की आवश्यकता के अनसुार अनमुातनत मात्रा से लभन्न हो
सकती है। क्षते्रीय कायाालय द्वारा समय-समय पर जारी ककए गए काया
आिेशों / आिेश रद्दीकरण करने के माध्यम से आउटसोसा एजेंसी को सथूचत
ककया जाएगा। The present requirement of Cash Van along with
associated manpower at GOA region is one only. However, on
subsequent date the actual requirement may vary from the projected
quantity as per the requirement of the Bank. The same will be
intimated to the Outsourced Agency through work orders/ Order
Cancellation issued by Regional Office from time to time.
1.9 आवशयक होने पर, नकिी वहन के अलावा बैंक ककसी भी उद्देश्य के
ललए वाहन का इस्तेमाल कर सकता है और अपने अथधकार पर उतरी कनााटक
शाखाओां सदहत गोवा क्षेत्र बाहर भेज सकता है। In case of a
requirement, the Bank may utilize the vehicle for any purpose other
than cash transportation and can send it outside GOA Region
including North Karnataka Branches at its own discretion.

अनुभाग SECTION - II: ननयम व शतें TERMS & CONDITIONS 2.1
आउटसोस्िा एजेंसी एक व्यण्क्तगत / पांजीकृत कां पनी / फमा होनी चादहए
जो अनसुथूचत
वाखणण्ययक बैंकों को वपछल ेपाांच वषों से तनवविा जारी ततथि के
अनसुार कैश वनै सेवाएां प्रिान करने में शालमल हो। उसी के समिान में
िस्तावेजी साक्ष्य को तकनीकी बोली के साि सांलग्न ककया जाना
चादहए।
The Outsourced Agency should be an individual/ registered
company/ firm involved in providing cash van services to Scheduled
Commercial Banks for the past five years as on Tender Issue date.
Documentary evidence in support of the same should be enclosed with
the technical bid.
2.2 आउटसोसा एजेंसी को ईपीएफ, ईएसआईसी और आयकर (जीएसटी आदि)
ववभागों के साि पांजीकृत होना चादहए। कृपया प्रत्येक की स्वप्रमाखणत
प्रततयााँ प्रस्ततु करें ।
The Outsourced Agency should be registered with EPF, ESIC and
Tax (GST etc.) departments. Kindly submit self attested copies of
each.
2.3 आउटसोसा एजेंसी के पास पनै होना चादहए। कृपया स्वप्रमाखणत
प्रतत प्रस्ततु करें । The Outsourced Agency should have PAN. Kindly
submit self
attested copy.
2.4 आईएसओ प्रमाखणत एजेंसी को अन्य एजेंलसयों पर वरीयता िी जा सकती
है, जब उदृ्धत िरें समान / एक जैसी हों । An ISO certified Outsourced
Agency may be given preference over others agencies in case the
quoted rates are same / similar.
2.5 भतूपवूा सतैनक सशस्त्र गािा, चालक और लोिर के आउटसोस्िा एजेंसी
या उप ठेकेिार द्वारा तनयोण्जत ककए जाने वाले पवूा इततहास का पता
आउटसोसा एजेंसी द्वारा ही लगाया जाना चादहए। आउटसोस्िा एजेंसी अपने
बायो-िटेा के साि सभी कैश वनै कलमायों के ललए तनैाती पत्र प्रिान
करेगी, फोटो के साि पहचान का प्रमाण-पत्र, तनवास प्रमाण-पत्र ववथधवत
रूप से क्षते्रीय सरुक्षा अथधकारी के पास होगा।
Antecedents of ESM armed guard, driver and loader being employed
by the Outsourced Agency or sub contractor should be ascertained by
the Outsourced Agency itself. The Outsourced Agency will provide
the deployment letter for all cash van crew along with their
Bio-data, proof of identity with photographs, proof of residence
duly attested to RSO.
2.6 आउटसोस्िा एजेंसी कैश वनै में इसके द्वारा तैनात सभी कलमायों
के पलुलस सत्यापन की व्यवस्िा करेगी। उसी की एक प्रतत प्रभारी अथधकारी
नोिल शाखा और क्षेत्रीय सरुक्षा अथधकारी को तनैाती पत्र के साि सौंप
दिया जाएगा। आउटसोसा एजेंसी सीधे अपने कमाचाररयों की कायों के ललए
ण्जम्मिेार होगा। इस सेवा के ललए कां पनी का कमाचारी ककसी भी समय बैंक
के कमाचारी होने का िावा नहीां करेगा। पलुलस, पररवहन अथधकाररयों या
असामाण्जक तत्वों आदि के कारण उत्पन्न ककसी भी समस्या को कां पनी
द्वारा अपनी

लागत पर तनपटाया जाएगा। The Outsourced Agency will arrange for
the Police verification of all
the personnel deployed by it in the cash van. A copy of the same
will be handed over along with the deployment letter to the officer
in-charge Nodal Branch and RSO. The Outsourced Agency will be
directly responsible for the action of its employees. The employee
of the Company for this service will at no point of time claim to
be employee of the Bank. Any problem arising on account of Police,
transport authorities or unsocial elements etc. shall be dealt by
the Company at its own cost.
2.7 कैश वनै पर तनैात सभी कमाचारी / चालक िल ड्यटूी पर रहत ेहुए
विी में होना चादहए और कां पनी के कायाकारी अथधकारी / अथधकारी द्वारा
ववथधवत प्रमाखणत कां पनी पहचान पत्र के साि जारी ककया जाना चादहए।
क्षते्रीय सरुक्षा अथधकारी की पवूा अनमुतत के बबना कैश वनै चालक िल को
नहीां बिला जाएगा। इस उद्देश्य के ललए स्टैंिबाई स्टाफ / चालक िल की
पहचान की जानी चादहए और उनका पलुलस सत्यापन ररकॉिा उपलब्ध होना
चादहए।
All the staff/ crew deployed on the cash vans should be in
uniform while on duty and must be issued with Company Identity
Cards duly authenticated by the Executive/ Officer of the company.
The cash van crew shall not be changed without prior permission of
the Regional Security Officer. Standby Staff/ crew be identified
for this purpose and their police verification must be available on
record.
2.8 आउटसोस्िा एजेंसी यह सतुनण्श्चत करेगी कक प्रिान की गई कैश वनै
उथचत काम करने की ण्स्ितत में है। खराब होने की ण्स्ितत में, आउटसोसा
एजेंसी समझौत ेके कायाकाल के िौरान हर समय तनबााध सेवा सतुनण्श्चत
करने के ललए बबना ककसी िेरी के समान गणुवत्ता / सवुवधाओां के
प्रततस्िापन कैश वनै प्रिान करेगी। ीसी ण्स्ितत में कोई ओवरटाइम
भगुतान नहीां ककया जाएगा।
The Outsourced Agency will ensure that the Cash Van provided is
in proper working condition. In case of a breakdown, the Outsourced
Agency will provide replacement cash van of similar quality /
features without any delay to ensure uninterrupted service at all
times during the tenure of the Agreement. No overtime payment will
be made in such situation.
2.9 इसी तरह, अपने ककसी भी कमाचारी के न होने की ण्स्ितत में,
आउटसोसा एजेंसी तरुांत उपयकु्त प्रततस्िापन प्रिान करेगी। इसके अलावा,
आउटसोसा एजेंसी 35-55 वषा की आय ुके बीच परुुष भतूपवूा सतैनक गािा,
ड्राइवर, नकि कायाकारी और लोिर प्रिान करेगी।
Similarly, in case of absence of any of its employee(s), the
Outsourced Agency will provide suitable replacement immediately.
Further, the Outsourced Agency will provide male ESM guards,
driver, cash executive and loader between the age group of 35-55
years.

2.10 ईंधन, तले स्नेहन और रखरखाव के शलु्क आउटसोसा एजेंसी द्वारा
वहन ककए जाएांगे। ईंधन, तले, स्नेहन के कारण बैंक द्वारा अनबुांध की
अवथध के भीतर कोई बढोतरी नहीां की जाएगी। यदि कोई हो, तो िोनों पक्षों
के बीच पारस्पररक रूप से सहमतत के अनसुार यह केवल अनबुांध के नवीनीकरण
के समय माना जाएगा। The charges for fuel, oil lubrications and
maintenance shall be borne by the Outsourced Agency. No hike on
account of fuel, oil, lubrications shall be given by the Bank
within the period of contract. It shall only be considered at the
time of renewal of the contract, if any, between both the parties
as mutually agreed upon.
2.11 कैश वनै सेवा प्रिान करने के ललए आउटसोसा एजेंसी को पलुलस और
रायय तनयामकों के साि पांजीकृत होना चादहए। कृपया पलुलस लाइसेंस और
पांजीकरण पत्र की प्रतत जमा करें । The Outsourced Agency should be
registered with the Police & State regulators as applicable for
providing cash van services.
Kindly submit copy of police license and registration
letter.
2.12 आउटसोस्िा एजेंसी का तनवल कीमत 100 करोड़ रुपये (एक सौ करोड़
रुपये) होना चादहए और इसमें ववशषे रूप से तनलमात कैश वनै (स्वालमत्व /
पटे्ट) के ललए 300 का न्यनूतम बेड़ ेका आकार होना चादहए । The
Outsourced Agency should have a net worth of Rs 100 Cr
(Rupees one Hundred Crores) & should have minimum fleet size
of
300 specifically fabricated cash vans (owned/ leased).
2.13 वाहन पांजीकरण, बीमा, वाहन प्रिषूण प्रमाण पत्र, सड़क कर,
परलमट यदि कोई हो, कां पनी द्वारा अपनी लागत पर व्यवण्स्ित ककया
जाएगा। चालक वाहन में ड्राइवव ांग लाइसेंस और सांबांथधत िस्तावेज (मलू
रूप में) ले जाएगा। इन िस्तावेजों की एक फोटोकॉपी बैंक के अथधकृत
अथधकारी को सौंप िी जाएगी। ीसे सभी िस्तावेजों को कां पनी द्वारा अपनी
लागत पर समय पर अच्छी तरह से नवीनीकृत ककया जाएगा। The vehicle
registration, insurance, vehicle pollution certificates,
road tax, permit if any, will be arranged by the Company at its
own
cost. The driver will carry the driving license and relevant
documents (in original) in the vehicle. A photocopy of these
documents will be handed over to the authorized official of
the
Bank. All such documents will be renewed well in time by the
company at its own cost.
2.14 आउटसोस्िा एजेंसी आवश्यकता पड़ने पर टोल टैक्स के भगुतान की
व्यवस्िा करेगी। हालााँकक, यह मालसक बबलों के साि इसका िावा कर सकता

tax as and when required. However, it may claim it along with the
monthly bills.

2.15 आउटसोस्िा एजेंसी हर समय तनवााह के िौरान सड़क योग्य
पररण्स्िततयों में वाहन को रखेगी और उत्सजान मानिांि के बारे में सभी
तनयमों का पालन करेगी । The Outsourced Agency shall at all times
during the subsistence keep the vehicle in road worthy conditions
and shall follow all the rules regarding Emission Norms.
2.16 आउटसोस्िा एजेंसी िैतनक यात्रा के वववरण को ररकॉिा करने के
ललए एक लॉग बकु बनाए रखेगी। सभी मरम्मत चाहे वह प्रमखु या मामलूी हो,
ण्जसमें तनयलमत मरम्मत और वाहन के प्रमखु पजुों को बिलना लॉग बकु में
िजा ककया जाएगा। चालक को यह भी पता होना चादहए कक रूटीन प्रकृतत के
मामलूी िोषों से कैसे तनपटना और ठीक करना है। कैश वनै के चालक को लॉग
बकु की पणु्ष्ट्ट अथधकारी प्रभारी मदु्रा चेस्ट / नोिल शाखा/ शाखा
जहाां ड्यदूट दिन के ललए समाप्त होगी, द्वारा दिन के अांत में की
जाएगी। The Outsourced Agency will maintain a log book for recording
the details of daily run. All the repairs whether it is major or
minor including routine servicing and change of major spares of the
vehicle will be entered in the log book. The driver also must know
how to tackle and rectify minor fault(s) of routine nature. The
driver of the cash van will get the log book authenticated by
officer in-
charge Currency Chest/Nodal Branch/Branch at which the duty for
the day ends at the end of day.
2.17 आउटसोसा एजेंसी द्वारा मालसक बबल नोिल शाखाओां / क्षेत्रीय
कायाालय, गोवा को प्रस्ततु ककया जाएगा। नकि कायाकारी, सशस्त्र गारि,
चालक और लोिर को आउटसोसा एजेंसी द्वारा ककया गया भगुतान उत्तरवती
महीने के 07 तारीख तक उनके बैंक खातों में ककया जाना चादहए, इस तथ्य
के बावजूि कक दिए गए माह के ललए बैंक से इसके भगुतान का सांिह
प्रकक्रया में है।
The monthly bill by the Outsourced Agency would be presented to
Nodal Branches/Regional Office, GOA. The payment by the Outsourced
Agency to the Cash Executive, Armed Guards, Driver and Loader would
required to be made into their Bank Accounts by 07th of succeeding
month, irrespective of the fact that the collection of its payment
from the bank is in process for the given month.
2.18 कैश वनै नोिल शाखा या गांतव्य बब ांि ुजो भी हो, सबुह 09.45
तक पहुांच जाएगी। काम करने का सामान्य समय सबुह 10.00 बजे से 17:00
बजे होगा । Cash van will reach to the nodal branch or at the
destination point as the case may be by 09.45 AM. The normal
working hours will be 10.00 AM to 17:00 PM.
2.19 यदि कैश वनै / नकिी कायाकारी / चालक / लोिर /या सशस्त्र गािा
ककसी भी काया दिवस को चाल ूकरने में ववफल रहता है या आधे घांटे या
उससे अथधक की िेरी होती है, तो िांिस्वरुप प्रतत घांटा 1.5 गनुा (यानी
लागत सदहत) पर आनपुाततक आधार पर खोए हुए घांटों के ललए कैश वनै और सभी
जनशण्क्त) को मालसक बबल से िबेबट ककया जाएगा। इसके ललए, कुल मालसक
रालश को प्रतत घांटा िर की गणना करने के ललए [26 (काया

दिवस) X 8 (प्रतत दिन काम के घांटे)] से ववभाण्जत ककया जाएगा। In
case the Cash Van/ Cash Executive/ Driver/ Loader/ either of the
Armed Guards fails to turn up on any working day or there is a
delay of half an hour or more, a penalty @1.5 times the hourly rate
(ie cost including Cash Van and all manpower) for the hours lost on
pro-rata basis will be debited from the monthly bill. For this, the
total monthly amount will be divided by [26 (working days) X 8
(working hours per day)] to calculate the hourly rate.
2.20 बैंक ककसी भी मोि जैस ेकक बैंक द्वारा आउटसोसा एजेंसी को ककए
जाने वाले ककसी भी भगुतान से समायोण्जत करके जुमााना रालश वसलूने का
अथधकार सरुक्षक्षत रखता है । Bank reserves its right to recover the
penalty amount by any mode such as adjusting from any payments to
be made by the Bank to the Outsourced Agency.
2.21 बैंक और आउटसोस्िा एजेंसी के बीच एक समझौत ेपर लाग ूस्टैंप
पेपर पर हस्ताक्षर ककए जाएांगे और इसका सारा खचा कां पनी द्वारा वहन
ककया जाएगा । An agreement between the bank and the Outsourced
Agency shall be signed on a stamp paper as applicable and all
expenses on this account shall be borne by the Company.
2.22 बैंक ककसी भी कारण बताए बबना ककसी भी / या सभी आवेिनों को
अस्वीकार करने का अथधकार सरुक्षक्षत रखता है । Bank reserves its
right to reject any/ or all the applications without assigning any
reasons whatsoever.
2.23 तकनीकी बोली को एक सांगदठत और सांरथचत तरीके से प्रस्ततु ककया
जाना चादहए। कोई ब्रोशर / पत्रक आदि अलग रूप में प्रस्ततु नहीां ककए
जाने चादहए । The Technical Bid must be submitted in an organized
and structured manner. No brochures / leaflets etc. should be
submitted in loose form.
2.24 यद्यवप बैंक ने अपने दहतों की सरुक्षा के ललए राांण्जट में
नकिी के ललए बीमा कवर ललया है, लेककन आउटसोसा एजेंसी नकिी की सरुक्षा
के ललए आवश्यक सरुक्षा उपाय / सावधातनयाां बरतेंगी। यह प्रयास करेगा
कक उसके कमाचारी ककसी भी समय ललखखत में िाहक के सहमतत के बबना, प्रकट
करना या ककसी भी रस्ट, खातों, मामलों या लेनिेन को नहीां करेंग ेया
सांभाला जाएगा, लेककन यह सचूना पर लाग ूनहीां होता है, जो है या
सावाजतनक ज्ञान में हो जाता है। Though the Bank has taken insurance
cover for the cash in Transit to safeguard interest of Bank, the
Outsourced Agency shall take necessary security measures/
precautions to safeguard the cash in Transit. It will endeavor that
its staff shall not at any time, without the consent of the client
in writing, divulge or make known any trust, accounts, matters or
transactions undertaken or handled but it does not apply to
information, which is or becomes public knowledge.

2.25 सफल ववके्रता को तनम्नललखखत को कवर करने के ललए बीमा कवरेज
लेना चादहए: सत्यतनष्ट्ठा बीमा-न्यनूतम रुपये 5 करोड़, श्रलमक
क्षततपतूत ा, ततृीय पक्ष िेयता, सभी जोखखम सरुक्षा बीमा पॉललसी । The
successful Vendor should take insurance coverage to cover the
following: Fidelity Insurance of Minimum Rs. 5 Crores, Workmen
compensation, Third party liability, all risks insurance
policies.
3. दो बोली प्रस्ताव प्रणाली Two Bid Offer System:
प्रस्ताव िो भागों में होगा; तकनीकी बोली और वाखणण्ययक बोली। िोनों
भागों को अलग-अलग मोहरबांि ललफाफे में ववथधवत उपर ललखे हुए क्रमशः
"कैस वनै सेवाएं” प्रदान करने के र्लए तकनीकी प्रस्ताव और “कैस वनै
सेवाएं” प्रदान करने के र्लए वाणणण्ज्यक प्रस्ताव” प्रस्ततु करना
चादहए। िोनों मोहरबांि ललफाफे को एक और महुरबांि ललफाफे के उपर ललखखत
"कैश वनै सवेाएं प्रदान करने के र्लए प्रस्ताव" में रखा जाना चादहए और
16 दिसम्बर 2019 को क्षेत्रीय कायाालय, गोवा को शाम 05.00+ बज े तक
नवीनतम प्रस्ततु ककया जाना चादहए। इस प्रस्ताव को मखु्य क्षेत्रीय
प्रबांधक, इांडियन ओवरसीज बैंक, क्षेत्रीय कायाालय, गोवा को सांबोथधत
ककया जाना चादहए। The offer will be in two parts; Technical Bid
& Commercial Bid. Both
the parts should be submitted in separate sealed covers duly
super-
scribed "Technical Offer for Providing “Cash Van Services”
and
"Commercial Offer for Providing “Cash Van Services”
respectively.
Both the sealed envelopes should be placed in another sealed
envelope super-scribed “Offer for providing Cash Van Services”
and
should be submitted latest by 05.00 PM on 16 December 2019 to
Regional Office, GOA. The offer should be addressed to Chief
Regional Manager, Indian Overseas Bank, Regional Office GOA.
4. बयाना िमा रार्श Earnest Money Deposit:
तकनीकी प्रस्ताव के साि ककसी भी राष्ट्रीयकृत बैंक द्वारा इण्डियन
ओवरसीज़ बैंक, पणजी, गोवा िेय भगुतान पक्ष में जारी जारी रु. 50000/-
(पच्चास हजार रु.) का डिमाांि ड्राफ्ट बयाना जमा रालश के रुप में
अवश्य जमा की जानी है। प्रस्ताव ण्जनके साि ब्याना जमा रालश रु.
50000/-(पच्चास हजार रु.) नहीां जमा की जाती है, उन्हें स्वीकार नहीां
ककए जाएांगे । असफल बोलीकताा को बयाना जमा रालश लौटा िी जाएगी। सफल
बोलीकताा द्वारा दी गई बयाना रार्श सुराक्षा िमा के रुप में बदल दी
िाएगी संववदा अवथध पूणा दहने पर िारी कर दी िाएगी। बयाना रालश जमा /
सरुक्षा जमा पर कोई ब्याज िेय नहीां होगा। यदि आउटसोस्िा एजेंसी
अांततम समझौत ेके अनसुार सहमत अवथध के भीतर आवश्यक नकिी के साि कैश
वनै की सेवाएां प्रिान करने में ववफल रहती है, तो समझौत ेको रद्द

कर दिया जा सकता है और अण्जात रालश को जब्त कर ललया जा सकता है।
ीसे में, आउटसोस्िा एजेंसी के पास बयाना रालश के ललए कोई िावा नहीां
होगा। Earnest Money Deposit of Rs. 50,000/- (Rupees Fifty Thousand
only), in the form of a demand draft issued by a nationalized
bank
favoring Indian Overseas Bank, payable at Panaji, GOA must
be
submitted along with the Technical Offer. Offers not
accompanied
with Earnest Money Deposit of Rs. 50,000/- will not be
accepted.
The Earnest Money Deposit will be refunded to unsuccessful
bidders.
The Earnest money paid by the successful bidder will be
converted
into Security Deposit and would be released only after
completion
of the contractual period. No interest will be payable on
the
Earnest Money Deposit/ Security Deposit. If the Outsourced
Agency
fails to provide the services of the Cash Van along with the
required
manpower within the agreed period as per the final
agreement,
then the agreement may be cancelled and earnest amount
forfeited. In such case, the Outsourced Agency will have no
claim
for the Earnest Money whatsoever.
5. तकनीकी प्रस्ताव TECHNICAL OFFER:
तकनीकी प्रस्ताव सभी प्रकार से पणूा होना चादहए। इसमें तनम्नललखखत
वववरण और सहायक िस्तावेज शालमल होने चादहए : The Technical Offer
should be complete in all respects. It should
comprise following details and supporting documents:
5.1 तनधााररत प्रारुप में कवररांग पत्र (अनुलग्नक-1) Covering
letter in the prescribed format. (Annexure-I).
5.2 बयाना जमा रालश के रुप में ककसी राष्ट्रीयकृत बैंक द्वारा
इांडियन ओवरसीज़ बैंक के पक्ष में जारी रु. 50000/- का डिमाांि ड्राफ्ट
गोवा में िेय भुगतान Earnest Money Deposit of Rs. 50,000/-, in the
form of a demand draft issued by a
Nationalized Bank favoring Indian Overseas Bank, payable at
GOA.
5.3 तनधााररत प्रारुप में एजेंसी का प्रोफाईल (अनुलग्नक-2)
Outsourced Agency s’ profile in the prescribed format.
(Annexure-II).
5.4 कैस वनै की ववलशष्ट्टताओां को प्रिान करने की योजना िी जानी
है। Specifications of the Cash Van planned to be provided.
5.5 तकनीकी और वाखणण्ययक बोललयों की सभी पषृ्ट्ठें क्रमवार अांककत
होने चादहए और उपयकु्त अथधकारी द्वारा हस्ताक्षररत होना चादहए।
All the pages of the technical & commercial bids will be
serially numbered and signed by appropriate authority.

6. वाणणण्ज्यक प्रस्ताव COMMERCIAL OFFER:
6.1 वाखणण्ययक प्रस्ताव तनधााररत प्रारूप में ही भारतीय रुपए में
उदृ्धत िरें होनी चादहए। व्यावसातयक प्रस्ताव को ककसी भी प्रकार स े
तकनीकी प्रस्ताव का खांिन नहीां करना चादहए । The Commercial Offer
should contain the rates quoted in Indian
Rupees in the prescribed format only. The Commercial Offer
should
not contradict the Technical Offer in any manner.
6.2 उदृ्धत एयरकां िीशन्ि कैश वनै (वाहन मेक टाटा 407 / फोसा रैवलर
/ समकक्ष चेलसस पाांच कलमायों की बठैने की क्षमता), एक कैश कायाकारी,
िो सशस्त्र गािा, एक चालक और एक लोिर उपलब्ध कराने के ललए उदृ्धत ककया
जाना चादहए। The price quoted should be inclusive of cost for
providing one Air
Conditioned Cash Van (Vehicle Make TATA 407 / Force Traveler
/
Equivalent Chassis with a seating capacity of five personnel),
one
Cash Executive, two Armed Guards, one Driver and one Loader.
6.3 कैश वनै के साि तनैात आिलमयों के ललए प्रभार सरकार द्वारा
तनधााररत न्यनूतम मजिरूी, प्रलशक्षण के ललए लागत, ववववध लागत और सेवा
शलु्क शालमल होंगे । The charges for the manpower deployed with the
cash van would
be inclusive of minimum wages laid down by the Government,
Cost
for Training, Miscellaneous Cost and Service Charges.
6.4 वतामान दिशातनिेशों के अनसुार बैंक द्वारा जीएसटी भुगतान की
जाएगी। GST will be paid by the bank as per the extent
guidelines.
6.5 बैंक बोलीिाताओां को अांततम रुप िेगा, जो तनवविा िस्तावेज की
तकनीकी बोली में तनधााररत आवश्यकताओां को परूा करत े हैं। केवल लघ ु
सचूीबद्ध बोलीिाताओां के वाखणण्ययक प्रस्ताव खोले जाएांगे। लघ
ुसचूीबद्ध बोलीिाताओां को ई-मेल या टेलीफोन द्वारा सथूचत ककया जाएगा।
बोलीिाता तकनीकी और वाखणण्ययक बोललयों के खुलने के समय उपण्स्ित हो
सकता है। The Bank will shortlist bidders, who satisfy the
requirements laid down in technical bid of the tender document. The
commercial offers of only the short listed bidders will be opened.
Short listed bidders will be notified by e-mail or Telephone. The
bidder may be present at the time of opening of the Technical and
Commercial Bids.
6.6 कैस वैन सेवाएां प्रिान करने के ललए आउटसोस्िा एजेंसी को बैंक
द्वारा कोई भी अथिम प्रिान
नहीां ककया जाएगा। No advance will be paid by the bank to the
Outsourced Agency for providing cash van services.
6.7 मालसक बबल से लागू अनुसार बैंक टीिीएस वसूली करेगा।

Bank will recover TDS as applicable from the monthly bill.
6.8 वाखणण्ययक बोली कैश वनै और उसके सभी कलमायों सदहत सांपणूा
सेवाएां प्रिान करने के ललए उद्धृत रालश के आधार पर की जाएगी । The
commercial bid will be done on the basis of amount quoted for
providing complete services including the Cash Van and all its
crew.
6.9 अनबुांध तनण्श्चत िरों के आधार पर होगा। अनबुांध की अवथध के
िौरान िरों में ककसी भी तरह के सांशोधन पर ववचार नहीां ककया जाएगा ।
The agreement shall be on a fixed rates basis. No upward revision
in the rates would be considered during the period of
agreement.
6.10. अनबुांध एक वषा की अवथध के ललए होगा और आउटसोसा एजेंसी
द्वारा सांतोषजनक प्रिशान के आधार पर बैंक की आवश्यकता के अनसुार आपसी
सहमतत पर नवीनीकृत ककया जा सकता है । The contract shall be for a
period of one year and may be renewed on mutual consent as per
requirement of the bank based on satisfactory performance by the
Outsourced Agency.
7. कोई त्रदुट या पररवतान नहीं No Erasures or Alterations:
तकनीकी/वाखणण्ययक वववरण पूणा रुप से भरे होने चादहए। सुधार या
पररवतान, यदि कोई हो तो ववथधवत प्रमाखणत होना चादहए। Technical /
Commercial details must be completely filled up. Corrections or
alterations, if any should be duly
authenticated.
8. प्रस्ताव की वैधता Validity of Offer:
प्रस्ताव प्रस्ततु करने की अांततम ततथि से 90 दिनों की अवथध के ललए
वधै होना चादहए। The offer should be valid for period of 90 days
from the last date for
submission of the offer.
9. न्यूनतम या ककसी भी ननववदा को स्वीकार करने के र्लए कोई
प्रनतबद्धता नहीं No Commitment to Accept Lowest or Any Tender.
बैंक इस नोदटस के जवाब में प्राप्त सबसे कम या ककसी अन्य प्रस्ताव
को स्वीकार करने के ललए बाध्य नहीां होगा और कोई भी कारण बताए बबना
ककसी भी या सभी प्रस्तावों को अस्वीकार करने का हकिार होगा । The Bank
shall be under no obligation to accept the lowest or any
other offer received in response to this notice and shall be
entitled
to reject any or all offers without assigning any reasons
whatsoever.

10. बोली खोलना Opening of Bids:
तकनीकी प्रस्ताव 17 दिसांबर 2019 को िोपहर 12:30 बजे और वाखणण्ययक
प्रस्ताव 17 दिसांबर 2019 को शाम 04:30 बज े नालमत सलमतत द्वारा खोला
जाएगा। बोलीिाता तकनीकी / वाखणण्ययक प्रस्तावों के खुलने के समय
उपण्स्ित हो सकत ेहैं। Technical Offers will be opened on 17
December 2019 at 12:30 PM
& Commercial Offer on 17 December 2019 at 04:30 PM by
the
designated committee. The bidders may be present at the time
of
opening of the Technical / Commercial Offers.
11. आदेश रद्दीकरण Order Cancellation:
यदि ववके्रता एक सप्ताह की अवथध में कैश वनै सेवाएां प्रिान करने
में ववफल रहता है या बैंक द्वारा ववस्ताररत तारीख को सथूचत ककया जाता
है तो यह अनबुांध का उल्लांघन होगा। बैंक के पास सांबद्ध आिलमयों के
साि-साि कैश वनै की तनैाती में िेरी की ण्स्ितत में काया आिेश को रद्द
करने और बयाना जमा रालश को जब्त करने का अथधकार सरुक्षक्षत है। If the
vendor fails to provide the Cash Van services within one week
period or the extended date communicated by the Bank it will be
a
breach of contract. The Bank reserves the right to cancel the
work
order in the event of delay in deployment of the cash van
along
with associated manpower and forfeit the Earnest Money
Deposit.
12. बैंक एक या अथधक आउटसोसा एजेंलसयों के साि कैश वनै सेवाओां की
बहाली के ललए समझौता कर सकता है। काया आिेश L1 बोली लगाने वाले को
दिया जाएगा। यदि L1 बोलीिाता सांतोषजनक सेवा प्रिान करने में ववफल
रहता है, तो उसका काया आिेश रद्द कर दिया जाएगा और L2 या L3 बोलीिाता
को L1 मलू्य पर उस क्रम में पनु: काया सौंप दिया जाएगा। The bank may
enter into agreement for hiring of the cash van
services with one or more Outsourced Agencies. Work order will
be
given to L1 bidder. In case the L1 bidder fails to provide
satisfactory
service, then its work order would be cancelled and work
reassigned to L2 or L3 bidder in that sequence at L1 price.
13. आउटसोस्िा एजेंसी सांतोषजनक सेवाएां प्रिान करने में ववफल रहती
है या तनवविा / समझौत ेकी शतों और शतों का पालन नहीां करने की ण्स्ितत
में बैंक तत्काल प्रभाव स ेअनबुांध को समाप्त करने का अथधकार
सरुक्षक्षत रखता है। Bank reserves the right to terminate the
contract with immediate
effect in case the Outsourced Agency fails to provide
satisfactory
services or fails to take security measures or not adhering to
terms &
conditions of the tender/ agreement.

14. अन्य मामलों में, बैंक को आउटसोसा एजेंसी को एक महीने का नोदटस
िेने के बाि अनबुांध की अवथध के िौरान समझौत ेको समाप्त करने का
अथधकार सरुक्षक्षत है । In other cases, Bank reserves the right to
terminate the agreement
during contract period after giving one month notice to the
Outsourced Agency.

1. वाखणण्ययक बोली उपरोक्त क्रमाांक 1 पर उदृ्धत रालश के आधार पर
होगी। क्रम सांख्या 2 और 3 पर िर की गणना की जाएगी और इसललए उसमें
प्रततशत के अनसुार उदृ्धत ककया जाएगा । The commercial Bid will be on
the basis of amount quoted at Sl. No. 1
above. The rate at Sl. No. 2 and 3 will be calculated and hence
