This Union urges to take immediate action to fill-up the vacancies and also to supply the materials to avoid further sufferings and inconvenience faced by the staffs.

At BAY, 74 Railway Qtrs. are condemned. Replacement of Qtrs. to be provided to meet out the requirement on replacement account. At BAY Electrical Office, lot of released materials like cables etc, are kept in the compound , there is a possibility of theft to monitor and identify if any incidents take place a CCTV to be installed. The CTI/Office/BAY Staff are suffering for not getting regular weekly rest and leave in emergency. Due to 6 vacancies which includes COR & TTE’s, two trains are running unmanned in the section i.e, Tr.Nos.82653/82654 (YPR-JP Suvidha Exp) and Tr.Nos.57477/57478 (TPTY- Kadiridevarapalli). This Union urges to fill-up the vacancies of COR & TTE’s to avoid sufferings of the staff/public complaints.

Furniture’s provided at CTI/O/BAY are very old and in broken condition. Staffs are facing inconvenience with existing furniture’s. Remarks: Sr. DSTE/M: S&T Department is providing CCTV only at Railway Stations. If any requirement arises for providing the same at other premises like offices, stores etc. use department can procure themselves. Remarks: Sr.DEN/E: 1) Assessment to fill up vacancies in the above categories will be done shortly and necessary notification will be issued shortly.2) (a) 12 numbers of quarters is sanctioned and work is under progress.(b) 12 more staff quarter is under process for sanction.

3) Compound wall to Electrical office is available.4) The existing compound wall height is 1.50m which is sufficient. Important area where valuable items are being kept to be identified by user department and a sketch showing their requirement may be submitted for further process. 5) Concerned department may identify the spacious vacant room available in BAY station building and may be processed for approval of competent authority.Remarks: DME/P: As per DRM’s instruction during his inspection it is decided for shifting of existing CCC/BAY office to Ladies waiting room (half portion) which is very specious and sufficient to keep the staff equipments and furniture. File is put up for approval of Sr.DCM.Remarks: Sr.DPO: The present vacancy position of Artisan staff at SSE/W/BAY are given below as on 01.08.2018.

Action is on hand to fill up the 50% of P.Q Quota duly issuing necessary notification shortly in all categories of artisan in Civil Engineering Department.Vacancies of COR/TTE in BAY: Net 46 vacancies TE Category. 116 indents placed. Action to fill up vacancies in PQ & LDCE Quota will be initiated.Remarks: DEE/M: Letter has been written to Sr. DSTE/UBL for installation of CCTV vide Letter No. H/E. 134/ I/Union dated 30.08.2018.Remarks: Sr.DCM: The sanctioned strength of ticket checking staff at BAY/Sleeper unit is 19 as follows:

The vacancies in GP-4600, 2800, 2000 will be filled up at the time of promotion which is to be put up by Personnel Branch.Remarks: Un-serviceable chairs have been replaced with four now chairs.

Sub No 2: Problems at Kudathini (KDN) Station. Sr.DPO, Sr.DOM, DEE/M, Sr.DEN/E

At KDN Station there is erratic power supply only 6 hours in a day. Staffs on duty are put into untold hardship especially working in summer season is very difficult, since this area is prone to have severe summer/heat. This Union urges to provide express feeder to avoid hardship faced by the staffs.

At KDN Station, sanction of Pointsman is 16 out of which only 11 are available. With 5 vacancies it has become difficult to manage since existing staff are over burdened with extra duties also no proper rest. This Union urges to fill-up the vacancies to avoid sufferings of staff.

At KDN Station, staffs are suffering due to non-availability of drinking water. This Union urges to provide RO water plant since it is a basic requirement to the staffs.Remarks: Sr. DOM: i) Actual sanction of pointsman at KDN is only 14 and not 16 as mentioned. There are 12 points men on rolls and not 11. Thus the vacancies are only 2 and 5 as mentioned. Overall on UBL Division, the there are 89 vacancies in the points man category. Vacancies will be filled up as soon as RRC candidates are received.ii) Provision of RO water plant at KDN will be processed. Remarks: Sr.DEN/E: Drinking water is being supplied through water can and same facility is continued at KDN station.Remarks: DEE/M: Under process.Remarks: Sr.DPO: Actual sanction of pointsman at KDN is only 14 and not 16 as mentioned. Sub No 3: Problems at Obulapuram (OBM) Station. Sr.DEN/E, DEE/M, CMS At OBM Station, on duty SM’s find difficulty while attending nature calls as they are forced to desert the office since, toilet provided is away by 50 meters. To avoid the inconvenience and problems faced by the on-duty SM’s, this Union urges to provide an attached toilet at SM Office.

At OBM Railway Qtrs. Electrical wiring is old and damaged condition.This may cause some untoward incidents also due to old wiring problems and failures are regular. The conditions of switch boards are very worst. Hence, this Union urges to re-wiring of Rly Qtrs. should be arranged immediately before any untoward incidents takes place.

At OBM few quarters Sajja is not provided for door and windows to protect from sunrise and water entering into house in rainy season occupants are suffering a lot. This Union urges to provide Sajja immediately.

At OBM open drainage is provided in the Railway Qtrs is covered with filth and Shrubs and it is choked as a result sewage water is stagnated. This has become breeding ground for mosquitoes also it is health hazardous. Due to these mosquitoes bites, occupants are suffering with health problem. This Union demands open drainage to be regularly cleaned and covered.

At LC Gate No.20 during rainy season water gets logged even at times track gets submerged, since proper arrangements like laying pipe has not been done to let out the rain water. Due to this on-duty gateman are finding difficulty in performing duties.

The hand bore provided in this gate is defective and due to failure if this pump, staff are unable to fetch the water.

This Union demands to attend the above problems immediately.Remarks: CMS: The CHI/BAY is working under Sr. DEnHM and the CHI/BAY will be advised to arrange fogging spraying at OBM colony regularly. As per IRMM the cleanliness of Station colony lies with

medical department wherever Health Inspectors are posted. Hence the open drainage at OBM colony cannot be maintained by Medical department since no Health Inspector is available there, In view of proper cleaning of open drainage the concerned SS/Commercial/Supervisor may be advised to outsource or utilized to imprest cash for the cleaning of open drainage. Remarks: Sr.DEN/E: 1) New toilet is 25m away from SM room staff of SM room may use this New Toilet.3) An additional extension has been done in front of existing quarters, which will prevent the entry of rain water. 4) One work is sanctioned for drainage work will be taken up after getting estimate sanctioned and finalization of tender.5) Necessary drain/pipe will be provided to prevent water logging.6) Ground water table in this area has drastically gone below the chance of getting water by borewell are very less. Hence, water will be arranged through tankers.Remarks: DEE/M: Half portion Wiring work done in 2017, half portion is under process.

Sub No 4: Problems at RDG Station. Sr.DOM, Sr.DCM, Sr.DEN/E, DEE/M

At RDG Station, on-duty SM’s at RDG expressed about the unsafe since electric board with all main switches provided in SM’s Office which is not safe. This Union demands to shift the main switch board before any untoward incident takes place.

At RDG Booking Office, there is no almirah provided, ticket rolls and money value books are kept outside which is unsafe. This Union demands to provide one almirah before any incident occurs.

At RDG, SM’s are finding lot of difficulty in preparing caution order at an average 100 per day in all the three directions, viz., RDG-Kadiridevarapalli, RDG-JRU and RDG-TNGL. This has become a laborious job and causing inconvenience and stress. To avoid this, this Union demands to provide a computer system with printer.

At RDG Station, open drainage which is crossing approach road has choked and drain water and other filth are stagnated on approach road and also entering into the Qtrs. which is causing lot of inconvenience and emitting foul smell. This Union demands to attend this problem at the earliest.

At RDG Railway Qtrs. open drain provided is covered with filthy and shrubs and it is choked. As a result, sewage water got stagnated. This has become breeding ground for mosquitoes. Due to this occupants are suffering with health problems and mosquito bites. This Union demands to clean open drainage regularly and also should be covered to prevent from health hazards.Remarks: Sr. DOM: Presently, printing and circulating of Caution order is being done at Sr. DOM/Office/UBL, centralized for issuing caution order to all Notice stations. Hence, provision of Computer system with Printer does not arise. Remarks: Sr.DEN/E: Drains are being cleaned at regular interval. The choke in the drain is temporarily attended; drainage pipeline work is in progress.Remarks: DEE/M: Already attended.Remarks: Sr.DCM: One almirah provided on 12.09.2018.

Sub No 5: Providing permanent roofing for Ch.OS -II (Passenger Amenities, DAR, GST & CCI Room) in Commercial branch (Sr.DCM/O/UBL). Sr. DEN/Co-Ord.Ref: DS/SWRMU/UBL ltr dtd: 01.03.2017 with reminder on 18.04.2017 Reference to above subject, please provide permanent roofing inside commercial branch for Ch.OS II Room as they are staying under temporary/false roofing. This facility is not safe and during monsoon it is heavily leaking destroying the furniture and records. Also during summer season it is totally unbearable and not convenient to

sit inside the room as it is not only hot but very sultry all the time. Subject pending with Sr.DEN/Co-ord/SWR/UBL from 27-02-2017.Remarks: The existing accommodation is extended temporary structure. The false ceiling etc. was provided as demanded by commercial department. Existing structure is not fit to take load of RCC roof.

Sub No 6: Providing Fans in Main Hall Commercial branch(Sr.DCM/O/UBL). DEE/MRef: DS/SWRMU/UBL ltr dtd: 01.03.2017 with reminder on 18.04.2017. Reference above subject kindly provide Table Fans or Pedestrian Fans in the main hall as the existing ceiling fans are not sufficient and staff are finding very difficult during this summer season. Total 8 fans are requested for various sections in the main hall. Letter was sent to Sr.DEE/SWR/UBL on 27/02/2017 for needful action.Remarks: Already fans provided.

Sub No 7: Filling up of 10 OS/II is pending in Commercial branch (Sr.DCM/O/UBL). Sr.DCMRef: DS/SWRMU/UBL ltr addressed to DRM/UBL dtd:23.04.2018.Non-filling of 10 OS Grade-II posts in commercial branch has added huge burden to the existing staff and resulting public complaints and delay. The below listed subjects and miscellaneous works connected to the above work will give the existing load of commercial branch. In absence of vacancies not filled in time the branch had to draw few staff from open line to manage the day today work and additional work load allotted by HQ.

1. To meet the growing challenges of Railway Board and customer satisfaction the existing vacancies should be filled immediately.

2. Also the additional staff for the additional work allotted by HQ should be filled to achieve the targets without any delay.

due wagons.4.Development of goods shed and sidings.5.Payment of ELR Charges.6.Coaching section PRS, IPPRS, YTSK, UTS STBS, JTBA, ATVMs, CoTVM.7.Monitoring of Earnings of PRS, Parcel Freight and Sundry.8.Planning of special trains, Halt Agencies, Ticket checking.9.Issue of concessions, Unique ID cards for Vikalang (Physically Handicapped) persons. 10. Stores & supply of UTS/PRS materials & stationary to stations.11. Audit, Station outstanding, Court cases.12. Passenger Amenities.13. Inspection Cell & Public representations.14. MCDO & PCDO.15. Record section, Receipt & Despatch section.16. DAR section.17. Confidential section & DAR connected to Vigilance / CBI.

ADDITIONAL WORK LOAD ADDED TO COMMERCIAL BRANCH: Sr.DCM 1.The Catering subject dealt by IRCTC has been transferred to respective Zonal Railways in respect

of A & B Category. However Zonal Railways (CCM/Office) have taken unilateral decision and further

directed the catering work of above category on division without any additional Man power or the sanctioned strength.

2.The FTR subject & Parcel subject either to dealt by CCM/Office has been transferred to division without any additional staff allotment.

3.In this connection, SWRMU urges the administration to kindly speed up the filling up of vacancy in commercial branch and also give addition hands against the sanctions already created in respect of new subjects such as Catering ( A & B Category) FTR and coaching refunds to manage without any complaints and delay.

4.Public complaints dealt by Complaints sections is also added to commercial branch.5.The three posts transferred vide CPO order No.SWR./P/135/Creation of posts/comm./Vol.II dated 18-

08-2010 for commercial branch to deal exclusive for coaching refunds either to dealt by HQ is still not filled-up leading to pilling up of Coaching refund cases and resulting in heavy pressure on existing staff to deal and attend enquiry on day today basis.

Remarks: Filling of 10 OS/II posts in commercial branch, no employee has completed the pre-requisite 2 years.

Sub No 8: Commercial Inspectors post lying vacant in Commercial branch. Sr.DPO, Sr.DCMThe following commercial Inspectors posts are lying vacant and they are very important post.

i) The post of Parcel Inspector after the sudden demise of Sri. Suresh Jain is lying vacant from 2018. ii) Two post of Catering Inspector in division is Vacant despite HQ Sanction. Initially one commercial

Inspector was posted purely for catering subjects and now additional work of staff matters is added to Inspector along with the present folio. The present Catering Inspector facing lot of difficulties handling dual charge and catering work is being delayed badly on account of this issue.

iii) After retirement of Sri. Jayabalan, CCI/DIVN (Freight) and Sri.Yadwad, CCI/DIVN for court cases the post are not filled and the subject is distributed to the existing CCIs with their current fort-folios which is difficult to manage both.

iv) Publicity Inspector Sri.Lamani has been posted to Bellary as CCI/BAY without making any arrangements to the post held by him.

Remarks: Sr.DCM: For Freight, Court matters & Publicity, Commercial Inspectors already nominated. Further 6 Commercial Apprentices and 2direct recruits are under training and are being utilized in Parcel and catering section. Remarks: Sr.DPO: The vacant posts available in Commercial Department are being filled up. Action will be initiated to fill up vacant posts of CI in commercial department.

Sub No 9: Sanctioning Leave/ Issue of sick memo for Commercial Branch Ministerial Staff. Sr.DCM During the previous PNM discussion, it was agreed to allow sanctioning of leave as per SOP by Officers/ supervisors as being followed by other branches and not restricting to branch officer only. The issue needs to be sorted out without causing harassment to staff. Remarks: No staff has been put tp any hardship for sanction of leave.

Sub No 10: Providing permanent roofing for Canteen Building in the divisional office premises. Sr. DPO, Sr.DEN/Co-Ord.

Reference above subject kindly provide permanent roofing for Canteen Building in the Divisional Office premises. The canteen building is an old structure covered by asbestos sheet roofing and during summer is really intolerable. This Union urges to take necessary steps to convert the asbestos roofing into RCC roofing with latest modern facilities to enable staff to have breakfast and lunch in a convenient manner. Remarks: Sr.DEN/Co-Ord: Existing structure is not fit to take RCC roof load. New building may be proposed for canteen.

Remarks: Sr.DPO: Proposal will be sent to Engineering Department for conversion of asbestos roofing to RCC roofing with latest facilities.

Sub No.11: Promotion under restructuring in Commercial Clerk cadre from Sr.CC to CCC of Shri. Amrutraju. Sr.DPOReference to the above subject, the letter was submitted to the Sr.DPO/UBL on 22.02.2017 but, till date, no reply has been received by the employee. This is regarding Shri.Amrutraju, who was promoted on 03.08.2015 as Chief Commercial Clerk/UBL in Rs.4200/- grade pay. Though the vacancy was existing after restructuring of cadre from 01.11.2013. As on date the said vacancy is not filled by eligible employee as he was under pending DAR, subsequently taken voluntary retirement. The retrospective benefit may be given to next eligible employee Shri.Amrutraju only. This matter has already been delayed for nearly 05 years w.e.f.01.11.2013.Remarks: Restructuring vacancies was assessed for UR-31, SC-05 and ST-03. The last name was of Shri Padmanabha R. Bannigol (UR) who was promoted against UR point vide O.O. No. C/05/2015 dated 10.03.2015.Further none of the juniors to Shri Amrutraju, Sr.DD/UBL were promoted under restructuring w.e.f. 01.11.2013.Shri Amrutraju, Sr.CC/UBL who was the senior most was promoted as CCC in PB Rs.9300-34800+4200 (GP), on 03.08.2015 which is in order.

Sub No 12: Filling-up of the vacancies in the Ministerial Category at SSE/C&W/O/UBL. Sr.DPO, Sr.DME/C&W The present sanction and actual position in the Ministerial Category at SSE/C&W/O/UBL is as under:

Also, one Ch.OS working in Time Section is retiring on superannuation w.e.f, 31/07/2018.Therefore, this Union urges the administration to fill-up the existing vacancies/anticipated vacancy immediately for the smooth functioning of the Office since existing staffs are finding difficulty in managing the day to day duties due to non filling up of the vacancies.Remarks: Sr.DME/C&W: At present 6 staffs are working in CDO/O/UBL as per the sanction. Details are appended below. However, efforts will be taken to fill up the vacancy. Only there is 01 vacancy.

Remarks: Sr.DPO: Net vacancies in ministerial C&W are 35. Action will be initiated to fill up existing vacancies.

Sub No 13: Disturbance and Nuisance for IOH Staff in BoXNR Shed. Sr.DME/C&WSince a year and half, ICF trollies are being changed in BoXNR Shed by IOH staff as per the instructions of PCME/SWR/UBL. The BoXNR Shed along with M&P, EOT and all other assets were taken over by this Depot from UBLS since BoXNR Wagon activities were going to be stopped. CDO/Chamber, SSE/Chamber, IOH

Supervisor’s Room, IOH staff room and Time Office have been shifted to BoXNR Shed in November-2017 and are functioning in full fledged manner.But BoXNR Wagon activities i.e, Revitting, Grinding, Changing the body panels etc, have again been outsourced and started in BoXNR Shed since 04 months. There is lot of sound pollution in the shed due to which heavy and bitter complaints are being received fro IOH Staff that they cannot hear the normal voice of each other. They have to shout like anything for communicating and exchanging the opinions. Lot of nuisance is caused for their ears and brain for continuous and heavy sound of Revitting, Grinding, Change of body panels etc. while attending to ICF trolley changing in both the sessions.

Hence, this Union urges the administration to immediately shift the BoXNR Wagon activities from BoXNR Shed to UBLS or some other far off place for smooth working and functioning by IOH Staff and other staffs without any complaints.Remarks: BOXNR activities under the control of workshops BOXNR rehabilitation works is being done at BOXNR shed as per instruction of HQ. Rehabilitation work is being carried out for CC rakes of UBL Division only.

Sub No 14: Posting of additional Lorry Drivers at UBL C&W Depot. Sr.DME/C&W, Sr.DPOThere are two lorries in the C&W depot for which sanctioned lorry drivers are 03. Out of 3 Lorry drivers, one lorry driver is medically decategorized and waiting for alternative post and one lorry driver is unfit to drive the lorry since not having heavy duty license and always remains absent/sick. Lorry batch staffs are refusing to go in the lorry when this driver is deputed to drive the lorry. Only 1 Driver is fit to drive lorry and having heavy duty driving license.

Hence, this Union urges the administration to post 02 additional lorry drivers for transshipment of C&W materials. Remarks: Sr.DME/C&W: A note has been advised to Sr.DPO/UBL filling of lorry drivers in C&W Depot. At SSE/C&W office furniture’s like table, chairs are nearly 30 years old and in broken condition. The same has to be replaced with new ones immediately.At SSE/C&W Office and Staff Room, there is no generator connection at the time of power supply failure. Generator connection to be arranged to SSE C&W office & staff room immediately.At DWR end rolling point toilet has to be provided. Remarks: Sr.DEN/Co-Ord: There is no underground drainage nearby & requires demolishing of granite flooring on PF. 2 and 3 for a longer length and breaking of CC apron. It is recommended to provide Bio-Toilet in place of regular toilets. The toilets available in crew lobby may be used on DWR end of UBL yard.Remarks: Sr.DME/C&W: 465 Nos. of Hydrant value is received and the same will be replaced in due course on PF No. 1 & 2, 3 & 4 for watering coaches.Computer has being processed. DRM approval is obtained for procurement of new furniture on replacement account. Sub No 17: Posting of PB Clerk in ADEN/HQ/O/UBL Sr.DPORef: DS/SWRMU/UBL ltr addressed to Sr.DPO/UBL dtd: 22.05.2018.It is brought to the notice of this union that there is no PB Clerk in ADEN/HQ/O/UBL. The ADEN/HQ/O/UBL is having four Sectional engineer Offices i.e, SSE/W/SW/UBL, SSE/W/Qtrs/UBL, SSE/W/M/UBL & SSE/W/WW/UBL where the total no. of employees are around 210 employees.

The earlier PB Clerk in ADEN/HQ/O/UBL has retired and PB Clerk is essential to look after posting orders, regular promotions, posting of leave particulars GL-14, arranging Salary Bills, writing Pass/PTOs, MACP promotion etc, of the above mentioned four sectional engineer offices.

Hence, this Union urges the administration to post One PB Clerk in ADEN/HQ/O/UBL immediately with no further delay.Remarks: 152 sanctions, 21 vacancies exist in personnel department ministerial category. Further as and when vacancies are filled up, preferably a PBC will be given to ADEN/HQ/O/UBL.

Sr. DEN/Co-Ord, Sr.DEN/BRIThe staffs of SSE/Bridge/UBL are facing hardship whenever they are booked to outstations due to non-availability of Rest Room. Staffs are forced to sleep on platform and so unable to take proper rest. So, this Union urges to provide Rest Room for all the staffs in out station. Remarks: DEN/BRI: Already Gr. D Rest Room is available at BAY Station. Rest rooms for HPT, BJP, CLR and VSG stations are at present not available, as per the SSE/BR/UBL & BGM suggestion, if any vacant Type-I, spare quarters are available, may be provided as temporary measure. Remarks: Sr.DEN/Co-Ord: This issue will be discussed with office of CBE and decision will be taken.

Sub No.22: Seniority & Promotional Avenue for staff of USFD/UBL. Sr.DPOIt has been brought to the notice of this Union that Khalasi Helper working in USFD are not having any promotional avenue and kept in Level-1 for many years. The administration should take appropriate action to ensure the promotional avenue for the staffs working in USFD unit and also their separate seniority list should be prepared immediately. Also rest room should be ensured whenever they are booked outstation. Remarks: The matter may be raised at the appropriate forum for necessary avenue channel for khalasi/helper of USFD.

Sub No.23: Provision of Toilet for staffs at CRS Office/UBL. Sr. DEN/Co-Ord.Staffs working in CRS office/UBL have complained about non-availability of toilet facility inside CRS Office/UBL which is causing inconvenience particularly to lady staffs. The staffs are utilizing public toilet on PF No.1. Hence, this Union urges to provide toilet for staff inside CRS Office/UBL where sufficient space is available and it is a basic necessity. Remarks: Wash room facility is available for both Ladies & Gents with the office of CRS/UBL.

Sub No.24: Forwarding/Consideration of IRRT/IDRT to other Railways/Divisions. Sr.DPOThe Railway Board has recently delegated the power of IRRT/IDRT to Division control for the categories with Divisional seniority. Whereas, UBL Division is not taking any favorable action to forward such applications even though employees have completed 5 years of regular service. This Union is in receipt of this grievance from various categories of staff working in UBL Division.

Hence, this Union urges the administration to take a suitable action in this regard. Remarks: As per policy taken by HQ. Application will be forwarded when vacancy is less than 10% and relieving when less than 5%..

Sub No.25: Revision of roaster of LC gates under SSE/P.Way/UBL. Sr.DPO, Sr.DEN/Co-OrdAll the LC gates coming under SSE/P.Way/UBL are still following the very old roaster and employee are over burdened with 72 hours duty as it is a Safety issue administration should conduct census in all the LC gates and the roasters should be revised accordingly. Remarks: Matter will be discussed with Sr.DEN/Co-Ord and revision of rosters will be run if feasible and necessary.

Sub No.26: Troubleshooting Point (TSP) at UBL yard. Sr.DME/P, Sr.DME/Dsl.The TSP which was available earlier in UBL yard got removed for the reason not known to this Union. Due to this whenever any trouble is noticed, the Loco Pilots are forced to attend though they are not their duties and in

some cases, technicians are called from EMD Dsl Shed to attend the same and this practice is causing unwanted detention. Hence, the TSP should be provided at UBL yard to overcome the problem.Remarks: DME/P: The reason for removing the TSP was taken by then Sr.DME/Dsl./UBL citing the reason if any Loco problem is reported by the power controller, the shed staff will be arranged to the platform for attending the Loco as the shed is close by.Remarks: Sr.DME/Dsl.: At present there is shortage of staff in Dsl. UBL. Against the Loco Holding of 200, sanction is provided for 150 locos only. Therefore in case the TSP is required to start at UBL, another TSP at HPT will be required to closed. Therefore the proposal is not feasible and at present the work is being managed by sending staff from the shed whenever need arises.

Sub No.27: Mutual transfer of staff working in Engg Department. Sr.DPOThe Mutual transfer between staff working in Engineering department i.e, P.Way to P.Way and Works to Works should be considered by administration.Remarks: IUMT can be considered, as per policy.

Construction department is advised for provision of watering arrangement and Rest room. Remarks: Sr.DOM: This issue was taken up with C. Rly. However, Sr.DOM/PUNE vide letter No.PA/OPTG/ SWR/HQ/PNM/17 dated 07.06.2017 has stated that it is not possible to terminate M/Exp. Guard of Train No.17415/17416 and 11303/11304 expresses at MRJ since it will be under-utilization of MRJ guards for booking MRJ-KOP-MRJ and also there is no availability of Beds at Running Room MRJ if UBL guards are terminated at MRJ for above said trains.Remarks: DME/P: In order to avoid complaints from pure vegetarian occupants regarding in serving of food which is cooked in the same kitchen and vessels where non-veg items also being prepared. However egg items are prepared and served on demand as per GM instructions during inspection of UBL Running room.Remarks: Sr.DPO: Eligibility for MACP will be assessed and necessary action will be taken accordingly.OT Bills payments as per extent rules will be ensured.

Sub No.29: Sanction of TA according to the actual no. of days worked. Sr. DPOIt has been brought to the notice of this Union that the employees are deprived to claim the actual no. of days they worked at outstation if it is more than 15 days. The maximum limit of 15 days TA has been fixed for all the employees whoever booked to work in outstation for more than 15 days. This practice should be stopped immediately and the claiming of TA as per their actual number of working days at outstation should be paid.

Sub No.30: Filling-up of Safaiwala post & Sanitary Khalasi in CHI/Col/O/UBL. CMSThe UBL Railway Colony is a very big railway colony consisting of more than 3000 Railway Qtrs. Maintenance of environmental sanitation should not be compromised on account of large nos. of Safaiwala posts. The total no. of vacancies of Safaiwala post is 26 and many are likely to retire in short period. So, necessary action should be taken to fill-up the posts at earliest.

In addition to their regular duties, lot of new assignments are also given to Safaiwala like door to door garbage collection, segregation of dry & wet garbage maintenance of compost bit etc.

The Sanitary Khalasi post is lying vacant in CHI/Col/O/UBL. This post is essential to carry-out all kind of anti-malarial activities like spraying of insecticide, fogging and maintaining all such equipments etc. Presently, the existing Safaiwala are overburdened to look after the duties of Sanitary Khalasi post also.Remarks: Due to the work study conducted at CHI/Col/O/UBL 26 posts of safaiwalas have been recommended for surrendering. The outsourcing of cleaning activities at Hubli Railway Colonies will be processed in due course.The vacant post of Sanitary Khalasi can be filled up by Sr.DPO/UBL by calling volunteers from existing Safaiwala through compassionate ground appointment.

37th PNM Minutes (22nd & 23.02.2018) Lights will be provided by 30th March, 2018.Remarks: Already provided 6 Mtrs. Tubler post with 30W. LED light.

Subject No 3/37 Sr.DEN/EWater problem at BAY Railway Colony.Staffs staying in BAY Railway Colony are suffering due to insufficient supply of water and not getting required quantum of water from Municipal Corporation. This problem has become perennial to address this problem. This problem can be solved by drawing water from Hagiri River which is away by 16 kms from BAY by laying a pipe line. Problem faced by staff working in Railway Colony, Station & Office Buildings can be permanently solved by drawing water from Hagiri River. Hence this Union demands to take speedy measures in solving water problem at BAY at the earliest.

37th PNM Minutes (22nd & 23.02.2018) With lot of persuasion Division is able to get additional 25,000 lit. Water supply from Bellary Municipal Corporation. With the arrangement some of the problems of water scarcity have been catered. Now there is no much problem at BAY. SSE/Works/BAY has inspected the hagri river site to plan the taking water from there. A detailed report is being prepared to assess the feasibility and financial implications work will be proposed accordingly. Matter may be closed.Remarks: As discussed in meeting matter may be closed.

Subject No 4/37 Sr.DEN/WProvision of pipeline replacement & New high capacity tank in Rly Colony at BGM.Present pipeline network in the Railway Colony is very old more than 15 years. It has become rusted and broken in several places. Water leaks through breakages and staff are getting muddy and contaminated water due to the rust formed in the pipeline and breakages. The water being supplied now is not properly and regularly chlorinated since the plant is defective. This is leading to unhygienic supply of water which might result in diseases. The same water is being supplied to travelling passengers also. The entire pipe line criss crossing the colony to be replaced with new pipes and a proper chlorinative plant to be provided. The existing low capacity and very old water tank does not cater to the needs of the colony, A new high capacity water tank is to be built at a higher level for fast and easy supply of water to the colony which also prevents pumping of water.37th PNM Minutes (22nd & 23.02.2018)

Work of replacement of water pipeline at BGM colony is sanctioned and tenders are already invited. Chlorinator at BGM is repaired and presently working. OHT of one lakh liter capacity will be proposed under works programme of W.P. 2018-19.Remarks: Work of replacement of water pipeline at BGM colony is sanctioned, work is awarded, work will be started shortly Chlorinator at BGM is repaired and presently working. The existing HU/BGM building is dilapidated and leaking at several places. This being a health unit the importance of maintaining this building in good condition need not be emphasised. Medicines being stored are likely to get spoiled due to the rain water leakage and damp condition of the building. Hence, this Union urges administration to renovate the existing HU/BGM immediately before any untoward incident happens.37th PNM Minutes (22nd & 23.02.2018) Special work for renovation of HU/BGM will be proposed.Remarks: Work is awarded and work will be started shortly.

Subject No 6/37 Sr.DOM/UBL, Sr.DEN/WestExtension of Shunting neck at DUR (BGM Section).There was a proposal for extending the length of shunting neck at DUR taking into the risk factor involved in shunting during BTPN placement and clearance from IOC siding. This work is long pending and presently the GDR and shunting staff are handicapped due to the very tight length of the shunting neck with very little room for any misjudgement. Already one derailment of Loco has happened here. Most of the placement and clearances are happening in night and it is highly risky and time consuming for shunting which affects both safety and timely placement. This Union urges the administration to extend the shunting neck at DUR immediately at the earliest.

Already an estimate for replacement of furnitures at stations has been taken by office from the wayside stations. This Union urges to provide new furnitures to the above said offices & way side stations of BGM section.

Subject No 10/37 DEN/C, DEEElectricity supply to all LC gates between GDG to HLARAt GDG - BL (GDG to HLAR) all the unmanned LC gates were converted to manned and staff is being booked for gate work, but till date no Electricity supply has been provided. Doors & windows are not fitted properly (rain water falling inside). Staffs are facing very risky and unsafe for their duties especially during night hours. This Union urges to provide electricity supply to all LC gates between GDG to HLAR immediately without further delay.

Pickup vans are required for staff of SSE/Works/GDG for carrying materials and attend works from GDG to way side station and colonies at stations like Vyasankeri, Kotturu, Swamyhalli, Harapanahalli etc, where there is no convenient train service for the employees.

The approach road between HPT station and LC83A/HPT is totally damaged, The SWRMU along with ADEN/BAY has inspected and it was found that the employees are facing very much problem because of the damaged road condition. Subject No 18/37 Sr. DSTE Railway Qtr. for S&T staff near station area.There are few quarters for S&T staff at VSG provided on driver hill (1.5km from VSG Station by road). In case of failure these staff could not reach to station within short time. Therefore, if one quarters is allotted to S&T staff near the station area it will help to the S&T staff to attend the failure within least time. This Union urges to allot a Qtrs. to S&T staff near station area.

(b) Quarters will be ready for occupation by April, 2018. Remarks: At VSG station new Railway Qtrs. Construction is unde4r progress. Sr. DN/Co-Ord/UBL has advised vide this office letter No. H/SG.191/Misc. Dated 11.12.2017 for allotment of 03 Nos. Of Type-II Rly. Strs to S&T pool for the allotment of S&T staff at VSG.

Subject No 20/37 DEN/CRailway Qtrs for Track Maintainers under SSE/P.Way/BJP.The Track Maintainers working under SSE/P.Way/BJP especially at NBL, MNL, JML & BSRX are not having any Railway Qtrs accommodation. The TMs are used to staying in nearby villages to attend to their duties and facing lot of hardship in reaching in time to daily duties. This Union urges to provide Railway Qtrs to Track Maintainers under SSE/P.Way/BJP.

37th PNM Minutes (22nd & 23.02.2018) CN organisation is constructing Ty. II quarters at BSRX-8 units, HLAR-10 units, IDR-8 units, LMT-8units, GDG-4 units for staff.

Remarks: Railway Quarters for track maintainers under SSE/P. Way/BJP, CN organisation is already constructing Type-II Qrs. at BJP (19 N0s.) and BSRX (08 Nos.) work is finishing stage.

Subject No 21/37 DEN/CWater problem at BJP, BGK & IDR sections.Water scarcity to all the LC gates including BGK,BJP & IDR sections . This Union raised this issue in previous PNM as preamble subject but no action is initiated by the administration. This Union demands to rectify the water scarcity problem by provide sufficient water supply to the LC gates of BJP, BGK, IDR sections.

Water supply will be ensured by 30.9.2018.(b) Till such time, water cans will be supplied by SSE/P.Way through imprest for the gates in the section.Remarks: All newly manned gates along with existing manned gates in SSE/P. Way/BJP and IDR are provided with water tanks and from date 22.03.2018 water is being supplied through tankers. For SSE/P. Way/BGK also shortly tanks will be kept and water supply will be restored.

Subject No 23/37 Sr.DPOCompassionate Ground Appointment . Shri.Basavantappa K.Mutnal, S/o. Late.Shri.Kempanna Basavantappa, Ex.Sr.Gangman/SSE/P.Way/O/BGM has requested the administration for Compassionate Ground appointment on demise of his father on 18.11.2002. On death of his father, his mother Smt.Sharavva requested for C.G appointment to her younger son Shri.Kallappa Kempanna Mutnal and the administration was kind enough to consider the C.G request and was directed for medical examination. Unfortunately, he was declared unfit in all categories which was advised to the widow vide letter No.H/P.269/II/CA/12/04/1329K.B dtd: 29.03.2005. The widow again approached the administration for appointment on C.G to her elder son Shri.Basavantappa K.Mutnal vide her application dtd:20.09.2016 but again she was advised vide letter dtd: 22.08.2017 that competent authority has not agreed for C.G appointment in favour of Shri.Basavantappa K.Mutnal (elder son). The whole family is surviving only on monthly pension of the widow mother and Shri.Basavantappa K.Mutnal who was working in army service is forced to leave the service in between to look after the family in grief with hope that he will be employed in Railways under C.G.

Therefore, this Union requests the administration to review the above said case sympathetically on humanitarian grounds and grant C.G.appointment to Shri.Basavantappa K.Mutnal. Remarks: The CGA case was processed and DRM/UBL approved for CGA in favour of Sri. Kallappa Kempanna Mutnal and was found medically unfit for all categories on Indian Railway Services vide medical certificate No.02333/AR dated 01.02.2005/07.03.2005 issued by Sr.DMO/ME/SWR/UBL., Later, Sri. Kallappa Kwmpanna Mutnal expired on 13.11.2016.Widow, after a lapse of 12 years submitted another application dated 20.09.2016 requesting for CGA in favour of her another son Sri. Basavantappa. K. Mutnal who was an ex-serviceman discharged from the post from 30.11.2016 at his own request before completion of his service. The case was put up to the then DRM/UBL where DRM/UBL regretted the case.

Subject No 24/37 Sr. DSTEProblems of S&T Department Cable meggaring is a work where it involves timing, once disconnection is permitted work starts the staff involved in the work cannot leave the spot until the work gets concluded after which testing of equipment takes place staff involved in this work cannot leave the work spot. Staff experience difficulty since they are unable to leave the spot for food and water. The same problem is always occurring during joint work carried out. This Union urges for provision of food and water at the spot.

Training at DWR Training Center for S&T Staff. New assets and different types of advanced equipments are being installed in this section for upgrading of signalling system and communication. It has become difficult for the staff since there is no proper training. Training may be imparted for the staff of S&T at Dharwad Training Center.

One proposal for creation of separate imprest for arrangement of snacks for staff engaged in cable meggering , will be initiated.

Subject No 25/37 DEE, DEN/HQProblems of Electrical Department.

Heavy Rook Leakage at Gadag Road & Vinobha Nagar Switch Rooms. There is heavy roof leakage in the both the switch rooms at Gadag Road & Vinobhanagar. The staffs working are facing lot of difficulties to attend the Buss Bar and main switches for taking shut down and other works. The Vinobhanagar switch room walls are cracking and in very bad condition. This Union urges to attend the above said roof leakages immediately.

The staffs of electrical maintenance are facing lot of difficulty to attend the failure of over head lines as there is lot of tree branches which is obstructing/disturbing the work. Hence, this Union urges to provide tree cutting machine to electrical maintenance staff which is very essential.

37th PNM Minutes (22nd & 23.02.2018) (a) DEN/HQ: After discussing with DEE, scope of work will be decided and work will be proposed. (b) Sr.DEE: New tree branch cutting machine will be procured. Remarks: DEE: One portable petrol driven tree trimming/cutting machine available in M/UBL Depot and the pole pruner machine is not suitable for their job.

Remarks: DEN/HQ: Joint inspection of both Engineering and Electrical is conducted to identify the works required for attention. Estimate is under preparation at total cost of 68 Lakhs.

Subject No 27/37 Sr.DME/DSL, DEN/HQ, DEE

b)At present, Dsl Shed drainage system is worst condition due to choking and drainage blockages. In the recent rains all the bays of the shed was fully stagnated with water up to 3 to 4 feet depth and it was unable to attend the heavy repair of locos and “ Drop-pit system” was fully plugged in water along with its electrical cables. Hence, this Union urges this problem to be treated very seriously and necessary attention has to be taken as early as possible.

37th PNM Minutes (22nd & 23.02.2018) (a) For line no.1 & 2 separate drainage connection is planned and will be completed before 30th, April

2018. (b) For cleaning of drains, mechanised cleaning will be attempted once again, if not possible, it will be

done manually through Engineering Department in the presence of Shed Staff.

c)In 2005 a few locker boxes to keep staff dress and tools were issued to the staff and after more than 12 years these locker boxes are in damaged condition and new staffs have been appointed in Dsl Shed and the locket boxes are badly required. Hence, this Union urges the administration to take necessary measures and supply sufficient number of locker boxes by condemnation of existing damaged locker boxes.

e)Two wheelers parking is congested and now the position is that vehicles are to be parked on the road. So, this Union urges to take necessary steps construct new/sufficient two/four wheeler parking in the Dsl. Shed.

Remarks: DEN/C: The SSE/C&W/Station office is located on platform 2&3 and there is no toilets/urinal facility available due to there is no feasible to construct the toilets on the platform, as there is no scope of to provide the outlet pipe to connect the manhole.There is no feasibility to construct toilet for rolling examination points at UBL railway station. Because the rolling examination shed is in between the track. In this 24 hours water is available. For water pedestal on the platform at present no water is available.At LKT station building and colony the water facility is available with Grampanchayat water supply and through water tanker also, when Grampanchyat water not available water is being supplied through water tanker. The resident of the colony is storing the water in individual storage tank. At present the water facility on platform is water pedestal is not available. The work will be proposed for supplying the water supply in the pedestal with suitable capacity of storage tank with staging and pipeline arrangement at LKT and BKIT.

Hence, this union demands the administration to pursue this issue with concerned authorities of Municipal Corporation to enhance the quantity of water to avoid the crisis faced by the colony people until alternative arrangements.

There is no approach road to station; staffs are facing untold hardship to reach the station to attend their duties. This area is plunged into thick forest and hills, known for wild animals moving in & around the station. In recent past, it also appeared in print & electronic media that Cheetah (Leopard) menace has created unrest & alarm in this location. The Bheemanagundi tunnel is attached to the station, staffs are required to pass through the tunnel to discharge their duties which is unsafe to work in this place since there is no minimum facilities provided even lighting is not provided in the tunnel, staffs working at station are put into untold difficulties specially during summer season due to erratic power supply since power supply is available only 8 hrs in a day.

Hence, this Union demands immediately to discuss with JSWT and arrange one four wheeler to the station staff so that they can be protected from any untoward incidents. An approach road has to be provided, lighting has to be provided in the tunnel and also get express feeder/Niranthara Jyothi immediately.

Remarks Sr.DOM: Nandihalli station was handed over to Railways and was commissioned on 16.09.2015. The assets created by JSWT authorities and made available are station building (i.e., Relay Room, Panel Room, Rest Room etc.,). Electric supply to station, Generators and Katcha approach road. The cost for the staff required was also paid by JSWT authorities.

While handing over assets to concerned officials, it was noticed that some of the works were left unfinished and not completed by JSWT.

But now, JSWT authorities are not taking any responsibility and have stated that whatever work was entrusted to them was completed and station has already been commissioned.

However, JSWT authorities have been advised vide this office letter No. H/T.143/JSW/ Nandihalli dated 23.05.2017 to attend the above deficiencies at the earliest to avoid inconvenience to the Railway staff.

Subject No 19/36 DEN/C Wrong Booking of Keyman in Civil Engineering Department in UBL Division: In UBL Division Civil Engineering department there is a post of Keyman GP.2400/- whereas GP.1800/- Gangman are utilized as Keyman and they are being punished. But there are GP.2400/- Gangman are available in all the units but they are booked as Keyman and GP.1800/- Gangman are booked as Keyman and punished for any fault and they are going to the next grade which is highly irregular.

For example Shri.Salim Bellary, GP.1800/- Gangman is booked as Keyman and suspended for a small mistake happened in his absence and suspended and called for enquiry and waiting for promotion. Being a sincere employee carried out the Supervisors order and worked as Keyman and no fault of him he is placed under suspension and his promotion is held up. Hence, this Union urges to set right this irregularity in Civil Engineering department among those placed in Rs 2400 GP.
