The Indian Youth Parliament (IYP) is a youth organisation in the India consisting ofmembers aged between 15 and 35.

Formed on January 12,2012 on the occasion of National Youth Day(the birthday of Swami

Vivekanand), the parliament will consists of members, who are selected to represent the

views ofyoung people in their area to government and service providers. It is currently

managed by the Youth Council of India.

The YP is a not for profit, non political, support and learning organization, committedto developing the uninhibited expression of young people with the aim of sustaining aplatform that enables young people to be effective and expressive agents of change.

The YP is run by young people for young people. We provide a unique

platform that enables young people to use their energy and passion tochange the world for the better.

The YP will give the young people of the India a powerful voice which isheard and listened to by local and national government, providers ofservices for young people and other agencies who have an interest in the

views and needs of young people.

Indian Youth Parliament is the voice of young people all over India. Youth Parliament is a

national organisation that work with the young people to represent the views and ideas of

other young people in their areas. Representing the young people living in that area . If there

is a problem relating or concerning the young people or the common man in your area, then

Indian Youth Parliament is a great way to getting your voice heard in local and national level.

If you have a Strong opinion about something you want to be done then Indian Youth

Parliament aims to get your voice heard by the people in power.

The Indian Youth Parliament (IYP) prepares young people

to be healthy, productive, and engaged citizens.

We are passionate in our belief that educated, employed, and engaged young people possess

the power to solve the worlds toughest problems. Every young person, therefore deserves the

opportunity to realize his or her full potential. Our programs are catalysts for change that help

youth learn, work, and lead.Often, social progress doesnt come fromgovernments looking down, directing change. It comes fromcommunities, families, and individuals looking up, driving societyforward themselves, fueled by nothing more than an idea or instinct todo good. It comes from civic engagement.ctive citizenship is the cornerstone ofsocial change. IYP believes that young peoples participation as citizens be it students,workers, family or community members is fundamental to building stable and healthy

democracies. IYP prepares youth to fully participate in civic life by supporting youth

engagement (volunteerism, community service, service-learning, civic participation) and

empowerment (leadership, social entrepreneurship, and activism). Our citizenship programsare guided by the core conviction that young people are a powerful and untapped force to

create positive change in their communities and nations. Leading the way is, which is

developing a new generation of socially-conscious global citizens who create positive change

in their communities, their countries, and the world.

The preparation of youth for work and life is very low Educationopportunities must be made more relevant to the needs of all young

people as learners and future workers, parents, and citizens.

IYP works with public, private, and civil society partners to expand and improve young

peoples access to quality and relevant education from delivering alternative education

programs to out-of-school youth to equipping rural schools with new educational

technologies. We also support programs that more closely connect the learning that goes on

in the classroom to the demands of the workplace.equips young people with a range of

practical skills to help them maximize their potential as students, workers, and citizens.

Only through decent employment opportunities can youngpeople get the chance to work themselves out of poverty. Focusing onyouth is a must for any country."IYPs Work programs improve young peoples employability prospects by preparing themfor quality jobs and helping others succeed as entrepreneurs IYP equips youth with life skills

and technical know how, while connecting them to the mentors, internships, and jobplacement services they need to succeed in the job market. We also help youth employ

themselves and create new jobs by training them to be entrepreneurs and linking them to thecapital needed to start new businesses.

A platform to

The Indian Youth Parliament, also known as IYP, is a democratic, politically independent,

inclusive, charity set up by a group of passionate youth workers as a national voice foryoung people in India.

Its mission statement says, "Our vision is of a stronger, more inclusive India that empowers

young people by truly involving them in the decision making process". In more detail, the IYP

lists its aims as offering young people a collective national youth voice; making a difference

in society by increasing young people's participation by promoting a positive image of young

people; connecting the processes of policy making and development with young people;

being an independent and youth-led organisation free from influence where young people

can give their views to policy makers without hindrance, fear or barriers.

Since its inception the IYP has been committed to being an organisation which involves

young people across the whole of India and, holds its 3 annual meetings in various locations

throughout the country. The work of the IYP is centred around involving young people in

the decision-making process, particularly in consulting with young people and campaigning

for these views to be adopted by the relevant decision-makers.

The YP Foundation is an organization is both led and run by young people in New Delhi,India. By providing young people with the

resources to execute their own initiatives that target social, cultural, economic, legal and environmental issues they are committed

to, we have fuelled a space that is committed to developing the uninhibited expression of young people.

The Youth Parliament is the democratically elected voice of Indias

young people. We are a young peoples parliament, designed by

young people and led by young people for the benefit of young

people. We are committed to ensuring young people are heard by the

decision makers of India and we are determined to campaign on the

issues which matter most to Indias youth.

WHAT WE DOwe work with the aim of sustaining a platform that enables young people to be effective and expressive agents of change.

We facilitate leadership skills and thinking power, increasing awareness on issues of global importance amongst young people.

In working towards its vision of a stronger, more inclusive India in which young people are

able to feel truly empowered, the Youth Parliament undertakes a wide range of activities.

Often these focus on engagement with MYPs but they can also involve work with Indias

wider youth population, the people who work with young people and key organisations and

institutions in the youth work sector.

Some of the things we do include:

y Campaigns based on information gathered from consultations and MYPs

constituency work, the Youth Parliament identifies those issues which areimportant to young people and runs campaigns accordingly. This can include

leading activities such as parliamentary and public petitions, media campaigns,

outreach work and talking with decision makers.

y Training the Youth Parliament offers training to all its MYPs whilst it also

provides training outwith the organisation, for example to schools and pupilcouncils in areas where it can lend its expertise.

y Research and consultations research is carried out by the Youth Parliament

on a number of topics. To support our MYPs in their campaigning activities, theYouth Parliament staff research current policies and political developments, whilst

also regularly conducting primary research through consultations, surveys and

focus groups for our own reports, to support the work of our partner organisations,

and to answer incoming requests for evidence.

y Outreach work the Youth Parliament conducts various outreach activities

for example running workshops, supporting and leading on events and promoting

the organisation at a variety of venues including festivals, schools, university fairsand youth clubs.

y Representation the Youth Parliament works hard to make sure that youngpeoples views are represented in the decision making process as well as wider

society by giving them a chance to respond to relevant news stories, attend events

and meetings, and/or have their concerns brought before parliamentarians through

their contributions to the IYP Manifesto.

WHO WE AREOur vision is of a stronger, more inclusive Scotland that empowers young people by truly

involving them in the decision making process. We do this through our Members (MYPs)

who are elected young people aged between 14- 35 representing different areas and

voluntary organisations from across the whole of India. Every year we have at least three

national meetings where we discuss issues which affect young people and try to propose

new and sometimes radical solutions to these problems.

We are a young people parliament, designed by young people, led by young people and for

the benefit of young people. The IYP is totally youth-led and all of our Trustees are 35 and

under. We listen to and recognise the issues that are most important to young people, and

ensure that by representing them at a national level their voices are heard by government

and formal decision makers.

The Youth Parliament offer events and activities throughout the year; which vary from

training workshops, festivals, MYP speaker engagements, roadshows, fresher fairs,

conferences, rallies - anything involving policy and people, well be there.

TRAINING AND CONSULTANCYThe Youth Parliament has years of experience when working with young people and

developing bespoke youth engagement initiatives. We have created a range of training

programmes for young people and would be delighted to assist those external agencies

currently engaging/or wishing to engage with young people in India.

The programmes are all tailored to your specific organisation and your requirements and can

be led by young people, who have been trained in facilitation. Below are only some of the

programmes and initiatives that the Youth Parliament have been involved with.

rainingThe IYP have delivered project planning and delivery training to various

organisations including the Indian Childrens Reporter Administration. This training

can also be adapted to planning and delivery of campaigns at both a local and

national level. The training programmes were developed with each organisations

The organization funds and supports innovative work by young people, by providing

young people between the ages of 13 and 28 years with a resource base to

conceptualize and execute their own projects and initiatives working with socio-

cultural, economic, legal and environmental issues they are passionate about. It has

supported work in multiple fields through varied mediums such as community

initiatives. , interactive workshops, policy and government interaction and research

and advocacy work amongst others.

Composition

Membership

A Member of Youth Parliament (MYP) represents the views and needs of all young people in

their area to government, service providers and decision makers locally, regionally and

nationally. A Deputy Member of Youth Parliament is elected for each MYP position .

Deputies work with and support their Member of Youth Parliament locally and regionally, but

are not entitled to attend the Annual Sitting or other national events - unless their MYP is

unable to.

Membership

The Youth Parliament is a member-based organisation, which means that it gets its direction

and focus from the young people it is created to work for. Membership is open to all youngpeople living in India who support the core values and aims of the Youth Parliament.

Members are encouraged to take an active role in the life of the organisation, including

standing for election to the Executive Committee. Members also receive our monthly email

newsletter that contains information about current work, training opportunities, and exciting

events.

Members are encouraged to keep in touch with the Membership Development Worker to

inform them of the work that they are doing in their local area or youth club. Through the

online discussion forum Members can talk about issues that they care about, feed in to

ongoing consultations that are managed by the Youth Forum, and make friends with other

Members.

Elections and selection of members :

The Indian Youth Parliament elections are held annually, with all young people who

are the general member of Youth parliament of between the ages of 15-35 being

entitled to vote to elect their representative at the national and state levels.

Youth Council Of States select their local area's Member(s) of Youth Parliament

(MYPs), who provide a voice for the young people in their area. The number of MYPpositions is proportionate to the population of young people in the authority.

Once elected MYPs organise events and projects, run campaigns and influence

decision makers on the issues which matter most to young people. All MYPs have

the opportunity to meet once a year at the Indian Youth Parliament AnnualSitting.

Once elected MYPs meet with MPs and local councillors, organise events, runcampaigns, make speeches, hold debates and ensure the views of young peopleare listened to by decision makers.

views of the young people in their constituency.

Procedures Group

Decisions regarding the development and progression of the organisation will be undertaken

by the Procedures Group, made up of two MYPs elected from each region and nation

(known as "PGs"), for an 18-month term. Their main focus is "key decisions relating to the

membership and the programme of work, within the given strategic boundaries".

They will meet a minimum of four times a year to represent their regions nationally,coordinate campaign efforts and organise events such as the Annual Sitting. Reports aretaken back to MYPs at their regional meetings.

Executive committee

The Executive Committee set the strategic direction of the work, and are elected every two

years from within the membership. It is composed of 12 prominent members of the

organisation. They work with staff at an annual strategic planning residential to create the

work plan for the following year. The Executive then meet with members twice each year to

inform them of the key work of the organisation, including at the Annual General Meeting.

In order to facilitate the work done by the forum, subgroups are created thus giving a greater

sense of focus to members. Each subgroup contains one or more members of the executive

committee who feed back information at executive meetings to strengthen internal

The Annual Sitting is the parliament's main yearly meeting, which all MYPs have to attend.

each and every society and if some places are left then those NGOs who are willing to

serve in those places will be invited or else similar NGOs will be run by the members

of youth parliament members.

Youth Council Of India

On April 5, 2011 a steering group was formed consisting of group of student from IITDelhi, IIT Kharagpur,IIT Roorkee,IT-BHU,other IITS and some of other engineeringcolleges of India as a main part of Youth Council of India.

The Indian Youth Council (IYC) is a Indian charity working to empower young people to

have a say and be heard. Run by young people for young people, IYC exists to represent

the views of young people to government and decision-makers at a local, national and

international level; and to promote the increased participation of young people in society and

public life. It aim is to unite young people.

The IYC is led by young people, for young people aged 35 and under across the India. We

connect with our community of member organisations and network of Local Youth Councils

to empower all young people, wherever theyre from, to have a say and be heard. Our take

on training and volunteering and our powerful campaigns, both local and global, inspire

young people to have a positive impact and make their voices count.

Vision

IYCs vision is that all young people are respected, and able to influence and inform

decisions which affect their lives or upon which they have strong opinions.

IYCs four values are recognition, equality, diversity and participation.[5]

IYC is led by young people for young people. Its Board of Trustees is made up of 12 young

people aged 1535. These annually-elected trustees will employ some staffs and some full-

time volunteers, and manage a body of young campaigners and media spokespeople.

Membership

IYC will have members including national youth organisations, faith-based groups, and

organisations representing minority groups of young people. In addition, IYC will supports a

network of youth councils and youth forums, also run by young people across India.

Activities

Programmes

IYC is about the voice of young people - representing themselves through activities such as

Young People in Parliament Events, having their voices heard by politicians and policy

makers.

It sets up initiatives that celebrate young people's achievements through Young Leader

Awards.

Volunteering opportunitiesIYC supports young people to find volunteering opportunities and other opportunities for

young people through its website, its membership base and through newsletters like the IYC

Project and its Online Action Network.

IYC works with partners to start up and run campaigns to get young people registered to

vote and on issues of young people's employment. IYC will also lead the field in youth policy

and research, producing a number of influential journals and publications.

The Youth Council of India will manage the Indian Youth Parliament.

The Youth Council of India will lead a national Youth Voice Service. Youth Voice will support

young people in influencing local and national Government decision making in India, and

provide continued support for the Indian Youth Parliament.

Youth Council of India(Indian Youth Council)

IYC will have three groups as follows:1. Permanent Member2. General Member3. Search Committee.

Permanent Member will consist of members who will look after the proceedings of theYouth Parliaments with general member.

1. Any amendments of the rules and regulations are possible with the consent of twothird majority of all the members with veto power of permanent memers .

2. Hold regular meetings with the general members to discuss the affairs of the Youth

Parliaments.3. Appointment of new permanent member from the general member on the basis oftheir work, performance and period.

4. All the decisions about the topics of discussion, action of youth parliament likecampaign, awareness programme and their locations, topic of debate or essay

competition and their venues will be taken after the meeting with the common

meeting of all the members of the Youth Council.

5. To train approximately 200 young people per year to improve their confidence, self-

advocacy and self-development skills in order that they may engage in participative and

democratic structures.

6. To give the young people of India, between the age of 16 and 22 a voice, which will be

heard and listened to by state and national government, and other agencies that have an

interest in the views and needs of young people.

7. To give a unique training opportunity to students to learn and assimilate facts and values

essential for a good citizen. Only through the active involvement of our youth in shaping

and influencing policy at all levels of decision-making, will we begin to see practical change

to better the lives of all the citizens of our country.

8. To support young people as leaders in developing positive, sustainable, innovative and

community oriented change initiatives.

9. To encourage interaction with established people in the Legislature, Executive and

Judiciary, to provide inspiration to Indian youth to become good parliamentarians in the

future who will ensure a prosperous and happy India.

10.To advise and want the youth to follow the rules and norms of the parliamentaryproceedings and not follow or get impressed by the rude and unparliamentarily behavior ofa few leaders and happenings, which are in bad taste. We want the futureparliamentarians to look and act beyond party politics, and work towards a common goodwhich is the interest and the welfare of the entire country.

Search Committee will look for the talented youth across the nation and give them thechance in the annual sitting of the Youth Parliaments.

It will be group of young people identified by the YCI who will search for activeyoung people that they know would be interested to participate.

It will organise debate and other competition to find the good young leaders of colleges and

schools.

It will look for the youth who have contributed towards building a greater society andnominate them for awards in the annual sitting of youth parliament.

We will invite and aim at attracting talented and active young leaders from across theIndia, with an interest in the topics discussed at the Forum and in the region.

IYP Manifesto:

Welcome to the Indian Youth Parliament Manifesto. This document tackles a wide range of

topics affecting young people, from child poverty to public transport costs, from class sizes to

mental health provision, once again proving that todays generation of young people are far

from apathetic about the world they live in.

It is created by young people locally elected to represent the views of their peers and was re-

drafted by Members of Youth Parliament at our Annual Sitting. It brings together the views

of a diverse range of young people from across the India and takes the voices of a generation

directly to decision makers. We hope that some of these manifesto ideas are considered and

taken up by the main parties.

Principles

MYP strives to understand and reflect the diverse voices of its members and

young people throughout India from different linguistic, religious, cultural and

social backgrounds, and particularly those who are geographically, technologically

and politically isolated.

MYP does not aim to achieve consensus. Rather, IMYP encourages critical analysis

of issues leading to action for a peaceful, equitable and sustainable world. The

IMYP constitutes a forum in which young people can express their own opinions,

without any political connotations and without reverting to role play.

The MYP experience encourages young people to be aware of the thoughts and

characteristics of other nations, respect their differences, and learn to work

together for a common good. IMYP is committed to a culture of peace.

Government Affiliations/Sponsorship

The Ministry of Parliamentary Affairs and the Ministry of Youth Affairs and Sports

are the ministries to contact for providing help in organising this unique

conference. We should strive for recognition of this conference by the Govt. of

India

The United Kingdom Youth Parliament is an independent charity, and has the

personal endorsement of Prime Minister Tony Blair, and Leader of the Opposition.

We should also strive for similar support from the top brass of our countrys

leadership, from Honourable President of India, Smt. Pratibha Patil, Honourable

PM of India, Dr. Manmohan Singh and Opposition Leader Shri L.K. Advani.

..Workshops for Members of Youth Parliament (Before Session)

For successful functioning of the parliamentary democracy, MYPs ought to know the methods and

manners in which the parliamentary institution functions. The knowledge of process, procedures

and practices of these institutions can help them to come to the correct conclusion and provide

meaning and strength to the Indian democracy as a whole. The IMYP encompasses workshops

designed to promote confidence building and self-development skills along with an awareness of

issues affecting young peoples everyday lives such as single/group identity, citizenship, young

peoples rights and responsibilities, anti-racism and multiculturalism and positive image, amongst

others. The following workshops will have to be attended by the MYPs before the conference:

y Parliamentary Procedures of IMYP

y Responsibilities & Rights of a MP

y Rules & Regulations of the Parliament

Admission/Selection

There are approximately 63 ministries/departments/commissions. Each participating school/college

will be required to send 3 students to the conference representing a ministry with one of them

designated as the leader of the group. Students should be selected from schools/colleges who are

between the age of 16 and 22. The students should be articulate orators, who have demonstrated

leadership ability and have participated in debates, dramatics, international student conferences

and enjoy aggressive discussions.

Admission to the IMYP will be extremely competitive, Therefore, the applying process is complex.

Any school/college which is enthusiastic about participating in the conference has to contact the

IMYP authorities. Next, the school will be assigned a portfolio (ministry) within 2 weeks. The

school, then, has to accept the portfolio and select three students for the conference who also

have to submit a project report on the given portfolio to IMYP. IMYP authorities will then evaluate

the project report and arrange for a brief interview with the students. The interview is to assess

the capabilities of the students and to ensure that they are knowledgeable, so that they can

represent the ministry effectively. If the school/college doesnt accept/approve the assigned

portfolio, they can request for a different one. It is worthwhile to note that requesting a change in

portfolio decreases the chances of acceptance; on the other hand, failing the interview

automatically means that the institution will not be able to participate in the IMYP. The decisions of

the IMYP authorities will be final and cannot be challenged.

Hint: The Project report should encompass the following topics on the assignedministry/department/commission and not be more than 25 pages: Current Issues/Problems,Global Scenario, Scope for Improvement, Impact on Economy, etc.

Elections/Special Posts for MYP

The following posts are authoritative and commanding positions which will be given to the most

talented and exceptional students participating in the IMYP:

1. Prime Minister

2. Speaker of the House

3. Leader of Opposition

To get selected for any of the above posts, one has to write an essay in less than 500 words onthe following topic along with submitting their resume to IMYP:

Why am I the ideal candidate to be the Prime Minister/Speaker of the House/Leader of theOpposition?

Note: Only the designated student leader can apply and that too for only one post. After allapplications are received, IMYP may interview selective students and will ultimately short list threecandidates for each post. The students will be notified accordingly. The actual posts will be decidedin the 1st session of IMYP, where all the three students contesting for each post will campaign forthemselves and will be finally put to a ballot vote by the MYPs.

In the spirit of democracy, the winners of the election will take charge of their respective posts,and the first-runners up will depute them through out the duration of the conference.
