Salient features of IAY Guidelines

• Unit assistance for construction of new house & housesite component enhanced (Cabinet decision - 10th Dec, 2012)

• An Empowered Committee - oversee operationalisation of new guideline

• Special projects from Reserve fund to be sanctioned by EC (5% of Annual budget for scheme retained by MoRD)

• Administrative expenses – 4% of funds released• Greater role for State in

• Allocation of district wise targets• Distributing admin cost to districts• Identifying Difficult Areas

• Habitation & Individual house approach for better coverage of target group

• IT enabled Monitoring through AwaasSoft

• Annual allocation for States/UTs based on existing formula ( 75% weight to

houselessness & 25% weight to Poverty ratio) rationalised to achieve fair category wise

distribution

• Targets for SCs, STs and Minorities made in proportion to

population of these categories in States/UT’s

• Upto 20% of district allocation can be used for upgradation

• Once SECC is finalised allocation would be based on houseless

people from BPL population for each category

• District allocation to include two parts,– Fixed expenditure which would be same for all districts – Working expenses in proportion to the targets allotted

• Formula for distribution to intermediate & Village Panchayats in accordance to workload assigned

With Nirmal Bharat Abhiyan for construction of Sanitary toilet in IAY houses

– IAY beneficiaries to be accorded priority

– State/District Water and Sanitation Mission would be agency in charge

– State Dept. in charge of MGNREGS to issue directions to GP’s on dovetailing

MGNREGS funds with NBA funds

– IAY Implementing agency to send progress reports to MoDW&S

– Last installment of IAY & NBA funds to be released only after construction of toilet

is completed

– Letter on implementation jointly issued - uploaded on websiteState/ Implementing Agency should promote convergence with other schemes

like RGGVY, RSBY,AABY etc.

– State Government should have allotted land to all beneficiaries

– All beneficiaries should be BPL
